Abstract

This article aims to examine the implementation of the 2020 regional head election in Medan City, with the election of Bobby Nasution and Aulia Rachman as mayor and deputy mayor of Medan, the people waiting for promises and solutions for the city of Medan. As the youngest Candidate for Mayor and Deputy Mayor of Medan City, of course there are several factors that became the reason for the people to choose Bobby Nasution – Aulia Rachman as mayor and deputy mayor. It is interesting to study, especially from the voting behavior of the people of the city of Medan in 2020 in selecting the Mayor and Deputy Mayor of Medan. The reason is that the election of the Bobby Nasution-Aulia Rachman pair in the 2020 Medan City Election cannot be separated from how they as a candidate pair attract the public's interest. There are many assumptions that take into account the technicalities and how voters give their choice to the winner of the Medan City Election. The purpose of this study is the Factors Affecting People's Choices in the Victory of the Bobby Nasution - Aulia Rachman Couple in the 2020 Medan Mayor Election. This research method is a qualitative research with descriptive analysis. The results of this study are the presence of voting behavior, appropriate personal branding for the couple Bobby Nasution and Aulia Rachman and motivation.

Abstract

This article aims to analyze the implementation of participatory development in Nagari Tarung-Tarung, Rao District, Pasaman Regency. The problem is focused on participatory development. The data were collected by means of observation, interviews, Focus Group Discussion (FGD), and documentation and analyzed qualitatively. This study concludes that: The implementation of participatory development in Nagari Tarung-Tarung, Rao District, Pasaman Regency consists of three components: (a) Planning, (b) implementation, and (c) evaluation/monitoring. In these three stages, development is focused on building physical infrastructure, such as road construction, irrigation development, and road paving. However, what is planned is often not on target in implementation, so that community participation in Nagari development is not good due to the lack of public trust in the government, so that planning the Musrenbang until the implementation stage is not achieving the target, as well as the Nagari government in the implementation of development does not pay attention to the aspirations of the community by meeting mutual attitudes. believe. Only a part of the community gave aspirations. This means that community support for development in Nagari Tarung-Tarung is very small, this is marked by the lack of transparency from the Nagari government so that people are not so enthusiastic about development, there is an impression of apathy and leave everything to the government.

Abstract

Stunting is a chronic malnutrition problem caused by insufficient intake for a long time. There has been an increase in stunting in Indonesia, especially the prevalence of stunting under five in Jambi Province is higher than the national figure of 37.9%. The implementation of nutrition interventions has not been integrated, from the planning process to evaluation at the central, regional and village levels. As a result, the coverage and quality of various basic services is less than optimal. Therefore, this study aims to analyze application development as an effort to monitor the evaluation of health workers. The method used is a descriptive method with a survey approach, the population in this study is health workers, cadres, midwives from two pilot health centers in West Tanjab, namely Pijoan Baru Health Center and Sungai Saren Health Center with a total sampling of 18 people. The results of the study concluded that there are still a lot of data on infants and mothers that are difficult to monitor, through the STOP STUNTING application on the toddler monitoring feature added warnings (danger signs on toddler growth) (83.3%), symptoms of hyperthyroidism at birth (72.2%), data completeness of the baby at birth (77.78%), early initiation of breastfeeding and exclusive breastfeeding (88.89%), and cognitive development of toddlers (66.67%). In the features of pregnant women, the identity of the primary health center is needed (88.89%), participation in the class of pregnant women (66.67%), consumption of blood-added tablets (77.78%), and a history of infectious diseases of pregnant women (55.56%) , and reporting the results of the application in the form of a cohort table (88.9%).

Abstract

The purpose of this research is to find out and analyze the dynamics of the implementation of the Facilitation of Campaign Props (APK), the inhibiting factors and the implementation of facilitation in the Covid-19 Pandemic Period in the Election of Regents and their representatives in the Regency. Sergai Year 2020. Based on the description of the problem, the researcher chose to use a qualitative approach that is exploratory and inductive, the postpositivism paradigm with descriptive research type because it clarifies or explores phenomena or facts of social phenomena. The results showed that the implementation of APK facilitation in the 2020 Sergai Regent and Deputy Elections went in an orderly and peaceful manner despite the delay in submitting the APK to the Trendy Faithful Paslon. This is due to the dynamics and the nomination dispute where the KPU cannot print the APK if the Paslon has not been determined. The inhibiting factors in APK facilitation are (a) the lack of response from the Paslon in submitting the APK design and materials on time (b) the auction process (if any) and human resources who lack control over the procurement of government goods and services (c) corruption in the 2020 election grant budget corruption. Regency. Sergai has executed a good strategy in APK facilitation.

Abstract

This study aims to see the relationship between patterns of patronage, clientelism, money politics, and campaign financing within the framework of patronage democracy that occurs in Indonesia. This paper uses the literature review method, the use of this method is related to the practice of patronage democracy and campaign financing which limits researchers in data collection. Data collection is done by collecting various books, scientific articles or journals related to the problem and research objectives. The results of this paper describe the pattern of patronage causing the large campaign costs incurred by each party and the candidate it nominates. The amount of money spent on campaigns can lead to acts of corruption. The solution offered in this paper has two points. First, campaign funding is financed 100% by the state, meaning that no other source of funds is allowed to enter the party. Thus, parties and candidates do not need to look for other sources of funds, so as to avoid the political potential of the party's debt of gratitude to fund owners from outside the party. Second, utilizing social media by conducting campaigns through social media because social media provides an open space with available features. Campaigns using social media can also minimize the expenditure of funds disbursed by the candidates. Thus, efforts to carry out money politics or vote buying will be reduced.

Abstract

The 2024 Simultaneous Elections have attracted public participation by forming political volunteers supporting presidential candidates even before the candidates who will run in the election are determined. This qualitative research use observation and literature studies to examine the political participation of people who form political volunteers and the variety of clientelism practices based on market approaches according to Aspinal and Berenshot (2019). This study discovered that political volunteers grew and developed because of presidential candidates' need for political marketing services in the 2024 presidential election, which were offered to maximize the potential of Lampung Province's people, which has the eighth-largest population in the country and diverse demographic conditions. In conclusion, political volunteers act as brokers in clientelistic relations with candidates to increase popularity and build a base of supporters based on the segmentation of certain communities.

Abstract

Bureaucratic Reform in public services aims to improve the quality of public services in accordance with the needs and expectations of the community. The purpose of this study is to analyze how the process of implementing bureaucratic reform in improving the quality of public services and how to achieve bureaucratic reform in improving the quality of public services at the Investment and One-Stop Integrated Service Service (DPM-PTSP) of Karo Regency. This research uses qualitative research methods with a descriptive approach, and primary data collection techniques (observations, interviews) and secondary data (documentation studies). Based on the results of the study, it can be concluded, after the bureaucratic reforms were implemented, the aspects that support public services at DPM-PTSP experienced changes and improvements in both organizational structure, human resources, simplification of deregulation, the use of technology that makes it easier to issue permits, and even business actors have been able to issue permits independently without face-to-face with DPM-PTSP officers. The implementation of bureaucratic reforms has increased the quality of public services and supports the acceleration of business in Karo Regency.

Abstract

This study aims to determine and analyze the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning the Regional Government Information System (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency. The research approach is descriptive qualitative which data collection is done by interview, observation, and documentation study. The study conducted an analysis using Edward III's theory by analyzing the factors of communication, resources, disposition, and organizational structure. The results showed that the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency went quite smoothly. The attitude and response of the implementers in carrying out the mandate of the SIPD policy are good and quite committed, as evidenced by their efforts and efforts to meet the deadlines of the planning schedule. However, there are still some obstacles, such as a lack of understanding of the classification, codification,n and nomenclature of development planning and regional finance, infrastructure constraints (network or server), the readiness of unit price standards (SSH), and the absence of SOPs. Improvement of the quality of human resources for planners must be carried out so that they can keep up with changes in dynamic information systems and the resulting planning documents are of higher quality.

Abstract

This study aims to analyze best practices related to the ability of the Induk Berseri Waste Bank to maintain a relatively high income compared to other waste banks which generally have low incomes and its role in maintaining relationships with partners so that they are productive and in maintaining trust. This study uses a descriptive research method with a qualitative approach in the sense that the research is focused on the selected phenomena and wants to be understood in depth by using interview techniques. The results of this study are the presence of the Berseri Main Waste Bank in Lubuk Pakam District has encouraged smart city efforts, by inviting community cooperation to seek economic assistance for each partnered citizen. Creating awareness and knowledge as well as the ability to encourage participation in maintaining a clean environment. Some of the public opinions of the Berseri Parent Waste Bank are positive opinions with the helpful response to the Berseri Parent Waste Bank, while the obstacles that are still felt by residents who partner with the Berseri Parent Waste Bank are the frequent delays or delays in taking waste to residents and the prices are still low. The Main Trash Bank Berseri itself in its business really maintains a cooperative relationship with its partners and maintains trust so that it has a good image in the community.

Abstract

This article aims to analyze the corruption committed by party elites in the reform era. The problem is focused on cases of criminal acts of corruption involving a number of Indonesian politicians from 2016 to 2021 with data on various cases of political corruption carried out collaboratively by politicians, bureaucrats, and law enforcement officers. Political corruption is characterized by a state corporatic, because it is initiated by the political elite. In order to approach this problem, the reference to the theory of kleptocracy and political oligarchy as a result of research from Marwing (2021). qualitative. This study concludes that the factor of corruption comes from human greed and waste. Another factor is that it comes from outside the person, because the current corruption is sometimes a factor for coercing the perpetrators because they are bound in a system. Political parties are the dominant entities that influence the emergence of corruption. Because the findings of political corruption state that corruption is carried out to finance political activities, both personally for party cadres, as well as for party political activities.
