Abstract

This research is motivated by the high level of Curanmor crime that occurred in t Ciamis, based on the total Crime that occurred in the last 3 years shows the number of cases of Curanmor resolved is less than the cases of unresolved. This is because the disclosures are still using the old or conventional way, there needs to be innovation by relying on technology, namely GPS Tracker which can be used in the disclosure process in terms of investigation and investigation with tracking techniques or Tracking via GPSKU Application, so to make the disclosure process more effective and efficient. This study aims to describe the process of disclosure of criminal acts Curanmor using the GPSKU Application and the factors that influence the use of the GPSKU application by using research methods used with qualitative approaches and data obtained, namely primary and secondary data with interview, observation and study techniques document. Then the research results will be analyzed with Information Technology Theory, Law Enforcement Theory, Investigative Theory, Concept of Investigation, GPSKU Concept, and Concept of Organizational Resources. How to operate the GPSKU Application can be done via Smartphone and Website. With the GPS Track feature that can find out the presence of vehicle. There is a features that the vehicle can turn off remotely via a Smartphone. In the event of theft of a vehicle that has been installed GPS Tracker in the process of disclosure can be simpler by tracking the vehicle through the Application accurately and shut down the vehicle engine remotely then can be arrested against the perpetrators quickly and efficiently and on target. Providing conclusions that the implementation of the GPSKU Application can assist in the disclosure process by utilizing existing features making the disclosure process effectively and efficiently. Thus every case of Curanmor that occurs can be revealed, and it is expected that Curanmor cases in the Ciamis region will decline, while the suggestions from the results of this research can benefit for the future of the police in collaboration with all functions both Binmas and Sabhara and dealers to introduce and require to use GPS devices Tracker on all vehicles.

Abstract

The high number of curanmor crimes that occurred in the Ciamis Police Station was my background in carrying out this research. In this connection the community should receive education in the form of deterrence and deterrence power so that the crime does not occur. So this is related to the lack of or not yet implemented performance of Bhabinkamtibmas. This aims to describe and analyze the performance, the factors that influence it, and how to improve the ability of Bhabinkamtibmas in the Ciamis Police jurisdiction. The theory and concepts used in analyzing this research are role theory (Role Theory), motivation theory, competency theory, community policing concept, Bhabinkamtibmas concept, Bhabinkamtibmas skills concept, and promoter concept. This research method uses a qualitative approach with field research methods. This research is located in the jurisdiction of the Ciamis Police, with the focus of research on members of the Ciamis Police. This research uses data collection techniques, namely interviews, observation, and document review. The findings are (1) Bhabinkamtibmas performance is due to motivational factors such as performance allowances, Bhabinkamtibmas cannot have a more advanced career, and the level of security of Bhabinkamtibmas in touching community groups. (2) What affects the duties of Bhabinkamtibmas are internal factors and external factors. Apart from that, from the aspect of Bhabinkamtibmas skills regarding social communication, problem solving, leadership, negotiation and mediation, and early detection. (3) The ability of Bhabinkamtibmas in the fields of knowledge, skills, self-concept, self-characteristics, and motives requires improvement by involving the Ciamis Police, the West Java Regional Police and Higher Education in Ciamis. The performance of Bhabinkamtibmas is not optimal due to lack of motivation and in its implementation it seems that it is aborting duties, as well as factors that influence there are internal and external Bhabinkamtibmas. It is necessary to have more detailed control and supervision so that implementation is in accordance with the rules and can achieve security and order.

Abstract

Crime of Theft with a Burst is a prominent case in Purwakarta Regency. This was indicated through the basic intelligence of Purwakarta Police Resort in 2019 which showed that the crime amounted to more than one hundred cases from three years back. The police in maintaining Kamtibmas, through preventive measures carried out by the Sabhara function through Patrol activities, are trying to prevent felony. The purpose of this study is to describe and analyze the problems that occur in Purwakarta police in preventing these criminal acts. These problems are analyzed using concepts and theories. The concepts in question include the Role Concept, Patrol Concept, Curat Concept, while the Theories used include Role Theory, Management Function Theory, and Crime Prevention Theory. The author in conducting research based on a qualitative approach with interviews, document studies, and research literature. In carrying out the research the author can find out how the role and stage of the implementation of four-wheeled patrol in Purwakarta Police, and strategies to prevent criminal acts of theft by weighting. Each of the findings then analyzed by the author refers to the concepts and theories. From these results it can be concluded that criminal acts of theft by weighting are still prominent in Purwakarta district. Criminal crimes require the role of a sabhara four-wheeled patrol unit to be increasingly improved in order to be able to prevent a criminal offense. The advice given by the author is that a strict and periodic evaluation is needed to improve the performance of patrol members.

Abstract

As the world collectively recognized the onerous task of collective security and the liberalization of intelligence studies, different nations have encouraged the introduction and management of intelligence studies programmes in their university system. Consequently, this work is a comparative analysis of intelligence studies as an academic discipline in the United Kingdom and Nigeria. Relying extensively on historiographical and content analysis of data and facts logically arranged in tandem with the social sciences traditional research enterprise, the study found out, unlike the UK, with a substantially longer history of intelligence studies, Nigeria is still crawling with the idea with just two private universities-Novena University and Afe Babalola University. Furthermore, the study found out that while Nigeria has a lot to learn from the UK style of intelligence studies, both countries should better develop unique albeit parallel intelligence analytical frameworks to suit their domestic needs while cooperation will be more useful in areas of manpower training, development, foundational literature, and academic professionalism.

Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

This research based on the increasing number of curanmor cases in Indonesia. In Sidoarjo Police, although it is not as high as the number of curanmor in other Polresta jurisdictions, the opportunity for curanmor action in this jurisdiction is quite high. The aim of this research is to see how the role of the Sabhara unit dialogic patrol is to prevent curanmor actions in the legal area of the Sidoarjo Police and what are the factors that affect the role of the Sabhara unit dialogic patrol in preventing criminal acts of curanmor cases in the Sidoarjo Police jurisdiction. Researchers use routine activity theory to see an overview of curanmor actions in this jurisdiction. The researcher used role theory, POAC management theory and the Police Perkap in describing the role of dialogical patrols in the jurisdiction of the Sidoarjo Police. Finally, the researcher uses The Six M management theory to identify the factors that influence the role of dialogical patrols in this jurisdiction. This study uses a qualitative approach with a descriptive analysis method. The sources of information were obtained from primary data, namely interviews with KBO, Wakasat Sabhara, Kanit Sabhara, and communities in the jurisdiction of the Sidoarjo Police, while secondary data was obtained from internal documents of the Sidoarjo Police. The result of this research is that the Dialogical Patrol which is carried out routinely by the Sabhara Unit of the Sidoarjo Police has a role in preventing curanmor actions. This is of course based on several factors that support this role so that this patrol activity can run according to the provisions in order to achieve its goals. However, there are some of the most important obstacles that come from the human factor itself. Both in terms of the police and the community. Researchers suggest that the police can improve the quality of its members so as not to become an obstacle in carrying out patrols in the future.

Abstract

This research is motivated by the rise of drug trafficking cases in the West Pasaman Regency in recent years. In disclosing the crime of drug trafficking, the role of an informant is needed to find information related to drug trafficking and networks. The existence of this condition affects the disclosure of cases to realize public security and order. The problem in this thesis is the efforts of the drug detective unit in increasing the effectiveness of informants, their use in investigations, and influencing factors. The results of the study which were analyzed using Management Theory, Effectiveness Theory and Cooperation Theory with the concept of Investigation, Informant Concept, and Drug Concept, showed a conclusion that recruiting informants from drug offenders, prisoners, and former drug convicts and former drug addicts by providing rewards with an approach. Supporting factors are the desire for revenge from the informant, personnel capabilities, and planning. The inhibiting factors are the limited budget and lack of community support. Efforts to improve the effectiveness of the informant's performance are increasing supervision and giving rewards and ensuring the confidentiality of the informant's identity. Based on the results of the study, the authors provide suggestions to the Pasaman Barat Police Drug Investigation Unit for investigators to explore the case to find a larger network and ask for backup from the upper unit in terms of personnel limitations, increase the eliciting ability of members to save budget expenditures for informant development, as well as the need for socialization to the public about the protection of identity security for those who provide information related to drug abuse and trafficking, besides that, rewards will also be given in the form of rewards.

Abstract

This research is based on the because of the criminal act of domestic violence in the jurisdiction of the Kolaka Police. which resulted in several fatalities caused by the violence, especially wives and children as well as further impacts such as divorce. This study aims to determine the role of Bhabinkamtibmas in preventing the occurrence of domestic violence and the factors that affect Bhabinkamtibmas Kolaka Police and the steps of Bhabinkamtibmas in improving its performance capabilities. The concept of Bhabinkamtibmas, the concept of Polmas and the concept of the prohibition of domestic violence are used, while the implementation uses the Theory of Competence and Management. Research Methods Using a qualitative approach whose results are strengthened by the findings, observations, document studies, with the results of interviews with sources of information. Data analysis techniques include data reduction and formulating working hypotheses by formulating a proportional question. The result of this research is the role of Bhabinkamtibmas Polres Kolaka in Preventing Domestic Violence which refers to Perkap No. 3 of 2015 in terms of community development has been going well. In terms of Early Detection, it has not gone well, and in terms of Mediation/Negotiations it has gone well, meaning that people who complain about domestic violence problems can be resolved through mediation/negotiation rather than through legal channels. Internal and external factors as well as Bhabinkamtibmas' steps in improving abilities, namely increasing knowledge, skills and behavior.

Abstract

This research is motivated by the high number of criminal acts cases in Karanganyar Regency. In recent years the total number of criminal acts was high and has experienced a rapid increase. Repressive efforts have been already, but criminal acts are still often. Therefore, a research was conducted that aims to describe and analyze the optimization of the implementation of counseling activities by the Karanganyar Police Binmas Unit and what collaborations do in the execution of counseling activities by the Karanganyar Police Binmas Unit. This research was conducted with a qualitative approach and using the field research method. the accumulation of data was through interviews, observations, and document studies. The theory used is the theory of Management, the theory of Cooperation and the Concept of Binmas, and the Concept of Counseling Guidance based on Perkap Number. 21 of 2007. The result of the research found that the implementation of guidance and counseling had not run as expected. This is caused by several obstacles in its implementation, including the condition of the Binmas Unit which still has many shortcomings in terms of quality and quantity. Counseling is rarely carried out, as well as external factors such as people who do not care about security and social order and lack of legal awareness by the community itself. The conclusion is that the implementation and cooperation carried out in guidance and counseling activities to prevent criminal acts is not optimal, the authors suggest making SOPs for the execution of counseling guidance that is adapted to current conditions (covid-19), making specific materials packaged in an attractive and varied manner by coordinating with related functions, as well as making policies for the Binmas Unit to carry out formal counseling guidance with the subject matter of related criminal acts.

Abstract

ABSTRAK Kekerasan terhadap anak di Kabupaten Temanggung mengalami naik turun setiap tahun, padahal kekerasan terhadap anak merupakan tindak pidana dengan delik aduan, artinya masih banyak kekerasan terhadap anak yang terjadi diluar data yang tercatat. Satbinmas memiliki peran preemtif dalam mencegah kekerasan terhadap anak dengan melakukan bimbingan penyuluhan dengan berdasar pada Perkap Nomor 21 Tahun 2007 Tentang Bimbingan Penyuluhan Keamanan dan Ketertiban Masyarakat. Tujuan dilakukanya penelitian ini meliputi, mengetahui gambaran kekerasan terhadap anak yang terjadi di Wilayah Hukum Polres Temanggung, mendeskripsikan pelaksanaan bimbingan penyuluhan oleh Satuan Binmas Polres Temanggung dalam mencegah kekerasan terhadap anak, mengetahui faktor-faktor apa saja yang mempengaruhi pelaksanaan bimbingan penyuluhan oleh Satuan Binmas Polres Temanggung, dan mengetahui upaya bimbingan penyuluhan oleh Satuan Binmas dalam mencegah kekerasan terhadap anak di Wilayah hukum Polres Temanggung. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Wawancara tak terstruktur dilakukan guna menggali fakta-fakta yang sesuai dengan kondisi riil. Pemilihan partisipan dalam penelitian ini dilakukan secara purposif sampling, kemudian hasil wawancara mendalam digunakan untuk Analisis data, kekerasan terhadap anak terjadi dikarenakan berbagai faktor. Satuan Binmas Polres Temanggung seharusnya memiliki peran yang besar dalam mencegah kekerasan terhadap anak di Kabupaten Temanggung. Kegiatan bimbingan penyuluhan dapat dilakukan, namuan pelaksanaanya menemui berbagai faktor yang mempengaruhi. Faktor manusia, metode penyuluhan, dan sasaran atau masyarakat, Metode yang digunakan masih mengandalkan tatap muka, padahal sebenarnya bimbingan penyuluhan dapat dilakukan denganmenggunakan media cetak, media elektronik dan media sosial. Selain itu materi bimbingan penyuluhan yang disampaikan tidak fokus terhadap kekerasan terhadap anak. Dengan beberapa faktor tersebut maka diperlukan upaya bimbingan penyuluhan oleh satuan binmas dalam mencegah kekerasan terhadap anak di Polres Temanggung. ABSTRACT Violence against children in Temanggung Regency experiences ups and downs every year, even though violence against children is a criminal offense with complaints, meaning that there are still many violence against children that occur outside the recorded data. Satbinmas has a preemptive role in preventing violence against children by conducting counseling guidance based on Perkap Nomor 21 Tahun 2007 Tentang Bimbingan Penyuluhan Keamanan dan Ketertiban Masyarakat. The purpose of this study, about knowing the violence against children that occurs in the Temanggung Police Jurisdiction, describing the implementation of counseling guidance by the Binmas Unit in preventing violence against children, knowing what factors affect the implementation of guidance. Counseling by the Binmas Unit, and knowing the counseling guidance efforts by the Binmas Unit in preventing violence against children in the Temanggung Police Jurisdiction. This research uses a qualitative approach with descriptive methods. Unstructured interview is done to dig up the facts that are in accordance with real conditions. The selection of the provisions in this study was conducted purposive sampling, then in-depth used for data analysis, violence against children occurs due to various factors. Binmas Unit should have a big role in preventing violence against children in Temanggung Regency. Counseling guidance activities can be carried out, but the implementation encounters various influencing factors. Human factors, counseling methods, and society, Method that used still rely on face-to-face, when in fact counseling guidance can be done using print media, electronic media and social media. In addition, the counseling guidance material delivered does not focus on violence against children. With some of these factors, counseling guidance efforts by the binmas unit are needed in preventing violence against children in Temanggung Regency.
