Abstract

The increasing dominance of Millennials and Generation Z in the public-sector workforce highlights the need to understand the behavioral dynamics of Zillennials, a micro-generation that blends characteristics of both cohorts. This study examines the influence of inclusive leadership on Service-Oriented Organizational Citizenship Behavior (SO-OCB) and assesses the mediating role of employee work engagement among Zillennial civil servants in Indonesia. Using a quantitative explanatory design, data were collected from 294 respondents through a cross-sectional online survey and analyzed using PLS-SEM (SmartPLS 4). The results show that inclusive leadership positively affects both employee work engagement and SO-OCB, with employee work engagement acting as a significant mediator. The indirect effect of inclusive leadership on SO-OCB via employee work engagement is stronger than the direct effect, underscoring engagement as a central psychological mechanism shaping service-oriented extra-role behavior. These findings align with Social Exchange Theory, suggesting that supportive and participatory leadership fosters reciprocal contributions that enhance public service quality. The study contributes to a growing body of literature on younger public servants and offers practical insights for strengthening leadership practices and engagement strategies in Indonesia’s public institutions

Abstract

The shrimp trade dispute between Indonesia and the United States over the past two decades reflects the complex dynamics surrounding the application of antidumping (AD) and countervailing duty (CVD) measures within the multilateral trading system. This study aims to analyze the implementation of these trade remedy instruments, assess their consistency with World Trade Organization (WTO) legal principles, and formulate policy implications for strengthening Indonesia’s response to trade remedies. The research employs a normative juridical approach, complemented by an analysis of trade data and fisheries sector policies, in order to provide a comprehensive synthesis of legal and economic dimensions. The findings indicate that the imposition of AD and CVD measures by the United States on Indonesian shrimp exports has been recurrent, primarily through investigations and annual administrative reviews. Such practices have generated tariff uncertainty and exerted pressure on Indonesia’s export price competitiveness. Although AD and CVD instruments are recognized under the WTO framework as legitimate tools to address unfair trade practices, their application in this case raises concerns regarding compliance with core WTO principles, including non-discrimination, transparency, due process, and the methodologies used in determining dumping margins and actionable subsidies. The more pronounced fluctuation in export value compared to export volume suggests that the primary impact of these measures lies in reduced profit margins rather than diminished market access. The study further reveals that Indonesia’s defense strategies, through active participation in investigations, trade diplomacy, and WTO-based legal argumentation, have succeeded in reducing dumping margins in certain review periods. However, these efforts remain largely reactive. Structural challenges such as limited data capacity, institutional coordination, and litigation financing require substantial improvement. Policy implications highlight the urgency of developing an early warning system, harmonizing domestic subsidy policies with WTO rules, enhancing exporters’ technical and legal capacity, and diversifying export markets. A comprehensive and preventive approach is essential to strengthen national trade resilience and enhance Indonesia’s bargaining position amid rising global protectionism.

Abstract

The development of embedded finance in the digital marketplace ecosystem has transformed the way Micro, Small, and Medium Enterprises (MSMEs) access financing and conduct trade activities. This study aims to analyze the influence of embedded finance on the trade performance of MSME marketplaces in Indonesia and its implications for substituting traditional bank financing. The study employed a quantitative approach with an explanatory design and survey data from 268 MSMEs actively operating on marketplace platforms. The analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) to examine the relationship between Embedded Finance Accessibility, Access to Working Capital, Trade Performance, and the Banking Substitution Effect. The results show that embedded finance has a positive and significant effect on MSMEs' access to working capital and trade performance, both directly and through the partial mediation of working capital. Integrated liquidity within the platform has been shown to increase transaction frequency and sales volume, but the resulting effect reflects more on amplification of trade activity than on fundamental business productivity. The findings also suggest a partial substitution of bank credit, where increased use of embedded finance reduces MSMEs' dependence on bank financing for short-term working capital needs. Furthermore, the increased use of embedded finance weakens the influence of bank credit on trade performance. This research contributes to the financial intermediation and accounting literature by demonstrating a shift from financial statement-based credit allocation to transaction data-based liquidity allocation in the platform economy. These findings have implications for regulators, banks, and platform managers in understanding the new dynamics of MSME financing in the digital trade era.

Abstract

The Commodity Futures Trading Arbitration Board (BAKTI) serves as one of the dispute resolution mechanisms in the field of Futures Trading (PBK), as stipulated under Article 20 paragraph (2) of Bappebti Regulation Number 4 of 2020. In practice, however, BAKTI has not become the primary choice for disputing parties. The majority of futures trading disputes are instead resolved through general courts, despite the fact that litigation is often time-consuming, costly, and conducted in an open forum. Data reveals that from 2009 to 2025, only 60 disputes were resolved through BAKTI. This reality warrants further scholarly inquiry. The findings of this study reveal that the low utilization of BAKTI as a dispute resolution forum in the field of Commodity Futures Trading is influenced by several key factors: the form of arbitration clauses in the Client Agreement, which take the form of a pactum de com promittendo and are optional in nature; the preference of business actors for general courts, which are perceived to offer greater opportunity to avoid liability for damages; and the tendency of legal counsel to recommend court-based dispute resolution for financial reasons and procedural familiarity. This study recommends measures to increase the utilization of BAKTI as a dispute resolution forum, including the reformulation of arbitration clauses, enhanced socialization and education regarding BAKTI, as well as fee reform and the provision of incentives for parties, all of which are expected to contribute to greater utilization of BAKTI as an alternative dispute resolution mechanism that is swift, efficient, and confidential.

Abstract

Global economic digitalization is reshaping market integration; however, evidence that information and communication technology (ICT) diffusion consistently increases trade openness remains mixed, and few studies assess regulatory quality as an institutional condition. This study examines the effects of ICT diffusion and regulatory quality on trade openness and tests the moderating role of regulatory quality in G20 countries during the 2002–2022 period. Using secondary panel data from 19 countries with 399 observations, the data were compiled from the World Bank: World Development Indicators (WDI) for trade openness and control variables—economic development, foreign direct investment, and investment—and Worldwide Governance Indicators (WGI) for regulatory quality. ICT diffusion is proxied by a diffusion index on a 0–100 scale. This study applies two-way fixed effects with clustered standard errors, followed by robustness checks using Driscoll–Kraay standard errors and the common correlated effects approach to account for cross-sectional dependence and common shocks. The results show that ICT diffusion is negatively and significantly associated with trade openness, while regulatory quality also tends to have a negative association in the full specification. For Indonesia as a G20 member, these findings suggest that digitalization does not automatically increase trade when it is not supported by the harmonization of digital trade rules, simplified customs procedures, certainty in cross-border data flows, and reduced compliance costs. Therefore, the benefits of ICT for Indonesia’s trade need to be supported by clear and consistent regulatory quality that facilitates cross-border transactions. However, the interaction coefficient between ICT diffusion and regulatory quality is positive, indicating a moderating effect of regulatory quality on the relationship between ICT diffusion and trade openness. This effect suggests that better regulation attenuates the negative impact of ICT diffusion on trade openness. These findings highlight the importance of an integrated policy package: ICT expansion should be accompanied by strengthened regulatory quality, harmonized digital trade rules—such as rules on cross-border data flows, electronic documents, and digital customs—and simplified cross-border trade procedures so that digitalization can more effectively promote trade integration.
