Abstract

This study discusses the phenomenon of money politics in the 2024 legislative elections in PALI district. This phenomenon creates an interesting dynamic due to the fraud that occurred during the general election. This study uses descriptive qualitative research, which was conducted in Raja Barat village, Tanah Abang sub-district, Penukal Abab Lematang Ilir (PALI) district. The data collected in this study were obtained through interviews with informants, direct field observations, and documentation studies. The purpose of this study is to determine how the phenomenon of money politics occurs in Raja Barat Village, Tanah Abang Subdistrict, PALI District, and to identify the factors that influence the occurrence of money politics in the legislative elections in Raja Barat Village, Tanah Abang Subdistrict, PALI District. The theories used in this study are patronage and clientelism theories, as well as Gabriel Almond's political culture theory, as these theories are considered to provide a foundation for addressing the issues raised in this study. The results of the study indicate that the community accepts the practice of money politics because they are accustomed to receiving money and obtaining money during election periods. The community believes that this has become a tradition or culture practiced by the village community during elections, including local elections and village head elections. The patterns of money politics observed in Raja Barat Village include vote buying and the distribution of personal gifts by legislative candidates or their campaign teams. There are two factors influencing the continued occurrence of money politics: cultural and customary factors, and the second factor is the weakness of oversight and law enforcement. This study contributes to understanding the dynamics of money politics in the context of legislative elections and provides insights into the factors influencing the occurrence of money politics.

Abstract

Food security stands as one of the most pressing challenges in sustainable development, especially within rural settings where agriculture is the main source of sustenance. The Dasawisma initiative, launched under the auspices of the Family Welfare Empowerment (PKK), is vital in bolstering household-level food security. This research seeks to evaluate methods for enhancing the effectiveness of the Dasawisma food security initiative in Luwuk Tukau Village. Employing a qualitative descriptive methodology, this investigation explores both the facilitating and hindering factors affecting the program's execution. Results indicate that strong community engagement, governmental backing, and ongoing training are essential for the program's achievements. Nonetheless, barriers such as a lack of agricultural expertise, limited access to resources, and inadequate institutional backing continue to pose substantial challenges. This research offers strategic suggestions to enhance the efficiency and long-term viability of the Dasawisma program in fostering community-oriented food security within rural locales. Abstract

This study compares the political rhetoric of Prabowo Subianto in the presidential candidate debates of the 2019 and 2024 elections concerning Human Rights (HAM) issues, using Charles Sanders Peirce's semiotic theory. The findings reveal a significant shift from assertive and formal rhetoric in 2019 to a more relaxed and humorous style in 2024. This transformation was influenced by semiotic dimensions, including clothing choices, verbal and non-verbal expressions, and the individuals seated in the supporters' row, all of which reinforced the shift in Prabowo's rhetoric between the 2019 and 2024 presidential debates. This study affirms the importance of rhetorical analysis that not only focuses on words but also takes into account the surrounding semiotic context.

Abstract

This article conducts a rapid scoping review of scientific literature from the period 2020-2025 to map the dynamics of the relationship between the role of the state and the role of governance in the Indonesian context. This study aims to identify thematic trends, the role of the state, dominant governance models, and points of friction between the two. Analysis of 305 articles reveals a paradigm shift from a hierarchical and centralized state model towards collaborative, adaptive, and networked governance. The state plays a multidimensional role, not only as a regulator and service provider, but also as a facilitator, catalyst, and digital innovator. Meanwhile, collaborative governance, digital governance, and sustainable governance emerged as the most dominant modes of governance. The main points of convergence and tension lie in the effort to balance state sovereignty with inclusive network logic, as well as the challenge of accountability in multi-actor collaboration models. The article concludes by presenting a concise map, a comparative matrix, and a future research agenda to address critical knowledge gaps, such as digital sovereignty governance, green bureaucratic capacity, and intersectional approaches to governance.

Abstract

This study examines the dynamics of the July Revolution Movement that overthrew Sheikh Hasina's government in Bangladesh. The movement emerged after the government reversed its plan to abolish the quota system for descendants of independence fighters in civil service recruitment — a policy widely regarded as discriminatory and as reinforcing political patronage. What began as student protests focused on a specific policy issue grew into demands for Sheikh Hasina's resignation. This study employs a qualitative approach using Braun and Clarke's (2006) deductive thematic analysis method. Political process theory serves as the thematic framework, encompassing three elements: political opportunities, mobilizing structures, and framing processes. The findings indicate that a crisis of legitimacy, military neutrality, and elite opposition support created political opportunities for the movement. Mobilization was led by a student alliance, expanded through digital networks, and supported by civil society. The framing process utilized symbols, art, and social media to build emotional solidarity and reinforce resistance narratives. The interaction of these three elements enabled the movement to drive changes in the power structure, ultimately ending Sheikh Hasina's rule.

Abstract

The free lunch campaign promise put forward by Prabowo Subianto and Gibran Rakabuming Raka in the 2024 Presidential Election sparked debate between genuine social concern and electoral populism strategy. This study analyzes the narrative construction and meaning of this promise within the context of political competition using a qualitative approach with qualitative content analysis (QCA) of news coverage from Kompas.com and Tempo.co during the campaign period. The findings show that the program was utilized to build an empathetic image, erode the elite perception of the candidates, and create symbolic differentiation from other candidate pairs. Additionally, there was a shift in Prabowo's voter segmentation toward a grassroots base. These findings affirm that populism was practiced pragmatically as an adaptive strategy by the elite, not as a consistent ideology.

Abstract

Rapid urbanization has become a defining feature of global development in the twenty-first century, bringing both economic opportunities and significant governance challenges for cities. In developing countries, accelerated urban growth often places considerable pressure on urban infrastructure, public services, and institutional capacity. Indonesia is currently experiencing a rapid pace of urbanization, which has not always been matched by improvements in urban planning, governance quality, and equitable service delivery. In response, the Indonesian government has promoted the smart city agenda as a policy approach to enhance urban management through digitalization, data-driven governance, and innovation in public service delivery. However, existing smart city practices and studies in Indonesia largely emphasize technological solutions, while the role of smart city initiatives as instruments of urban governance and institutional capacity building remains underexplored. This study addresses this gap by examining smart city development in Indonesia through a comparative perspective with Singapore’s Smart Nation initiative. Singapore represents a contrasting governance model characterized by strong central coordination and high institutional capacity. Using an urban governance and institutional capacity framework, this study analyzes how different governance structures shape the ability of smart city policies to respond to urbanization pressures. The findings suggest that while Indonesia’s decentralized approach enables policy adaptation to local contexts, limitations in coordination and institutional capacity constrain the effectiveness of smart city initiatives. In contrast, Singapore’s centralized and integrated governance framework facilitates more coherent policy implementation and strategic use of digital technologies. The study concludes that strengthening institutional capacity and governance integration is essential for smart city policies to effectively manage urbanization, particularly in developing country contexts.
