Jurnal Kependudukan Indonesia (JKI) is published by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI).JKI publishes research articles (in English and in Bahasa) and book reviews and publishes twice a year covering issue related to population studies. We are pleased to invite your participation to contribute article with various issues such as Population Mobility, Fertility, Mortality, Youth and employment, Family, Ageing, Population and Health, Human Resources; Employment; Education, Human Ecology, Population and Climate Change, Population and Disaster. Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

The regional autonomy gives opportunities to the local government to make policy and program regarding human resources devel9pment based on its natural resources and the needed of its society. Human resources development has a strategic position if it is directed accordingly to the natural resources potentials. This is because human resource with good quality will able to save the environment preservation. Using quantitative and qualitative approach, this article aims to describe the potential natural resources and human resource development in Bangka District. The discussed aspects would be related to the potential of the natural resources, which connected to the regional's development program, including human resource development. The results of this study show that the lack quality ofhuman resources in research area needs the improvement of education and skill. Moreover, the empowerment of society in coastal area, through skill's improvement as an anticipation of post tin-mining production in Bangka District should be done.Keywords: regional autonomy, human resources and natural resources

Abstract

This paper aims to explore the importance of human resources for the development of enterprises in Indonesia. Analysis in this paper is based on secondary data and desk reviews. Data showed that number of public enterprises in Indonesia has been developed rapidly since the early of pelita I, but it was not followed by improved performance of public enterprises. The empiric facts showed that most public enterprises lose money so they burden on the regional development budget. Many factors were associated with low performance of public enterprises such as human resources as the main factors for the performance of the company. Improving human resources can be made through the procurement function, development, compensation, integration and maintenance. Procurement workforce in the public enterprises should be avoided from corruption, manipulation and nepotism, so public enterprises could recruit competent employees. If these functions run properly, public enterprises would be able to obtain the human resources who are competent to improve the performance of public enterprises. Good performance of public enterprises, such as PDAM in Bogar can be a model of corporate development of other enterprises region in Indonesia.Keywords: human resources, public enterprises, company performance

Abstract

The threat of a global crisis that began to be felt now estimated to have a ~ignificant impact on employment issues, but not so with the agricultUral sector in Indonesia. The decline in aggregate demand leads to slowing growth in real sector and must have a direct effect on employment. Predicted unemployment would rise and certainly has implications for the stability of national economy. Therefore it needs a variety of anticipation, including with fiscal stimulus to reduce the perceived impact of the Indonesian economy. It is the general case that the declfue in activity in the formal sector because of the crisis caused many workers to switch to the informal sector, particularly agriculture. Proven agricultural sector during the economic crisis and still be positive growth and not much affected by the crisis. However agriculture remains a vital sector, given the role of national food security .. Slowing the formal sector activity causes land conversion from agricultural land to non-agriculture will be reduced. In addition, the output of the agricultural sector will increase and of course the national food security is expected to still be maintained.Keywords: labor, agriculture, unemployment, food security, global crisis, fiscal stimulus.

Abstract

The right of education for all, in Indonesia has been mandated in some articles of the Indonesian constitutions. To fulfill this mandate, the Indonesian government emphasis that 20% budget have to be allocated for the development of education. Through those high budgets, education in Indonesia is expected to increase its quality. But that goal has not been achieved as fully as expected. Some people, especially which came from poor family and isolated area, still having the obstacles of education accessibility. The budget leaking the education sector, influence the quality of education services for poor people. The aim of this article is to discuss the problems of education development achievement and the implication of corruptions in education sector~ In reality, the institutions of education are facing many corruption problems, but actually this institution is a strategic media to internalization values of anticorruption to fight against the corruption. Students which will become the successor of this country should be taught and forced to have a nerve to fight against the corruption. For those reasons above, the education's substances of anticorruption need to be given for students earlier. Moreover, the improvement of governance in education sector need to be done, through opening the public's participation to encourage the transparency and accountability ofbudget control, and also formulate the education policy in order to avoid the misappropriation of education budget.Keywords : Development of education, corruption and regional autonomy

Abstract

The aim of this article is to analyze the patterns of labour utilization in Temanggung Regency rural areas. The study shows that there are significant differences oflabour utilization between two typological villages in the rural areas ofTemanggung Regency. The labour force which can be categorized adequately utilized in the lowland area was higher than in the highlands area (70% and 50%). Generally the unemployment rate in the lowland area was lower than in the highlands area. The labour force which categorized as underutilization by hours was lower in the lowland area than in the highlands area. The similar pattern was also found among underutilization of labour force by hours and income. Generally, it can be concluded that the utilization of labour force in the low land villages were higher than in the highlands villages. The main source of information for this study came from Disguised Unemployment in Temanggung Regency Rural Areas, in 2008.Keywords: Employment, Empowerment, Rural Area
