Abstract

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

Abstract

The reason for the recommendation of Re-Voting (PSU) by the Election Supervisory Board (Bawaslu) of Central Bangka Regency is that voters who do not have the right to get votes are given the opportunity to exercise their rights. This is an indication of the election administration violation and negligence of the Voting Organizing Group (KPPS) in carrying out its duties and obligations. PSU took place at TPS 10 Beluluk Village and TPS 04 Air Mesu Village, Pangkalan Baru District. This study aims to determine the electoral administration violations and negligence of the KPPS as the cause of the Bawaslu recommendation. By using descriptive qualitative research methods through interviews with election organizers, literature study and documentation. The results showed administrative violations because the KPPS had difficulties in distinguishing the types of voters. The negligence of KPPS is a form of accidental duty caused by the lack of understanding of KPPS, heavy workload, pressure from voters who are enthusiastic, lack of coordination between TPS supervisors and KPPS and KPPS feels experienced.Keywords: Administrative Violations, Negligence, Voting Again (PSU)

Abstract

Bandar Lampung City recorded 9,674 cases. This makes Bandar Lampung City the highest positive case area in Lampung Province. Of course this is a special note for the government to respond to preventive actions. In Bandar Lampung Mayor Regulation (PERWALI) Number 18 of 2020, guidelines for preventing COVID-19 through health protocols, administrative sanctions, and police coercion are imposed. During the pandemic, government institutions, one of which was the Mayor of Bandar Lampung, became the main focus in Lampung Province because the real conditions in the field were still crowded, so prevention and following government policies were not optimal. This research uses a descriptive qualitative method with data collection using a literature study. The results of this study develop education and establish policies to prevent the spread of COVID-19. The policies that Bandar Lampung has taken are 1) establishing COVID-19 as a pandemic or a national epidemic, 2) campaigning for health protocols by implementing 3M (wash hands, wearing masks, and maintaining distance), 3) policies are carried out in stages starting from PSBB, to PPKM level, 4) social assistance and national economic recovery, 5) adaptation to new normal

Abstract

The simultaneous regional elections which will be held in December 2020 are marked by new democratic and political dynamics. The dynamics of the ITU are the birth of a single candidate in several regions that will carry out the regional elections. On the one hand, this shows that the dynamics of democracy on the ground are increasingly showing progress and our society is increasingly "literate" and politically savvy, but on the other hand, it creates new problems whether the regional election will be postponed or issued a Perpu. This happens because legislators do not predict the birth of a single candidate. This fact shows that legislators have not been able to make laws that fulfill philosophical and sociological aspects so that the presence of laws can be well accepted in the midst of society without causing conflict and having a long life. Because it is commonplace in Indonesia that the invitation is only corn.

Abstract

This study aims to see the relationship between patterns of patronage, clientelism, money politics, and campaign financing within the framework of patronage democracy that occurs in Indonesia. This paper uses the literature review method, the use of this method is related to the practice of patronage democracy and campaign financing which limits researchers in data collection. Data collection is done by collecting various books, scientific articles or journals related to the problem and research objectives. The results of this paper describe the pattern of patronage causing the large campaign costs incurred by each party and the candidate it nominates. The amount of money spent on campaigns can lead to acts of corruption. The solution offered in this paper has two points. First, campaign funding is financed 100% by the state, meaning that no other source of funds is allowed to enter the party. Thus, parties and candidates do not need to look for other sources of funds, so as to avoid the political potential of the party's debt of gratitude to fund owners from outside the party. Second, utilizing social media by conducting campaigns through social media because social media provides an open space with available features. Campaigns using social media can also minimize the expenditure of funds disbursed by the candidates. Thus, efforts to carry out money politics or vote buying will be reduced.

Abstract

The 2024 Simultaneous Elections have attracted public participation by forming political volunteers supporting presidential candidates even before the candidates who will run in the election are determined. This qualitative research use observation and literature studies to examine the political participation of people who form political volunteers and the variety of clientelism practices based on market approaches according to Aspinal and Berenshot (2019). This study discovered that political volunteers grew and developed because of presidential candidates' need for political marketing services in the 2024 presidential election, which were offered to maximize the potential of Lampung Province's people, which has the eighth-largest population in the country and diverse demographic conditions. In conclusion, political volunteers act as brokers in clientelistic relations with candidates to increase popularity and build a base of supporters based on the segmentation of certain communities.

Abstract

As a transit area for economic activities between the islands of Sumatra and Java, Lampung Province has a high risk of becoming a point of virus transmission. Local governments must be able to deal with Covid-19. This study aims to assess the capacity of the Lampung Provincial Government in dealing with Covid-19. Government capacity is essential for crisis management, such as during a pandemic. The research approach used is a qualitative method that includes primary and secondary data and focuses on reviewing literature from reliable sources. The findings reveal that the capacity of the Lampung Provincial Government in terms of fiscal capacity, infrastructure, operational capacity, and political capacity is still lacking. The implication is that the Lampung Provincial Government needs to evaluate and prioritize capacity building, especially political capacity in terms of responsive political communication to maintain public trust. Provinsi Lampung sebagai wilayah transit kegiatan ekonomi antara pulau Sumatera dan Jawa berisiko tinggi menjadi titik penularan virus. Pemerintah daerah harus mampu menangani Covid-19. Kajian ini bertujuan untuk menilai kapasitas Pemerintah Provinsi Lampung dalam menangani Covid-19. Kapasitas pemerintah merupakan aspek penting untuk manajemen krisis seperti saat pandemi. Pendekatan penelitian yang digunakan adalah metode kualitatif yang mencakup data primer dan data sekunder dan difokuskan pada tinjauan pustaka dari sumber yang dapat dipercaya. Hasil temuan mengungkapkan bahwa kapasitas Pemprov Lampung dalam hal kapasitas fiskal, kapasitas infrastruktur dan operasional, serta kapasitas politik masih kurang. Implikasinya, Pemerintah Provinisi Lampung perlu melakukan evaluasi dan melakukan prioritas pengembangan kapasitas, khususnya kapasitas politik dalam hal komunikasi politik yang responsif untuk menjaga kepercayaan publik.
