Abstract

This research aims to learn about the causes and impacts of high unemployment rate in Batu City as well as?efforts or responses of the Municipal to overcome this issue. The high unemployment rate in Batu City is caused by several factors, namely: low-level of education, lack of skills, ineffective distribution of information on job market for job seekers, relatively low EQ level, lack of socialization on workforce, the general mindset in obtaining jobs, laziness and dependency to others. On the other hand, the high unemployment rate also affects the society in the forms of psychological burden, political and social?instability, omission of individual skills, livelihood and income. To reduce the rate of unemployment, there must be efforts and responses from the Municipal, via the Office of Integrated Investment Services and Workforce of the Batu Municipal, to tackle this issue of high unemployment rate in Batu City, such as: planning and organizing ?Work Skill Training and Development Activity for Workforce and Society? by the Office of Integrated Investment Services and Workforce, establishing cooperation between the Social Issues and Workforce Office and the Industry and Trade Office, organizing Inter-District and Local InterWork Workforce Placement Service Development, Motivation and Management of Informal Sector Entrepreneusrship, and job fairs organized by the Social and Workforce Office of Batu City

Abstract

The issue of prostitution has long existed before, which is believed to have begun since the period of slavery. Even prostitution as a work is often referred to as one of the oldest types of work in the World. Although some Feminist groups before the 1980s convincingly said that prostitution is a sign and a subordinate example of women that will not exist anymore when women get the equation (Jefrey 2009). As Millett puts it, the old form of 'living fossils' of slave relations still exists today (Millet 1975). Even Jeffrey (2009) says that what is most important today is that the current ideology and new economic practice, "Neo-liberalism," in which the tolerance of 'sexual liberty' has been combined with free market ideology to reconstruct prostitution as 'work' law that could be the basis of the national and international sex industry. Therefore, the development of this sector needs to be understood as the commercialization of the subordination of women, and shows how the return of the global sex industry can begin.

Abstract

This study aims to analyze the potentials and challenges of local transmigration in Yogyakarta Special Region. This study crucial to consider the population that is concentrated in the Yogyakarta City and Sleman Regency as areas more develop than others. This is mix method research. Data were collected by questionnaires, observations, interviews and secondary data analysis. This study focused on Sultan Ground (SG) and Pakualaman Ground (PAG) in the three regencys, Gunung Kidul, Bantul and Kulon Progo. The findings show that the SG and PAG, potential and worthy of being local transmigration destination areas. Land use in three districts varied such as: agriculture, farming and fisheries. Some of the challenges that must be resolved before this policy made include the completion status and land-use conflicts, acceptance of local residents and increase the skills capacity of migrants.

Abstract

This research is motivated by the still existing problems in Nagari Tuo Pariangan tourism objects in the form of development that has not been maximized. This study aims to find out and describe (1) the development of Nagari Tuo Pariangan tourism objects by the Youth and Sports Tourism Office of Tanah Datar Regency; (2) Factors that become obstacles and supporters in the development of Nagari Tuo Pariangan tourism objects. This type of research is qualitative research with descriptive methods. The?informants in this study were determined by purposive sampling technique. The data of this study are? primary and secondary data. These data are collected by conducting interviews, observation, and documentation studies. Techniques for testing the validity of data by source triangulation. While the data analysis techniques used are data collection, data reduction, data presentation and verification of?conclusions. The results showed that the development carried out by the Tourism Office was limited to maintaining and repairing damaged tourism objects, providing assistance in the form of strawberry seeds?and promoting tourism. Tourist attractions held are Pacu Jawi. The broken and damaged road has been repaired and some facilities and infrastructure have been added such as toilets and Mushallah. The souvenir?center and souvenirs were just finished. HR development in the form of pokdarwis formation. The Tourism Office also empowers two residents as tour guides. The supporting factors in this development: 1) One of the most beautiful villages in the World. 2) Tourism infrastructure is very adequate. 3) The gift center has just been completed and there is a reading corner. 4) Damaged and hollow roads have been repaired 5) There is a tour group called Pokdarwis and Tourguide. Inhibiting factors in this regard: 1) Brousur about partially abandoned tourist objects and some damaged tourist objects that have not been repaired as well as tourist attraction is only pacu jawi. 2) Parking space is still inadequate. 3). Not yet complete gift shop.4) Pokdarwis is still not maximal in managing tourist attractions. 5) The cleanliness of tourist objects is still lacking and the janitor is only two people.?

Abstract

Catching fish with fish bombs is against the law, in accordance with the regulations on legal sanctions for fish bombings stated in Law No. 45 of 2009 concerning Amendments to Law No. 31 of 2004 concerning Fisheries, in Article 85 fish catchers who damage the sustainability of fish resources in the NKRI fishery region can be sentenced to a maximum of five years in prison and a maximum fine of two billion rupiah. The research objective was to determine the inhibiting factors of the application of fish bombing sanctions according to the Fisheries Act in North Halmahera waters. The method used in this study is normative juridical research, with a statutory approach. The inhibiting factors are the lack of legal awareness of the fishermen community, due to economic factors - to improve the welfare of fishermen, as well as the lack of patrol boats for supervision in the Halut waters by the Halut Water Police Unit, so there is a need for coordination among institutions other than Sat Polair Halut, namely the Marine Service and Fisheries, also the community itself.

Abstract

Mechanism more relevant to fill structural positions on the value of accountability and meritocracy is open selection. Law No. 5 of 2014 concerning the State Civil Apparatus require the completion of High vacant leadership positions using the system, therefore Blora District Government to implement an open selection to fill leadership positions High Primary Regional Secretary. This study aimed to analyze the elements of procedural accountability of leadership positions open selection of Blora District Secretary. The approach used is qualitative descriptive analysis. Methods of data collection using interviews, documentation, correspondence and normative literature. The results showed step by step filling the position through an open selection since the formation of the selection committee, the establishment of standards of competence, the selection of competence, search the track record, the interview, the announcement of the selection results even coordination with the Governor and the Commission ASN has been accountable to fulfill the norms of legislation, namely Law No. 5 of 2014 concerning the State Civil Apparatus and PERMENPAN RB No. 13 Year 2014 regarding the Procedures Completion of High Leadership Position Openly in Environment Government Agencies.

Abstract

Maintenance of facilities or logistics is one of the functions of logistics management in the form of a series of activities or processes in which in the form of all forms of care, maintenance and care of the state of the goods for goods owned by an organization to remain usable at any time and able to achieve the economic age of the goods. This paper will discuss how the treatment of ready-to-drink water faucet facilities held by the Institute of Technology Bandung and Sebelas Maret University. This paper uses a qualitative descriptive study. to explain the maintenance of ready-to-drink water faucet facilities including the presence of inhibiting factors in their implementation. The results were found that in addition to problems in the processing unit, there are also problems in the piping network. This is an obstacle in the maintenance of water tap facilities. In addition, the participation of facility users is also important because if the water tap is not used then the water circulation will become not lanjar and the water that is accommodated on the pipe and the tank will be reflected bacteria that will continue to multiply and the water will only be disposed of into waste. Therefore both the facility manager and the facility user must maintain and care for the fasilita tap water ready to drink this properly.

Abstract

Tourism has a positive impact, especially in economic aspects. The tourism activities involve interaction between the host community and tourist. One of the concepts in sustainable tourism development is Community-Based Tourism. This concept requires contribution and active participation of the local community in tourism development. The purpose of this study is to explain how the concept of sustainable tourism through Community-Based Tourism approach. This study used a qualitative method with a literature study. Finding of this study is the concept of Community-Based Tourism is used as tourism development design that focuses on the community with emphasizing the local potential and encouraging the community capacity development. The important aspects in the successful sustainable tourism development through Community-Based Tourism can be seen from various fields, like social-political, economic, environmental and cultural. In the social-political related to community involvement in decision-making, planning, and development. In the economic aspect aims to improve community welfare. Abstract

Keberadaan Pedagang Kaki Lima (PKL) di Indonesia sering menjadi sorotan publik, khususnya dalam bidang tata kelola ruang kota. Untuk itu, dibutuhkan kebijakan pemerintah dalam menata dan mengatur keberadaan PKL, khususnya di Kota Surabaya. Salah satu upaya Pemerintah Kota Surabaya adalah dengan melakukan penataan pedagang kaki lima di Sentra Ikan Bulak tujuannya adalah mengatur atau menertibkan untuk berjualan yang legal, lebih tertib, teratur. Ditambah dengan fasilitas dan kemudahan yang diberikan secara gratis di Sentra Ikan Bulak. Tetapi setelah dilihat di lapangan program penataan PKL tidak berjalan dengan maksimal, itu bisa dilihat dengan kondisi Sentra Ikan Bulak yang sepi ditinggal para pedagang. Oleh karena itu, perlu diketahui bagaimana implementasi kebijakan penataan PKL di Sentra Ikan Bulak Kenjeran, Kecamatan Bulak Kota Surabaya. Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan penataan PKL di sentra Ikan Bulak Kenjeran Kecamatan Bulak Kota Surabaya yang dapat dilihat dari tiga faktor yaitu perspektif kepatuhan, keberhasilan, kepuasan penerima manfaat. Berdasarkan hasil penelitian menunjukkan bahwa implementasi kebijakan penataan PKL di Sentra Ikan Bulak Kenjeran Kecamatan Bulak Kota Surabaya dilihat dari tiga faktor perspektif kepatuhan, keberhasilan, kepuasan penerima manfaat belum semua faktor berjalan dengan lancar, dikarenakan masih ada tingkat kepatuhan yang belum dipatuhi oleh pedagang yaitu mengenai jumlah pedagang dan jenis barang yang diperdagangkan oleh pedagang.

Abstract

This research examine the innovation of village government? roles in tourism policy in Batu Municipality, Batu Municipality is one of the cities in Indonesia whose economic growth is dominated by the tourism sector. Economic growth during 2012-2016 Batu City's economy has shown a marked increase with an average of 6.95 percent but the poverty rate has not shown a significant decline with the number of more than 9,000 people since 2013 to 2016 and the gini ratio in 2015 was recorded at 0,36 points or up from the 2013 figure of 0.31 points. This indicates that the growth of the tourism sector has not been able to be felt by the entire community. this happens because the tourism sector is still dominated by large investors by building artificial tourism (artificial) which involves minimal society, therefore the city government of Batu develop a new approach by optimizing the role of village government in developing the policy village tourism and form of pokdarwis (kelompok sadar wisata (group of tourism awareness)). This research uses qualitative approach, case study research and interactive model analysis from Miles, Huberman and Saldana. The result of the analysis shows that the innovation of the role of village apparatus in developing the new community based tourism destination and the collaboration with pokdarwis has given a new form in tourism policy in Batu Town, the tourist villages developed at the village level are more successful in giving positive influence to the people's welfare as well able to involve massively society.
