Abstract

Abstrak Pendidikan di Indonesia masih menunjukkan mutu yang belum sesuai dengan harapan. Tentunya perlu ada upaya perbaikan dan peningkatan mutu pendidikan. Dalam hal ini Pemerintah mengeluarkan kebijakan melalui Undang-Undang Nomor 20 Tahun 2003 dan Peraturan Pemerintah Nomor 19 Tahun 2005 tentang Sistem Penjaminan Mutu yang secara garis besar mengatur tentang kewajiban setiap satuan pendidikan pada jalur formal dan non formal untuk melakukan penjaminan mutu pendidikan yang bertujuan untuk memenuhi atau melampaui Standar Nasional Pendidikan. Penjaminan mutu pendidikan dilakukan melalui evaluasi, akreditasi, dan sertifikasi. Salah satu langkah representatif dalam menerapkan Sistem Penjaminan Mutu yaitu melalui Sistem Manajemen Mutu ISO 9001:2008 yang merupakan standar dalam mengelola proses pencapaian mutu. Penelitian ini bertujuan untuk mengetahui faktor penghambat implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung. Keberhasilan implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung diukur menggunakan teori Van Meter & Van Horn dengan enam parameter yaitu 1) standar dan tujuan kebijakan, 2) sumber daya, 3) aktivitas implementasi dan komunikasi antar organisasi, 4) karakteristik pelaksana, 5) kecenderungan pelaksana, dan 6) kondisi sosial, ekonomi, dan politik. Hasil penelitian menunjukkan bahwa dari delapan (8) kebijakan mutu, ada dua (2) sasaran mutu yang belum tercapai, yaitu seluruh Prodi terakreditasi A dan perluasan jejaring kerjasama nasional dan internasional sehingga Implementasi kebijakan Sistem Penjaminan Mutu di FISIP UIN Bandung belum berhasil karena belum memenuhi standar dan tujuan kebijakan, sumber daya kebijakan, aktivitas implementasi dan komunikasi antar organisasi, karakteristik pelaksana, kecenderungan pelaksana, dan kondisi sosial, ekonomi, dan politik. Kata kunci: Implementasi Kebijakan, Sistem Penjaminan Mutu, Teori Van Meter & Van Horn, Mutu, Pendidikan Abstract Education in Indonesia still showed the quality that has not been in accordance with expectations. Indeed there should be efforts to repair and improve the quality of education. In this case the government issued a policy through Law No. 20 of 2003 and Government Regulation No. 19 Year 2005 on Quality Assurance System. Each unit of education in formal and non-formal education required to conduct quality assurance aiming to meet or exceed the National Education Standards. Education quality assurance is done through evaluation, accreditation, and certification. One representative steps in implementing Quality Assurance System is through the Quality Management System ISO 9001: 2008 that is the standard in managing the process of achieving quality. This study aims to determine the factors inhibiting the implementation of the policy achievements of the Quality Assurance System in the quality of cooperation between universities and the achievement of quality accreditation Study Program in the Faculty of Social and Political Sciences (FISIP) UIN Bandung. Successful implementation of the policy of Quality Assurance System in FISIP UIN Bandung measured using the theory of Van Meter and Van Horn with six parameters: 1) standards and policy objectives, 2) the resources, 3) implementation activities and communication between organizations, 4) characteristics of implementer, 5) implementer tendencies, and 6) social, economy, and politics. The Result showed that of the eight (8) quality policy, there were two (2) quality targets that had not been achieved, namely all Study Programs accredited A and the expansions of national and international cooperation networks so that the implementation of the Quality Assurance System Policy at FISIP UIN Bandung was not successfully because it did not meet the requirements policy stnadards and objectives, policy resources, implementation activities and communication between organizations, characteristics of implementers, tendencies of implementers, and social, economic, and political conditions. Abstract

Abstrak Penelitian ini dilatarbelakangi oleh masih banyaknya masyarakat angkatan kerja di Kabupaten Subang yang menjadi pengangguran. Tuntutan dunia kerja akan tenaga terampil mendorong pencari kerja untuk mengikuti pendidikan dan pelatihan kerja non formal untuk menambah keterampilan dan keahlian mereka. Dalam hal ini pemerintah Kabupaten Subang berperan penting dalam menyediakan lembaga pelatihan kerja. Seiring dengan era otonomi daerah, Kabupaten Subang mendirikan Unit Pelaksana Teknis Dinas Balai Latihan Kerja (UPTD BLK) yang berada di bawah pengawasan Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang. Tujuan utama dari penelitian ini adalah mendeskripsikan secara lengkap pelaksanaan pelatihan kerja di Unit Pelaksana Teknis Dinas Balai Latihan Kerja Kabupaten Subang dan Selain itu penelitian ini juga bertujuan untuk mengetahui sejauh mana tingkat efektivitas pelatihan kerja yang dilaksanakan beserta faktor pendukung dan penghambatnya. Kata kunci: Efektivitas, Pelatihan, Subang Abstract This research is motivated by the fact that there are still many people in the workforce in Subang Regency who have become a movement. The demands of the world of work to be skilled at encouraging job seekers to take part in non-formal education and work to increase their skills and expertise. In this case, the Subang Regency government plays an important role in providing job training institutions. Along with the era of regional autonomy, Subang Regency established a Technical Implementation Unit for the Office of Job Training Center (UPTD BLK) which is under the supervision of the Manpower and Transmigration Office of Subang Regency.The main purpose of this study is to describe in full the implementation of the training in the Technical Implementation Unit of the Subang Regency Job Training Center and in addition, this study also aims to determine the extent to which the effectiveness of the training is accompanied by supporting and inhibiting factors. Abstract

Abstrak Program Pembangunan Sarana dan Prasarana Air Bersih Pedesaan Kabupaten Subang Merupakan Peraturan Pemeritah Republik Indonesia No. 122 Tahun 2015 Tentang Sistem Penyediaan Air Bersih. Dinas PUPR Kabupaten Subang memiliki tanggung jawab mengenai Program Pembangunan Sarana dan Prasarana air bersih perdesaan dalam rangka pemenuhan kebutuhan air bersih bagi masyarakat yang tingal di area pedesaan yang ada di Kabupaten Subang. Penulisan ini dilakukan secara deskriptif dan dengan menggunakan pendekatan metode penelitian kualitatif. Kinerja PUPR dalam hal ini belum optimal dikarenakan unsur-unsur efektif, efisien, kualitas, ketepatan waktu dan produktivitas belum sepenuhnya berjalan dengan baik Kata kunci: Kinerja, Air Bersih, Pedesaan Abstract Subang Regency Rural Clean Water Facilities and Infrastructure Development Program Is a Government Regulation of the Republic of Indonesia No. 122 of 2015 concerning the Clean Water Supply System. The Subang Regency PUPR Service has responsibility for the Program for Development of Rural Clean Water Facilities and Infrastructure in the context of meeting the needs of clean water for people living in rural areas in Subang Regency. This writing was done descriptively and by using a qualitative research method approach. Abstract

Abstrak Judul Penulisan ini adalah Produktivitas Pencapaian Akseptor Kategori Metode Kontrasepsi Jangka Panjang. Tujuan dari Penulisan ini adalah untuk memperoleh gambaran mengenai Produktivitas Pencapaian Akseptor Kategori Metode Kontrasepsi Jangka Panjang. Penulis menggunakan jenis penelitian kualitatif. Produkvitas pegawai sudah cukup baik, tetapi dalam beberapa aspek indikator masih ditemukan kekurangan. Seperti misalnya dalam aspek efisiensi tenaga kerja, hal ini menandakan bahwa ada efisiensi tenaga dalam hal pencapaian askeptor MKJP masih belum ideal. Kata kunci: Produktivitas, Efisiensi, MKJP Abstract The title of this writing is Productivity of Achievement of Acceptors in the Category of Long-Term Contraceptive Methods. The purpose of this paper is to obtain an overview of the Achievement Productivity of Acceptors in the Category of Long-Term Contraceptive Methods. The author uses this type of qualitative research. Employee productivity is quite good, but in some aspects indicators are still found to be lacking. For example, in terms of labor efficiency, this indicates that energy efficiency in terms of achieving MKJP acceptors is still not ideal. Keywords: Productivity, Efficiency, MKJP

Abstract

Abstrak Penulisan ini mengenai proses pelaksanaan pembangunan industri melalui implementasi kebijakan penataan ruang peruntukan industri. Bertujuan untuk mengetahui dan menganalisis bagaimana implementasi kebijakan penataan ruang peruntukan industri. Metode penelitian yang digunakan melalui pendekatan kualitatif. Berdasarkan hasil penelitian diketahui bahwa implementasi kebijakan penataan ruang peruntukan industri terdapat faktor yang mempengaruhi keberhasilan program yaitu faktor internal yang terdiri dari ukuran dan tujuan kebijakan, sumberdaya pelaksana, karakteristik agen pelaksana, sikap para pelaksana, komunikasi antara organisasi terkait dengan organisasi lain, dan adanya komitmen bersama dari aparat pelaksana kebijakan, dan faktor eksternal yang terdiri dari kondisi sosial, ekonomi, dan budaya masyarakat. Kata kunci: Implementasi Kebijakan, Industry, Subang Abstract This writing is about the process of implementing industrial development through the implementation of industrial spatial planning policies. Aims to find out and analyze how the implementation of industrial spatial planning policies. The research method used is a qualitative approach. Based on the results of the study, it is known that the implementation of the spatial planning policy for industrial designation has factors that influence the success of the program, namely internal factors consisting of the size and objectives of the policy, implementing resources, characteristics of implementing agents, attitudes of implementers, communication between organizations related to other organizations, and commitment. together from the policy implementing apparatus, and external factors consisting of social, economic, and cultural conditions of the community.
