This paper presents a conceptual discussion of New Public Management (NPM) driven reform initiatives in public administration. NPM is a management philosophy used since the 1980s by many governments, particularly developed countries, namely the US, UK, Australia and New Zealand, to modernize the way the public sector works. The developing countries have also embarked on the path of transformation since the 1990s. Bangladesh has also witnessed various public administration reform initiatives since independence, but is gaining momentum after 1990s with significant use of NPM modalities to make the public sector more responsive and results-oriented. This paper brings the success stories from the global market, and critiques the case of Bangladesh in its administrative reform initiatives through the lens of the NPM. The analysis is based on various secondary sources such as policy papers, research articles, archive material, etc. Based on the discussions, the paper concludes with some recommendations.

The primary objective of this study is to conduct an analysis of the performance of the passenger terminal for road transport in Toboli, situated in the Parigi Moutong Regency. The research approach employed is descriptive qualitative, and the data analysis is based on Agus Dwiyanto's theoretical indicators. The study adopts a qualitative descriptive method, involving the purposive selection of 5 informants. The analytical process comprises data collection, data condensation, data presentation, and the formulation of conclusions or validation. The findings of the research highlight that the performance of the Toboli Passenger Terminal for Road Transport in Parigi Moutong Regency has been adversely affected by the COVID-19 pandemic. The terminal's productivity, as exemplified by the alignment between output and inputs, is notably low. This is evident through the actual versus targeted income and the failure to tap into potential alternative revenue sources. Regarding service quality, including empathy, satisfaction, and justice, the assessment reveals that these aspects are significantly lacking. The responsiveness of the Toboli Main Terminal is characterized by a low rating, underscored by the absence of voice and exit mechanisms. Moreover, the responsibilities of the Toboli Terminal are evaluated as deficient, illustrated by the inconsistent administration of services and management patterns. In terms of accountability, the Toboli Main Terminal is classified as having insufficient accountability due to inadequate reporting aligned with the terminal management's core duties and functions.

The paradigm of the spread of Covid-19 in Indonesia has made the central government act quickly to issue a Circular Letter of the Minister of Villages number 8 of 2020 concerning Covid-19 Response Villages and Affirmation of Village Cash Labor Intensive. The Governor of Central Java as the Chairperson of the Task Force for the Acceleration of Covid-19 Handling issued instruction Number 1 of 2020 concerning Community Empowerment in the Acceleration of Covid-19 Handling at the Citizens Association (RW) Level through the Establishment of the "Jogo Tonggo Task Force". The Regional Government of Grobogan Regency issued a circular letter of the Regent of Grobogan Number: 440 /1915/2020 concerning the New Normal Productive and Safe Corona Virus Disease 2019 Policy. The local government calls on the Village Government to be responsible for forming policies and strategies for handling the spread of Covid-19. Godong Village has the highest case fatality rate due to Covid-19 out of 28 villages in Godong Sub-district. This study aims to determine how the leadership of the Godong Village Government in reducing the mortality rate of villagers in the pandemic era. This research uses a descriptive qualitative approach with the SWOT analysis method. The SWOT analysis used in this research is only for mapping the research conditions and not for quantitative analysis. The Godong Village Government issued Decree of the Godong Village Head Number: 7/VII/2020 concerning the Establishment of the Covid-19 Prevention Jogo Tonggo Task Force. The establishment of the Jogo Tonggo Task Force Program and the Godong Village Micro PPKM Command Post is evidence of the success and responsibility of the Godong Village Government in reducing the mortality rate of villagers due to Covid-19. The activeness of the Godong Village Government in coordinating with the joint team to provide 3T (Testing, Tracing, and Treatment) socialization provides awareness and trust for villagers in breaking the chain of Covid-19 transmission. The effectiveness of the program is evidenced by the fact that there are currently no case reports of the mortality rate of Godong Village residents due to Covid-19.

Fraud is prone to occur in the procurement process of goods and services in each work unit. For this reason, the government has made it a policy that one of the ways to procure goods and services is through e-procurement. This study aims to determine the role of e-procurement in fraud prevention in the procurement of government goods and services at Semarang State University. The group of respondents are experts, members of the Working Group (MOTWG) for the Selection of Goods and Services Procurement and Quality Control at the Semarang State University Goods and Services Procurement Work Unit (GSPWU), and commitment-making officials and purchasing officers of work units. This study uses a qualitative descriptive method with a percentage, whereafter the necessary data is collected, it is classified according to a predetermined formulation, qualitative data, described in words or sentences according to predetermined categories, in a conclusion. The results showed that the application of e-procurement to fraud prevention in the procurement of government goods and services at Semarang State University has many roles, namely that transactions become economical, effective, and efficient. Besides that, e-procurement practices also play a role in preventing fraud because this does not occur directly between providers, working groups, procurement officials, and users of goods and services; all of this is done virtually.

Micro, small, and medium enterprises (MSMEs) are one of the main pillars of the national economy, with an independent perspective and great potential to improve welfare. This study aims to determine the form of empowerment that is carried out to MSMEs as an effort to improve the welfare of business owners in Makassar City, as well as the response of business owners related to the empowerment program that has been carried out by the local government, especially through the Cooperatives and MSMEs Service in Makassar. The population in this study is all business owners in Makassar, both those who have participated in empowerment programs from the government and those who have never participated in these programs. The sample in this study was 60 business people selected by purposive sampling by considering several criteria, both the type of business and the background of the business owner, so that the respondents in this study could be heterogeneous. In addition, interviews were conducted with academics. Research instruments are in the form of questionnaires and interview guidelines. The data were analyzed descriptively and qualitatively. The results showed that: 1) empowerment programs desired by business owners tended to lead to improvements in the quality of business products; and 2) empowerment programs focused on product marketing training. 2) Recommendations related to the results of research, namely: a) Every empowerment program to be carried out by the government should be prepared based on an analysis of the needs of the beneficiaries, in this case, business owners. b) Empowerment programs carried out by the government should be directed at improving the quality of business products, providing training in marketing products, or providing containers to business people to market their business products. c) The program held should be able to socialize well and evenly with all business owners. This can be achieved whenever information from the government is easily accessed by all businesses.

This study investigates the relationship between political corruption and socio-economic development in Nigeria using a mixed-methods approach. Descriptive statistics, regression analysis, and inferential statistics are employed to analyze data collected from diverse participants, including government officials, policymakers, economists, civil society representatives, and citizens. The findings reveal key indicators of socio-economic development and demonstrate that political corruption negatively impacts GDP growth, while education expenditure and infrastructure investment have positive effects. The study highlights the importance of addressing corruption, increasing investments in education and infrastructure, and implementing anti-corruption measures to foster sustainable development in Nigeria. These findings provide valuable guidance for policymakers in formulating evidence-based strategies to promote inclusive economic growth and combat corruption.

In the era of regional autonomy, the function of public services became one of the focuses of attention in improving the performance of local government agencies, especially the fire department and the Civil Service Police Unit, but in reality the performance both of these government agencies was not as expected. This study aims to determine how the performance of the Civil Service Police Unit and the Regional Fire Department of North Morowali Regency. This type of research is descriptive qualitative and the basis of this research is a qualitative research method. Based on the results of the study that the performance of the Civil Service Police Unit and the Regional Fire Department of North Morowali Regency seen from the effectiveness and efficiency, authority and responsibility were quite good. However, in the aspect of employee discipline and initiative, the results are not optimal and need to be addressed, because there are still employees who are not familiar with the applicable rules regarding working time. The reason is that the employees do not come on time because the employees have to take care of household matters, and the motivation of the employees, especially the low honorariums, is due to the very minimal honorary salaries and the lack of human resources and facilities and infrastructure.

The Local Government Information System is a system that documents, administers, and processes local development data into information that is presented to the public and used as decision-making material in the context of planning, implementation, and evaluation of local government performance. The research aims to determine the effectiveness of RGIS and support its utilization. A qualitative method with a descriptive analytic approach is used in analyzing this research to get in-depth data and data that contains meaning. The results show that RGIS is very effective as a joint program between the Central Government and local governments, where the completeness, currency, accuracy, and validity of data are important elements in the process of collecting and inputting data elements, which will then be further processed to produce data analysis in the RGIS application, and the support and commitment of the local government for its utilization and development.

Badan Perencanaan Pembangunan Daerah (Bappeda) is a body that has an important task in regional development planning. Bappeda assists the Regional Head in determining policies in the field of regional development planning and assessing their implementation. This research aims to find out the role of the Regional Development Planning Agency in the development planning process in the Pasangkayu Regency area and also to find out the policy formulation process. This research uses a qualitative approach with a case study method, which is a method used to elaborate on and understand the meaning ascribed to social or humanitarian problems. The result of this research is that the Regional Development Planning Agency has an important role in carrying out the function of coordinating regional development planning with all agencies in the government in order to realize a new planning system that must be comprehensive. Factors supporting policy formulation include coordination, community participation, and government commitment. Meanwhile, the factors that hinder the policy formulation process include budget adjustment and readiness, too many proposals, and limited supporting documents.

This study aims to determine how the influence of market orientation and innovation on marketing performance. The number of samples used was 50 employees who were divided from 5 Creative Industry MSME Sectors in Makassar city. Data collection was carried out using interviews, observation and questionnaires. The data analysis technique used is multiple linear regression analysis using the Statistical Program for Social Science (SPSS). The results of this study indicate that market orientation (X1) partially has a positive and significant influence on marketing performance. Product Innovation (X2) partially has a positive and significant impact on marketing performance. And simultaneously the two independent variables have a significant influence on marketing performance.
