Abstract

Waqf higher education was an important asset in developing knowledgeable intellectuals. This waqf higher education was a successful institution that uses waqf as it source of operation. It can be seen through the model of College University Bestari (UCB) in the implementation of higher education waqf. The objective of this writing is to focus on the historical background, the development of waqf asset, contribution and beneficial distribution of waqf property as well as challenges and prospects of higher education in Malaysia. The analysis result found that UCB had been successfully expanded the waqf funds through the waqf scheme of land lot by getting approval from Terengganu Islamic Religious and Malay Customs Council (MAIDAM). Thus, the implementation of educational waqf held by UCB can be used as a model to other educational institutions in order to develop waqf property and generate revenue. Therefore, the model that existed in this waqf institution need to be systematically planned and implemented to ensure that it can be a guarantee and catalyst towards education finance system of the Muslim community.

Abstract

This research aims to find a more precise composite measurement format (index) in quantifying the ultimate achievement of human existence, which is happiness, in Organization of Islamic Cooperation (OIC) countries. Up until now, Human Development Index (HDI) is considered to be sufficiently representing the measure of human well-being. However, Easterlin (1974) argues that higher welfare does not always imply to higher happiness. Blanchflower and Oswald (2005) prove the statement of Easterlin (1974) by demonstrating the paradox between HDI level and happiness in Australia. Further, the measure of HDI is said to be less representative in reflecting happiness as it has not yet incorporated the element of religiosity. Thus, several of the new composite measures of well-being in Muslim countries have been proposed, one of them is Sharia Maqasid Index constructed by Ali and Hasan (2014). This research attempts to make comparison between HDI and Sharia Maqasid Index and to decide which of the two indices gives the best measure of human happiness. The authors employ Ordered Logit method and use data taken from World Value Survey along the period of 1999-2009 to measure happiness as in Leigh and Wolfers (2006), as well as to measure Sharia Maqasid Index as in Ali and Hasan (2014). Findings of this research can benefit the government of OIC countries to determine a more precise index as a benchmark to set more appropriate public policies.

Abstract

Poverty is a classical problem that becomes the biggest challenge in some muslim countries. In this case, the development of human resources in economic activities is most importance to increase production as national income. Based on several researches, the issues of human empowering and poverty alleviation has so far been neglected. Meanwhile, the number of poor families and unemployed people are still high in Indonesia, that is about 40 million people are poor and 30 million people are unemployed. The side inpact of this condition, there will be inertial inflation happening for long time, it means the distribution of salary itself is not enough for daily living cost. Actually, the growing of national income was influenced by human resources as unlimited capital and natural resources as limited capital. The major problem facing in the developing countries today, most population is staying under poverty alleviation with unhappy condition. The objective of Islamic Economic System is to build back future life in harmony (falah). The Development of Human Resources in Islamic Economic System would create skillful employment with good behaviour, making friendship among people and to be close to Allah (swt). The function of human capital becomes more productive if they have ability in various skill. They are also getting more advantages for themselves and their countries through labour market competition in globally. However, the Islamic concept of economic argues that the development of mankind as human capital continually accomplishment an appropriate supervision by goverment with good governance, clear and clean management. It will eventually solve the problem of poverty in the developing countries. The development of human resource capacities in Islamic perspective is an unlimited process. Absolutely, Allah (swt) motivated all mankind: “Verily never Will Allah change the condition of a people until they Change it themselves...,” (alQur`an, 13:11). The Prophet Muhammad (saw) also said: “Truly, Allah likes to see His servants work hard to earn a legitimate income” (al-Dailami).

Abstract

The role of government is always significant in every aspects of lifecycle of the state. In pursuit this role, government should decide an appropriate policy to face an economic phenomenon. In Islam, the government is a vicegerent of Allah which is government policy is fundamental not merely for progressing of the state itself but also socio economic welfare of the community. The government is, hence the policy should not bias and unequal. Focusing these issues, this paper attempts to formulate the concept on how the government use religious values in establish economic policy based on Tawhidic approach. This paper focuses on the economic role as reflection of the divine nature of Islamic economics by emphasizes not only on the human aspects of economic actors, but also on the rules or a system that must be obeyed by economic actors. Thus, this paper attempts to formulate the concept and the framework of Tawhidic based economic regulation using by descriptive qualitative method.

Abstract

Background - The Islamic concept of development offers a holistic, balanced and sustained improvement in material and non-material well-being with high moral standards and values. However, there is a lack of consensus among Islamic economists on how this kind of development should be measured. Instead of using prevailing conventional measurement, Muslim ummah need to have their own measurement which incorporates both material and non-material dimensions of human life. Purpose – This recent study attempts to take part in constructing development measurement with special reference to the preservation of wealth (المال حفظ). The proposed indicators will differ with that of the conventional. Spiritual and moral considerations based on Islamic values provide underlying foundation and proper direction for this measurement. Research Method - This study involves three steps in constructing the measurement: (1) defining the concept of preservation of wealth; (2) determining the dimensions of the preservation of wealth; and (3) determining the indicators of each dimension. The study is constructed based on Islamic teachings as reflected in the Qur’an and the tradition of the Prophet Muhammad (peace be upon him). Significance and Originality - The study contributed in assessing the state of wellbeing of Muslim ummah especially in terms of preservation of wealth at a micro level (household and individual level) in a more comprehensive way. It does not only talk about the acquisition and ownership of wealth, but also pay attention to the preservation from any harm and circulation of wealth among society. The prohibition of unjust earning and wastefulness, the order to perform social responsibilities such as zakat and sadaqat are among important features of this measurement which are not considered in the conventional approach.

Abstract

Sharīʿah law is a revealed law and the ruler applies the Siyāsah Sharīʿah in administering the state according to Allah ordained. The question is whether this discretion of the ruler remains open in exercising the Siyāsah al-Sharīʿah. This paper focuses on the application of siyāsah syarīyyah and discretionary actions of ruler in classical Islam. It is also to examine the work of al-Qarāfī in Tamyīz and al-Subkī in Fatāwā al-Subkī in classical Islam. The paper first outlines the nature of siyāsah al-Sharīʿah from Sharīʿah perspective. The next part of the paper examines the roles of the ruler in exercising the siyāsah al-Sharīyyah. The context of the study is the work of al-Qarāfī and al-Subkī in Classical Islam. The paper concludes by outlining several recommendations for determining the parameters of the application of siyāsah al-Sharīʿah and discretionary actions of ruler in the contemporary Islamic state. The methodology adopted in the research is purely qualitative, engaging in doctrinal archival research of classical literatures and cases on the discretion actions of ruler in the application of siyāsah al-Syarīʿah. Since there is scarcity of resources on the subject matter, this study is deemed to be significant in filling in the gaps of the application of siyāsah al-Syarīyyah and discretionary actions under the Sharīʿah laws.

Abstract

Kajian ini dilaksanakan untuk membudayakan sikap positif dan pemikiran kreatif terhadap kewirausahaan di kalangan masyarakat muslim Selain itu kajian ini juga mempunyai tujuan mendalami pandangan masyarakat muslim yang berkaitan dengan faktor-faktor yang diberikan penekanan dalam memilih profesi wirausaha serta kepentingan memilih profesi wirausaha. Kajian ini juga akan mengupas persoalan konsep wirausaha dan kewirausahaan mengikut pandangan barat dan menurut perspektif Islam serta melihat perbedaan di antara kedua-dua perspektif tersebut. Selain itu akan dihuraikan juga kontribusi wirausaha dalam kalangan masyarakat muslim terhadap pembangunan ekonomi negara. Selanjutnya memperincikan kepentingan nilai dan etika Islam dalam usaha perniagaan serta menelusuri ciri-ciri keperibadian Nabi Muhammad SAW sebagai model wirausaha berjaya dan cemerlang yang sepatutnya menjadi contoh untuk setiap wirausaha muslim. Di akhir kajian, pengkaji mengemukakan beberapa usulan kepada pihak tertentu untuk diberi perhatian terhadap masalah yang dikaji seperti sistem pendidikan kewirausahaan di negara muslim.
