Abstract

Abstract Nunukan Regency has a border and interior area which is one of the causes of the difficulty in recording population administration, so it gave birth to a program called The fast Population Administration Service System for Border Area and Outback or SIPELANDUKILAT. This research aims to know the implementation of the SIPELANDUKILAT program in serving population administration records for border and inland communities. This research used a descriptive design with qualitative methods and data collection techniques through interviews, observation and documentation—data analysis techniques using data reduction and data presentation to conclude. The results showed that implementing the SIPELANDUKILAT program in Nunukan Regency, in general, has been going quite well but not optimal. Based on the publishing results of 4.354 administrative population documents from the planned document target of 700-1500 documents and four variable analysis based on Edwards III Theory, this can be found. The Nunukan Regency Population and Civil Registration Office have carried out the communication dimension directly through a pick-up system, but the information is not evenly distributed. Resource dimension, the designated implementing team are the experts in their field. However, in terms of quantity, there is still insufficient to implement the SIPELANDUKILAT program. Disposition dimension, exercising team commitment is shown by discipline and loyalty in carrying out the program to run on time. Bureaucratic structure dimensions, the SIPELANDUKILAT program has been stated in the Decree of the Governor of North Kalimantan Province Number: 188.44/K.353/2020 the Year 2020. Abstract

Abstract Economic recovery has attracted all government around globe recently, without exception for Indonesian authorities. Due to large number of studies associated with economic recovery research, this study aims to mapping those trends using bibliometric analysis using Microsoft Excel and Vosviewer as an instrument analysis and data visualization. The results show that the development of the trend publication on the theme economic recovery in Indonesia increased with the highest number by 19 articles on 2022. As for citation, the highest citation is found stood at 47 in journal Bulletin of Indonesian Economic with article title “Indonesia Under the New Normal: Challenges and the Way Ahead” with the result that economic recovery in Indonesia still focus on dealing with short-term effects on pandemic in which government focused more on supporting poor and near-poor groups, and preparing for health and educational sector. Based on publication map of co-authorship is classified into 35 cluster with Indonesia as the affiliation country of author with the highest number of publications, while based on publication map of co-occurrence formed 15 clusters. Abstract

Abstract Voter participation in the Banjarmasin City elections has decreased from 65.63 percent in 2015 to 55.7 percent in 2020. This study aims to identify various supporting and inhibiting factors, as well as formulate the best strategy to increase voter participation in the next period. This research is a descriptive-qualitative study involving informants who were determined purposively, namely: commissioners and heads of the General Election Commission (KPU) division, and various informants from the Voting Organizing Group (KPPS) and voter groups who were determined by snowball technique. In addition, survey is also used and the data is analysed using the Analytical Hierarchy Process (AHP) to determine the priority strategy. This study found that the spread of the Covid-19 virus and bad weather which technically affected regional election activities reduced the level of voter turnout in the Banjarmasin City regional head election. Meanwhile, regulations and legal products, election administration resources, funding, and facilities/infrastructure are the supporting variables in increasing participation. The KPU of Banjarmasin City has three initiatives, namely ‘village care on elections’ program, election information socialization on print-media, and socialization through social media to increase voter participation. Of the three strategies, 'Villages care on elections' is the priority strategy for encouraging engagement, according to the findings of an analysis using AHP. Abstract

Abstract The Covid-19 pandemic has impeded economic activity, reduced the number of employees, and lessened purchasing power, potentially diminishing the well-being of the population. It led to an increase in the number of impoverished individuals and families in Indonesia, particularly in Jedong Cangkring Village, Sidoarjo Regency. This study attempts to determine how the Village Fund Unconditional Cash Transfer was administered in Jedong Cangkring Village, Prambanan District, Sidoarjo Regency, during the Covid-19 pandemic. The authors implemented a qualitative method with a descriptive approach for this study. This study examined indicators of effective policy implementation in the distribution of Village Fund Unconditional Cash Transfers in Jedong Cangkring Village, Prambon District, Sidoarjo Province. There are six indicators of successful implementation: (1) standards and policy objectives ; (2) resources; (3) inter-organizational relations; (4) characteristics of implementing agents; (5) social, economic, and political conditions, and (6) executor disposition or attitude. Village apparatuses, neighborhood leaders, and citizens who received Village Fund Unconditional Cash Transfers were used as informants for this study. The data for this study were collected through interviews, documentation, and literature reviews. The findings of this study indicate a number of issues regarding implementation indicators. Village Fund Unconditional Cash Transfer distribution needs to be brought back on track; there is a lack of coordination between the center and the village; and there is no role for NGOs as third parties in monitoring Village Fund Unconditional Cash Transfer distribution. The social, economic, and political conditions did not go according to plan, and there is also a problem with technology, as many elderly employees still struggle with it. On the other hand, policy implementers strive to adhere as closely as possible to regulations from above or the central government. Abstract

Abstract Indonesia is an Emergency Violence Against Children, where from 2019 to 2020 there has been an increase in the number of child protection cases by 33%. The government through the State Ministry for the Empowerment of Women and Children supports efforts to fulfill children's rights through the Child Friendly District Policy. Cilacap district has succeeded in increasing the KLA rating category from middle to junior high, but cases of child abuse in Cilacap district are still very high. From this background, in this study there is how the Implementation of Child-Friendly District Policy in reducing child-bearing rates in Cilacap Regency. This study was designed using a Kualitatif method. Data were obtained through interviews, observation and documentation and were processed using the interactive analysis technique. The study uses the Implementation Theory of Edward III which consists of the dimensions of communication, resources, disposition and bureaucratic structure. The results of the study show that based on the assessment guidelines, the KLA Policy in Cilacap Regency has achieved very good results. However, in terms of child abuse the figures are still fluctuating and difficult to control. Several factors such as APBD funding support, integrated policy development and adequate facilities are supporting factors in the implementation of this KLA policy. However, other factors such as the resources quality of the apparatus and the lack of public understanding of the procedure for servicing cases of child abuse became an inhibiting factor in the implementation of this KLA policy.
