Abstract

Musuh pertama republik adalah absolutisme yang mengejawantah dalam praktik pemerintahanraja-raja: politik dinasti diturunkan dari sistem politik seperti itu. Padahal dalam paham demokrasi,kekuasaan diproduksi secara sosial melalui suatu mekanisme demokratis dan partisipatif, bukanditurunkan secara biologis. Nilai-nilai dan semangat egalitarian memupus cara pandang feodal;sementara kehidupan politik rakyat harus berada dan senantiasa berada di bawah kontrol masyarakat,sehingga makna kedaulatan rakyat tercermin dalam mekanisme dan prosedur demokrasi empiris,termasuk dalam proses politik dan penyelenggaran suatu pemilihan umum atau pilkada.Ini berarti, semangat kerepublikan dan semangat demokrasi menjadi unsur penting bagi penandakedaulatan rakyat, di mana emansipasi politik merupakan penanda adanya penentangan yangserius terhadap politik dinasti. Sebab, sejatinya sasaran dan substansi pemilukada merupakan suatukesempatan memberi dan memperoleh legitimasi politik agar wajah demokrasi dan kepemimpinanlokal benar-benar mencerminkan aspirasi rakyat di daerah dalam wujud penampilan politik yang sehat.

Abstract

Government Regulation No 6 Year 1974 restricts civil servants from private and ownbusinesses. This regulation intends that civil servants fully commit to accomplishing their jobs. In addition, civil servants should not create negative image due to their irrespective manners. Despite the regulation, there are still many civil servants involved in their own profitoriented businesses. This condition is believed to reduce civil servants? profesionalism, especially in terms of competency, discipline, and ethics. Even so, the regulation does not seem to impede civil servants from getting engaged in their own profit-oriented businesses due to their current welfare status regarded as low.

Abstract

There is no general agreement among scholars on the degree of decentralization in a certain country. There is also disagreement whether unitary states tend to be more centralized while federal states are likely more decentralized. Yet, comparing unitary and federal states in implementing decentralization and its variants is always interesting. This paper elaborates the nature of unitary and federal states, then explores some practical aspects on the implementation of decentralization in each type of state.

Abstract

Program Pengelolaan Desa Pesisir Tangguh (PDPT) adalah bentuk kegiatan dalam rangka memberdayakan masyarakat nelayan yang ada di desa-desa pesisir yang dianggap masih rentan terhadap bencana alam dan kerusakan lingkungan. Desa Silo Baru merupakan salah satu desa dari tiga desa pesisir di Kabupaten Asahan yang mendapat sentuhan program PDPT. Penelitian ini bertujuan untuk menganalisis program PDPT dalam rangka pemberdayaan masyarakat nelayan di Desa Silo Baru. Sehingga, penulis memfokuskan pada pengembangan masyarakat nelayan menurut Apridar. et. all (2011:157) yang ditinjau dari: aspek pembangunan daerah pesisirnya, pengelolaan dan perbaikan ekosistem daerah pesisir dan pemberdayaan masyarakat nelayan melalui penguatan pengorganisasian nelayan dan pengembangan solidaritas nelayan dalam menciptakan kemandirian masyarakat nelayan. Metode penelitian yang dipakai adalah penelitian kualitatif dengan pendekatan studi kasus. Untuk teknik pengumpulan data, penulis menggunakan teknik wawancara mendalam, observasi dan kajian dokumentasi. Hasil penelitian menunjukan pelaksanaan program PDPT di Desa Silo Baru masih belum optimal dan kurang mengedepankan pemberdayaan masyarakat nelayan sehingga program ini membutuhkan beberapa perbaikan dalam pelaksanaannya dilapangan.

Abstract

The paradigm of community development so far presumed, has posed communitydevelopment program as an additional development cost which highly depends on the charity of mining industries. Constitutionally, the mining industries are established for people?s welfare. Therefore, community development as a means to raising people?s welfare, especially for those residing around the mining plant, should become an integral part of the plant establishment goals. In order to improve its effectiveness, community development should be redefined from cost-burden paradigm to profit-advantage one. This shift of paradigm should be transcribed into a policy framework readily put into practice.

Abstract

In order to improve the quality of public services, governments around the world try to search new arrangment in delivering public service for its peole. Conceptually and practically, there a lot of new public service arrangements that have implemented by government around the world, including in Indonesia.The main characteristic of the model of public service arrangments is that greater involvement of private sector and community in delivering public services. It assummes that government can not do by him self in delivering public services, so to improve efficiency of the public service, private sector and community should be involved. However, in implementing new model of public service arrangements, it is suggested that there are some key factors should be considered by government such as the capacity of government and private and community itself as a partner in delivering public service.

Abstract

Government plays a prominent role in influencing many fields of life of society. The role is so much related to government?s functions in protecting and supporting people to get welfare in every side of life. Every step and policy considered and enacted by the government is indicated as government?s legal act and it will bind and influence social life vastly. There are two conditions when government?s legal act would be taken: in normal condition and in urgent one. In the first condition, government will take its legal act and policy according to clearer legal base and authority. However, it will be different in the latter condition, in which government has to face a real problem (sometimes) with no legal base and clearer authority but the problem should be solved immediately. In this case, discretionary principle in administrative law confers an authority for government?s officers to handlesuch kind of situation. But in principle too, there are a few legal and moral restrictions to use the power. The main purpose to restrict the use of power is not only to protect the people?s life from the arbitrariness of government but also to keep the principle of legal certainty.

Abstract

The main problem of this research is the organization implementation performance of the orderliness, cleanliness and the beauty at Bandung City of local government has not been optimal. It is thought to be caused by the organizational culture and public policy implementation haven't been done very well , based on Regional Regulation Number 11 2005, about implementation of The Orderliness, Cleanliness and The Beauty ( K3 ) in Bandung City. Method used in this research is a survey method of explanatory type with quantitative approach. The purpose of this research is to analyze and to explain the description of the implementation of organizational culture and public policyimplementation and the influence of organizational culture and public policy implementation simultaneously and partially toward the organization implementation performance of K3. The main instrument which is used for data collecting of this research is a questionnaire, while the interview, documentation and observation as a complementary instrument. The data analysis technique used is SEM statistical technique : Smart PLS software approach. Statistical analysis shows that the influence of organizational culture variable and public policy implementation simultaneously in positively and significantly toward the organization implementation performance of K3 with the percentage of 53.94. It means that other unexamined factors or variables ( epsilon ) give influence with the percentage of 46.06. which are not studied . Organizational culture variable partially has given positive and significant influence toward organizational performance with percentage of 18.38 which is reflected by the highest coefficient of correlation ( loading ) characteristic : results orientation (0.890) followed sequentially by the characteristic of : people orientation (0.839),Innovation and risk-taking (0.804), stability (0.800 ), team orientation (0.790) , aggressiveness (0.743) and attention to detail (0, 735). Public policy implementation variable partially has given positive and significant influence toward the organization implementation performance with the percentage of 35,56 which is reflected by the highest coefficient of correlation ( loading ) factor: The Disposition of implementer ( 0.874 ), followed sequentially by the factor of : Inter organizational communication and enforcement activities ( 0.847 ), Standards and objectives ( 0.831), Resources ( 0.786 ), economic , social and political conditions ( 0.777) and the Characteristics of the implementing agencies ( 0,743 ). The research result also shows that the implementation of organizational culture and public policy implementation in descriptiveapproach with positive contribution to the organization implementation performance of K3, but that variables have not been done optimally suitable with their variable dimension optimally. On the other hand shows that the correlation between organizational culture and public policy implementation variables are in a strong category. The Conclusion of this research shows that organizational culture and public policy implementation variables , both simultaneously and partially give influence in positively and significantly toward the implementation organization performace of K3 in Bandung City.The research also shows that the implementation of organizational culture and public policy implementation by descriptive approach are able to increase organizational performance, So it can be interpreted that, if the application of organizational culture and the public policy implementation will be increased, therefore the organization implementation performance of K3 will also rise

Abstract

Pelayanan publik adalah isu yang sangat strategis karena menjadi ajang interaksi antara pemerintah dan masyarakatnya. Sebagai upaya meningkatkan kualitas pelayanan publik dalam rangka memenuhi tuntutan rakyat dan untuk lebih responsif, aspirasi dan kepuasan yang berorientasi rakyat, Kantor Pelayanan Jawa Barat Satu Atap (Samsat) membuat terobosan dalam bentuk e-Samsat. Aplikasi ini merupakan inovasi visioner yang diatur dalam Perjanjian Kerjasama antara Samsat Provinsi Jawa Barat dan Bank BJB. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan dengan observasi partisipatif, wawancara mendalam, dan dokumen. Data diverifikasi dengan menggunakan triangulasi.Penelitian ini menemukan hal baru yang penting dalam implementasi kebijakan untuk menjadi lebih efektif. Hal ini diantaranya kehadiran dari Pusat Informasi dan Manajemen Aplikasi (PUSLIA) ke proses aplikasi pengembangan komputerisasi, layanan pelanggan sebagai unit pelayanan baru, dan peran seorang visioner, pemimpin yang inovatif dan transformasional, yang memiliki keberanian dan kemampuan untuk menjalankan program kebijakan. Namun, penelitian ini mengungkapkan bahwa proses implementasi kebijakan e-Samsat tidak berjalan secara efektif; akses jaringan untuk kode membayar masih terbatas; ada kendala dalam pencocokan NIK (Nomor ID) di bank dan valiidtas kepemilikan kendaraan; dan kantor ini tidak menyediakan jaringan multi-Bank; dan kurangnya sosialisasi membuat orang tidak optimal memanfaatkan e-Samsat.

Abstract

The research aims at studying the local efforts in improving community welfare and alleviating poverty in Pekanbaru City. One among other programs in alleviating poverty in Pekanbaru City is by providing grants to the village communities so that they are encouraged to actively participate in the development process. The grant is called Village Saving and Credit Services (UED-SP) for micro, small, and medium enterprises at the village level. The services should consider the localnatural potentials and needs. The objective of the program is to improve local economic development. The Village Economic Institutional Development program as a means to empowering people should put local people as the subject as well as the object all along the stages of development process.
