Abstract

Abstrak: Media sosial sebagai salah satu platfrom yang digunakan oleh pemerintah untuk berkomunikasi dengan masyarakat dan menjalankan fungsinya dalam pelayanan publik. Penggunaan media sosial diharapkan dapat memberikan kemudahan, efisiensi dan efektivitas dalam pelayanan public. Penelitian ini bertujuan menganalisis penggunaan  media sosial Facebook PDAM Kabupaten Poso dalam meningkatkan pelayanan publik. Metode yang di gunakan dalam penelitian ini adalah deskriptif kualitatif dan teknik pengumpulan data menggunakan metode wawancara dan dokumentasi.  Hasil penelitian menunjukkan bahwa penggunaan media sosial Facebook PDAM Poso belum memenuhi variabel usability, information quality, dan services interaction (Barnes dan Vidgen 2002). Media sosial Facebook PDAM Poso belum dapat dimanfaatkan dengan baik dalam memberikan pelayanan publik kepada pelanggan karena akun tersebut hanya memberikan pengumuman kepada pelanggan terkait kerusakan atau perbaikan di lapangan dan tidak meng-update informasi terbaru kepada pelanggannya serta mengabaikan kritik, saran dan keluhan yang disampaikan pelanggan. Abstract:  Social media as one of the platforms used by the government to communicate with the public and carry out its functions in public services. The use of social media is expected to provide convenience, efficiency and effectiveness in public services. This study aims to analyze the use of Facebook social media PDAM Poso Regency in improving public services. The method used in this study is descriptive qualitative and data collection techniques using interview and documentation methods. The results of the study indicate that the use of Facebook social media PDAM Poso has not met the variables of usability, information quality, and services interaction (Barnes and Vidgen 2002). Facebook social media PDAM Poso has not been utilized properly in providing public services to customers because the account only provides announcements to customers regarding damage or repairs in the field and does not update the latest information to its customers and ignores criticism, suggestions and complaints submitted by customers.

Abstract

Abstrak: Penelitian ini bertujuan untuk mengetahui  implementasi kebijakan Implementasi Kebijakan, pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN di Kecamatan Poso Kota Utara Kabupaten Poso dan faktor-faktor yang mempengaruhnya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan tipe deskriptif dengan dasar penelitian adalah Deskriptif. Data yang diperoleh di lapangan berdasarkan observasi dan wawancara dianalisis dengan cara dianalisa secara reduktif, disajikan dan kemudian ditarik kesimpulan. Hasil penelitian menunjukan untuk indikator pencegahan khususnya di Kecamatan Poso Kota Utara Kabupaten Poso belum maksimal Untuk indikator pemberdayaan masyarakat tidak terlaksana sesuai Instruksi Presiden Republik Indonesia Nomor 02 tahun 2020 Tentang Rencana Aksi Nasional P4GN Tahun 2020-2024. Untuk indikator rehabilitasi tidak berjalan maksimal sesuai instruksi tersebut. Untuk indikator pemberantasan dalam implementasi kebijakan pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN) di Kecamatan Poso Kota Utara Kabupaten Poso, yang sesuai Instruksi Presiden Republik Indonesia Nomor 02 tahun 2020 Tentang Rencana Aksi Nasional P4GN Tahun 2020-2024, penulis menarik kesimpulan sudah sesuai instruksi SOP yang ada di BNN Kabupaten Poso. Masalah kurangmya anggaran dan kurangnya SDM dalam hal ini Konselor yang menangani pasien Rehabilitasi  merupaka faktor  yang mempengaruhi kebijakan Implementasi Kebijakan, pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN di Kecamatan Poso Kota Utara Kabupaten Poso Abstract:  The objectives of the research are to find out the implementation of the Policy Implementation, prevention and eradication of drug abuse and illicit trafficking (P4GN in Poso Kota Utara District, Poso Regency and the factors that influence it. The research method used is a qualitative approach with a descriptive type with the basis of research being Descriptive. Data obtained in the field based on observations and interviews were analyzed reductively, presented and then conclusions were drawn.The results of the research obtained that for prevention indicators, especially in Poso Kota Utara District, Poso Regency was not optimal. The evidence is drug cases have not decreased and instead, they have increased every year. The community empowerment indicators have not been implemented in accordance with Presidential Instruction of the Republic of Indonesia Number 02 of 2020 concerning the National Action Plan for P4GN for 2020-2024. The rehabilitation indicators have not run optimally according to these instructions.The eradication indicators in the implementation of the policy of preventing the eradication of drug abuse and illicit trafficking (P4GN) in Poso Kota Utara District, Poso Regency, which is in accordance with Presidential Instruction of the Republic of Indonesia Number 02 of 2020 concerning the National Action Plan for P4GN for 2020-2024, it can be concluded that it is in accordance with the SOP instructions at the BNN for Poso Regency. The problem of lack of budget and lack of human resources in this case Counselors who handle Rehabilitation patients are factors that influence the Implementation of the Policy, prevention of the eradication of drug abuse and illicit trafficking (P4GN in Poso Kota Utara District, Poso Regency.

Abstract

Abstrak: Kebijakan penanggulangan kekerasan di Kabupaten Poso tertuang dalam Peraturan Daerah Nomor 6 Tahun 2008 tentang Penyelenggaraan Perlindungan, Pelayanan Dan Pemulihan Perempuan dan Anak Korban Kekerasan. Meskipun telah ditetapkan. dasar hukumnya , implementasinya belum berjalan optimal akibat kendala seperti terbatasnya anggaran, koordinasi antar lembaga yang masih lemah, dan rendahnya pemahaman masyarakat tentang kekerasan dan kesetaraan gender. Penelitian ini menggunakan pendekatan kualitatif deskriptif untuk menganalisis proses formulasi, implementasi, serta dampak nyata kebijakan tersebut, dengan melibatkan berbagai teknik pengumpulan data seperti wawancara dan studi kepustakaan. Hasil menunjukkan bahwa keberlanjutan program dan efektivitas kebijakan masih terbatas, serta kurangnya partisipasi aktor lokal dalam proses kebijakan formal. Untuk meningkatkan keberhasilan penanggulangan kekerasan terhadap perempuan, diperlukan pendekatan yang lebih responsif terhadap kebutuhan korban, penguatan kapasitas kelembagaan, dan keterlibatan aktif masyarakat serta organisasi lokal. Penelitian ini memberikan rekomendasi strategis bagi peningkatan efektivitas kebijakan dan perlindungan perempuan di masa mendatang.Abstract:  The policy to combat violence in Poso Regency is stated in Regional Regulation Number 6 of 2008 concerning the Implementation of Protection, Services and Recovery of Women and Children Victims of Violence. Although the legal basis has been determined, its implementation has not been optimal due to obstacles such as limited budget, weak coordination between institutions, and low public understanding of violence and gender equality. This study uses a descriptive qualitative approach to analyze the process of formulation, implementation, and real impact of the policy, involving various data collection techniques such as interviews and literature studies. The results show that the sustainability of the program and the effectiveness of the policy are still limited, as well as the lack of participation of local actors in the formal policy process. To increase the success of combating violence against women, a more responsive approach to the needs of victims, strengthening institutional capacity, and active involvement of the community and local organizations is needed. This study provides strategic recommendations for increasing the effectiveness of policies and protection of women in the future

Abstract

Abstrak: Penelitian ini bertujuan untuk mengukur tingkat partisipasi masyarakat dalam pembayaran PBB di Desa Maranda,  mengidentifikasi faktor-faktor sosial, ekonomi, dan administratif yang memengaruhi partisipasi tersebut, dan  mengevaluasi upaya pemerintah desa dalam meningkatkan partisipasi warga. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam dengan aparat desa, ketua RT, dan warga; observasi langsung proses penagihan; serta analisis dokumen desa terkait target dan realisasi PBB. Proses analisis memakai Model Interaktif Miles, Huberman, dan Saldana (2014) – mulai dari reduksi data, penyajian, hingga penarikan simpulan. Hasil menunjukkan realisasi PBB tahun 2023–2024 rata‑rata hanya mencapai 64 % dari target tahunan, dengan pembayaran sering terlambat. Rendahnya partisipasi disebabkan oleh: (a) kesadaran pajak yang minim; (b) beban ekonomi warga mayoritas petani berpenghasilan tidak tetap; (c) ketidakcocokan data objek pajak (luas tanah/SPPT); (d) komunikasi dan distribusi blangko masih manual; (e) keterlibatan masyarakat dalam pengambilan keputusan pajak masih sangat terbatas. Meskipun demikian, kerjasama antara kepala desa, dusun, dan RT dalam pendistribusian blangko serta pelaksanaan sosialisasi rutin telah memberikan dorongan positif meski belum optimal. Partisipasi masyarakat dalam pembayaran PBB di Desa Maranda masih tergolong rendah. Diperlukan strategi yang lebih intensif, antara lain: peningkatan kesadaran dan pemahaman warga; perbaikan akurasi data objek pajak; digitalisasi komunikasi; dan pemberdayaan warga dalam proses kebijakan. Dengan begitu, pembayaran PBB dapat meningkat secara signifikan, mendukung pembangunan desa secara berkelanjutan.Abstract:  This study aims to measure the level of community participation in PBB payments in Maranda Village, identify social, economic, and administrative factors that influence such participation, and evaluate the efforts of the village government in increasing community participation. Using a descriptive qualitative approach, data were collected through in-depth interviews with village officials, RT heads, and residents; direct observation of the collection process; and analysis of village documents related to PBB targets and realization. The analysis process uses the Miles, Huberman, and Saldana (2014) Interactive Model - starting from data reduction, presentation, to drawing conclusions. The results show that the realization of PBB in 2023-2024 on average only reached 64% of the annual target, with payments often late. Low participation is caused by: (a) minimal tax awareness; (b) the economic burden of residents is mostly farmers with irregular incomes; (c) mismatch of tax object data (land area/SPPT); (d) communication and distribution of forms are still manual; (e) community involvement in tax decision-making is still very limited. Nevertheless, cooperation between village heads, hamlets, and  RTs in distributing forms and implementing routine socialization has provided positive encouragement, although not yet optimal. Community participation in PBB payments in Maranda Village is still relatively low. More intensive strategies are needed, including: increasing community awareness and understanding; improving the accuracy of tax object data; digitalizing communication; and empowering residents in the policy process. That way, PBB payments can increase significantly, supporting sustainable village development.
