PERSPEKTIF, is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of PERSPEKTIF is the Governmental, Political, Administration and Communication Sciences. Published twice a year (January and July) and first published for printed edition since Volume 1 No. 1 January 2012.

Agrarian reform in Indonesia faces complex challenges in the implementation of land registration. This study analyzed 43 national scientific publications related to Complete Systematic Land Registration (PTSL) to understand the dynamics of land policy implementation. Using the literature study method with the theoretical approach of Van Meter and Van Horn, the study explores the factors that influence the success of land registration programs in Indonesia. The results show that PTSL has registered 118,047,564 land plots (93.69% of the national target), with significant achievements but facing challenges, including limited resources, geographical constraints, and variations in implementation between regions. Key success factors include inter-organizational communication, local government support, and community participation. The research recommends improved institutional coordination, resource capacity building, and more comprehensive socialization strategies. The study's findings provide a new conceptual framework for understanding land policy implementation in Indonesia and an empirical basis for developing more effective and equitable agrarian reform.

Indonesia's vulnerability to natural disasters significantly challenges local government fiscal management and disaster preparedness. This study examines the relationship between budgetary dependence and disaster risk index on the allocation of contingency expenditures (BTT) in local governments in Indonesia. This study analyzes how fiscal dependence and regional disaster risk index affect local government decisions in preparing resources to anticipate emergencies. This research is academically relevant because of the limited studies linking fiscal governance and disaster risk in developing countries, particularly Indonesia. The study uses a quantitative approach with correlation analysis of regency/city government budget data throughout Indonesia in 2023. The study's results show that the level of fiscal dependence or the disaster risk index does not entirely determine the allocation of BTT by local governments. Although there is a significant negative correlation between disaster risk scores and unexpected spending allocations, the relationship is weak. This indicates that other factors play a greater role in BTT budgeting decisions. In the context of policy, the results of the study recommend the development of regulations that encourage local governments to allocate unexpected spending budgets proportionally according to the level of risk faced, so that regional fiscal readiness in dealing with emergencies can be more optimal. Academically, this study enriches the literature on fiscal governance in developing countries by including disaster risk variables as an essential factor in regional budgeting.

Political communication is a complex communication process in which the language and symbols used by leaders, the media, citizens, and groups of citizens influence individuals and society, as well as the public policies of the state, state, or community (Perloff, 2021). Along with the development of technology, political communication activities can currently be carried out through digital media, one of which is social media. An interpretive descriptive analysis with a content analysis method was used in the study to describe the data on digital campaign strategies carried out by political actors on social media during the general election year. The survey results show that political actors use social media as a place to share information, a means of interaction, and viral marketing.

This study analyzes the perception of Special Class I Immigration Employees of TPI Batam towards the policy of revoking the Free Visit Visa (BVK) policy for 159 countries, based on the Decree of the Minister of Law and Human Rights of the Republic of Indonesia Number M.HH-GR.01.07 of 2023. Using a qualitative approach with a non-positivist paradigm, this study explores employees' subjective interpretations of the impact of policies on national security. Data was obtained through interviews with 7 Batam Immigration employees in depth, participatory observation, and document review. With the framework of Barry Buzan's National Security Theory, the research examines elements of transnational threats, state capabilities, and collective security. The results show that the BVK revocation policy is seen as a strategic step to strengthen national security, increase PNBP, and mitigate the abuse of residence permits by foreigners. Employees consider this policy to improve the selectivity of foreigners' surveillance, which positively impacts tourism, the economy, and investment. Employee perceptions of reciprocal principles and policy benefits also support its implementation. Effective communication and common perception between employees are key factors for policy success. The research concludes that the policy of revoking BVK is relevant for national security and reflects efforts to maintain the country's stability through a collective security approach. The theoretical and practical implications are expected to guide the government in formulating a more adaptive immigration policy.

Instagram is widely used as a promotional medium by service companies, including PT Ravycool Sinergi Indonesia (PT RSI) which offers air conditioning cleaning services. However, the effectiveness of its promotion has not been optimized. This research analyzes PT RSI's Instagram promotion strategy using the AISAS model (Attention, Interest, Search, Action, Share). The method used is descriptive qualitative with a case study approach through observation of the @jasacuciacjakarta account, interviews, and analysis of Instagram Insights for the period August-October 2024. The results show a decrease in user engagement from the Attention stage (844 accounts) to Search (114 accounts), and only 5 accounts shared the content. The Action stage recorded 518 customers, but most of them were existing customers. The Share stages are the weak points of PT RSI's marketing strategy. It is recommended to strengthen educational content, Call to Action (CTA), and customer testimonials to increase promotional effectiveness.

The concept of Pacta Sunt Servanda is crucial for maintaining the stability of the international legal system, as it requires agreements to be respected and upheld as legally binding. However, the changing socio-political dynamics between former colonial powers and post-colonial states create difficulties in directly implementing this principle. This study explores this principle focusing on Mali, Burkina Faso, and Niger (AES)'s ability to terminate the security and economic treaties with France unilaterally. Adopting a mixed method, which entails a triangulation between doctrinal and case study research approaches, this study investigates the sustainability of this international law principle in the face of Africa's awakening in the changing global power landscape. The aim is to uncover the patterns and motivations behind these states' disengagement decisions. The findings reveal that while Pacta Sunt Servanda supports respecting treaties, exceptions based on changes in circumstances may provide legal grounds for termination. The conclusion emphasizes that while the AES's unilateral terminations present economic and legal challenges, specific conditions could justify such actions within the framework of international law, hence the need for a careful and comprehensive interpretation of treaty obligations and rights.

This study examines the implementation of hotel and restaurant tax policies on tourist ships in West Manggarai Regency. This policy aims to optimize the potential of Regional Original Revenue (PAD) from the tourism sector, especially accommodation and restaurant services provided by tourist ships. Hill and Hupe used a reference to policy implementation theory to analyze this problem. Data is collected through document studies sourced from written documents or archives, newspapers, and published and qualitatively analyzed statistical data. The study results concluded that although online tax reporting systems have been implemented to improve efficiency, the realization of tax revenues often does not reach the target. Factors that hinder these achievements include low taxpayer compliance, lack of socialization, limited human resources in supervision, and lack of coordination between stakeholders. This study recommends increasing socialization, technical training for business actors, and strengthening stakeholder coordination to improve policy effectiveness. In addition, strict sanctions are needed for business actors who do not comply, and incentives are provided for those who fulfill their obligations. These findings are expected to be useful for local governments in managing tourism tax potential more optimally.

The 2024 general election will be held simultaneously to elect the president and vice president and to elect legislative members at the Regency/City and Provincial levels. In participating in political contestation, legislative candidates must have the modality as the main capital in participating in the election. This study uses a descriptive qualitative method by collecting primary data through interviews, observations, and documentation. The results of the survey show that Nalladia Ayu Rokan has an accumulation of three capitals, namely political capital that is superior to other legislative candidates, with the political position of her father, who is the leader of the Regional Head of Rokan Hilir Regency, can mobilize voters in obtaining votes, as well as support from political parties and successful teams that work structurally among the community. Furthermore, social modalities by conducting social interactions, communicating directly with the community to form trust in the community, as well as economic capital, namely campaign funds derived from personal wealth and party cash funds to carry out cost politics in gaining support from the community.

This research aims to explain the internal democratic process of the Indonesian Democratic Party of Struggle (PDIP). The novelty contribution of this research is that it focuses on the internal democracy of political parties from the point of view of the process. This type of research is qualitative and uses a case study approach. This research finds that the recruitment of leadership parties does not apply the principles of democracy properly. This process has no room for competition because it is too elite-dominated. Then, the decision-making mechanism is centered on the general Chairman, so the involvement of cadres is minimal. Furthermore, the Indonesian Democratic Party of Struggle has a conflict resolution mechanism with a party court. However, the institution needs to be more independent to resolve conflicts within the Party. In the principle of democracy, all are equal before the law. Thus, the internal democracy of the Indonesian Democratic Party of Struggle is undergoing changes whose impact can jeopardize the survival of the Party itself in the long run because it is vulnerable to political clashes. Then, this research argues that political parties with strong and charismatic leadership are vulnerable to the failure of their internal democratic processes. This has resulted in the emergence of pseudo-powers in political parties and threatens their solidity in the long run.

The 2024 election in Samosir Regency shows significant political changes with the victory of the National Awakening Party (PKB), which shifted PDI's dominance in Christian-majority areas. This study analyzes the factors that affect the success of PKB and the political strategies applied to gain support. Data was collected through interviews, observations, and document analysis using a descriptive qualitative method. The results of the study show that the PKB's victory in Samosir was influenced by several primary factors, namely political communication strategies based on pluralism and tolerance, the role of social networks and kinship (familyism), political migration from PDIP to other parties, and the weakening of PDIP's appeal due to internal divisions and negative campaigns. In addition, PKB has succeeded in adjusting its political narrative by prioritizing economic development and social welfare programs relevant to the people of Samosir. The success of a party in local politics is determined not only by ideology or money politics but also by community strategies, social recognition, and effective communication. In the future, PKB must maintain public trust by realizing work programs and ensuring political stability in Samosir.
