Abstract

AbstrakPenelitian ini bertujuan untuk menjelaskan bagaimana implementasi e-money untuk penanggulangan kemiskinan oleh pemerintah. Namun sistem e-money cenderung digunakan oleh kelas ekonomi menengah ke atas. Menariknya, sejak 2017 pemerintah Indonesia juga telah melaksanakan Bantuan Pangan Non Tunai (BPNT) untuk program pengentasan kemiskinan menggunakan e-money. Untuk mendukung terlaksananya program tersebut, Presiden Republik Indonesia telah menyetujui Peraturan Presiden Republik Indonesia Nomor 63 Tahun 2017 tentang Penyaluran Bantuan Sosial Non Tunai. Salah satu obyek atau kota percontohan untuk pelaksanaannya adalah Yogyakarta. Salah satu kecamatan di Yogyakarta adalah Danurejan. Danurejan memiliki target 590 keluarga. Metode yang digunakan dalam penelitian ini adalah kualitatif, dengan pendekatan wawancara dan analisis dokumen. Studi ini menemukan bahwa pelaksanaan implementasi Bantuan Pangan Non-Tunai telah secara keseluruhan berjalan dengan baik. Apalagi jika dibandingkan dengan program sebelumnya yaitu Program Beras Sejahtera  yang tidak menggunakan e-money. Dari hasil penelitian pada variabel komunikasi antar stakeholder terkait; karakteristik organisasi pelaksana; lingkungan sosial, politik, dan ekonomi; dan sikap/kecenderungan dari implementor sudah baik. Sedangkan, pelaksanaan variabel standar dan sasaran kebijakan, dan sumber daya penerapan dilapangan perlu ditingkatkan.Kata Kunci : Non Tunai, BPNT, Kemiskinan AbstractThis study aims to explain how the government is implementing e-money for poverty reduction. However, the e-money system tends to be used by the upper middle class. Interestingly, since 2017 the Indonesian government has also implemented Non-Cash Food Assistance (BPNT) for poverty alleviation programs using e-money. To support the implementation of this program, the President of the Republic of Indonesia has approved Presidential Regulation Number 63 of 2017 concerning the Distribution of Non-Cash Social Assistance. One of the objects or pilot cities for its implementation is Yogyakarta. One of the districts in Yogyakarta is Danurejan. Danurejan has a target of 590 families. The method used in this research is qualitative, with an interview approach and document analysis. This study found that the implementation of Non-Cash Food Assistance has been running well overall. Especially when compared to the previous program, the Prosperous Rice Program, which did not use e-money. From the research results on the communication variables between related stakeholders; the characteristics of the implementing organization; social, political and economic environment; and the attitude / tendency of the implementor is good. Meanwhile, the implementation of standard variables and policy targets, and field application resources need to be increased.Keyword : Cashless, BPNT, Povety

Abstract

Tujuan penelitian ini adalah untuk membahas tentang Efektivitas Pelayanan Informasi melalui Website (www.dpmptsp.tegalkab.id) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tegal. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, studi putaka dan wawancara. Hasil penelitian menunjukan bahwa efektivitas pelayanan informasi perizinan secara online di DPMPTSP Kabupaten Tegal terlihat belum berjalan secara efektif karena kurangnya sarana prasarana, terbatasnya biaya dan masih sedikitnya sumber daya manusia yang memiliki keahlian khusus di bidang teknologi informasi. Kata Kunci : Efektivitas, Pelayanan Publik, Perizinan. ABSTRACT The purpose of this study is to discuss the effectiveness of information services through the website (www.dpmptsp.tegalkab.id) at the Tegal Regency Investment and One Stop Integrated Service (DPMPTSP). The research method used is descriptive method with a qualitative approach with data collection techniques through observation, literature studies and interviews. The results of the study show that the effectiveness of online licensing information services at the Tegal Regency DPMPTSP does not appear to be running effectively due to the lack of infrastructure, limited costs and the lack of human resources with special expertise in the field of information technology. Abstract

Salah satu kabupaten di Provinsi Jawa Timur bernama Bojonegoro. Karena topografi Kabupaten Bojonegoro yang unik, kemungkinan terjadinya kekeringan di Labupaten Bojonegoro cukup tinggi. Karena karakteristik tanah Kabupaten Bojonegoro, air tidak dapat diserap pada musim hujan, yang menyebabkan tanah mengering pada musim kemarau. Dengan menggunakan penelitian kualitatif dan teknik deskriptif, penelitian ini bertujuan untuk mengidentifikasi dan mengkarakterisasi praktik penanggulangan bencana yang dilakukan oleh Pemerintah Kabupaten Bojonegoro melalui Badan Penanggulangan Bencana Daerah. Studi ini menemukan bahwa Badan Penanggulangan Bencana Daerah Kabupaten Bojonegoro telah melakukan beberapa proyek, antara lain pembangunan waduk, sumur bor, fasilitas pengolahan air, geo membran, toren air, dan jaringan pipa air bersih (masih dalam pembangunan), serta inisiatif sosialisasi untuk menangani kekeringan dan inisiatif lain untuk mempromosikan konservasi air.

Abstract

Abstract Indonesia is an Emergency Violence Against Children, where from 2019 to 2020 there has been an increase in the number of child protection cases by 33%. The government through the State Ministry for the Empowerment of Women and Children supports efforts to fulfill children's rights through the Child Friendly District Policy. Cilacap district has succeeded in increasing the KLA rating category from middle to junior high, but cases of child abuse in Cilacap district are still very high. From this background, in this study there is how the Implementation of Child-Friendly District Policy in reducing child-bearing rates in Cilacap Regency. This study was designed using a Kualitatif method. Data were obtained through interviews, observation and documentation and were processed using the interactive analysis technique. The study uses the Implementation Theory of Edward III which consists of the dimensions of communication, resources, disposition and bureaucratic structure. The results of the study show that based on the assessment guidelines, the KLA Policy in Cilacap Regency has achieved very good results. However, in terms of child abuse the figures are still fluctuating and difficult to control. Several factors such as APBD funding support, integrated policy development and adequate facilities are supporting factors in the implementation of this KLA policy. However, other factors such as the resources quality of the apparatus and the lack of public understanding of the procedure for servicing cases of child abuse became an inhibiting factor in the implementation of this KLA policy. Abstract

This article explores the multidimensional nature of the digital divide and critically examines how contemporary public policy frameworks address issues of digital inequality and social exclusion. Using a qualitative literature review approach, the study synthesizes scholarly works, international policy documents, and empirical research published within the last eight years to map current trends and challenges in digital inclusion. The analysis focuses on three interrelated dimensions of the digital divide: access to digital infrastructure, digital literacy and competencies, and active digital participation. While global internet access has expanded significantly, the literature reveals persistent disparities in skills acquisition, usage quality, and the ability to derive meaningful benefits from digital technologies particularly among rural populations, the elderly, women, and persons with disabilities. The study finds that although governments frequently employ inclusive rhetoric in their digital policies, implementation often lacks participatory planning, equitable funding, and accountability mechanisms. As a result, many inclusion programs fail to reach or empower those most at risk of digital marginalization. Drawing from best practices across various regions, the article highlights innovative policy approaches such as community-driven digital hubs, intersectional equity audits, and public-private partnerships for affordable access. The study concludes by advocating for a paradigm shift in digital policy—from a narrow focus on infrastructure provision to a holistic strategy emphasizing human-centered, adaptive, and justice-oriented digital ecosystems that promote true social inclusion in the digital era.
