Abstract

West Javanese Province Goverment has decided to provide 45% of West Java area as conservation and protection area. One of  the area is North Bandung Area (KBU: Kawasan Bandung Utara). This paper proposed the used of two economic instrument, namely PDR (purchase development right) and PES (payment environment service) in managing  the KBU. The paper shows that the use of PDR by  ignoring the price of the land would give a hydrological benefit to the people in urban fringe area, rural fringe area, and rural area in the netx 20 years.  Meanwhile, the use of PES intruments with incentive application to plant out tree at estate conservation (both forest and non forest land) would provide benefit for minimum 24 years renting period. Further, the analysis shows that the PDR and PES implementation at 4 regencies/city government at KBU should be considered as a good prospect, even though seeing from the finances aspect of APBD, the prospect was still less than the target.  Therefore, continous finance policy support at the regencies/city government at that KBU which aimed to provide environmental protection and agricultural farm (pro-environmental budgeting policy) should be considered as emergency needs.Keywords: conservation area, land use, economic incentive, PDR, PESs

Abstract

The presence of birds’ species on the land ex-gold mining in PT Kelian Equatorial Mining West Kutai, East Kalimantan becomes a good indication for the future of the rehabilitation area. The existence of natural forest in surrounding of rehabilitation area is a source of species for this rehabilitation area. The difference and the similarity of species between natural forest (Dam Namuk) and rehabilitation area (Lower Nakan) show that the primary species start doing occupation in rehabilitation area. The monitoring to the selected species (dominant or rare) needs to be implemented in the future to make sure the success of the rehabilitation area as a good habitat provider for many birds’ species.Keywords: avifauna, rehabilitation, natural forest, habitat

Abstract

Forest harvesting operation has been known as an activity that should be considered as the main cause of soil erosion. Indonesia, the second largest owner of tropical forest, should have a serious consideration to the operation.  Therefore, the study was conducted in logged over area of a natural production forest.  The objectives of the study was to examine level of soil erosion caused by forest harvesting operations and to analyze a strategy to control level of the erosion based on its influencing factors. The study showed that forest harvesting operations caused soil erosion.  Factors that influenced the high level of the erosion were high level of precipitation, lack on planning of forest harvesting operations, no applying treatment of cross drain and cover crop in the new skidding roads, no culture of carefulness in the operations, and low human resource capacity in applying environmentally friendly forest harvesting techniques. Abstract

Panggal buaya (Zanthoxilum rhetsa (Roxb.) D.C.) is generally used as raw material of wooden craft industry, because it has smooth texture with interesting color and it is also easy to process using both hand and machine. In order to anticipate the raw material insufficiency, panggal Buaya planting is very important. However, the resistance faced in the panggal Buaya stand development was the difficulty of it’s germination.  The information on its cultivation and seed management are still very limited. The other problems on its development was plant propagation which was caused by the existence of seed coat dormancy. This research was aimed to know the cause of seed coat dormancy on panggal buaya seed through lignin contents at seed coat and seed coat structure microscopically, and then, to know effective dormancy faulting treatment and finally, to learn the effect of this treatment to the microscopic structure of panggal buaya seed coat. The research shows that submerging the panggal buaya seed in sulfate acid 95%  as long as 30 minutes that follow the submerging it in water which has room temperature for along 1 x 24 hours could  stop the dormancy of the seed (grow potential 40,7%, germination capacity 39,7% and growing rapidity 0,698% KN etmal-1). Presumably, the faulting mechanism of dormancy is caused by the damage of cell wall of coat seed through lignin dissolving process by sulfate acid (delignification).Keywords: panggal buaya, seed dormancy, germination, delignification

Abstract

The study was conducted at Jalagajaya Village, Jasinga Subdistrict, Bogor District, West Java, Indonesia. The objective of the study was to apply a methodology and method for tree carbon mass stock estimation in community forest based on a field survey of the forest and a model of tree carbon mass equation. The study revealed that there was a difference on carbon content in the parts of the tree biomass. Based on the analysis, model of tree carbon mass equation of Paraserianthes falcataria L Nielsen at Julagajaya Village was C = 0.7D1.48, with R² adj. = 95.7%. Results of the tree carbon mass estimation of the Paraserianthes falcataria L Nielsen based on the tree carbon mass-equation model were lower than the results estimated based on the tree biomass-equation model of Brown (1997), but higher than the results estimated based on the tree biomass-equation model of Ketterings et al. (2001). The study showed that the tree carbon stock of the community forest Paraserianthes falcataria L Nielsen at Julagajaya Village in 1,2,3,4,5, and 6 year age stand were 29.262, 33.555, 36.041, 39.163, 33.163, and 56.943 ton ha-1, respectively.Keywords: biomass-equation model, tree carbon mass-equation model, tree carbon stock, communityforest

Abstract

Javan rhino (Rhinoceros sondaicus Desmarest 1822) of which spread is limited in Indonesia and Vietnam is the rarest species among 5 species of rhino in the world. Without appropriate and long-term well organized management action, the population of javan rhino will be in extinction. This research studies about the usage potential of  javan rhino population genetics data in designing  javan rhino conservation program. The application of genetics study in conservation problem is based on the population genetics theory. The population genetics is one of population biology branch which studies about the factors determining genetic composition of population and how they play role in evolution process. The genetic characteristic identification can help to give the characteristic genetic information which has function as genetic marker or gen in javan rhino management. It can also help to do translocation the javan rhino especially for breeding management effort to avoid inbreeding and to improve the heterozygosis. The analyzing result shows that the management of conservation strategy which can make javan rhino population reaches the population viable minimum number is needed urgently. Furthermore, it also shows that translocation and reintroduction to build the second population of  javan rhino is also important to do.    Keywords: javan rhino, population genetics, translocation, second population
