<![CDATA[Tujuan penelitian ini adalah  menganalisis reliabilitas dan responsivitas Badan Penanggulangan Bencana Daerah (BPBD) dalam penanggulangan bencana kebakaran di Kabupaten Aceh Singkil. Bentuk penelitian yang digunakan adalah penelitian kualitatif yang bersifat deskriptif. Berdasarkan hasil penelitian dan pembahasan disimpulkan realibilitas dan responsivitas BPBD Kabupaten Aceh Singkil dalam penanggulangan kebakaran belum baik. Beberapa hal yang disarankan antara lain melakukan pelatihan bagi pegawai honor, menambahkan jumlah posko pemadam kebakaran, menjalin kerjasama dengan instansi lain terkait ketersediaan air serta lebih memperhatikan dan menanggapi keluhan masyarakat. Kendala umum yang sering dialami BPBD Kabupaten Aceh Singkil pada saat terjadi kebakaran adalah kesulitan dalam upaya penanganannya di lapangan diantaranya keterbatasan jumlah air dan sumber air di lokasi kebakaran, tidak tersedianya fasilitas pemadaman kebakaran di lingkungan dan pada bangunan, serta respon dari unit pemadam kebakaran yang kadang terlambat tiba di lokasi dikarenakan jauhnya jarak tempuh dan kondisi lalu lintas.]]>

This study use qualitative research. The result show tha the New Habit Adaptation Policy in the Corona Virus Disease 2019 (covid 19) Pandemic Condition in Tanjung Mulia Hilir Village, Medan Deli District, is still not running optimally because there are still some people who are not obedient to government regulations. <![CDATA[The purpose of this research is to: 1) Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, 2) Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, 3) Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are: normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.]]>

<![CDATA[This study aims to determine and analyze budget planning and evaluation in improving the performance of the Aceh Singkil District Government, and to find out and analyze the obstacles faced in planning and evaluating budgets in improving the performance of the Aceh Singkil District Government. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data analysis techniques used in this study are qualitative data analysis techniques. The results of the study indicate that budget planning and evaluation in the Aceh Singkil District Government has not fully been able to improve budget performance, especially financial planning, the most recent data collection for performance evaluation and efforts to overcome budget constraints. The obstacle factor in planning is that there is a tendency to reduce budget allocations for certain activities with the aim that the available budget can be allocated to various other programs, and the inventory money requirement for a one-month period is not well planned. Whereas the constraints in the performance evaluation, data or information available have not fully been able to show the most recent conditions, because there is a possibility that the stages of activities carried out have not been reported, or there is a possibility that the evidence of expenditure has not been recorded because it still can be administered.]]>

<![CDATA[This study aims to analyze the implementation of plant quarantine policies in the work unit of the Belawan Agricultural Quarantine Center. This study uses a qualitative approach where the researcher is the key instrument, the data collection technique is trangulation (observation, interviews and documentation), the data obtained tends to be qualitative data, the data analysis is qualitative and the results of qualitative research are to understand the meaning and construct the phenomenon of policy implementation. plant quarantine service regulations. The results of the study indicate that the implementation of the policy on plant quarantine service regulations has not been able to be carried out optimally even though the stipulated legal regulations have been enforced. This is due to the lack of communication or dissemination of information about quarantine to the entire community, especially service users. Besides, other indicators are due to the lack of civil servant field officers at the Belawan Agricultural Quarantine Center and the lack of technology that supports services at the Belawan Agricultural Quarantine Center.]]>

<![CDATA[The level of community satisfaction with services from the kelurahan is still relatively low, as can be seen from the many protests from the community against the kelurahan policy. This situation can be seen from the implementation of the work which is still slow so that most of the work cannot be completed on time. This study aims to determine what policies and constraint factors cause the less successful policy of Regent Regulation no. 6 of 2019 concerning Provision of Additional Income for Civil Servants in Central Tapanuli Regency in Improving Employee Performance in Sibuluan Indah Village, Pandan District. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study show that the TPP policy has not fully succeeded in improving the performance of employees in Sibuluan Indah Village, Pandan District, with the following recommendations: 1) that the Central Tapanuli Regency government needs to revise the TPP policy so that it is more detailed about the elements of performance appraisal, 2) Officials appraisers need to eliminate the influence of personal relationships in making assessments of the performance of subordinates, and 3) The government needs to pay attention to the payment of TPP funds can be made in a timely manner.]]>

<![CDATA[The purpose of this study is to analyze and describe how the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. As well as to analyze the constraints in job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. This type of research is a qualitative research. Collecting data through methods from observations, interviews and documentation. The results showed that the application of job analysis to employee performance in the form of positions at the Regional Secretariat of Batu Bara Regency was good. The contents of the position in the form of tasks, jobs, responsibilities, authorities and working conditions at the Regional Secretariat of Batu Bara Regency have been carried out according to the results of the job description. In addition, the use of the contents of the position as the basis for implementing the work environment as well as the basis for meeting equipment needs, has also been carried out. However, the application of job analysis to employee performance in the form of position qualifications at the Regional Secretariat of Batu Bara Regency has not been optimal. There are still employees who are placed not in accordance with the educational background that is placed. The role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency has not been achieved optimally. Application of Application Analysis that is applied in accordance with predetermined qualifications. <![CDATA[The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.]]>

<![CDATA[So the formulation of the problem is how is the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency along with strategies to improve the performance of these public services? And what are the obstacles to the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency? This type of research uses a descriptive qualitative approach. With data collection techniques in the form of interviews, documentation, and observation. The results of the study refer to the theory of Agus Dwiyanto (1995:45) namely output, efficiency, and effectiveness. So the output of service facilities at the Lima Puluh Subdistrict Office of Batu Bara Regency in terms of facilities and infrastructure to the community is not good enough. As well as the output in terms of services for managing business permits and building permits to the community has also not gone well. In terms of efficient service, the time for processing business permits and building permits has not been fully implemented to the community. This is because it is not in accordance with the Standard Operating Procedure (SOP). In terms of the effectiveness of the service of business licenses and building permits carried out at the Lima Puluh Subdistrict Office of Batu Bara Regency related to service terms and procedures, it can be said that it has not been effective.]]>
