Abstract

This thesis research the topic of The Role of Information Commission Central Kalimantan province. Information Commissioner of Central Kalimantan is one of the institutions established by the Regional Independent Regional Head in Central Kalimantan province, has the main function of helping people resolve problems related to Public Information. This research was conducted at the Central Information Commission Kalimantan city of Palangkaraya using descriptive qualitative method. The purpose of this research is to know What is the Role of Information Commission Central Kalimantan in order to help people resolve problems related to public information in Central Kalimantan and the factors that support and hinder the performance of Central Kalimantan Information Commission in carrying out their duties and functions. The results of this study explained that the Information Commissioner of Central Kalimantan as regional institutions to help resolve disputes of public information in the province of Central Kalimantan is already functioning as it should, but not Optimal. Not optimal role of the Information Commissioner of Central Kalimantan which is becoming the main problem is the lack of attention factor Provincial Government of Central Kalimantan on the existence of the Information Commission itself in Central Kalimantan. The lack of attention is evidenced by the lack of budget APBD given to sustainability and the future existence of this institution. The lack of budget to make these institutions less able to move mainly socialize existence for the people of Central Kalimantan.

Abstract

This study aims to explain, describe and analyze patterns of partnership between government, the private sector and civil society in the development of oil palm plantations as well as factors inhibiting and supporting factors. The research method using descriptive qualitative research. Data analysis technique is done through data reduction, data presentation and verification. The results showed that a partnership with a core pattern of plasma and partnership schemes MSA (Management One-Stop), KKPA (Primary Cooperatives Members), IGA (Income Generating Activity).There is a limiting factor and driving force in the partnership. Obstacle factor is lack of knowlegde about partnership and obligations in the course of partnerships at every actor partnership, conflict, limited land, in-consistency of each actor in the partnership, the decline in palm oil prices. The push factor is the regulatory and price.

Abstract

Conflict over land is a problem that can not be ignored and must be addressed because of land conflict is potentially a social conflict in the community, so it takes strategy in the prevention and resolution. In the town of Palangka Raya there is some conflict-prone areas of land that requires serious treatment of the agency having authority in the land secto. The purpose of this study is to describe and analyze the strategies of the National Land Agency in preventing and resolving conflict over land as well as the challenges and success factors in implementing the strategy of prevention and settlement of land disputes. With the research methods descriptive qualitative is to portray the state of the object and the subject under study based on the facts in the field by conducting observation and interview.Based on these results the National Land Agency strategies town of Palangka Raya in preventing conflict over land is by providing counseling / dissemination to the public, control of land administration both juridical and field, provide information quickly and accurately, and to empower them with various programs. As for the completion strategy there are several stages of assessment of conflict-related data juridical and physical data, subsequent handling of the conflict by means of mediation both parties to hold meetings / consensus. And the last is the settlement of land disputes is the final stage of the National Land Agency Palangka Raya city tried to lead with both sides in order to find an agreement towards peace so problems not up to court three times mediation. Of the strategy can be said of the remedies is maximal and can realize a land policy for justice and the welfare of society as there are some issues of land that has been able to be solved by consultation / consensus without having to be brought to court.Expectations of the future National Land Agency of the city of Palangka Raya prioritize prevention compared finish because it would be better if it did not appear the land issue. Then tighten their enforcement in the administration because the administration is mistaken as a double certificate is one of the causes of land conflicts.

Abstract

This research aimed to find out the budgeting implementation of regionalofKotawaringin Timur District. Nowadays, the budgeting implementation is not based on the real need, the usage of budget is not communicated well to the unit which has proposed, the implementation is less involved in fund-raising and the area which will become target of activity is not planned clearly and there is no open information, performance target is not clear and irregular and also the plan is not suitable with the needs. In budgeting implementation inKotawaringin Timur District still has many problems so that it has not can created optimal preparation. The problems follow: 1.The lack of professional human resources (about quality and quantity) in regional work unit or suitable with the job. 2.Budgeting of regional work unit has not been effective. The type of this research was qualitative descriptive,the collecting data technique were observation, interview and documentation. The data source of this research was from head of planning of control of regional development, sub-field of programming, sub-field of general and staffing, sub-field of finance and sub-field of report planning.             This result of the research showed that in budgeting of regional development department inKotawaringin Timur District was still slow so that there has not been optimal preparation, Factor support, capability in using online application and computer, inhibiting factor, limit and infrastructure which has not been enough. For the conclusion, Regional Development Department ofKotawaringinTimur District still needs improvement to budgeting for development and implementing the function and evaluation of regional development planning. For the suggestion, Regional Development Department should increase the quality of public service and efficiency and effectiveness of governance and budgeting. It still needs accuracy in budgeting or implementing the function and evaluation of regional development planning.

Abstract

The function of political parties as political socialization is the cornerstone of a progressive democracy as a liaison between the aspirations of the people and the government, where in the functioning of socialization of political parties there are many issues such as political mobilization, money politics and lawlessness by political actors such as corruption and bribery. So that political parties should further strengthen its function as political socialization so as not to misuse for the sake of the progress and welfare of society, and maintain a good political image in the social life of society. This study aims to describe the students' perceptions of the running of the function of the socialization of political parties according to law no. 2 Year 2011. That is to form a patterned attitude and political behavior patterned and systemic so that formed a political culture that supports the basic principles of democratic system. So that descriptive qualitative research that is describe and explain in detail the subject under study in the field by observation and interview. Based on the results of this study the perception of students on the function of political parties as political socialization Palangka Raya City still not balanced Although the delivery of political socialization can still be absorbed and accepted by the community but there are many misuse of the function of political parties as political socialization such as money politics, political promises not fulfilled by political actors because of the individual interests of political actors in a priority, so that the political image according to Perceptions of students that occur in society that the political image is bad, because the function of political parties as political socialization has not been able to answer and realize the aspirations of society and political promises. The future expectation of Political Parties is able to meet the demands of the people's aspirations and promises not just a promise as a ladder for power, so that with the fulfillment of the demands of people's aspirations and campaign promises are fulfilled then the interests between political parties and the community will be balanced.   Kata kunci: persepsi, partai, politik, mahasiswa

Abstract

Pungutan liar merupakan budaya buruk namun telah lama ada dan tetap dipraktikkan meskipun agenda reformasi birokrasi merupakan program prioritas pemerintah pasca orde baru.  Praktik pungutan liar ini menambah daftar panjang patologi birokrasi di Indonesia sehingga jika tidak segera diselesaikan akan melahirkan kebangkrutan birokrasi. Tantangan Reformasi birokrasi adalah politik pragmatis saat ini yang kental dipraktikkan oleh para politisi, politik kepentingan melahirkan reformasi birokrasi yang disetting sesuai kepentingan penguasa. Sehingga penting bagi pemerintah untuk melepaskan diri dari politik kepentingan aar agenda reformasi birokrasi berjalan sesuai dengan tujuannya.

Abstract

Fokus penelitian ini adalah Implementasi Program  Corporate Social Responsibility (CSR) di PT. Bank Pembangunan Daerah Kalimantan Tengah.  Rumusan masalah adalah bagaimana implementasi program Corporate Social Responsibility (CSR) di PT. Bank Pembangunan Daerah Kalimantan Tengah? Serta faktor-faktor apa saja yang menjadi penghambat implementasi program Corporate Social Responsibility (CSR) di PT. Bank Pembangunan Daerah Kalimantan Tengah? Teori yang digunakan peneliti yaitu teori Implementasi Kebijakan dari Van Metter dan Van Horn yang dipengaruhi oleh enam variabel yaitu ukuran dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/kecenderungan (disposition) para agen pelaksana, komunikasi antar organisasi dan aktivitas pelaksana, lingkungan sosial, ekonomi dan politik. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Data yang diperoleh berdasarkan informasi dari staff bagian CSR PT. Bank Pembangunan Daerah Kalimantan Tengah dan masyarakat penerima bantuan dana program CSR itu sendiri. Teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Selain itu teknik analisis datanya berupa tahap reduksi data, penyajian data dan penarikan kesimpulan/ verifikasi. Hasil penelitian implementasi program CSR di PT. Bank Pembangunan Daerah Kalimantan Tengah belum terlaksana dengan optimal, hal ini terjadi karena sumber daya manusia yang mengelola CSR masih kurang mumpuni serta tidak ada divisi khusus yang mengelola CSR itu sendiri sehingga program CSR yang dilaksanakan Bank Kalteng selama ini tidak berjalan dengan baik.

Abstract

Dalam melaksanakan pelayanan yang baik, Kantor Kelurahan Menteng Kota Palangka Raya perlu memperhatikan kualitas pelayanan yang diberikan melalui Transparansi, akuntabilitas, kondisional, partisipatif, kesamaanhak, dan keseimbangan hak dan kewajiban. Hal ini bertujuan untuk meningkatkan   yang diinginkan oleh masyarakat itu sendiri. Kantor Kelurahan Menteng Kota Palangka Raya adalah salah satu pelayanan yang bersinggungan langsung dengan masyarakat, tentu saja harus ada upaya-upaya yang kongkrit dari pihak Kelurahan Menteng Kota Palangka Raya untuk meningkatkan layanan demi kenyamanan dan kepuasan seluruh masyarakat selaku menerima pelayanan dari pegawai. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Dimana metode ini digunakan untuk mengetahui kualitas pelayanan pegawai yang diberikan oleh Kantor Kelurahan Menteng Kota Palangka Raya, subjek peneliti dari penelitian ini adalah Seksi Pemerintahan, dan masyarakat sekitar di Kelurahan Menteng Kota Palangka Raya yang pernah mengurus Surat Keterangan Tanah di instansi tersebut. Sedangkan untuk teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Kesimpulan yang diperoleh dari penelitian ini menunjukkan bahwa kualitas pelayanan Kantor Kelurahan Menteng Kota Palangka Raya masih kurang maksimal. Hal ini dapat dilihat masih ada keluhan masyarakat terkait pelayanan yang diberikan.Kurangnya tanggungjawab dalam pelayanan, adanya diskriminasi antara masyarakat yang mengurus SKT dan adanya kendala-kendala yang dihadapi masyarakat, dan tidak ada kotak saran diKelurahan Menteng Kota Palangka Raya untuk menampung aspirasi masyarakat.

Abstract

Penelitian ini berbicara tentang Penguatan kelembagaan Lokal dan Sinergitas Balai Taman Nasional Sebangau dengan Masyarakat Kelurahan Habaring Hurung dalam Mengelola Taman Nasional Kawasan Sebangau, melihat bahwa Taman Nasional Sebangau merupakan kawasan pelestarian alam Kawasan Taman Nasional Sebangau yang mempunyai sifat ekosistem yang unik dilihat dari struktur jenis tanah, topografi, hidrologi, flora dan fauna. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis Penguatan kelembagaan Lokal dan Sinergitas Balai Taman Nasional Sebangau dengan Masyarakat Kelurahan Habaring Hurung dalam Mengelola Taman Nasional Kawasan Sebangau. Untuk menganalisisnya, peneliti menggunakan teori Dimensi Pembangunan Kapasitas Merille S. Grindle yang terdiri dari tiga dimensi yang menjadi ukuran pembangunan kapasitas yaitu Pengembangan Sumber Daya Manusia (SDM), Penguatan Organisasi, dan Reformasi Kelembagaan serta ditambahkan Konsep Dana Anggaran untuk menguatkan teori pembangunan kapasitas. Penelitian ini termasuk dalam jenis penelitian deskriptif dengan menggunakan metode kualitatif. Pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Selain itu, teknik analisis data berupa pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa pengembangan sumber daya Balai Taman Nasional Sebangau cukup bagus, penguatan organisasi berjalan dengan baik dan reformasi kelembagaan dalam visi dan misi telah dilaksanakan dengan baik. Akan tetapi kurang bersinerginya Balai Taman Nasional Sebangau dengan Masyarakat Kelurahan Habaring Hurung dapat dilihat dari kurangnya komunikasi yang dilaksanakan. Jadi diharapkan kedepannya Balai Taman Nasional Sebangau rutin melakukan kunjungan-kunjugan ke wilayah masyarakat agar masyarakat mengetahui pentingnya Taman Nasional Sebangau bagi kehidupan manusia.

Abstract

This study focuses attention on the Openness of the Revenue and Expenditure Budget of the Village from Planning, Implementation, to Accountability with the aim of describing Transparency of Village Fund Allocation Management. This research is conducted because the Implementation Team of the allocation of village funds is considered less in terms of capacity and capability. This research is expected to be useful for District Government of PulangPisau, especially Kahayan Hilir Sub-district of Mintin Village in an effort to increase Transparency of Village Fund Allocation Management This research was conducted at Mintin Village Office, Kahayan Hilir Sub-district, PulangPisau District. As the selected informants are the Village Head, Village Secretary, Village Kaur and RT who are considered to represent the community in the research unit in the management of the Village Fund Allocation. The study was conducted with in-depth interviews and by direct observation of the implementation Allocation of village funds. The results of this study indicate that for the planning and implementation of Village Fund Allocation activities, it already shows the existence of transparent management. While in the accountability seen by physical results have shown a transparent implementation, from the administration side there is no need for further coaching, because it is fully in accordance with the provisions. Transparency in the Planning of APBDes Desa Mintin which is run by the Village Government apparatus refers to the regulation applied through the Law and Government Regulation and Regent Regulation obtained through various training with technical guidance followed by the Village Government apparatus.
