Abstract

This research is about the design of organization structure to create the effective public organization which is located in PT. Perkebunan Nusantara VII (Persero) Lampung.  This research is aimed to describe and analyze the relation between the design of organization structure of PTPN VII (Persero) with the company goals in creating the effective corporation. This study used qualitative approach with descriptive method.  The data was collected using documentation tehcnique and the data analysis was using reduction and conclusion technique. The results of this research were three main points. First, PTPN VII (Persero) has used the divisional structure.  Second, there were some alterations in divisional structure each year from 2008 until 2012. Third, the divisional structure of PTPN VII (Persero) hasn’t been able to support the achievement of company goals so that this corporation is no yet effective. The conclusion of this research is that the design of organization structure of PTPN VII (Persero) is not effective to reach the company goals. Keywords: organization, organization structure, and organization effectiveness.

Abstract

Indonesia is the biggest moslem country, it has chance to reduction poverty through zakah. One of the zakah intitution is BAZ (Public Zakah Intitution). The purpose in study is to know about intelectual capital in public zakah Institution. Intelectual capital is important in zakah management. It consist of human capital, structural capital and relational capital.Research methodology is empirically qualitative research. The result of this study show that intelectual capital is not maximized.  Although the level of employee education is high but still lower innovation and creativity still low. Abstract

 The research background about the village set out in Law No.32 of 2004 : “village is a legal entity with boundaries whose authority controls and manages the interest of local communities, based on their origin and local customs which are respected by the government system of the Republic of Indonesia”. Considering that the village has the authority to regulate and manage the interests of the community in accordance with the local socio-cultural conditions, the original village autonomy is strategically positioned that requires balanced attention to the implementation of regional autonomy because strong village autonomy will significantly affect the realization of local autonomy. Establishment of a village aims to create effectiveness and efficiency of village governance and improve public services to accelerate the realization of public welfare . Establishment of new village outside existing villages or as a result of village expansion management. Village expansion is splitting a village into two or more villages. The purpose of this study is to investigate and analyze implementation of requirements that must be met in the establishment of new villages in terms of social ,economic, cultural, and legal aspects especially in villages Ketro  and Wonosidi, District Tulakan, Pacitan, beside Simultaneously formulating a feasibility recommendation of new village establishment according to social economic, cultural and legal issues in preparation for splitting the village into independent villages especially in villages Ketro and Wonosidi, District Tulakan, Pacitan.            The research method, research activities on the potential for rural district expansion as an effort to increase the efficiency of public services in the distric of Pacitan is a descriptive qualitative research and will be supported by the data both quantitative and qualitative            (socio economic, cultural and legal aspects). The research is carried out the villages Ketro and Wonosidi, District Tulakan, Pacitan. Research is focused on assessing the requirement variables mechanisms and procedures for the establishment expansion of a new village district that must be met by the provisions of the enforced legislation in terms of socio economic, cultural and legal issues in preparation for the village expansion to independent villages especially villages in Ketro and Wonosidi. Data are collected through observation, interviews, questionnaires, focus groups, and document studies. In order to test the validity of the data, a series of validation is done throught data triangulation and data analysis using interactive analysis, stakeholder analysis, hierarchy process analysis and strength, weakness, opportunity, and threat (SWOT).            The results showed that the preparation of village expansion in Ketro and Wonosidi, District Tulakan, Pacitan is done according to the terms of a new village establishment, the village formation mechanisms and procedures for the establishment of the village, infrastructure setting, sociate institution setting, village wealth setting, village boundaries setting and a map of the village, and the village zoning arrangement.            The conclusion, based on the requirements, mechanisms and procedures in accordance with Regulation village expansion area Pacitan districs No.4 of 2008, the village Ketro “meet” requirements and deserves to be split into four independent villages,  namely, the master village / definitive Ketro named village, while the village expansion / preparation Ketro village named Asri, Sempurejo and Pelemrejo. Meanwhile, Wonosidi village, district, and Tulakan is also eligible and worthy to be split into two independent villages with the main village Wonosari. Effects of the village expansion is the responsibility of the concerned villages and local governments can regulate the expansion of the village in accordance with legislation in force. Keywords : Village Expansion Potential, efforts to improve public service efficiency.

Abstract

The role of fertilizers is significant in increasing production andquality of agricultural commodities. Availability of fertilizers to farmers should be conducted to meet six precise principles:precise in time, precise in size, precise in type, precise in place, precise in quality and precise in the right price. By having these principles farmers can apply a balanced fertilizer technology in accordance with specific recommendations. This study was conducted to assess the distribution of fertilizer subsidy policy in Rokan Hilir, Riau province, Indonesia. Rokan Hilir was chosen because nearly 50% of its revenue comes from agriculture, so that understanding the policy of subsidized fertilizer is noteworthy.This study was conducted in five districts in the administrative area for Rokan Hilir. The method used in this study is qualitative approach with descriptive research. Data collected in this study consist of primary and secondary data on the effectiveness of policy implementation of fertilizer distribution.The results showed that a wide range of alternative approaches have been made to overcome the fertilizer scarcity problems, either by local government or fertilizer manufacturers in Rokan HIlir. The local government asked manufacturers of fertilizers to supply fertilizer in the area in need. This policymay overcome the fertilizers’ shortages and dampen the rise in fertilizer prices in the market. Using this approach, the subsidy was only reflectingdelivery cost to the farmers. However there are some issues that need attention: the audit of the production costs and the operational structure of fertilizer producers need to be performed. This is because there are expenses that irrelevant to the operation of fertilizer producers and large enough. Another concern is no control of fertilizer distribution from upstream to downstream. To overcome this, the Minister of Agriculture should give more authority to local government to control fertilizer distribution. So that the local government head (regent)may distribute the fertilizer subsidy based on land acreage not only acts as fertilizer distributor. Abstract

The demands of democratization that becoming a global phenomenon that demands the centrality of transparency and accountability in the government sector, including in financial management scope, creating government budgeting management reform in order to increases public participation and increases rule of law in the field of financial aspect, while increasing government performance. Output and outcomes become successive indicator of budgeting implementation by budget user unit. The application of budget performance in financial management of each unit become a curbing expenditure that give priority to the achievement of the results of the planned and allocated input for the execution of the duties and functions of the organization. So basically, the budget performance linking expenditures with results with the benchmarks on the performance of the organization. Key words: Performance budget, public sector budgeting, transparency and accountability, budgeting reform.

Abstract

The problem the partner (Village Health Forum/VHF) encountered in developing alerted village could be approached from managerial capacity aspect and from the aspect of technical understanding capacity of members’ health. Considering the activity of service conducted, it could be explained that the activity focused on improving the members’ capacity in managing the institutionalism of VHF (particularly activity management, infrastructure and operating fund); and how the basic health knowledge capacity of VHF members as initiator, facilitator, and motivator supported the public health promotion. The activity of service to public in partner institution included: need assessment, institution capacity development, partnership development, and monitoring and evaluation. The factors affecting the program’s smoothness and success were: the factor deriving from VHF administrator/cadre, VHF institution, village government, Health Office/Public Health Center, private sector/company, and society.Keywords: empowerment; Village Health Forum, alerted village

Abstract

 The unsuccessful implementation of national community empowerment program in urban areas (in Indonesia: PNPM) is due to many factors; both internal and external factors. This study aims to acquire insight and understanding a new concept of public policy implementation by applying qualitative descriptive methods. The implementation of PNPM program was involving many elements including: implementer, the program itself, the target groups and environment. The results revealed that the unsuccessful implementation of PNPM in Pontianak was caused by the idealized policy (program), the target groups, the implementing organization (implementer) and environmental factors. The four factors mentioned before were interrelated and influenced each other to form a policy cycle. In implementing this program, the approach used was the empowerment of communities to establish independence of the community and local government agencies that were facilitated by community self-reliance organization. In reality it is very difficult to encourage the poor to participate in the planning and implementation of this empowerment program. For that reason, the community volunteers had to work hard to gain the aspirations of poor communities through Citizen Preparation Meeting (in Indonesia: Rembug Kesiapan Warga) and Development Planning Meeting (in Indonesia: Musyawarah Perencanaan Pembangunan). Keywords: Implementation, Empowerment, Independence, Voluntary

Abstract

The 13th general election in Malaysia is significant momentum in Malyasian politics. The election held in March 2013 was a testing for Barisan Nasional (BN) the biggest coalition parties led by United Malays National Organization (UMNO) to win the election.  Since 1998, the votes for BN decreased but the votes for the opposition increased. If the BN lost its power in thw 13th election, it will have an impact on domestic political change. It will also bring a change in economic policy. Malaysia's political-economic changes will also take effect on the political-economic of Indonesia given the relations of economic, trade and labor has a substantial aggregate in Indonesian macro economy. The prediction of political-economic change can be seen from the behavior of the voters in 13th election. This study will examine the voting behavior of Malaysian students who are studying in Indonesia. Survey technique is used as the method in this research. In general, students do not exercise their voting rights. There is a possibility that they are reluctant to use their right to vote because most of the respondents started to not respect the country's ruling BN and also do not trust the Election Commission in conducting free and fair elections. Key words: Voting Behavior, General Election, Malaysian Political System, Political Participation
