Abstract

Penelitian ini bertujuan untuk mengetahui proses Penataan Kelembagaan Perangkat Daerah, masalah yang dihadapi, alternatif solusi pemecahan masalah dan penataan kelembagaan perangkat daerah dalam pengembangan kepemerintahan yang baik. Penelitian ini menggunakan metodologi penelitian dengan jenis penelitian kualitatif dan teknik pengumpulan data melalui wawancara, focus group discation, dan data pendukung lainnya berupa bahan tertulis yang diperoleh dari berbagai sumber dan atau informan yang dilakukan secara terus menerus sampai data yang jenuh. Hasil analisis data menunjukkan bahwa proses implementasi penataan kelembagaan Perangkat Daerah melalui tahapan sebagai berikut : Tahap persiapan; pembentukan team, diagnosis, menyusun draft rancangan peraturan daerah, Tahap pembahasan; FGD, pembahasan klinis, seminar dan pembahasan di DPRD, Tahapan pelaksanaan; penetapan perda dan pemberlakuan perda. Selanjutnya di temukan permasalahan yang paling mendasar yaitu tidak dilakukannya analisis beban kerja dan analisis jabatan sebelum melakukan penataan kelembagaan perangkat daerah. Sedangkan sebagai alternatif pemecahan masalah yaitu harus dilakukan analisis beban kerja dan anlisis jabatan serta mempertimbangkan kebutuhan dan kemampuan keuangan daerah dalam penataan kelembagaan. Sehingga penataan yang dilakukan benar-benar untuk mereview terhadap keberadaan kelembagaan perangkat daerah untuk mewujudkan pengembangan kepemerintahan yang baik yang berasaskan kepada prinsip transparansi, efisiensi dan akuntabiltas kepemerintahan yang optimal. Oleh karena itu disarankan agar dalam melakukan penataan kelembagaan harus mengacu kepada peraturan yang berlaku seperti Permendagri No. 57 Tahun 2007 yang mengamanatkan agar dilakukan melalui Analisis Beban Kerja dan Analisis Jabatan. Abstract

This research aims to know the optimization of land asset utilization through Corporate Social Responsibility (CSR). Land assets prioritized is an asset in the form of city parks that still not yet utilized well which become opportunities for companies to offer the CSR programs as a form of social responsibility to the environment, in addition to as active participation from the corporate world together with local governments to realize the synergy of sustainable regional development. Research methods use descriptive qualitative. The results showed that CSR is becoming an alternative financing in regional development in addition to APBD (Revenue Budget Shopping Area). Limitation of the budget the Government makes local governments innovating to find sources of financing a legitimate alternative in regional development acceleration. Abstract

Talangindah Bukit Pangonan is one of nature tourism as well as historical tour owned by Pringsewu Regency. Now in the development stage to realize the dream tour for the tourists. But in recent years visitors who come to tourist sites have decreased. It is the responsibility of Pringsewu Regency Government to formulate strategy in developing tourism object of Talangindah Bukit Pangonan.The purpose of this writing is to formulate strategy in developing tourism object of Talangindah Bukit Pangonan. Apprenticeship method that writer use is qualitative explorative method with inductive approach. Data analysis techniques using SWOT analysis techniques, namely formulating strategies using internal and external factors. The result is Strategy that can be done to develop Tourism Object Talangindah Bukit Pangonan is to add new tour package Trail Adventure; adding educational tours; and make the pond as a place of fishing; install road signs; increase community participation; to make regional regulations related to regional revenue in tourism objects; hold cultural attractions; complete the missing facilities; and discipline merchants. Abstract

Improve their living and prosper society is one of the tasks of government. Efforts community can prosper through community empowerment with the ultimate goal of creating an independent community. In carrying out community development need the involvement of other parties one of which is the village community institutions. The method used in this research is descriptive qualitative inductive approach. Data collection techniques are observation, interviews and documentation. Analysis of the data used in this research is descriptive qualitative data analysis methods. Based on the findings, the authors conclude that Normatively supposed relationship with the Community Institutions Cilayung village government is to be a partnership as set out in legislation. But what happened in the field from local government is less active in the formation of social institutions so that the function of civil society as partners in empowering the village government does not run properly. As for the relationship between the Community Institutions in Rural Cilayung by decree No. 14 of 2007 is a partnership, consultation, and coordination. But the fact that of the seven social institutions studied, among others, RT, RW, Youth, PKK, KPM, LPMD, and Gopoktan, three community organizations of which only established but not running due to misunderstanding of the function of civil society itself. Then the village government strategies and institutions Cilayung kemsyarakatan Cilayung village is a need for the role of companion and extension remain in the village to make an association of villages Cilayung have steering activities within each work program. The village government Cilayung also need training and socialization of how to create regulations and technical skill training for the implementation of the village administration in the village Cilayung. Abstract

West Halmahera Regency is a district in one of the Provinces in North Maluku. The strategy of empowering rural communities through the development of local economies in Halmahera Regency, North Maluku Province needs to be formulated because of the magnitude of the potential of this region. It is unfortunate that the attention of the government and the private sector has not touched the program because it is able to create new business fields that can bring local revenue West Halmahera Regency and income for independent and participant communities. The background of this problem is the basis of the authors to examine the strategy of empowering rural communities through local economic development in the western Halmahera district of North Maluku Province with a qualitative method of descriptive research method. The results of the community empowerment strategy in developing the local economy state that there needs to be sectoral synchronization that consists of the government, the private sector and the community. Several factors that have not supported the community empowerment strategy in developing the local economy in West Halmahera Regency are communication factors, regional potential mapping, human resources, infrastructure, and monitoring and evaluation.
