ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

The government, through the Directorate General of Immigration, an Indonesian government agency under the Ministry of Law and Human Rights, has carried out one of its duties and functions, namely the supervision and control of foreigners residing in Indonesian territory, based on Law Number 6, 2011 concerning Immigration. The supervision or control is carried out to enforce the law, especially the immigration law. The class II Lhokseumawe Immigration Office in the Aceh province, which is the technical implementation unit for immigration in the region, has carried out its duties and functions of monitoring and controlling foreigners in its working area since the release of regulation No. 6, 2011. The results of this study reported that the implementation of supervision of foreigners at the Lhokseumawe Immigration Office has been carried out properly based on the regulation concerning Immigration and Regulation of the Minister of Law and Human Rights. But some constraints are still encountered, particularly lack of supervisory staff number, the width of the working area, and the limited budget. The author's suggestion should be that the implementation of supervision and control of foreigners at this working area should be carried out as often as possible and at the same time, the stakeholder (government) should resolve the obstacles met by staffs so that the immigration law enforcement can be achieved and improved.

Abstract

Educational development must be carried out thoughtfully, following the principles of good governance which is transparent, effective, and efficient. Education becomes a solution for the intellectual life of the nation and a key enabler for sustainable development. Realizing this principle of efficiency and effectiveness, the government adopted a policy of merging 15 Education Technical Implementation Units (UPTD) at the North Aceh Education and Culture Office. The research found that in North Aceh District, 15 UPTD were merged into the Education and Culture Office, which disrupted 30 structural officials losing their positions, and 90 honorary staffs are no longer receiving salaries. The study suggests that the local government should carefully and well-designed the regulations regarding the merging 15 Education Technical Implementation Units at the North Aceh regency. The accurate implementation of the policy will not sacrifice many teaching staff and administrative officers. However, we realize that the principle of efficiency for this task is to save the use of the education budget.

Abstract

The study aims to review the supervision of Labor Rights in the North Aceh District, particularly in the Krueng Keureutoe Dam Development Project, which is under the responsibility of the Office of Investment, Transmigration, and Manpower. This study involved 12 informants who were determined purposively. It was found that the Krueng Keureutoe Dam Development Project accommodated 630 workers using a budget of Rp. 1.7 trillion whose construction was carried out by PT. Hutama Karya, PT. Widya Karya, PT. Berantas, and PT. Perapen Jo. One of these companies, namely PT. Perapen Jo. The company has 138 workers and it has violated the law in fulfilling its labor rights responsibilities, namely the payment of salaries/wages below the Aceh UMP Rp. 2,000,000/month which should have been Rp. 2,717,750/month. Other problems found that the overtime working hours but without payment; no safety equipment such as helmets, shoes, work clothes; no religious holiday allowance (THR), less company recognition on leaving permit; and lacking supplies of medicines. However, this supervision has not been accomplished completely, because there are still numerous violations of legal rules in fulfilling the rights of workers in this project. This study suggests that the government should give a big concern on this case by conducting intensive and continuous monitoring regularly, giving verbal and written warnings, and providing sanctions if required.

Abstract

This is a case study at the Office of Religious Affairs (KUA) in North Aceh District. The research is expected to obtain valid information regarding the implementation of the Regulation of the Minister of Religion of the Republic of Indonesia Number 11 of 2007 concerning Marriage Registration and obstacles or obstacles in its implementation. Besides, it aims to understand and observe closely the process of implementing this regulation so that the marriage service process can be carried out in accordance with the contents of the PMA (Regulation of the Minister of Religion). The descriptive qualitative method was employed in collecting the data in this study. The results revealed that the registration of marriages had adopted the regulations stipulated in PMA No. 11 of 2007, although there were still deficiencies and obstacles in the field, both internal and external problems. However, all obstacles and challenges can still be overcome and controlled, so that the implementation of PMA No. 11 of 2007 can still be carried out even though it is not as perfect as expected.

Abstract

The purpose of this research is to identify and describe the evaluation of the Family Hope Program (PKH) along with the obstacles that occur in the evaluation of reducing poverty. The approach used in this study was a descriptive qualitative method. The technique of obtaining data is attained through observation, interviews, and documentation. The results of the study determined that in Dewantara District (North Aceh), 1,929 beneficiary families received conditional social assistance and 133 families who were already prosperous. Besides, there are 8 assistants for the PKH and 1 Coordinator for Dewantara District. The conclusion is that the evaluation of the PKH has not been realized effectively, there are still very poor households that have not received assistance, inaccurate statistical data in the field are found data on the well-off people and data on the poor, children in education who do not meet the 85% attendance requirement, there are obstacles in the process of disbursing funds, changing the period of the village apparatus, beneficiary families not participating in socialization or routine meetings, as well as diverting funds to buy basic daily needs not for educational needs. It is hoped that they can find the best way so that the community can receive the assistance as expected
