Abstract

The purpose of study is to analyze public services for employees in Covid-19 Pandemic Era. The research method used is descriptive research with a qualitative approach. This research was conducted at the Directorate of Cooperation, Development, and Internationalization at a University in Solo. Data collection was carried out by observation and documentation. The results shows public services in 2020 with 81 MoUs and 226 MoAs, increasing significantly compared with those 2019 with 79 MoUs, 208 MoAs, and those up to May 2021 with 30 MoUs and 106 MoAs. The number of recommendation/approval processes for the foreign official travel documents for Lecturers & Educators and Students decreases significantly for three consecutive years from 2019 to 2020. The changes in the Covid-19 Pandemic Era are aspects affecting the changes in institutions and work systems. Optimizing the cooperation service system, the Directorate of Cooperation, Development, and Internationalization has created an integrated cooperation information system. The work system in cooperation services changes from the manual or conventional face-to-face one before covid-19 pandemic into an electronic system based on online zoom, google meetings and so on with optimal use of communication technology so ideas are needed new quality and innovative ASN human resources in the pandemic era.

Abstract

This research describes and analyzes the factors causing the ineffective implementation of the empowerment policy for the poor, through the process of implementing the “Family Hope Program”. This research was conducted in Palembang City. The research method used in this study was a qualitative method, because the researchers themselves were directly involved in the research process, including serving as the participant of observation. The research design used was "analytic descriptive design", the method of examining an object of events in the present. The results of research show that the implementation of the empowerment policy for the poor has not been effective. This is due to 3 (three) environmental factors: 1) Actors and arenas, the main aspect of which is the poor’s limited ability of managing the potential resources available in increasing the income of the poor; 2) organizational structures and bureaucratic norms, where the main aspect causing it is that structurally the Family Hope Program is not linked to community institutions in each District, 3) Communication networks and adjustment mechanisms, where the main aspect causing it is the ineffective communication and relationships between actors and elites in the District, Kelurahan, stakeholders and opinion leaders.

Abstract

Ethics is an important element determining the successful implementation of organizational activities and public administration actors. The importance to implement public administration ethics in the Indonesia government bureaucracy was based on ethical problems occurring, such as corruption, collusion and nepotism. This research used qualitative method, in which primary data was obtained from observations, and secondary data from media and literature study. From the research conducted, it can be seen that few government officials in Indonesia are less accountable for performing their duties, authorities and responsibilities and as a result the public bureaucracy in the reform era was much highlighted by the public and got criticism. To solve this problem, besides enforcing the laws, the government also must cultivate and implement the public administration ethics to their bureaucratic apparatus.

Abstract

Kesuma Village, Pangkalan Kuras Subdistrict, Pelalawan Regency is one of the villages that is included as a village prone to forest and land fires, therefore prevention and mitigation processes must be carried out by related parties or local community organizations, so the Kesuma Village Fire Care Community is formed, but in its implementation the Kesuma Village MPA is still encountered obstacles. The purpose of this study is to find out how the participation of the fire care community in overcoming forest and land fires and to find out the factors that are the challenges of the fire care community participation in forest and land fire prevention. This type of descriptive qualitative research. The results of this study indicate that: first, community participation in the fire of Kesuma village is quite good, this is indicated by the decline in the number of forest fires in 2020. Second, the factors that challenge community participation in fire care are motivation, increase in human resources and resources. finance and supporting facilities and infrastructure.

Abstract

To face the COVID-19 pandemic, various efforts have been made by the Government of Indonesia. Starting from the implementation of Large-Scale Social Restriction (PSBB) and promoting vaccination programs for adults and children aged 12 years and upwards. To ensure the efectiveness of every policy and program, it is necessary to build public trust in the government which will lead to public compliance to government’s policies in order to cope with COVID-19 in Indonesia. The method of data collection conducted in this paper is through the study of literature from a variety of literature that are relevant to the topic of the research done by the author. The findings showed that there is an anomaly relationship between the trust and compliance of the public. The high trust of the community in the government are being followed by public’s attitudes that lack of responsibility. It happens because the public feels the government is able to control this pandemic. So the compliance of the community towards the government policies in order to cope with COVID-19 tend to be low.

Abstract

This study aims to determine the process of implementing the Kampung KB program. This research will focus on what factors determine the process of implementing the village family planning program. The Kampung KB program is a central government program as a manifestation of the Nawacita development priority agenda for the 2015-2019 period. This research was conducted in Pangkajene and archipelago districts by taking two samples of KB village locations, namely in Bungoro sub-district as a sample for mainland sub-district and North Tupabiring sub-district as a sample for archipelago sub-district. The number of informants in this study were 16 people, with the criteria of informants; The leadership of the BKKBN of South Sulawesi Province, the leadership of the DPPKB of Pangkep Regency, the Family Planning Counselor and the community. This study uses a qualitative research method with a case study approach. Primary data were collected through interviews with informants, while secondary data were obtained from documents relevant to this research. Primary and secondary data were then analyzed using Miles and Hubernan's theory with three steps, namely data condensation, data presentation, and drawing conclusions or verification. The indicators used in this study are indicators of policy implementation according to Merilee S Grindel. The results showed that the aspects of the type of benefits and expected changes were supporting aspects and were considered to have run as expected, so it can be said that the implementation of the Kampung KB Program could be declared successful, while the aspects of the resources used still needed to be addressed because of the budget allocation and support. facilities and infrastructure from the central government, family planning instructors are expected to be more creative and innovative in implementing this program.

Abstract

This study aimed to analyze local expenditure management strategies in Indonesia to recover the health and economy during the COVID-19 pandemic. This study used a qualitative approach with qualitative data collection methods through literature studies including books, journal articles, news, reports, and regulation. The results showed that local governments in Indonesia have refocused and reallocated Local Revenue and Expenditure Budgets as a local expenditure management strategy to handle the health and economic crisis. However, the implementation of the refocusing and reallocation policy faced problems such as limited fiscal space and was not being supported by an effective control, monitoring, and evaluation system. More findings explain that all local governments in Indonesia do have not a large fiscal capacity, so there are no options to make expansionary fiscal policies. In the implementing policy process, the Audit Board of the Republic of Indonesia has warned that there are risks of mismanagement, corruption, and state budget fraud during the COVID-19 pandemic. In addition, Indonesia Corruption Watch found that there are still weaknesses in the management of regional expenditures, especially in the process of procuring goods/services that are vulnerable to corruption. Therefore, the researcher suggested that local governments should have been optimizing Transfer to Local and Village Funds, as well as strengthening the role of external and internal supervisory agencies to carry out a system of controlling, monitoring, and evaluating local finance.

Abstract

This research is based on the issue of Government Regulation of the Republic of Indonesia Number 5 of 1980 concerning Duties and Functions of Universities which states that the main task of universities/institutes is to provide education and teaching in universities based on the culture of the Indonesian nation. This is done in scientifically involving education and teaching, research, and community service in accordance with the applicable laws and regulations. The research focuses on the theory of public service quality through how to improve the quality of academic administration services at Ibrahimy University. The research method used was qualitative research with the methods of describing, reconstructing, and analyzing the result of research. The results show that the improvement of academic service quality in Ibrahimy University was carried out in the following ways: Firstly, planning for academic services was marked by the formation of a team, data collection, formulation of strategic plans, discussion of strategic plans, and socialization; secondly, the organization of academic services is marked by the formation of organizational units, placement of personnel, and arrangement of quality documents; thirdly, the implementation of academic services is marked by the existence of learning services but not optimal, guidance services and library services that are already optimal;  and fourthly, the supervision of academic services is carried out in the form of evaluating the performance of lecturers by the team, especially in learning.
