Abstract

Peristiwa gempa bumi dan tsunami yang melanda Nanggroe Aceh Darussalam (NAD) dan Pulau Nias Sumatera Utara pada bulan Desember 2004 telah mengakibatkan rusaknya sebagian besar hutan mangrove dan hutan pantai di kedua wilayah tersebut. Berhubung kedua tipe hutan tersebut sangat penting untuk menopang kelangsungan hidup penduduk pantai, maka penelitian ini dilakukan untuk mendapatkan arahan rehabilitasi hutan mangrove dan pantai yang rusak akibat tsunami di NAD dan Pulau Nias. Hasil penelitian menunjukkan bahwa wilayah pantai yang tanahnya berupa tanah mineral yang bukan lumpur dengan salinitas yang tinggi (di atas 10 0/00) seyogyanya ditanami oleh jenis mangrove eklusif (Rhizophora stylosa, R. apiculata, Sonneratia alba, Ceriops tagal dan Aegeciros floridum) dan mangrove asosiat (Osbornea octodonta dan Scyphiphora sp.), tanah bukan lumpur dengan salinitas rendah oleh berbagai jenis pohon hutan pantai (Casuarina equisetifolia, dan lain-lain), tanah lumpur bersalinitas tinggi oleh Avicenia spp. dan R. Mucronata; dan tanah gambut seyogyanya ditanami oleh Bruguiera gymnorrizha. Adapun lebar  jalur hijau vegetasi yang disarankan adalah minimal 225 m untuk wilayah NAD dan 211 m untuk wilayah pulau Nias. Untuk merealisasikan kegiatan rehabilitasi vegetasi pantai yang bersifat multitahun di NAD dan Nias maka kegiatan rehabilitasi tersebut harus ditempatkan dalam rangka pembangunan daerah.

Abstract

It is becoming increasingly clear that sustainable forest management is contingent on good forest governance, by which we mean the rules under which power is exercised for the management  of forest resources, and which determine the nature of relationships between the state and its citizens. These relationships can be characterized as social networks, with information forming the life-blood mediating the development of these networks and the social capital that resides in them. Information flow is defined here narrowly as the movement of information ‘objects’ from a point of origin to a ‘target’ user over time. This research is a case-study of the flow of information among stakeholders and the influence of these flows on the power of those stakeholders within the National Forest and Land Rehabilitation Program (GERHAN) in Indonesia. Information imbalances within the GERHAN program have tended, we believe, to encourage rent-seeking and free-riding behaviors, thus reducing the effectiveness of the program. We show how addressing these imbalances and improving flows of information can achieve good governance.

Abstract

This study describes the use of correspondence analysis for examining the relationship between perception of the community, residing in Cipinang Muara village and Bukit Duri village, and the performance of Ciliwung watershed management. The correspondence analysis provided a particular method that was able to describe the data in an Euclidean space such that the results could be visually examined for structure of categorical variables included in the tables. The study found that perception of the community residing in Cipinang Muara village significantly differed from that in Bukit Duri village. The attributes that might influence such differences were linked to the institution achievement, and further could be divided into two groups. The first group includes flood, landslide, soil fertility, extra/ additional incomes, and transparent activity; while the second includes drought, spring facility, road facilities and aids, when disaster occurred. The combination of both perception of the community and the performance of Ciliwung watershed management suggests that community in Bukit Duri village had a bad perception on attributes drought, spring facility, road facilities, and aids when disaster occurred. Meanwhile, there was a bad perception for the community in Cipinang Muara village toward attributes flood, landslide, soil fertility, extra/ additional incomes, and transparent activity.

Abstract

This research was aimed at obtaining economic returns of uneven-aged forest management based on system dynamic model approach. Logged-over natural forest in the concession area of PT. Telagabakti Persada, North Moluccas was selected for study. Stand structure dynamic model was estimated from re-measured permanent sample plot. It consists of ingrowth, upgrowth and mortality functions. The model was constructed based on species group (Dipterocarpaceae, Non Dipterocarpaceae and Non Commercial). Then, prediction data compared with the actual data. The economic criteria were the land expectations value, net present value, benefit cost ratio and annual equivalent value of net present value. The cutting simulation result shows that an increase of cutting intensity had lengthened cutting cycle. Increase of cutting cycle had increased land expectation value. Increase of land expectation value had decreased tree diversity. Increase of royalty and interest rate had increased land expectation value. Changes of royalty and interest rate were not affected on optimum cutting alternative.Key words:

Abstract

This paper describes the use of satellite Remote Sensing Technology as well as Geographic Information System on determining the minimum coverage of urban forest. The study used the Oxygen demand approach of human, lifestock, industry as well as transpartotion vehicles for estimating the need of forest coverage. The existing urban forest coverage were derived from IKONOS and SPOT Satellite Imageries.The study found that the increase of the need for urban forest was dominantly affected by the significant increase of transportation verticles during the last 5 years. If the rates of the increase of population, lifestock as well as transportation vehicles does not change, the urban forest in Bogor city is only adequate up to the year 2015. This study recomends that an action should be made to anticipate the scarceness of clean air in Bogor City. The study also found that the central Bogor District has the lowest extent of urban forest.Key word:

Abstract

Pendugaan volume tegakan hutan alam biasanya dilakukan dengan metode penarikan contoh (sampling) non-spasial. Dalam penelitian ini, dikembangkan metode pendugaan spasial dengan pendekatan geostatistika yang diterapkan untuk menduga dan memetakan sebaran volume tegakan di areal HPH Labanan, Kalimantan Timur. Pendugaan dilakukan dengan menggunakan metode kriging berdasarkan model spherical variogram dan data dari 1090 plot contoh. Keakuratan hasil pendugaan diuji melalui validasi dengan menggunakan 272 plot contoh yang berbeda. Hasil analisis menunjukkan bahwa volume tegakan memiliki korelasi spasial dengan keragaman yang cukup besar, namun tidak dijumpai adanya kecenderungan arah sebarannya. Selain itu, dapat dibuktikan bahwa pendugaan dengan metode kriging dapat memberikan nilai dugaan volume tegakan dengan akurasi yang cukup tinggi. Hal ini menunjukkan bahwa pendekatan geostatistika dapat digunakan sebagai metode alternatif dalam pendugaan dan pemetaan sebaran volume tegakan.

Abstract

Decomposition processes of litter in peat swamp forest in the upper catchment of the Sebangau River in Central Kalimantan, Indonesia were studied. Litterbags were sampled every six months from November 2000 to May 2002 and analyzed for total content of N, P, K, dan Ca. Litterbags was collected in three permanent study plots, 50 x 50 m, which were established in mixed swamp forest (MSF) and low pole forest (LPF). In each plot, 25 litterbags (25 sub-plot) were placed in forest floor. Every six months 12 litterbag samples were harvested from the study plots (MSF and LPF) and these were air dried, oven dried and weighed. Six litterbag samples were taken from hollows and other six samples from hummocks. Weight loss in both sub-tipe of forest, mixed swamp forest and low pole forest was fast in the first six months. Potassium was the fastest nutrient loss in the mixed swamp forest and low pole forest. Decomposition rate (k) in the mixed swamp forest and low pole forest are 0.396 yr -1 and 0.285 yr -1 respectively.
