Abstract

The term Smart City is very popular among regional officials who are promoting sustainable development in areas managed by each regional head . One of them is the City of South Tangerang, which started this with a mobile application for public complaints inspired by the characteristics of a Smart City, namely Smart Mobility and Smart Living. Smart Mobility was appointed because people now live in the digital era, where they struggle with cellphones every day to access anything. Meanwhile, Smart Living, one of the characteristics of a Smart City, wants life to run safely and internally from any problems around it. The SIARAN mobile application carries these two issues so that every incident can be reported directly through the application. The SIARAN mobile application was deliberately created by the South Tangerang City Government to be able to analyze the management of government roads in South Tangerang City more effectively and efficiently in the hands of the community through a mobile application. Supporting concepts and theories in this research are communication, development communication, public relations in the digital era, public relations communication models, government public relations, publications, outreach, Smart City, and digital applications. The purpose of this research is to find out how to implement the "SIARAN" mobile application complaint handling at Diskominfo Kota Tangerang Selatan and also what are the obstacles in the application. The theory used for the analysis of this study uses the theory of George C. Edwards III with four variables in public policy, namely communication, resources, attitudes and bureaucratic structure. The method in this study uses a descriptive qualitative method with a case study research type. The results of this study are that the way to handle complaints in the SIARAN application is not fast response and the flow is too long. In addition, problems that occur in the SIARAN application are integration problems with the SP4N LAPOR application so that the South Tangerang City Diskominfo opens the widest possible reporting in various applications and media such as SP4N LAPOR , in Tangsel broadcasts and via media (print media, online media and other electronic media).

Abstract

The land mafia is a serious threat to the sustainability of the land registration system and the legality of land ownership in Indonesia. One group that plays an important role in the process of making land deeds is the Land Deed Making Officer (PPAT). Therefore, legal protection for PPAT is very important to prevent land mafia crimes in making land deeds. This study aims to analyze how the legal protection for PPAT from land mafia crimes in making land deeds based on Government Regulation No. 37 of 1998. The research method used is qualitative research with a literature study approach. Data were analyzed using a descriptive-analytical approach. The results of the research show that existing regulations, especially Government Regulation Number 37 of 1998, provide a strong legal basis for PPATs in carrying out their duties in making land deeds. This regulation regulates the obligations, responsibilities and authorities of PPATs in carrying out their duties, as well as providing sanctions for PPATs who commit violations. However, the challenges faced in implementing these regulations were also encountered in this study. Some of the challenges faced include the lack of oversight of PPATs, low public legal literacy, and vulnerability to influence from the land mafia. In addition, legal practice and the role of the courts in providing legal protection for PPATs are still facing obstacles such as lengthy and complex legal processes, and the lack of effective sanctions against perpetrators of land mafia crimes. In maintaining the integrity and legality of land deeds made by PPAT, a synergy between regulations, legal practice and the courts is needed. Efforts to strengthen oversight of PPATs, increase public legal literacy, and increase the effectiveness of sanctions against land mafia perpetrators need serious attention. In addition, the role of the court in providing fair and prompt decisions in cases involving land mafia crimes is also important for enforcing the law and providing effective legal protection for PPATs and the public in making land deeds.

Abstract

A crisis can be called a public relations crisis if the crisis results in damage to the image of the company or organization in the public eye. The rise of coverage in the mass media regarding news about air transportation services will have an impact on the public who will judge the image of a company. The purpose of this study is to find out how the role of public relations in maintaining the image of PT Garuda Indonesia Tbk; To understand the crisis that occurred at PT Garuda Indonesia Tbk. This study uses a qualitative methodology using the theory of Timothy Coombs (2006) Situational Crisis Communication Theory . The results of this study are that Garuda Indonesia's debt is very large due to changes in the recognition of obligations where the operational lease (aircraft lease) was previously recorded as an opex so debt besides that there is no good communication with stakeholders in this case creditors or investors. The conclusion of this study is the inability to manage the crisis that caused this airline to experience multiple losses due to the series of crises that followed. If only Garuda Indonesia could manage its finances properly and communication between divisions/departments was well established, this could be minimized. Going forward, Garuda Indonesia's management needs to properly improve their internal and external communications, especially when facing a crisis related to investor relations.

Abstract

The development of advanced technology and faster, ease of accessing the virtual world leads to equal public access to information collected on the internet, one of which is a song, a recording of rhythmic sound that was originally shaped physically from the record vinyl then began to become a tape cassette for radio tape and now evolved along with technology into intangible that is digital in the world of internet and digital storage media like DVD, Flash disk, and Hard disk. The Internet connects the global world to a single location. Based on this case KEMENKOMINFO (Ministry of Communication and Informatics) has attempted to enforce the closure of a number of sites that commit illegal acts such as uploading, downloading and reproduction and reproduction of songs on the internet without the permission of the creator and copyright holder. Abstract

The intense coordination carried out by the Politala management often results in conflicts with other scheduled or urgent activities. The occurrence of this conflict resulted in the absence of one or several meeting members which resulted in less than the expected meeting results. In addition, in the absence of meeting scheduling, it is not uncommon for participants to be absent due to forgetting. This study aims to develop a mobile-based application to make it easier for the leader or chairman of the activity committee to schedule meeting activities for members. The information on the scheduled meeting can be accessed by the participants who have been designated as invitees. During meeting activities, meeting minutes can take minutes in the application and highlight important points by including the deadline date and addressed to the desired meeting participants so that the target is clear. The progress of activities charged by meeting participants can be seen in real time by the chairman of the meeting to the leadership. This research was conducted using the prototype method and data collection by observation and interview methods to produce an E-Meet application.

Abstract

The purpose of this research is to see the legal protection for creditors at PT. People's Credit Bank "Karyajatnika Sadaya" which has received fiduciary guarantees, as well as what legal remedies the creditor has if the debtor defaults. Empirical legal studies fall into this category. This study uses primary and secondary data as data sources. The method used in this study is the juridical-sociological method. Information collected through literature study was then examined qualitatively. The results in this study are legal protection for creditors with fiduciary guarantees at PT. BPR Karyajatnika Sadaya if the debtor defaults and is given special rights over his receivables based on the Fiduciary Guarantee Law. Then in accordance with the provisions of Article 21 paragraph (4) of the Fiduciary Law, the results of the transfer and/or claims that arise become a substitute fiduciary object from the fiduciary object transferred by law. The fiduciary receiving party, in this case the creditor, can file a lawsuit against the fiduciary giving party to fulfill its obligations if the goods or objects used as the object of the fiduciary guarantee are not available or are not available according to what is stated in the attachment. As well as the legal actions of creditors for default debtors handled by the company as part of the dispute resolution process. If the debtor still does not want to fulfill it, the creditor can take additional actions, including through non-litigation and litigation channels, after first issuing a warning in the form of a warning and a warning letter.

Abstract

The purpose of this study is to investigate the ways in which small and medium-sized tourism accommodations in Indonesia manage their human resources. This study is an analysis of the human capital management difficulties that are associated with MSME tourist accommodation in Indonesia. It gathers the most relevant contributions from the most important works that have been done on the subject. It also derives conclusions to establish the conditions under which it can be called a strategic management of human and intellectual resources. These conditions are determined by the circumstances. In addition to the training and development of employees and their managers, job security, and ownership structures, a qualitative approach with descriptive study of numerous essential aspects of human resource management was carried out.

Abstract

The existence of the COVID-19 pandemic has had a huge impact on human life, one of which is in teaching and learning activities. Both students, teachers and agencies are required to adapt to the situation and change learning methods to distance learning (online). The purpose of this research is to look for the factors that affect lecturer performance, especially in terms of competence and readiness for change in lecturers. This study uses a quantitative approach to statistical analysis used is the multiple regression method assisted by the JASP application. The measuring instruments used are arranged using a Likert scale based on various theories. From the results of this study, it is hoped that it can be developed in the form of intervention or training to increase teacher readiness in dealing with change, which is based on leadership and organizational culture variables. Based on the results of the study, it was found that competency and readiness for change in lecturers have a significant influence on lecturer performance both partially and simultaneously.

Abstract

Hope for justice seekers regarding the provisions in the Fiduciary Law incised a bright spot when the Constitutional Court passed its 3 (three) decisions, i.e., Decision Number 18/PUU-XVII/2019, Decision Number 2/PUU-XIX/2021, And Decision Number 71/PUU-XIX/2021 decided on a judicial review case on norms relating to the execution of fiduciary guarantee objects. Issues raised in research that is How legal certainty regarding the position of the Court in the execution of fiduciary object guarantees in the Fiduciary Law. This research use type study law normative with approach legislation invitations, conceptual and cases which were then analyzed qualitatively. The study also concludes that the Constitutional Court passed the 3 (three) Decisions has provided guarantees of legal certainty for the court's position in this matter of execution of fiduciary guarantee objects in the Fiduciary Law. Assurance law on the position of the court is essential to be realized because the court as The judiciary is a legal structure that is one of them the 3 (three) elements of the legal system which largely determine the order and reform of the law to dream of. Legal certainty guarantees to achieve objective law in side justice And expediency. In the framework, implement recognition, respect, and protection of constitutional rights entrusted by the 1945 Constitution as law highest.

Abstract

The role of members of the Regional People's Representative Council (DPRD) in fighting for the ideals or aspirations of the people is still a big question for their constituents, apart from carrying out their functions in legislation, budgeting and oversight. DPRD members must also be able to become communicators such as public relations (PR) in order to establish relationships with their constituents. How the political communication model of DPRD members in maintaining relations with constituents is the main study in this research. By taking the research location in Tasikmalaya district, using descriptive qualitative research methods through data sources from informants or sources from members of the Tasikmalaya Regency DPRD which was carried out by purposive sampling, data collection techniques were interviews, observation and documentation. The results of the discussion in maintaining relations with constituents are by (1) formal means including recess, even though these activities are considered no longer effective (2) non-formal, political communication is carried out based on the creativity of each DPRD member, including routinely conducting friendly visits and maintaining communication by utilizing various media or face to face and visits to constituents. Compared to other regions, the DPRD of Tasikmalaya Regency, such as the DPRD of West Java Province and Sumedang Regency, is still lagging behind in making programs related to improving image and maintaining relations with constituents.
