Abstract

Policy of regional autonomy was born with the aim to keep the government and theintegrity of the Unitary Republic of Indonesia (NKRI), by encouraging the ability of initiativeand creativity of local government and local communities in the pursuit of prosperity.PublicPolicy is whatever governments choose to do or not todo. The principle of public service is toprovide a service with a good quality to the community which embodies the obligation of thegovernment apparatus as a public servant. Regional autonomy gives authority to localgovernment in this case the city government to explore potential areas to improve the quality ofservice to the community. In providing good service to the community, Denpasar governmentadopt local wisdom that philosophy Sewaka Dharma. Sewaka Dharma can be defined as"Serving is the obligation."

Abstract

Poor or pre-prosperous (henceforth will be called poor for the opposite of the wordrich or prosperous) is clearly not an ideal especially the purpose of life, seeing the shock ofadvertisements and electronic cinema that displays thick boundaries between rich-poor certainlyrich more tempting and tantalizing. Fantasy of life Rich men fall in love with poor women apartfrom predictable story lines implying a desire for rich is more highlighted on television.Likewise, the rich who are kind or evil, also against the character of the poor, almost becomedecoration on television. Rich character means to have while poor does not have. In short, inIndonesian television, these two socio-economic identities are always clashed, swiped at thesame time triggering micro commotion. Abstract

Every government agency, company, or other institution must have a PublicRelations and Protocol. Public Relations and Protocols have the duty and function totake responsibility and maintain a positive image that already exists in an agency orcompany and to better re-image where the agency or company is located, has the roleof delivering a policy or all information carried out by an agency or a company. Fromthe above background, the purpose of this study is to find out how the effectivenessof the implementation of the duties and functions of the Public Relations and ProtocolSection in Maintaining the Image of the Regional Head (Study in the Public Relationsand Protocol Section of the Jembrana Regency Regional Secretariat.The data in thisstudy are qualitative secondary data. The population was taken from employees in thePublic Relations and Protocol Section of the District Secretariat of Jembrana totaling35, the sample method used was the census method. The data analysis technique usedis descriptive qualitative analysis. Data collection methods used in this research areinterview and documentation study methods.The results of the study showed that theeffectiveness of the duties and functions of the Public Relations and Protocol sectionin maintaining the image of regional heads in the Regional Secretariat of JembranaDistrict had been going well, as seen from the indicators: Reception / hearing(domestic and foreign) was carried out in accordance with the specified standards.Guest visits (domestic and foreign) are carried out in accordance with applicableguidelines. Travel to the region / Overseas is carried out in accordance with specifiedguidelines. Meeting / session arrangements are well implemented. The holding of areception / banquet has been carried out well. The implementation of the ceremoniesis in accordance with the established rules. With the implementation of the duties andfunctions of the Public Relations and Protocol section, the image of the regional headcan be maintained properly, as seen from the indicators: Personality of the regionalhead increases with the implementation of public relations and protocol activitiesproperly. Reputation of Jembrana Regency has improved the implementation ofpublic relations and procolo activities. The value of Jembrana Regency increases withthe implementation of public relations and procolo activities properly. Identity or selfcan be seen by the implementation of public relations and protocol activities well.

Abstract

This research is motivated by the fact that this Regional Regulation and at the time between the Badung Regency and the City of Denpasar were still one, but this regulation was still used by the Badung Regency Government. The purpose of this study was to find out how much this local regulation was applied in the Badung Regency. The results of the study show that there is a need for new regulations in the context of monitoring the enforcement of the Badung regency regulation in lieu of regulation No. 3 of 1992 concerning green lanes, due to the rapid utilization of green lanes as residential areas.

Abstract

Decentralization policy can actually bring this nation into two possibilities, namelychallenges and hopes. This means that if regional autonomy is well managed then it will bringsociety to progress, prosperity that is aspired together. This is caused by public participation willget a broad space. The people will be able to collect responsibility for welfare from their regionalheads. When this critical power and control gets stronger the emergence of the door to abuse ofpower can be prevented. But on the contrary if this is not managed properly it will be able tobring disaster to the community. As one component of accountability to the public, the RegionalGovernment is expected to be able to optimize spending carried out effectively and efficiently toachieve a better level of community welfare. The government carries out three main functions,namely the first function of allocation, namely the government allocates funds for economicresources in the form of goods or services. The second function is the distribution function,namely the function of the government in an effort to carry out equitable development, incomeand wealth, in order to reduce the level of inequality. The third function is the stabilizationfunction, which is the function of the government which includes defense of security, economyand monetary to maintain broad employment opportunities, price stability and economic growth.Planning will not be able to produce development in accordance with the aspirations of thecommunity if it cannot optimize community participation in the process of preparing the plan.Without utilizing community participation in a good and directed manner, the plans arrangedcannot be adjusted to the aspirations and wishes of the community. Community participation inthe preparation of the APBD must be given sufficient space so that community involvement inthe process of managing the regional budget is maximized so that it can improve the efficiencyand effectiveness of development. Decentralization policy by granting autonomous rights todistrict / city governments provides opportunities for regional governments to design andimplement policies which is indeed needed by the local community. Regional autonomy hasbrought the government closer to the community in terms of services and involvement in alldevelopment activities. The district / city government as an autonomous region has been givenwider authority to explore the potential of the region and to channel it to the interests of thecommunity to its full potential in realizing a prosperous society.

Abstract

The palace as a traditional cultural heritage of Indonesia experiences cultural tensionalong with the occurrence of modernity in Indonesia. Modernization has marginalized the role andfunction of the Palace as the center of traditional power. Conversely, efforts to build the existence ofthe Palace can be questioned about its relevance or merely cultural romance. For this reason, thisstudy examines three main problems. First, why does the Keraton preserve the Keraton Culture inIndonesia? Second, how are the forms of preservation of Keraton Culture in Indonesia? Third, whatare the implications of the Keraton Cultural Preservation in Indonesia? These three problems areexamined with three theories, namely the theory of social change, cultural adaptation, and geneticstructuralism. The research method used is qualitative research with three data collection techniques,namely observation, interviews, and document studies. Data were analyzed with descriptiveinterpretativetechniques through three stages, namely data reduction, data presentation, and drawingconclusions. The results show that the reasons underlying the preservation of the Keraton Culture in Indonesia include rebuilding the existence of the Palace, maintaining the status quo, structuraldifferentiation, and the charm of modern life. The forms of preservation of Keraton Culture include(1) passive preservation, namely the construction of the physical structure of Keratondan andmaintaining the attributes of royal identity; (2) active preservation, i.e. optimizing capital owned bythe Palace with specific patterns and specific goals in the structure of modern society; and (3)Keraton network preservation, namely strengthening collegial collective systems and networkexpansion. Implications of Keraton Cultural Preservation in social life include reformulation ofsocial relations and shifting the patron-client system. The implication in cultural life is in the form ofstrengthening Keratonsas cultural heritage and strengthening Keratonsas the center of culturaldevelopment.

Abstract

This study aimed at analyzing indie music movement as an anti-reclamationmovement at Benoa Bay, Badung Regency, in 2013 – 2018. There were three problems analyzedin this study; the representation of indie music as a resistance practice towards Benoa Bayreclamation plan, the ideology behind the music as a resistance practice towards Benoa Bayreclamation plan, and the significance of the resistance practice towards Benoa Bay reclamationplan. This study applied qualitative method with interviews, document studies and observation astechniques of collecting data. The obtained data were analyzed by using the theories ofKnowledge Power, Practice and Semiotics.There were three conclusions drawn from the analysis. Firstly, in its movement ofrefusing reclamation plan at Benoa Bay, the indie music made efforts to represent people’saspirations through the lyrics of the songs performed in the anti-reclamation demonstrations.Through the articulation of the anti-reclamation message in music, the people felt that theiraspirations were represented in the music. Secondly, the ideology behind the anti-reclamation movement was environmental conservation ideology and culture. The lyrics of the songsarticulated that the reclamation would damage the environment and disrespectful to the Balineseculture. Thirdly, the significance of the indie music’s resistance practice was seen from theintense aspirations from the people to cancel Presidential Regulation 51 in 2014, so thatreclamation plan could be cancelled.

Abstract

The application of entrepreneurial orientation is important for economic actors.The intense competition requires businesses to innovate constantly. The innovation carriedout certainly does not forget the values of local wisdom found in the local community. This condition led the keben craftsmen in the Tanggahan Peken banjar to implement anentrepreneurial orientation based on local wisdom. Studies on local wisdom are mostlyassociated with positive values, habits and traditions of a society from a social, cultural andenvironmental perspective. Keben as one of the tools for Hindu offerings to God Almighty isalso commonly used at other traditional events, so keben has a meaning that is closely relatedto the implementation of ceremonies and customs. Innovation in the making and design ofkeben is very necessary considering that the craft of keben is the mainstay of the people'seconomy in the Banjar Tanggahan Peken which is the majority of the people's livelihoodsthere. Every form of keben and style that decorates it is taken from the values of the localwisdom of the local community. This study aims to analyze the entrepreneurship orientationbased on local wisdom as an effort to improve the marketing performance of keben craftsmenin Banjar Tanggahan Peken. This study uses a qualitative method using interview researchinstruments, observation and documentation studies. The results of data analysis in this studyused descriptive qualitative. The results of the study explained that 1) the development ofkeben handicraft business in Banjar Tanggahan Peken experienced ups and downs, from thenumber of craftsmen having decreased, but from the number of collectors experiencing anincrease. 2) The application of entrepreneurship orientation based on local wisdom canimprove the marketing performance of keben craft business, this requires the craftsmen toalways innovate, be proactive and be brave to take risks.

Abstract

The legal basis of tourism management becomes the basis for the implementationof the management of tourist areas, spatial planning and transportation that support a tourist area.The role of the government in developing tourism in outline is to provide infrastructure (not onlyin physical form), expand various forms of facilities, coordinate activities between governmentofficials and the private sector, regulate and promote the general to other regions and abroad.The government has the authority to regulate, supply and designate various infrastructuresrelated to tourism needs. Not only that, the government is responsible for determining thedirection of tourism travel. The policy adopted by the government is a guide for otherstakeholders in playing their respective roles. At present public transportation services have notbeen able to guarantee good services. The percentage of users of public transportation is verysmall, even less than 3%. The majority of road users use private transportation, especially motorcycles whose ownership exceeds 70%. The introduction and development of mass publictransportation through Bus Rapid Transit (BRT) labeled Trans Sarbagita is one form of efforts toovercome traffic congestion through the provision of better public transportation services. Theimpact is that more and more areas will be served by public transportation. At present unservedareas will continue to produce private transportation users and will always be a source of trafficjams.

Abstract

The importance of maintaining local wisdom for Balinese people in order to facevarious negative impacts of social changes brought about by .Technology The symptom, whichis basically felt by the Balinese today, is the fundamental socio-cultural change. The accelerationof the information coming along with the wave of technology has been significantly experiencedby the Balinese, both at the level of the “surface structure” (the attitudes and the pattern of behavior) and at the level of the “deep structure” (the value system, the life view, the philosophy,and the belief). The change is due to the culture contacts between countries in which there aredialectic fight between the contemporary values and those of the traditional where one tries totake the domination of another. Here, the hegemony and the neoliberal views are possiblycoming and breaking all the aspects of life, including the values of the local culture ever obeyedfirmly by the Balinese society. This condition leads to a spit and uncertain values situationbecause the people give more attention and respect to the modern values and marginalizethe transcendental values. This is resulting in various violations of the moral values reflected bythe feature, the style, and the life pattern of the society to occur. Therefore, reinforcement andinheritance of Balineselocal wisdom have to be conducted intensively to the Balinese youngergeneration.
