Abstract

ABSTRAK Optimalisasi Unit V Satreskrim dalam Penerapan Restorative Justice terhadap Penyelesaian Tindak Pidana Penganiayaan di Polrestabes Semarang Bela Ananda Anugrahni, 18.253, bebelben2000@gmail.com Latar belakang permasalahan muncul dikarenakan masyarakat yang kecewa dan belum puas dengan penegakan hukum di Indonesia. Penegakan hukum melalui lembaga peradilan dijadikan sebagai upaya terakhir. Sehingga, anggota Polri memiliki diskresi kepolisian guna melaksanakan penyelesaian perkara pidana secara restorative justice. Tujuan penelitian yaitu pelaksanaan penerapan restorative justice dan mengoptimalkan penerapan restorative justice. Konsep (optimalisasi, penerapan restorative justice, diskresi kepolisian, penyelesaian tindak pidana, penganiayaan, Perkap Nomor 6 Tahun 2019 dan Perpol Nomor 8 Tahun 2021) dan teori (teori manajemen dan teori analisis SWOT). Menggunakan metode penelitian kualitatif. Jenis penelitian field research. Fokus penelitian optimalisasi unit V Satreskrim Polrestabes dalam penerapan restorative justice. Lokasi penelitian di Polrestabes Semarang. Sumber data primer dan sekunder. Teknik pengumpulan data berupa observasi, wawancara, dan studi dokumen. Validitas data berdasarkan triagulasi data. Teknik analisis data menggunakan teknik Interactive Analysis Models. Hasil penelitian dalam tugas akhir ini, berdasarkan Perpol Nomor 8 Tahun 2021 menyatakan bahwa penerapan restorative justice mengutamakan adanya pelaksanaan mediasi dan terwujudnya kesepakatan bersama antara kedua pihak terkait. Adapun faktor-faktor yang mempengaruhi berasal dari faktor internal (kinerja penyidik, anggaran, aturan yang mengatur, serta sarana dan prasarana) dan faktor eksternal (kurangnya wawasan dan pemahaman masyarakat serta adanya intervensi dari pihak ketiga). Simpulan dari penerapan restorative justice dilihat dari faktor-faktor yang mempengaruhi tersebut, maka penulis menyarankan agar dibuatkannya SOP dengan dasar Perpol Nomor 8 Tahun 2021, pelaksanaan dikjur, kegiatan pelatihan, pengembangan sarana dan prasarana, serta penyebarluasan wawasan hukum mengenai penerapan restorative justice.

Abstract

Tindak pidana pencurian kendaraan bermotor menjadi permasalahan di wilayah hukum Polres Kudus sebagai isu yang ditekankan dengan solusi pencegahan preemtif yang dilakukan oleh Satuan Binmas Polres Kudus. Konsep pencegahan preemtif yang dilakukan oleh Sat Binmas Polres Kudus telah dijalankan melalui kegiatan sambang. Pencegahan tindak pencurian kendaraan bermotor melalui kegiatan sambang ini belum terlaksana secara maksimal, situasi ini mendorong peneliti untuk melakukan pendalaman terhadap topik upaya pencegahan tindak pidana curanmor melalui kegiatan sambang oleh Sat Binmas guna terpeliharanya kamtibmas di wilayah hukum Polres Kudus. Penelitian ini mengaplikasikan pendekatan kualitatif deskriptif berjenis penelitian lapangan yang didukung oleh teknik pengumpulan data berupa wawancara, observasi, dan juga studi dokumentasi. Data yang telah didapatkan kemudian divalidasi melalui proses triangulasi dan dianalisis melalui serangkaian tindakan reduksi, sajian data dan penarikan kesimpulan. Temuan penelitian kemudian diperdalam dengan analisis konsep sambang, teori manajemen, teori pencegahan kejahatan dan Perpol Nomor 1 Tahun 2021 Tentang Pemolisian Masyarakat. Secara garis besar penelitian ini menyajikan tahapan meliputi laporan berupa kondisi awal, analisis kondisi yang diharapkan, dan pemecahan masalah yang berpijak pada konsep dan teori yang relevan . Dari tahapan-tahapan tersebut peneliti menemukan beberapa kekurangan, diantaranya belum adanya Standar Operasi Prosedur (SOP) spesisifik perihal pencegahan tindak pencurian kendaraan bermotor, sumber daya yang dimiliki belummemenuhi standar secara jumlah yang telah ditetapkan dalam daftarsusunan personel. Peneliti menawarkan rekomendasi sebagai saran terhadap alternatif pemecahan masalah melalui beberapa upaya, seperti penyusunan SOP kegiatan sambang, optimalisasi focus groupdiscussion (FGD), menerapkan strategi komunikasi persuasif, mengusulkan penambahan jumlah personel, melakukan optimalisasi lintas sektor dan mengadakan sosialisasi tata cara penulisan dan penyusunan laporan hasil kegiatan sambang

OPTIMIZATION OF THE SAMAPTA TWO WHEEL PATROL TO PREVENT MOTOR VEHICLE THEFT IN JURISDICTIONS OF BREBES POLICE RESORT DENZEL ANDERSSON CAHYONO, 18.066, denzelcahyono@gmail.com The author's final project raises the issue of "How to Optimize the Implementation of the Two-Wheel Patrol of the Samapta Unit to Prevent Motor Vehicle Theft in the Brebes Police Area?". This final project aims to compare theory and practice on the implementation of two-wheeled patrols and find efforts to optimize the implementation of two-wheeled patrols carried out by the Brebes Police Headquarters in order to prevent the crime of theft in the jurisdiction of the Brebes Police. This research uses a qualitative approach with the type of case study research by conducting limited observations, interviewing resource persons and reviewing documents. This study uses management theory and competency theory as well as the concepts contained in the laws and regulations governing the Satsamapta two-wheeled patrol procedure. The Brebes Police Samapta Unit in carrying out two-wheeled patrols to prevent theft is still not in accordance with the SOP. In its implementation, two-wheeled patrols are not in accordance with the division of patrol hours and patrol teams that have been determined. The patrols carried out are still in the form of a combination of two-wheeled vehicles and four-wheeled vehicles. The patrol route that was determined was only based on initial data from the Brebes Police Intelligence Unit and not based on the development of the security situation and conditions in the field. The leadership's supervision of the implementation of the two-wheeled patrol of the Brebes Police Satsamapta is still relatively low. The competence possessed by members of the Brebes Police Satsamapta in carrying out two-wheeled patrols is still very minimal, seen from the number of personnel who have attended vocational education, especially in the field of patrolling and there are still members who commit several violations in carrying out their duties. For this reason, efforts are needed to optimize the implementation of the two-wheeled patrol of the Brebes Police Satsamapta in preventing theft by providing a reward and punishment system for members, enforcing SOPs for the implementation of two-wheeled patrols, improving organizational management, providing training for members, and strengthening supervision from the leadership. Abstract

ABSTRACT THE EFFORTS OF SAMAPTA UNIT PATROL IN PREVENTING CRIME OF STEALING TO CREATE KAMTIBMAS IN THE JURISDICTION OF THE PATI POLICE Multahadi Adam, 18.030, multahadiadam1@gmail.com This research is based by the high number of cases of theft with weights that have been special attention and become one of the highest crimes that occur in the jurisdiction of the Pati Police. The Police need to take preventive action, one of them is patrol to prevent the meeting of intentions and opportunities from criminals, especially in theft by weight. Therefore, the purpose of this study is to describe the efforts of the Samapta unit and what factors affect the implementation of patrols and efforts to maintain security and social order in patrols that carried out by the Pati Police Satsamapta. This type of research uses field research and a qualitative approach. Sources of data include primary data and secondary data with data collection techniques used are interviews, observations, document studies, and focus group discussions. Data analysis techniques that used were include data reduction, data presentation and drawing conclusions. The analytical knife in conducting the discussion includes POAC management theory and Routine Activity theory, as well as to look for influencing factors using SWOT theory. The results of the study found that the crime of stealing is still a special attention at the Pati Police. The activities carried out by the Pati Police Samapta Unit were not carried out according to the SOP, namely the termination stage which was not carried out optimally. Judging from several factors, there are internal and external factors. The most influential internal factor is the lack of vocational education carried out by patrol members and externally, namely the high number of cases of the spread of the Covid-19 virus, which causes the focus of the patrol to be divided. Efforts have been made to establish the Pasopati Timsus to optimize the implementation of the Pati Police Satsamapta patrol. However, the implementation found obstacles, namely the unclear division of tasks, causing the focus to be fragmented. Based on the results of the study, the authors suggest that when making patrol routes always pay attention to the budget and the latest crime-prone areas. In order to establish cooperation with the Polsek, the community and other Pam Swakarsa, such as kamling posts and security posts. As well as to add CCTV and street lighting in areas prone to criminal acts of stealing.

Abstract

This research is motivated by the high number of criminal cases of stealing in the Boyolali Regency. In the last few years, the total number of criminal cases of stealing is high and has increased. Early detection efforts have been made, but criminal acts are still frequent. Therefore, a study was conducted that aims to describe and analyze the optimization of the implementation of detection activities by the Boyolali Police Intelkam Unit and what efforts are made in the implementation of early detection activities by the Boyolali Police Intelkam Unit. This research was conducted with a qualitative approach and using the field research method. Data was collected through interviews, observations, and document studies. The theory used is Management theory, SWOT theory, and Competency theory and the concept of early detection based on Perkabik No. 1 of 2013, and the concept of Sat Intelkam based on the Regulation of the National Police Chief Number 2 of 2021 concerning Organizational Structure and Work Procedures at the Resort Police and Sector Police. The results of the study found that the implementation of early detection had not run as expected. This is due to several obstacles in its implementation, including the condition of the Intelkam Unit which still lacks in terms of quality and quantity. Investigation of early detection that is not following Perkabik No. 1 of 2013, as well as external factors such as people who do not care about security and social order and lack of legal awareness by the community itself. The conclusion is that the implementation and efforts made in early detection activities to prevent the crime of stealing have not been optimal, the authors formulate several solutions to the problems faced by means and innovations that are formulated to optimize the implementation of early detection to prevent the crime of stealing.

Salah satunya di Kota Salatiga. Penelitian ini menggambarkan bagaimana kinerja penyidik Satreskrim dalam penyidikan guna mengungkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Tujuan dari penelitian ini adalah mendeskripsikan bagaimana kinerja penyidik Satreskrim dalam penyidikan guna mengunkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Metode penelitian yang dilakukan adalah dengan metode penelitian kualitatif dan menggunakan teknik wawancara, survei serta analisa data. Penelitian yang dilakukan pada rumusan masalah pertama yaitu kinerja penyidik dianalisa dengan teori kompetensi yang memiliki 3 unsur yaitu knowledge, skill dan attitude. Sedangkan pada rumusan masalah kedua yaitu pelaksanaan penyidikan dianalisa dengan teori unsur-unsur manajemen yaitu man, money, materials, methods, dan machines. Faktor-faktor yang mempengaruhi fokus penelitian ini antara lain demografi, luas wilayah, sosial ekonomi, Covid-19 dan juga beban kerja yang diberikan kepada anggota. Hasil dari penelitian menunjukan bahwa adanya kekurangan pada tiap-tiap unsur yang dimaksud terutama pada permasalahan pertama yaitu kinerja penyidik dalam penyidikan guna mengungkap tindak pidana pencurian di wilayah hukum Polres Salatiga. Ditemukan bahwa unsur knowledge belum sesuai dengan Peraturan Pemerintah Nomor 58 tahun 2010. Sedangkan pada permasalahan pelaksanaan penyidikan dianalisa dengan teori unsur manajemen menunjukan banyak kekurangan pada tiap unsurnya. Berdasarkan hasil penelitian, penulis menyarankan untuk melakukan latihan peningkatan kemampuan secara internal untuk meningkatkan pengetahuan penyidik. One of them is in Salatiga City. This study describes how the Satreskrim investigators perform in their investigations in order to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. The purpose of this study is to describe how the performance of Satreskrim investigators in investigations to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. The research method used is qualitative research methods and uses interview, survey and data analysis techniques. The research conducted on the formulation of the first problem, namely the performance of investigators was analyzed with the theory of competence which has 3 elements, namely knowledge, skills and attitude. Meanwhile, in the second formulation of the problem, namely the implementation of the investigation, it was analyzed using the theory of management elements, namely man, money, materials, methods, and machines. The factors that influence the focus of this research include demographics, area, socioeconomic, Covid-19 and also the workload given to members. The results of the study indicate that there are deficiencies in each of the elements referred to, especially in the first problem, namely the performance of investigators in investigations to uncover criminal acts of theft in the jurisdiction of the Salatiga Police. It was found that the knowledge element was not in accordance with Government Regulation No. 58 of 2010. Meanwhile, the problem of carrying out the investigation was analyzed with the theory of management elements showing many shortcomings in each element. Based on the results of the study, the authors suggest to carry out internal capacity building exercises to increase the knowledge of investigators. Abstract

This research was motivated by the rise of motor vehicle theft cases in the jurisdiction of the Demak Police. Police need to carry out patrol actions to prevent the meeting of the intentions and opportunities of criminals, especially in curanmor. Therefore, the purpose of this study is to describe the efforts of samapta unit patrol units and factors that affect the implementation of patrols and the efforts increased by the Demak Police samapta unit through patrols in order to prevent theft. motor vehicles. Data sources include primary data and secondary data with data collection techniques used are interviews, observations, and document studies Data analysis techniques used include data reduction, data presentation and conclusion drawing. Knife analysis in conducting discussions includes management theory and SWOT theory The results of the study found that curanmor crimes had fluctuated over the past 3 years, patrol activities carried out by the Samapta Unit of the Demak Police were carried out according to the SOP, divided into 3 stages, namely preparation, implementation stage and termination stage. Judging from several aspects, it is considered less than optimal for patrol implementation in samapta influenced by several factors. The most influential internal factors are inadequate and external facilities and infrastructure are the jurisdiction of the Demak Police which is quite wide and the intentions of criminals are difficult to predict. The improvement efforts carried out by the Patrol Unit samapta Demak Police are through the Jaga Wali patrol launched by the Police Chief demak AKBP Budi Adhy Buono, S.I.K., M.H. namely by carrying out patrols carried out by all technical functions of the police in demak police. Based on the results of the study, the author suggests that in the creation of patrol routes always pay attention to the development of the last Kamtibmas situation in Kabupaten Demak, implementing a special budget for patrol units. Often establish cooperation with the community, such as Hansip post, Kamra post, Security Guard post, and Kamling post selectively to facilitate monitoring locations prone to theft of motor vehicles and patrols through residential areas of the community.

Abstract

The rise of vehicle theft (Curanmor) that is troubling the community causes disruption of public-order and security. Police as protectors of the community are trying to maintain public-order and security through the dialogical patrol. The role of these patrols is very important in preventing vehicle theft. This research aims to describe the vehicle thefts, to describe the role of the Uniform-Police Unit dialogical patrol and to identify the factors that affect the dialogical patrol in preventing vehicle thefts in Brebes City Police. The theories used in this study are SWOT and management theories. Furthermore, the concept used is patrol, dialogical patrol, vehicle theft, Samapta unit, and regulation of head of the maintenance agency. This research was conducted using qualitative approach with field research. Data were collected through interviews, observations, and document studies. The results of the study showed that the cases of vehicle thefts are the most prominent ones in Brebes Police. The role of the dialogical patrols by Uniform-Police Unit in preventing vehicle theft is not optimal yet because deficiencies still exist at every stage. The factors are human resources, patrol targets and involvement in Yustisi Operation. The supporting factor is with the assistance provided by other function. To improve the role of the dialogical patrol of the Uniform-Police Unit, special training is needed for the officer.

ABSTRACT OPTIMIZING THE PERFORMANCE OF INVESTIGATORS IN THE PROCESS OF THE CRIMINAL ACT OF THEFT INVESTIGATION WITH WEIGHT FOR THE PROFESSIONALTY OF INVESTIGATORS IN THE JURISDICTION OF THE BATANG POLICE Heriansyah, 18.068, heri.ansyah51@gmail.com Theft by weight is a crime with the highest crime index at the Batang Polres from 2017-2021 and in the investigation process there are always cases of arrears every year. This study aims to describe the performance of investigators in the process of investigating criminal acts of theft with weights in order to realize the professionalism of investigators in the jurisdiction of the Batang Polres and to find out the efforts that have been made to optimize the performance of investigators in the process of investigating criminal acts of theft by weighting in order to realize the professionalism of investigators in the jurisdiction of the Batang Polres. The concepts and theories used are the Optimization Concept, the Investigator Concept, the Investigation Process Concept and the Professional Concept. Meanwhile, the theory is POAC management theory and organizational resource theory. The research method used is field research, qualitative approach and descriptive analysis type of research. Sources of data obtained from primary and secondary data. Meanwhile, to collect data using interview, observation, and document study methods. The research location is the Batang Resort Police Criminal Investigation Unit. The validity of the data uses triangulation of sources, techniques and time, as well as for data analysis using data reduction, data presentation and conclusions as well as data verification. The results obtained during the research are the lack of witnesses, no evidence has been found, the perpetrators of the theft are people outside Batang Regency, lack of personnel, the budget in the field is different from the specified budget, not all of the personnel of the Criminal Investigation Unit have qualified competence seen because they don’t have an Investigator's Decree, don’t yet have an investigator's certificate and most have not carried out education and vocational training and lack of facilities and infrastructure in the investigation. In conclusion, the implementation of the investigation process is in accordance with the Regulation of the Head of the National Police of the Republic of Indonesia Number 6 of 2019 concerning the investigation of criminal acts and the Regulations of the Head of the Criminal and Investigation Agency Numbers 1,2,3 and 4 concerning Standard Operating Procedures for the investigation of criminal acts, but have not run optimally

Based on the data that the author get, that from 2018 to 2020 The criminal case of theft aggravating circumtances have always been the most prevalent. This research discusses the efforts of The Intelligence Security Unit through intelligence raising to prevent The criminal case of theft aggravating circumtances in the jurisdiction of tegal regency police. This research uses data collection techniques with interviews, observations, and document studies and this research uses a qualitative approach. The theory the author uses is P.O.A.C management theory and the concepts used are the concepts of effort, intelligence raising, community workers, and The criminal case of theft aggravating circumtances. After the author conducted the research, it was found that the intelligence raising activities by the Tegal Regency Police Intelligence Security Unit became set aside due to several factors, one of which was that members of the Tegal Regency Police including members of the Intelligence Security Unit were involved in health protocol control activities amid the Covid-19 pandemic and the implementation of vaccinations. The findings of the next author are that the perpetrators of theft with many blessings come from outside Tegal Regency such as Cirebon and Brebes. The advice given to the Intelligence Security Unit is that although health protocol and vaccination activities are involved, intelligence raising can also be included in the middle of the implementation of these activities. By carrying out management that can adjust to the existing situation and conditions, the implementation can still be carried out and even more carried out from the annual yearly planning and the network formed is also increasingly widespread due to the use of health protocol and vaccination control activities that are widespread throughout the Tegal Regency area.
