Abstract

The purpose of this study was to find out the politics of spatial planning in terms of the polemic on the implementation of permanent bicycle lanes on Jalan Sudirman-Thamrin DKI Jakarta. Problems with the characteristics of the rules regarding special bicycle lanes on Jalan Sudirma-Thamrin which are not accompanied by careful consideration. Instead of overcoming the chaos, traffic jams are getting worse when the bike lanes are empty. To approach this problem using Levebre's spatial reference theory. The method used in data analysis is qualitative analysis, which describes quality data in sentences that are orderly, coherent, logical, non-overlapping, and effective. The technique used in collecting research materials is library research, which includes collecting, reading, and tracing various journals, books, laws and regulations, scientific papers, literature from the internet, and other materials. All of this data is then analyzed from a political perspective where this analysis is viewed from a political perspective. The results of the study show that the background of bicycle lanes is to equate bicycle lanes with motorized vehicle lanes to improve the safety of cyclists. The polemic that occurs with regard to Levebre's 3 theories is that bicycle lanes actually cause traffic jams instead of reducing congestion and are considered a failure even though special bicycle lanes are a division of space that unites bicycle, motorbike and car lanes. From a political point of view, there are still a lot of criticisms for the special lane for bicycles, which was originally used as a political vehicle for the government, but it did not work as it should, causing a lot of criticism.

Abstract

The purpose of writing this article is to analyze the political capacity, policies of the Medan city government and the quality of democracy in the implementation of the 2020 Medan City Pilkada during the Covid 19 period. The type of research used is qualitative research because by using this type of research researchers can easily interview informants in the field by examining the problem phenomenologically which makes it easier for researchers to obtain data through experience, and informants both orally and in writing. Thus, helping researchers to obtain concrete data related to the level of Community Participation with special needs which is reviewed based on the community's response to the Implementation of the 2020 Legislative Election. In terms of political capacity, the regional elections are still being held because they are based on three main aspects, namely the first is the philosophical aspect which emphasizes that Pilkada is a form of embodiment of people's sovereignty. Second: the health protection system for participants, organizers and voters in the process of holding the 2020 regional elections amid a pandemic is in the sub-optimal category. Third: The ideal election or pilkada in the Covid-19 pandemic situation is to reconceptualize the election administration system from a substance aspect which includes the stages of updating voter data, verifying individual candidates, and campaigning using the online method and using the E-Votting method in voting. As well as the existence of public and voter compliance to the level of internalization.

Abstract

This study aims to compare social protection policies in Indonesia during the Covid-19 pandemic with Universal Basic Income (UBI) as a new paradigm of social protection policies in Indonesia. This research is a research using literature study method or literature review. In essence, a literature review is a thorough review of previous research on a particular topic. Literature studies can be obtained from various sources, including journals, books, documentation, the internet and libraries. The literature study method collects library data, reads and takes notes, and manages writing materials. The type of writing used is a literature study that focuses on writing results related to writing topics or variables. The results of the study show that in the Indonesian context, although UBI can minimize the level of targeting errors, both inclusion error (including households that are not poor in targeting) and excluding poor households in targeting, the benefits received by disadvantaged groups can be higher than assistance programs. with specific targets. In addition, it should be noted, the application of UBI in times of crisis and economic recovery must still be complemented by social assistance programs with specific targets.

Abstract

The sophistication of information technology that continues to grow is utilized by election organizers (KPU) by building an Information System for Members of the General Elections Commission and the Adhoc Agency (SIAKBA). To carry out the process of accepting the Subdistrict Election Committee as stated in the General Election Commission Regulation Number 8 of 2022 concerning the Formation and Work Procedure of Adhoc Bodies in holding the 2024 elections. This research is intended to find out how SIAKBA is implemented in accepting Adhoc bodies at the sub-district level. The method used in this research qualitative method with a descriptive approach. Data collection techniques were obtained from the field (interviews, observation and documentation). From the results of the research using Edward III's theory, it was concluded that the KPU of Semarang City is ready to carry out the recruitment of Adhoc bodies for PPK members through SIAKBA. Through very good communication patterns, very supportive resources, the disposition or attitude of the SIAKBA team in accepting applicants is full of commitment, responsibility and is ready to carry out all stages of recruitment based on the rules and norms that apply.

Abstract

Breast milk is the best food for babies aged 0-6 months and is recommended to be continued until the baby is 2 years old. Exclusive breastfeeding can prevent stunting in toddlers. The prevalence of stunting in Indonesia in 2021 is still higher than the WHO target. The media can become friends in promoting the Exclusive Breastfeeding program through their coverage. This study uses the topic modeling method to see how the news coverage of exclusive breastfeeding by Tribunnews and Republika.co.id during 1 January 2021-15 November 2022. This research found five of the seven topics are same in these two media; world breastfeeding week, Mothers positive for Covid-19 can still give breast milk, nutrition of breast milk, Covid-19 vaccination for breastfeeding mothers and breast milk can prevent stunting. Different topics include health services for breastfeeding mothers and babies as well as health problems for breastfeeding mothers on Tribunnews. While Republika.co.id covers religion and breastfeeding as well as support for breastfeeding mothers. The tone of news regarding exclusive breastfeeding in both media is relatively positive. However, the coverage on exclusive breastfeeding is still lacking in quantity both on Tribunnews and Republika.co.id.

Abstract

The purpose of this study is to find out and understand how much influence the Implementation of e-Procurement has on the Performance of the Procurement of Goods and Services, know and understand how much influence Good Governance has on the Performance of the Procurement of Goods and Services and how much influence does the Implementation of e-Procurement and Good Governance together on the Performance of Procurement of Goods and Services. The method used in this study is a simple quantitative method of regression analysis to see how much influence the independent variables and dependent variables have. The population of this study were employees at the Bureau of Procurement of Goods and Services of the Regional Secretariat of North Sumatra Province with a total of 41 respondents. The sample uses total sampling, so the number of samples used is 41 respondents. Each respondent was given 35 statements. Data analysis using quantitative with a simple regression test tool. Based on the results of data processing, it shows that the implementation of e-Procurement has a positive and significant effect on good governance by 15.6%. While Good Governance has a positive and significant effect on the performance of the procurement of goods and services by 43.0%. And the implementation of e-Procurement and Good Governance together have a positive and significant effect on the performance of the procurement of goods and services by 39.7%. This shows that the implementation of e-Procurement and Good Governance is getting better, it will improve the performance of the procurement of goods and services.

Abstract

The study focused on China-Nigeria economic ties as well as long-term democratic stability in Nigeria. The study took a traditional data collection approach, which included a careful and methodical investigation of secondary data. The findings show that Nigeria suffers as a result of China-Nigeria relations. The study also revealed that China's economic goals are driven by strong political, ideological, and economic ambitions rather than altruism. Although China has been extremely helpful in providing loans for Nigeria's critical infrastructure development, there is a risk of debt trapping due to Nigeria's political class' proclivity to mismanage collected funds and ensure that all debts are paid back. The research ended with the following recommendations: Nigerian officials should make the most of Chinese investment in infrastructure development in order to encourage sustainable growth in the country. In addition to creating an open, secure, and politically stable macroeconomic environment, the Nigerian government must craft comprehensive and alluring investment policies. Access to carefully crafted repayment plans for the loans obtained from China to fund infrastructure projects must be available to Nigerians. By doing this, the governments will be held accountable and responsible. To avoid damaging future generations, measures should be made to ensure accountability in the utilization of any loans obtained. All loans should be appropriately allocated to initiatives that enhance the welfare of the populace.

Abstract

The development of post-Covid-19 horror films has not lowered spirits the enthusiasm of Indonesian filmmakers to produce horror films that elevate Javanese culture. This article aims to explain story concepts for Javanese culture that appear in the film as something mystical from songs, spells, rituals, myths, beliefs, ancient ornaments, costumes, and the language used. This is often alluded to with the tradition of Kejawen which is mostly adhered to by the Javanese people. Kejawen emerged from the beliefs and rituals of a mixture of formal religions with the worship of natural forces. The Javanese view, society, and nature as a unity in life. Nature becomes a major determinant for the safety and destruction of life. Another belief is in kesaktén (supernatural powers), belief in ancestral spirits, and spirits are considered to be able to bring peace, and safety but also health problems, thoughts, and even death. The book Spiritualism of Java by Iman Budhi Santosa on the history, practice, and essence of Javanese teachings is used to approach this problem. Data was collected from selected horror films from 2019 to 2022 and analyzed qualitatively. This study concludes that the understanding of Kejawen is incomplete, so various traditions, rituals, and myths are based on the belief that Javanese culture is often mystical, occult, and frightening, so it is often used as an idea to attract the attention of horror film lovers.

Abstract

The purpose of this study is: to analyze the position, role and obstacles faced by the Civil Service Police Unit in enforcing regional regulation no. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. The method used is descriptive with a qualitative approach. The data were obtained through primary data (results of field interviews with informants) and secondary data (literature, books and laws and regulations). The results of the study concluded that the position of the Civil Service Police Unit in Enforcing Regional Regulation No. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. This position authorizes Satpol PP to carry out outreach regarding the implementation of the health protocol and impose sanctions on violators. Its role is as an extension of the Governor of North Sumatra to carry out the instructions of the Regulations, especially in articles 11-13. Factors that become obstacles include the weak application of sanctions due to human values ​​that emerge in officers and overlapping authorities with other law enforcers and indirectly obscuring the role of Satpol PP as stated in Articles 11-13.

Abstract

The purpose of this study, among other things, is to identify and analyze the role of leadership and the supporting and inhibiting factors faced by the Civil Service Police Unit of North Sumatra Province in improving services to the community. The research design used in this study is a descriptive method with a qualitative approach. The data were obtained directly from the field and the data analysis technique used in this study was to use the steps proposed by Bungin (Ed) (2003), which are as follows: Data Collection. Data Reduction (Data Reduction). Display Data. And Verification and Confirmation of Conclusions (Conclusion Drawing and Verification) The results of the study concluded that the role of leadership in the civil service police unit of North Sumatra Province in improving service to the community is seen in its role as a determinant of direction, as a spearhead of change and as a spokesperson. Supporting factors encountered are the relationship between superiors and subordinates, task structure and position strength in Satpol PP of North Sumatra Province. The inhibiting factors encountered include work initiatives, facilities and infrastructure and budget.
