Abstract

This research intended to know and describe the role of village chief according to regulations and laws regulating the performance of legislatif election, president election, and major election, using the qualitative method with technique of collecting data, depth interview and analysis of document. The key informan in this research is individual who knows of involved directly in process of general election and major election, i.e., villages chief, members of KPUD, legislatures, people figures, election monitor and to have functionaries of political party.The results of research indicates that village chief has strategic role in three momentums of election. Village chief as facilitator of election is involved in technique support in socialization process, logistic administration, recruitment of PPS and secretariat of PPS, and facilitaty of PPS office. The subject of debate is neutrality of village chief and his apparatus in one of election momentum, i.e., major election. This is caused by between that candidates of Major, two of them are incumbent who is holding the position and to have structure relation with village chief.

Abstract

This study analyzes the strategy of planting the Pancasila ideology to prevent terrorism and radicalism in State-Owned Enterprises (SOEs). Terrorism in Indonesia is often triggered by the spread of a radical ideology that targets various sectors, including state-owned enterprises, through intolerance, education, and social media. Using qualitative descriptive methods, data were obtained through interviews, observations, and document analysis, then systematically analyzed using the Miles and Huberman technique. The study results show that the factors that cause radicalism in SOEs include low literacy of Pancasila, weak internal supervision, and the influence of social media. The strategy is to instill Pancasila values through socialization, training, and tolerance campaigns involving BNPT, community organizations, and religious leaders. The conclusion of the study emphasizes that a holistic approach based on the Pancasila ideology can prevent radicalism, provided that there is a strong synergy between the government, SOEs, and the community in the implementation of this strategy.

Abstract

This article or paper aims to analyze the role and function of political party witnesses in overseeing vote acquisition and evaluate the effectiveness of increasing the number of witnesses on the results of the 2024 election. This study uses a qualitative research method with descriptive research using primary data collection techniques and secondary data; primary data in this Thesis is obtained through interviews and observations, while secondary data is obtained through books, journals, and the Internet. The study results show that the involvement of PKS witnesses in the 2024 election in Medan City effectively maintains the party's vote acquisition. PKS witnesses are essential in overseeing the voting and vote-counting process, ensuring that PKS vote results at the polling stations they monitor remain safe. The training, coordination, and use of technology strategies implemented by PKS contribute significantly to the effectiveness of witnesses in the field. However, challenges such as intimidation and logistical limitations need more attention to improve the quality of supervision in the next election.

Abstract

Human resources in the organization have an important role, in that all the potential that exists in human resources can be utilized as an effort to be able to achieve success in achieving goals both individually and in the organization. This success can be seen in the level of employee performance in the organization which is influenced by human capital and talent management. This study aims to analyze how the influence of human capital and talent management on improving employee performance at PT Telkom Witel Medan. This form of research is quantitative research with an associative approach. The population in this study were all employees of PT Telkom Witel Medan data management division totaling 34 people with sampling techniques using saturated sampling. The analysis techniques used are instrument tests, classical assumption tests, multiple linear regression analysis, partial tests, simultaneous tests, and coefficient of determination tests. The results of this study indicate that human capital and talent management variables have a positive and significant effect both partially and simultaneously on employee performance at PT Telkom Witel Medan, and have an effect of 74%, while the remaining 26% is influenced by other factors outside this research model.

Abstract

This study examines the implementation of infrastructure development in flood management in Medan Selayang District, Medan City. Medan Selayang, being one of the flood-prone areas in the city, faces significant challenges due to rapid urbanization, inadequate drainage systems, and poor waste management. The objective of this research is to assess the effectiveness of infrastructure interventions, such as the construction of drainage channels, flood retention ponds, and river embankments, in mitigating flood risks and improving public resilience. Data collection was conducted through field observations, interviews with local authorities and community members, and analysis of flood occurrence records. The results indicate that while there has been notable progress in infrastructure development, challenges remain in terms of the sustainability and maintenance of these systems. Issues such as insufficient funding, lack of coordination between stakeholders, and limited public awareness of flood prevention measures have hindered the optimal functioning of flood management infrastructure. This study emphasizes the need for integrated planning, enhanced community participation, and continued investment in infrastructure to effectively address flood risks in Medan Selayang. The findings provide valuable insights for policymakers and urban planners in designing more resili.

Abstract

Flood management system in Medan City is very poor, because there is no institutional coordination resulting from sectoral egos. Effective institutional coordination in urban flood management is needed. Condition is based on problem of flooding in Medan City which has not been effectively implemented, so an alternative solution for integrated urban flood management is needed. Purpose of this research is to explain implementation of flood control policies in Medan City and how coordinate flood control institutions in Medan City in Mebidangro cooperation scheme. This type of qualitative research with descriptive methods is used in this research. Primary data collection techniques with deep interviews through FGD activities with stakeholders. In addition, secondary data is collected by citing journals, books, documents, online media, and other materials support research. Data analysis techniques are carried out through data reduction activities, data display and drawing conclusions. Results showed implementation Presidential Regulation No. 62 of 2011 on flood control in Medan City has not been optimally implemented. Condition is influenced lack of understanding authority and lack of coordination between related agencies to safeguard river basins, river norms and establish primary drainage channels. In addition, coordination of Medan City flood control institution in Mebidangro cooperation scheme has been carried out in a procedural manner. However, actualization still requires visionary leadership and command to support success program.

Abstract

Seiring berkembangnya zaman, Indonesia kini sudah masuk pada revolusi industri 5.0. Dalam mencapai kesuksesan di dunia bisnis perusahaan harus mampu membangun sebuah kepercayaan merek (brand trust) terhadap konsumen. Dimana brand trust dapat menjadi senjata utama pada perusahaan agar dapat bersaing dan menjaga eksistentinya dalam bersaing yang semakin kompetitif. Penelitian ini bertujuan untuk menganalisis bagaimana pengaruh electronic word of mouth dan brand experience terhadap brand trust OVO studi pada mahasiswa Kota Medan. Selanjutnya variabel pengaruh antara electronic word of mouth dan brand experience tersebut akan dianalisis secara parsial dan secara simultan terhadap brand trust OVO. Penelitian ini menggunakan metode penelitian kuantitatif. Populasi didalam penelitian ini adalah mahasiswa kota Medan dan sampel yang diambil sebanyak 100 responden. Pengambilan sampel dilakukan menggunakan teknik purposive sampling. Data primer diperoleh melalui penyebaran kuesioner secara langsung dan data skunder diperoleh melalui studi kepustakaan. Metode analisis yang digunakan adalah uji validitas, reliabilitas, asumsi klasik, regresi linear berganda, uji parsial, uji simultan dan uji determinasi yang diolah melalui Software Ms.excel dan SPSS ver 25. Hasil penelitian ini menunjukkan bahwa variabel electronic word of mouth (X1) berpengaruh positif terhadap peningkatan brand trust, dan brand experience berpengaruh positif untuk menigkatkan brand trust, serta electronic word of mouth (X1) dan brand experience (X2) dalam menjelaskan variasi variabel dependen terhadap brand trust (Y). Berdasarkan nilai Adjusted R Square diketahui bahwa variabel electronic word of mouth dan brand experience memberikan kontribusi sebesar 66.6 % terhadap variabel brand trust karyawan, sedangkan sisanya sebesar 33,4 % dipengaruhi oleh faktor-faktor di luar penelitian ini.

Abstract

Advances in information, communication and transportation technology have accelerated globalization, creating a borderless world and fierce competition called “Hypercompetition” in the era of VUCA (volatility, uncertainty, complexity, ambiguity). Under these conditions, improving the quality of Human Resources (HR) through education becomes crucial. Education is one of the 17 goals in the Sustainable Development Goals (SDGs) launched by the United Nations in 2015, aiming to ensure quality and inclusive education for everyone. The “Merdeka Belajar” curriculum comes as an innovative response to this challenge. This research uses descriptive qualitative research methods. Data collection techniques used in-depth interviews, structured questionnaires and Focus Group Discussions (FGDs) with various stakeholders. Data analysis techniques involve transcription, reduction, classification, validation through triangulation and member checking, interpretation, and conclusion of research results. This research shows that the implementation of “Merdeka Belajar” in Medan City primary schools has great potential to realize the SDGs goals related to quality education. Despite facing challenges such as limited resources and digital infrastructure readiness, strategies such as continuous training, school collaboration with parents, and innovative policies have been implemented to support the successful implementation of this policy.

Abstract

The Medan City KPU received a grant of Rp 69,349,289,475 from the Medan City Government to implement the 2020 Medan Mayor and Deputy Mayor Elections. The use of funds must be effective, efficient, economical, and accountable. However, the KPU faces several problems in budgeting, administration, and accountability of funds, such as regulatory changes, limited human resources, and delays in reports from the Ad Hoc Body. This study aims to analyze budget governance and grant accountability. The method used is qualitative descriptive, with data obtained through interviews, documentation studies, and content analysis. The study results show that the Medan City KPU has implemented the budget according to applicable regulations and is transparent in budget planning and procurement of goods and services. However, it is less transparent in providing financial information to the public. The Medan City KPU is also accountable, efficient, and effective in managing the Regional Election budget.

Abstract

The 2024 general election will be held simultaneously to elect the president and vice president and to elect legislative members at the Regency/City and Provincial levels. In participating in political contestation, legislative candidates must have the modality as the main capital in participating in the election. This study uses a descriptive qualitative method by collecting primary data through interviews, observations, and documentation. The results of the survey show that Nalladia Ayu Rokan has an accumulation of three capitals, namely political capital that is superior to other legislative candidates, with the political position of her father, who is the leader of the Regional Head of Rokan Hilir Regency, can mobilize voters in obtaining votes, as well as support from political parties and successful teams that work structurally among the community. Furthermore, social modalities by conducting social interactions, communicating directly with the community to form trust in the community, as well as economic capital, namely campaign funds derived from personal wealth and party cash funds to carry out cost politics in gaining support from the community.
