Abstract

Artikel ini bertujuan untuk mengeksplorasi program tanggung jawab sosial oleh Pertamina Sungai Pakning dalam penanggulangan pandemi COVID-19 di Kelurahan Sungai Pakning. Dengan menggunakan metode studi kasus melalui penyajian secara deskriptif, artikel ini berhasil menemukan bahwa kegiatan tanggung jawab sosial perusahaan dalam menanggulangi pandemi yang menggunakan tiga strategi, yaitu donasi, peningkatan kapasitas dan pemberdayaan masyarakat. Ketiga strategi ini mampu menjawab kebutuhan masyarakat dan mendorong terbangunnya sinergisitas antara perusahaan dengan instansi pemerintah dalam upaya penanggulangan pandemi.Kata Kunci: tanggung jawab sosial; COVID-19; upaya penanggulangan pandemi This article aims to explore Pertamina Sungai Pakning’s Social Responsibility Program in tackling the COVID-19outbreak in Sungai Pakning. By using a case study method with a descriptive presentation, this article succeeds to find that corporate social responsibility activities in tackling a pandemic by used three strategies, namely charity, capacity building and community empowerment, which these three strategies are able to answer people needs and as to build synergy between company and government agency in efforts to overcome the pandemic.Keywords: corporate social responsibility; COVID-19; pandemic countermeasures

Abstract

Memasuki tahun 2020, dunia dihadapkan dengan kemunculan wabah infeksi Coronavirus Disease 2019 (COVID-19). Kemunculan wabah tersebut berdampak pada aspek kehidupan masyarakat yang mendorong adanya perubahan. Hal ini menjadikan institusi sosial seperti Gerakan Bersih Kecamatan Anggana (GBKA) berupaya menghadapi perubahan tersebut. Tujuan penelitian ini adalah mendeskripsikan upaya GBKA mewujudkan ketahanan sosial melalui cara dan pendekatan kelompok dalam menghadapi kondisi pandemi COVID-19. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Penelitian ini menemukan bahwa unsur “Betulungan” atau tolong menolong sebagai nilai kearifan lokal yang dimiliki masyarakat berperan penting dalam dinamika kelompok untuk mewujudkan ketahanan sosial. “Betulungan” menjadi potensi dalam rangkaian proses adaptasi kelompok guna mempertahankan eksistensi GBKA di tengah pandemi COVID-19. Kata Kunci: ketahanan sosial; kelompok sosial; adaptasi; kerentanan At the beginning of 2020, the world is overcoming an outbreak of Coronavirus Disease 2019 or known as COVID-19. The outbreak has disrupted community’s lives which leads to social change. In fact, like the roles of another social institution, GBKA tries to overcome this social changes. The study aims to describe GBKA’s efforts to achieve social resilience through a community approach in this pandemic COVID-19 situation. The research uses descriptive qualitative approach. This study found that the element of “Betulungan” or known as mutual assistance as the value of local wisdom owned by the community has an important role of community to achieve social resilience. “Betulungan” is a capital in a process of adaptation of community group in order to maintain the sustainability of the group in this COVID-19 pandemic situation.Keywords: social resilience; community group; adaptive capacity; vulnerabilities

Abstract

Tulisan ini membahas munculnya aktor alternatif berbasis jaringan dukungan sosial di tengah keterbatasan negara dalam menyediakan jaring pengaman saat krisis berlangsung. Dengan menggunakan kerangka teori informal security regime dan jaringan dukungan sosial, tulisan ini bertujuan untuk menjelaskan bagaimana Solidaritas Pangan Jogja (SPJ) bergerak dalam mendistribusikan makanan untuk pekerja informal dan kelompok rentan di Yogyakarta saat krisis akibat pandemi COVID-19. Penelitian dilakukan dengan metode kualitatif melalui pendekatan studi kasus dengan analisis deskriptif. Penelitian menunjukkan bahwa SPJ merupakan aktor alternatif yang berbasis jaringan dukungan sosial dan berperan sebagai jaring pengaman dengan memenuhi kebutuhan dasar berupa makanan. Tulisan ini berargumen bahwa meskipun gerakan yang dilakukan dapat memberikan bantuan dengan cepat, gerakan semacam ini juga memiliki kerapuhan dalam hal sumber daya manusia dan sumber daya finansial. Kerapuhan tersebut membuat praktik jaringan dukungan sosial seperti SPJ merupakan model yang tidak permanen dan mudah berubah.Kata Kunci: aktor alternatif; krisis; jaringan dukungan sosial; solidaritas pangan jogja This article discusses the emergence of alternative actor based on social support networks amid state limitations in providing safety nets during the crisis. Using the theoretical framework of informal security regime and social support networks, this article aims to explain how Solidaritas Pangan Jogja (SPJ) moves in distributing food to informal workers and vulnerable groups in Yogyakarta during the crisis due to COVID-19 pandemic. The research was conducted with qualitative methods through case study with descriptive analysis. It shows that SPJ is an alternative actor based on social support network and acts as a safety net by fulfilling food as a basic need. This article argues although this movement has capacity to provide a responsive social assistance, it is also has a fragility in terms of human and financial resources. Its fragility tends to cause social support networks such as SPJ is not permanent and unchanging form.Keywords: alternative actor; crisis; social support network; solidaritas pangan jogja

Abstract

Pandemi COVID-19 menimbulkan dampak dalam berbagai sektor. Dalam konteks pemberdayaan masyarakat diseputar area operasional perusahaan, dampak pandemic terhadap sektor perekonomian membentuk pola pikir mitra binaan untuk melakukan upaya pemulihan masyarakat terdampak dengan memanfaatkan sumberdaya dan relasi yang mereka miliki. Program Sabilulungan Masyarakat Ibun Saling Tolong Menolong (SALTO) merupakan inisiatif mitrabinaan Pertamina Geothermal Energy Area Kamojang dalam mendukung penanggulangan COVID-19 di Kecamatan Ibun, Kabupaten Bandung. Artikel ini akan membahas kerjasama mitra binaan dengan perusahaan dalam membangun kapasitas masyarakat dalam menyelesaikan masalah mereka sendiri dan memanfaatkan peluang dan sumber daya yang mereka miliki. Kolaborasi dengan perusahaan ditunjukkan dengan perusahaan mengambil peluang tersebut sebagai sustainability assistance program penanggulangan COVID-19. Penulis menggunakan metode deskriptif kualitatif dengan menggunakan konsep self-help approach. Dalam artikel ini disimpulkan bahwa program tersebut mampu meningkatkan perekonomian mitra binaan dengan melibatkan mereka (self-help) dalam penyediaan bahan pangan, pemberian edukasi penanganan Anak Berkebutuhan Khusus dan kewirausahaan serta pelayanan sosial. Kata Kunci: pemulihan COVID-19; self-help approach; kolaborasi mitra binaan Collaborating in community development requires thinking patterns, skills and knowledge that are based on the principles of collaborative problem solving. Corona’s problems outbreaks which impacted in an economy shaped the mindset of the fostered partners to make efforts in recovering affected COVID-19 communities by utilizing existing resources and relationship they have. SAMBIL SALTO Program is an initiative from PGE Kamojang Area partners in supporting COVID-19 countermeasures in Ibun District, Bandung. This article will discuss the cooperation of fostered partners collaboratively in building capacities in terms of solving their problems, utilizing the opportunities and resources they have and the company took the opportunity as a sustainability assistance program for COVID-19 countermeasures. Writers use descriptive qualitative methods with self-help approaches. The program is able to improve the economy of the fostered partners by involving them in the provision of food, providing education on the handling of special needs, entrepreneurship and social services.Keywords: COVID-19 recovery; self-help approach; foster partners collaboration

Abstract

Penduduk lanjut usia termasuk dalam kelompok rentan di masa pandemi COVID-19. Tujuan tulisan ini adalah untuk mengidentifikasi peran pemerintah baik tingkat pusat maupun daerah dalam pemberian bantuan sosial bagi lansia. Data penelitian didapatkan dari open source sejak bulan Maret hingga Juli 2020. Ditemukan bahwa pada level pusat, Kementerian Sosial dan Kementerian Pemberdayaan Perempuan dan Perlindungan Anak, serta pada level daerah, Pemerintah Provinsi DKI Jakarta dan Jawa Timur, telah menyediakan bantuan sosial yang menyasar lansia di masa pandemi. Program bantuan ini kemudian dianalisis menggunakan konsep familisasi dan defamilisasi. Beberapa lansia sebelum masa pandemi masih mampu bekerja dan memenuhi kebutuhan hidup sehari-hari tanpa bergantung pada keluarga (defamilisasi). Namun, selama pandemi, lansia tersebut harus bergantung kembali kepada keluarga (familisasi) karena terbatas untuk bekerja di luar rumah dan atau tidak memiliki dana pensiun. Dapat disimpulkan bahwa bantuan sosial dari pemerintah bagi lansia selama masa pendemi sangat diperlukan untuk mengurangi risiko-risiko defamilisasi.Kata Kunci: bantuan sosial; lanjut usia; COVID-19; familisasi; defamilisasi Elderly are included in the vulnerable group during the COVID-19 pandemic. This paper aims to identify the role of government at both the central and regional levels in providing social assistance for the elderly during the pandemic. This study utilizes an open-source obtained from March to July 2020. It was found that at the central level and at the regional level, have provided social assistance. This assistance is then analyzed using the concept of familization and defamilization. Some elderly before the pandemic were still able to work and fulfill their daily needs without depending on family (defamilization). However, due to the pandemic, the elderly had to depend on their families (familization) because they are limited to working outside the home and do not have a pension fund. It can be concluded that social assistance from the government during the pandemic is very much needed to reduce the risk of defamilization.Keywords: social assistance; elderly; COVID-19; familization; defamilization

Abstract

Belum ditemukannya vaksin COVID-19 membuat perkembangan inovasi sosial berbasis digital berkembang pesat, dan terbukti efektif dalam menanggulangi penyebaran COVID-19. Tulisan ini bertujuan untuk mengetahui bagaimana proses pengembangan inovasi sosial berbasis digital merespon COVID-19 dilakukan. Ini dilakukan dengan mengambil kasus penelitian pada web-apps pasarsambilegi.id, yang merupakan sistem belanja daring pada pasar tradisional di DI. Yogyakarta. Metode penelitian kualitatif dilakukan dengan pengambilan data primer melalui observasi dan wawancara mendalam, sedangkan data sekunder melalui studi literatur. Hasilnya proses pengembangan inovasi sosial pasarsambilegi.id memiliki komponen penyusun yang sama dengan program kewirausahaan sosial. Diketahui kebaruan nilai sosial telah tercapai, namun belum diikuti dengan perubahan sistemik seperti yang diharapkan, karena masih membutuhkan waktu promosi lebih lama untuk meningkatkan jumlah pengguna.Kata Kunci: inovasi sosial; belanja daring; COVID-19; pasar tradisional; kewirausahaan sosial The absence of a COVID-19 vaccine has made the development of digital-based social innovation grow rapidly, and has proven effectively in tackling the spread of COVID-19. This paper aims to examine how the process of developing digital-based social innovation in response to COVID-19 is performed. It is done by research case on the pasarsambilegi. id web-apps, which is an online shopping system in traditional markets in the province of DI. Yogyakarta. The qualitative research method is carried out by collecting primary data through observations and in-depth interviews, while secondary data through literature studies. The results of the process of developing social innovation in pasarsambilegi.id has theidentical essential components as the social entrepreneurship program. It is identified that the novelty of social values has been achieved, but has not been followed by systemic changes as expected, owing to it takes longer time for promoting in order to increase the number of users.Keywords: social innovation; online shopping; COVID-19; traditional markets; social entrepreneurship
