Abstract

National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

Abstract

Policy of regional autonomy was born with the aim to keep the government and the integrityof the Unitary Republic of Indonesia (NKRI), by encouraging the ability of initiative and creativity oflocal government and local communities in the pursuit of prosperity. Public Policy is whatevergovernments choose to do or not todo. The principle of public service is to provide a service with agood quality to the community which embodies the obligation of the government apparatus as a publicservant . Regional autonomy gives authority to local government in this case the city government toexplore potential areas to improve the quality of service to the community. In providing good serviceto the community, Denpasar government adopt local wisdom that philosophy Sewaka Dharma. SewakaDharma can be defined as "Serving is the obligation."

Abstract

General election is a tools or facility in implementing democracy which is carried outdirectly, publicly, freely, confidentially, honestly and fairly. This is in accordance with the principle ofdemocracy, namely from the people, by the people, and for the people as mandated by Article 1paragraph 2 of the 1945 Constitution. The election is believed to be only as one instrument to encouragethe democratic process. Because the increase of mature democracy will reduce injustice and makepeople's lives more secure in their freedom and encourage the creation more a fair. However,democracy which is carried out through general election in Indonesia now adays is not democracy andthe general which is election very suitable for Indonesia. Indonesia has a democratic style mechanismand only exists in Indonesia. Indonesian democracy has been very clearly stated in the 4th principle ofPancasila, which is popularly led by wisdom in deliberation / representation. For this reason,awareness is needed by state leaders and elected board members to be able to understand and explorethe values and spirits of Indonesians style democracy. So that Indonesians democracy is getting closerto the spirit and body of Indonesias people.

Abstract

The importance of maintaining local wisdom for Balinese people in order to face variousnegative impacts of social changes brought about by .Technology The symptom, which is basically feltby the Balinese today, is the fundamental socio-cultural change. The acceleration of the informationcoming along with the wave of technology has been significantly experienced by the Balinese, both atthe level of the “surface structure” (the attitudes and the pattern of behavior) and at the level of the“deep structure” (the value system, the life view, the philosophy, and the belief). The change is due tothe culture contacts between countries in which there are dialectic fight between the contemporaryvalues and those of the traditional where one tries to take the domination of another. Here, thehegemony and the neoliberal views are possibly coming and breaking all the aspects of life, includingthe values of the local culture ever obeyed firmly by the Balinese society. This condition leads to a spitand uncertain values situation because the people give more attention and respect to the modernvalues and marginalize the transcendental values. This is resulting in various violations of the moralvalues reflected by the feature, the style, and the life pattern of the society to occur. Therefore,reinforcement and inheritance of Balineselocal wisdom have to be conducted intensively to the Balineseyounger generation

Abstract

Basic human needs are needs that directly affect one's life and death, so they need to be ableto be fulfilled immediately. Basic human needs are grouped into five types of fulfillment which arecarried out in stages so that it is in the form of a pireamid. This means that the needs that are at thefirst level need first before someone increases to meet the needs of the second and so on. These needsare physical needs, security needs, social needs, recognition needs and self-actualization needs. Humanblindness is impossible to achieve without efforts to fulfill it, both efforts are carried out individually orin groups. The fulfillment of basic human needs is sought through various development activities carriedout by the government together with the community. This paper explores the five levels of meeting basichuman needs and the activities carried out by the government together with the community to meetbasic needs and the increasing welfare of the community.

Abstract

Public services both at the central and regional levels still do not apply Ethical values due todiverse understanding, not supported by adequate policies, contrary to local cultural values, and nonbinding.For this reason, the government needs to establish a policy on public service ethics in anintegrated and more operational manner that is able to create an understanding of central and regionalgovernment officials regarding the form of Public Service Ethics policy and applies to officials directlyrelated to the community and does not apply to officials who are not directly related to society. Thegovernment needs to develop and socialize a strategy for developing operational and integrated PublicService Ethics that accommodates the content of local culture and involves all existing public servicestakeholders, both in government offices and in private institutions.

Abstract

As one of the electronic media, television is present in the most private space of television toactually live from advertisers. The public or the public in this case is placed in one position as acommodity that is able to capture advertisers who can provide income for the life of the televisionstation. human life. Television is present in the family room, even the bedroom. audiences have the rightto receive quality shows that are useful for them, and not only give priority to the benefits of televisionstation owners. The media has so far been influenced by ratings so enforcement of the code of conductis often ignored. Ratings also cause uniformity of type of viewing on television stations. Law No. 32 of2002 concerning Broadcasting was born from the spirit of freedom of opinion and obtain the widestpossible information for the community. The Broadcasting Law is a law governing the principles ofbroadcasting that apply in Indonesia. This includes the principles, objectives, functions and directionof national broadcasting, regulating the provisions of the Indonesian Broadcasting Commission,broadcasting services, Public Broadcasting Institutions, Private Broadcasting Institutions, SubscribedBroadcasting Institutions, Community Broadcasting Institutions, Foreign Broadcasting Institutions,Broadcasting Stations and broadcast coverage, and licensing and broadcast activities. The principlesin the Broadcasting Law are held based on the Pancasila and the 1945 Constitution of the Republic ofIndonesia with the principles of benefits, fair and equitable, legal certainty, security, diversity,partnerships, ethics, independence, freedom, and responsibility.

Abstract

Badung district as one of the regions applying local autonomy made a policy of tourismaccommodation stipulated in the Regent Regulation Number 6 Year 2016 on Standardization ofCottages Business.This regulation was a follow-up of building structuring supervision ofaccommodation service in Badung District, as a technical requirement for accommodation service witha narrow area of land by following the standard of cottages business.The objectives of this researchwere to determine how the implementation, implementation strategy and supporting factors are ofRegent Regulation Number 6 Year 2016 on the Standardization of Cottages Business. This was adescriptive qualitative research. In order to collect the data, the researchers conducted an observationand interview with information sources relating to the implementation of that regulation.The researchresult showed that the implementation of this research was not optimum yet, there was a violation ofthe implementation and the license. Badung tourism service as the executor seems like ignoring thatmatter since the government wants to have a local revenue increase accepted from the tax determinationfor business by 10%. The implementation strategy was conceptualized as a Tourism Village, but thecondition at field did not support. Supporting factors of this regulation implementation werecommunication and good cooperation among the executors, potential of spatial planningimplementation, and the potential to increase Badung local own-source revenue. While the inhibitingfactors were the target group behavior diversity and commitment degree as well as executors ‘ability.
