Abstract

This writing describes the interrelationship between learning culture and learning ethics among local government apparatus as a community. The apparatus? learning culture is commonly shaped by their compulsions to fulfil their daily needs. There are two models of local apparatus learning culture. One is characterized by their etnical milieu; the other develops through work environment. The mixture of those models determines their learning styles, in terms of (1) learning behaviours, (2) learning strategies, and (3) learning actions. A case study for this purpose is conducted on a number of students at Sekolah Tinggi Ilmu Administrasi Negara (School of Public Administration) Lembaga Administrasi Negara (the National Agency for Public Administration) Bandung. The students are government apparatus of various government agencies all over Indonesia. Key words: learning culture, culture ethics, learning ethics, learning aptitude.

Abstract

This study intends to describe the policy performance of the Government Regulation Number 41 Year 2007 on Local Government Agencies through five indicators: effectiveness, efficiency, sufficiency, accuracy, and responsiveness.This is a descriptive case study conducted in the District of Konawe and the Muncipality of Kendari. Primary data are collected through open and closed questions, whereas the secondary ones are collected from some relevant documents. Every head of Local Government Agencies in each locus becomes the respondents of this research. Data are analyzed by triangulation method, and the results are measured by the achievement level of policy implementation based on five indicators above. After that, all results are categorized into three levels: Low Level (ranging from 0 to 1.00), Modest Level (ranging from 1.01 to 2.00),and High Level (ranging from 2.01 to 3.00). This study shows that the achievement level of policy performance in the District of Konawe and Muncipality of Kendari lies at the Modest Level. Furthermore, the study reveals some critical issues in the implementation of the policy: need for surveillanceprogram from central government, political interests, administrative constraints, lack of resources (financial, apparatus, infrastructure), and cultural constrictions. To solve the problems, collaboration among central, provincial and local governments becomes a necessity in aligning the policy.

Abstract

Penelitian ini dilakukan dengan tujuan utama untuk menelaah konstribusi dari trait kepribadian, yaituExtraversion, Agreeableness, Conscientiousness, Neuroticism, dan Openness to experience terhadap keterikatan kerjapegawai. Partisipan penelitian ini berjumlah 55 pegawai Pelaksana di Direktorat Kepatuhan Internal dan TransformasiSumber Daya Aparatur Direktorat Jenderal Pajak. Alat ukur yang digunakan dalam penelitian ini adalah 10-item BigFive Inventory (BFI-10) yang dikembangkan oleh Rammstedt & John (2007), dan WIFI Model yang dikembangkan olehSarah Cook (2007). Analisis data dilakukan dengan prosedur regresi. Hasil penelitian menunjukkan bahwa secaraindependen Conscientiousness dan Neuroticism memberikan kontribusi langsung yang signifikan terhadap keterikatankerja pegawai. Sedangkan Extraversion, Agreeableness dan Openness to experience terbukti tidak memberikankontribusi langsung yang signifikan terhadap keterikatan kerja pegawai. Disimpulkan bahwa untuk lingkungan dimanapenelitian ini diadakan, faktor individual khususnya trait kepribadian tidak memegang peranan yang dominan dalammenentukan keterikatan kerja pegawai.

Abstract

Otonomi daerah di Indonesia saat ini didasarkan pada Undang-undang Nomor 32 Tahun 2004 tentangPemerintahan Daerah yang menganut asas desentralisasi, dekonsentrasi dan tugas pembantuan, dengan kewenanganmasing-masing pemerintahan diatur dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian UrusanPemerintahan Antara Pemerintah dengan Pemerintahan Daerah Provinsi dan Kabupaten/Kota. Namun demikiandalam implementasi kebijakan otonomi daerah tersebut masih belum mampu mencapai sasaran dan tujuan yangdiharapkan, oleh karena itu dalam artikel ini akan menyoroti faktor-faktor keberhasilan implementasi kebijakan publikditinjau dari sudut pandang teoritis, praktis dan pengalaman penulis sebagai bagian dari implementor kebijakan publikdengan harapan dapat memberikan solusi terbaik dalam implementasi kebijakan otonomi daerah di Indonesia.

Abstract

Learning Organization (LO) has now its own discipline. This has led LO so popular and crucial among learners both from private and public sectors. LO discipline consists of: Systems Thinking, Personal Mastery, Mental Models, Building Shared Vision, and Team Learning. LO can be applied both in private and public sectors. In order to achieve LO?s goals, it is necessary to comprehend its methods, techniques, and strategies. The implementation of LO in public institutions requires specific approaches. Methods for introducing LO in public institutions may vary depending on the contexts, for example specific package of the five-discipline education & training for staff, the five-discipline training as a part of education & training package, policy regarding the deployment of the fivediscipline from the head of the institution to be put into action, and many other methods. This writing describes the implementation of LO at public institutions through Structural Leadership Training II. A variety of methods for implementing LO are presented for class or group works. At the end of the training, participants are expected to be able to understand and developlearning organization based on the contexts where they work. They are also expected to be the main actors of LO and the prime moving force for its permanent system.

Abstract

Comparing the recent condition of bureaucracy between Indonesia Japan reveals a normative similarity, concerning the independency of civil service. This has just started in Indonesia since the beginning the reformation era in 1999, while in Japan such condition has long happened since 1970-ies. However, in terms of the institutional existence and management patterns, the implementation of such neutrality is rather difficult to realize since the top management of bureaucracy in general relies on the political official, namely the State Minister of Apparatus Management (Menpan). Rather, there should be an evaluation and reform towards the implementation of bureaucracy. In the institutional system, a centralized management might be more effective if carried out by an independent institution than four institutions (Menpan, LAN, BKN, and BPKP). Besides easing coordination, it will also impact on the cost and resource efficiency. The independence of civil service should also be realized, not only in the form of normative regulations but also in its implementation by considering the existing authoritative and institutional condition.

Abstract

Recently the demand to assign the authority of district/municipality to the sub districts   and villages  is ever-increasing. This is not merely a need, but rather it has been a must to promote the effectiveness and efficiency of local autonomy implementation. However, there is an indication that the authority handed over is not implemented optimally. The apparent weaknesses are among others instigated by the imprecision of authority approach and pattern used, and other technical reasons such as the lack of resource distribution concept, implementation and technical procedures, etc. Other crucial factors hindering the implementation of the autonomy policy are the obscurity of the criteria to determine the authority to be assigned, and the local organizational structure of sub district which is forced to accept and implement the regional authority. Based on the various problems as discussed above, this essay tries to analyze and evaluate the practice of authority delegation from the head of district/municipality to the heads of sub districts and villages, and to offer some essential policy alternatives

Abstract

Primer Koperasi Kartika Yuddha Mandiri adalah salah satu organisasi diluar struktur Organisasi Pussenif TNI ADyang bertujuan memberi pelayanan kepada anggota dalam hal kesejahateraan, baik barang maupun jasa.Masalah dalampenelitian ini adalah kualitas pelayanan pegawai belum berjalan optimal, sedangkan untuk tujuan penelitian ini adalahuntuk mengetahui kondisi kualitas pelayanan, faktor penghambat pelayanan, dan strategi pemecahan masalah. Dimensiyang digunakan adalah ketepatan waktu pelayanan, akurasi pelayanan, kesopanan dan keramahan, kenyamananpelayanan, kemudahan mendapatkan pelayanan, atribut pendukung pelayanan lainnya. Kualitas pelayanan pegawaipada Koperasi Primkop Kartika Yuddha Mandiri Pussenif TNI AD saat ini, secara keseluruhan belum optimal karenapegawai masih merangkap jabatan, keterbatasan sarana (TV , tape, AC dan atribut lainnya), keterbatasan kemampuanakuntansi koperasi dan keterbatasan penggunaan komputer.Hambatan dalam pelaksanaan pelayanan pegawai meliputi kinerja pegawai masih merangkap jabatan, asset modalyang disalahgunakan, jauhnya jarak koperasi dengan satuan, kemampuan pegawai terbatas tentang akuntansikoperasi.Strategi yang dilaksanakan meliputi pegawai memaksimalkan kegiatan koperasi, menginventarisir asset,mengadakan pelatihan dan bimbingan teknik perkoperasian, Pemenuhan kebutuhan anggota dilakukan denganmemanfaatkan pengadaan sebuah mobil pick up, Berupaya menempatkan satu buah TV di koperasi dan menambah satubuah AC diruangan, dan membuat pengadaan empat buah kursi untuk ditempatkan diruang tunggu, berkoordinasidengan Bank Tabungan Negara Syariah untuk melakukan penyelesaian permasalahan piutang. Dengan demikian perluadanya kebijakan pimpinan dalam mengarahkan tugas pelayanan koperasi secara menyeluruh, Fungsi pengawasandiharapkan dapat ditingkatkan, Adanya dukungan dari satuan tentang pengadaan.

Abstract

To comply with the expenditures, autonomous local government often puts efforts to raise local revenues through retributions. However, this should be done cautiously because the retributions citizens pay should be compliant with the public services citizens gain. Therefore, local government may procure two approaches. First, local government reorientates the retribution-taking itself. Second, local government re-allocates the expenditure posts.

Abstract

This comparative study tries to map several aspects concerning finance relation between central and local government in both countries. The main purpose is to compare fiscal implementation through decentralization policy in the two countries, especially the case of vertical fiscal imbalance. The research focuses on vertical imbalance because it is a common problem in various countries around the world. It also occurs in Japan and Indonesia in line with fiscal implementation through decentralization policy. The analysis will be in the inter-related context of decentralization policy and fiscal decentralization.
