PERSPEKTIF, is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of PERSPEKTIF is the Governmental, Political, Administration and Communication Sciences. This study aims to determine and analyze the professionalism of employees and their obstacles in the service of taxpayers at the Office of the Regional Tax and Retribution Management Agency of North Sumatra Province UPT PPD Sidikalang. In order to answer and find solutions to problems, this research will use qualitative research methods. With this qualitative approach, the researcher went directly to the field to examine the object of his study and held direct interaction with the community aimed at obtaining in-depth information about the Analysis of Employee Professionalism in Licensing Services at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang. The results of the study found that employees at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang were still less professional in taxpayer services so they were less supportive of community activities. Factors constraining the professionalism of employees at the agency are employees at the agency doing more dominant work because they want to get a big income, taking the opportunity to commit violations if there is a possibility that their superiors don't know it, employees are not fully aware that the image of the agency is attached to each and most of the employees are not aware of it. willing to listen to public complaints outside of working hours, even though during working hours the employee also seems to be always busy so there is very little opportunity for the community to submit their complaints.

This article aims to see the changing characteristics and role of journalism as a new media. The rapid development of technology encourages all parties to move forward, including the mass media. Over time, various conventional mass media companies such as print media began to turn to online media as a means of reporting. Apart from news portals with big names, there are currently many independent news portals or individuals who choose to share information through social media accounts. The problem is focused on how journalists pay attention to the code of ethics in reporting information in the realm of social media. The data were collected through the document study method or literature review and non-participant observation. With literature review, the author takes references and examples from books that are relevant to the research title. The data that has been obtained were analyzed qualitatively. This study concludes that in online media, the writing style is more rigid and similar to conventional media such as newspapers. Meanwhile, in new media, the writing style looks more flexible and the journalist's perspective or personal view on the issues being reported is often more visible.

This research was driven by the COVID-19 pandemic which had an impact on changes in employee working arrangements. Prior to the COVID-19 pandemic, many employees worked from the office (WFO), however, after the pandemic, many employees had the opportunity to work flexibly (either working from home or other remote work). This adaptability is part of the Flexible Working Arrangement (FWA), which is being implemented in an effort to minimize the spread of COVID-19. Various studies have found that such work arrangements, even in public organizations, will continue to be adopted after the COVID-19 pandemic. Therefore, organizations must ensure that flexible working arrangements have a positive impact on their organization. One of the efforts that can be done is to evaluate from the perspective of proactive work behaviour. In this regard, the objective of this research was to determine the best effort for implementing proactive work behaviour in the implementation of flexible working arrangements. The study was carried out with a qualitative approach and data collection techniques through documentation studies. The results indicate that proactive work behavior can be achieved in the context of implementing flexible work arrangements by: 1) establishing appropriate flexible working policies, 2) providing adequate organizational support, and 3) paying attention to employee well-being

The purpose of this study is to analyze and describe how the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. As well as to analyze the constraints in job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. This type of research is a qualitative research. Collecting data through methods from observations, interviews and documentation. The results showed that the application of job analysis to employee performance in the form of positions at the Regional Secretariat of Batu Bara Regency was good. The contents of the position in the form of tasks, jobs, responsibilities, authorities and working conditions at the Regional Secretariat of Batu Bara Regency have been carried out according to the results of the job description. In addition, the use of the contents of the position as the basis for implementing the work environment as well as the basis for meeting equipment needs, has also been carried out. However, the application of job analysis to employee performance in the form of position qualifications at the Regional Secretariat of Batu Bara Regency has not been optimal. There are still employees who are placed not in accordance with the educational background that is placed. The role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency has not been achieved optimally. Application of Application Analysis that is applied in accordance with predetermined qualifications. In its implementation, the Regional Secretariat of Batu Bara Regency is still experiencing problems with the limited number of employees.

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

This article aims to analyze the effectiveness of the coercive diplomacy carried out by the United States against Indonesia. These coercive diplomatic actions are in the form of embargoes, such as arms embargoes and IMET Ban. This study uses qualitative research methods using secondary data. The long duration of the IMET Ban and the arms embargo that occurred more than once made the United States' coercive diplomacy towards Indonesia look ineffective. Therefore, this study raises the research question "Why is the United States' coercive diplomacy towards Indonesia through the Arms Embargo and IMET Ban not effective?" and will be answered using the variables provided by Tom Sauer in the concept of the effectiveness of coercive diplomacy. Seeing the current conditions, if Indonesia buys military equipment from Russia, such as the Su-35, it will be subject to sanctions, so this research can conclude that the coercive diplomacy carried out by the United States against Indonesia is not effective.

Actor network is a collaboration that emphasizes the relationship or interaction between actors involved in a particular public affair to make the public affairs successful, it is very dependent on coordination between actors in finding a middle way to achieve common goals. The network of actors is very important and urgent in accelerating the implementation of the land registration acceleration program at the National Land Agency of Semarang City. Based on the Actor Network Theory (ANT) theory proposed by Bruno Latour in 1987, it has been used in various fields of knowledge, including the social field, with the concept of consensus building which was initiated where stakeholders interact, negotiate and have tolerance as the basis and used in this study to describe the model. network of actors in accelerating land registration as a form of public service. This study aims to identify and analyze the role of actors, as well as the network model of actors in the complete systematic land registration acceleration program in the city of Semarang. This study uses a qualitative descriptive method and the key instrument is the researcher (the researcher is the key informant). The results of this study indicate that the Semarang City Land Office is the main actor and acts as a mouthpiece for implementing policies, facilitators and coordinators. This study examines the development of policies for accelerating land registration in Indonesia in relation to network relationships between actors who influence policies in this field.

This study aims to determine the effect of organizational structure, employee capabilities and service facilities on service quality at the Land Office of Semarang City. The main data used is a questionnaire consisting of 27 question items, distributed to people who register and receive land services from Kantor Pertanahan Kota Semarang, either direct applicants or authorized recipients of 377 respondents. The data obtained were analyzed by multiple linear regression using the SPSSv16 software application. The results show that the quality of service at the Kantor Pertanahan Kota Semarang is currently in the good category (average 3.14), even so, there are still several things that need to be addressed related to guaranteeing the timeliness of service management and the accuracy of service costs. There is a significant influence between organizational structure factors, employee capabilities and service facilities on the quality of service both simultaneously at 63.1% and partially at 29.9%, 35.2% and 8.3% respectively. The most dominant factor in determining service quality in this study is the employee ability factor of 35.2%, followed by the organizational structure factor of 19.9% and the service facility factor of 8.3%.

This study aims to determine what steps aretaken by the Independent Election Commission (KIP) of Pidie Regency in increasing the level of marginal voter participation. And want to know what strategy the Independent Election Commission (KIP) of Pidie Regency has done in increasing the level of marginal voter participation. The research method used in this study is a qualitative research method with a descriptive approach. The theory used in this research is political participation theory, election theory and strategy theory. Where from the results of his research, it was obtained that the low level of marginal voter participation was caused by several factors, including (1) apathy, (2) lack of understanding and education on elections (3) candidates who were carried out were not in line with expectations (4) there was a promise politics that are not fulfilled (5) prioritize daily needs, (6) there is no change and improvement in every election implementation. Actors that can increase voter participation are community leaders, religious leaders or elders in the gampong area. And the strategy taken by the Independent Election Commission (KIP) of Pidie Regency in increasing the participation rate of marginal voters is to increase socialization activities to the maximum and massively by involving democratic volunteers.

The purpose of this study was to find out how to arrange use, implementation of use, types of proposals that developed at the village annual Musrembang forum, inhibiting factors from implementation and motives of stakeholders/related parties in encouraging the implementation of DD use based on Permendesa Pdtt. 16/2018 as a reference for Timbang Jaya Village, Bahorok District and Paluh Pakih Babussalam Village, Batang Serangan District. The method used in this research is a survey with observation techniques, in-depth interviews and literature study methods. The results of the study stated that the method of arranging the use of DD in Timbang Jaya Village, Bahorok District and Paluh Pakeh Babussalam Village, Batang Serangan District was appropriate. Implementation of the use of DD based on Permendesa Pdtt No. 16/2018 has not been fully implemented or has not become a reference for villages in carrying out development. The types of proposals that developed at the village's annual Musrembang forum became inhibiting factors from implementation, because they were dominated by proposals for infrastructure development activities that were not related to the priority provisions for the use of DD regulated by Permendesa Pdtt. 16/2018, while the motives of the stakeholders/related parties are so that there is integration between village development planning and national, provincial, and district/city development planning and so that the use of DD does not violate the provisions of applicable regulations.
