Global South Review is a social and political journal that aimed to provide academic and policy platform to exchange views, research findings, and dialogues within the Global South and between the Global North and the Global South. Global South Review examines all the issues encountered by Global South in the context of current international justice, security, and order. The journal focuses, but not exclusively, on the role of Global South in global politics; the rise, demise, and possible revival of South-South internationalism and Bandung Spirit; and the dynamics of relations between Global South and Global North. Authors may submit research articles and book reviews in related subjects.

Abstract

This writing is the writer’s objections against Peter Van Ness’ claim on realist paradigm. In reference to Thomas Kuhn’s paradigm shift, Van Ness argued that realism, as what Kuhn would call “normal science” in international relations theory, is in a crisis because of its inability to explain some anomalies. According to Van Ness, rampant number of states doing security cooperation is enough to call realism is in a crisis as a paradigm. Through several cases on international anarchy, the writer argues that realism is still relevant and worthy to be called a paradigm in Kuhnian category.

Abstract

The relations between two great nations, the United States and China, have attracted the attention of many. Different in several aspects, both countries face a number of challenges and problems in their relationship, ranging from misperception, mutual distrust, and the potential for conflict in the South China Sea as well as East China Sea. The leaders of both countries have difficult task to drive the bilateral relations positively for mutual benefit. This article demonstrates that while to some extent their differences are difficult to settle, they need to be put aside to build mutual trust as a basic ground for cooperation. Unfortunately, it seems that their relations in the future has still characterized, among others, by the absence of the will to understand each other.

Abstract

China is a major actor in the Asia Pacific region and global because of its economy, politic, military, social and cultural capabilities. In world history, this position has been built through several stages. In the Post-World War II, China was considered dangerous despite its inability to show diplomatic influence in international relations, especially with the United States and its allies.  It was only after 1980, after Deng Xiaoping came to power, China began to increase their influence through a variety of domestic and international policies. As a result, China’s existence has been increasingly recognized in various fields. Domestically, China considers that the increase of its multisectoral capability as an effort to put China on an equal footing with other actors that have better capabilities. In contrast, for the other states, the increase of China’s ability has been perceived as a threat because it raised China’s bargaining power. Thus, it is crucial for China to convince others that its progress is not a threat. In improving its capabilities, China formulated an international strategy in both regional and international level. Therefore, China sought to implement these strategies by improving its relationship with other actors.

Abstract

The main purpose of this research is to discuss about Japan’s foreign policy taken in ODA and the decision to have its foreign aid shifted towards more humanitarian issues, such as human security. This research will attempt to answer the question: how does the shift in Japan’s foreign aid influence the recipient countries in terms of Human Security? To measure such influence of policy, this research chose one of the elements in human security, which is health and selected six countries from Asia and Africa as the ODA’s recipient regions. There will be two focuses in this research. First, explaining the reason and the influence of the shift in Japan’s foreign policy to human security. Second, arguing the motivation behind the shift as well as Japan’s actual priority.

Abstract

This research aims to provide a description that the emergence of resistances which committed by Muslim Rohingya in Burma-Myanmar is a result of discriminatory policy. Where there are differences pattern of resistance which carried out during 64 years or two periods of the government, namely Military Junta and Democratic Transition era. This research was based on cases of discrimination against Muslim Rohingya in Burma-Myanmar. Cases about discrimination which Muslim Rohingya accepted could be the basis of their resistance. Their resistance is not just physical but also tended to be subjective. The pattern differences factor is signaled caused by the change in government or an era. Besides, the majority reported news showed about their suffering, not about what have they done responding the policy or discriminatory treatment against them.

Abstract

The article examines the similarities and differences in terms of women representation in the parliaments of Indonesia and South Korea. With the methods of literature study, the author constructs the factors inhibiting women's involvement in politics in Indonesia and Korea as a member of the legislature. From 1996 to 2014, Indonesia has more women MPs ratio than Korea. Exceptions only occur in 2004, in which the ratio between women and men in Korea's national parliament surpassed Indonesia. In this article the author argues representation of women in parliament both in Indonesia and South Korea are very influenced by political culture and recruitment system by political party. Both countries apply a minimum quota of women as legislators, as one initiative helps bridging the gender ratio in parliament. However the two Asian countries have not yet succeeded in achieving these targets.

Abstract

Buku ini sangat direkomendasikan tidak saja bagi mahasiswa dan pemerhati, tetapi juga bagi pembuat kebijakan dalam isu-isu keamanan maritim dan hukum laut. Khusus bagi studi Hubungan Internasional, buku ini menawarkan pendekatan trans-disciplinary yang dimulai dengan pertanyaan kritis tentang evolusi hukum laut melalui (re-)konstruksi keamanan, permasalahan, dan tantangan kontemporer hingga arah perubahan kebijakan. Fokus pada analisa perangkat hukum, buku ini menggunakan pendekatan historis untuk memahami proses, diskursi tentang keberlanjutan (continuity) dan perubahan kepentingan negara di laut. Meski buku ini seakan melegitimasi dominasi perspektif negara dalam pendefinisian keamanan seperti yang dikatakan oleh Michael Reisman dalam kata pengantarnya, tetapi penulis, Natalie Klein, berhasil meyakinkan pentingnya pendekatan konstruktivisme dalam memformulasi pertanyaan riset dan menghadirkan analisa kritis.Ulasan buku ini akan dipaparkan dalam tiga bagian. Pertama, tentang pendekatan penulis dalam memetakan permasalahan maritim dan pengaturannya oleh negara. Kedua, mengulas struktur paparan di buku ini yang menggunakan pendekatan tematik. Bagian terakhir membahas kritik dan relevansi buku ini dengan kondisi di Indonesia, termasuk saran yang berkaitan dengan agenda lanjutan bagi diskursi dan riset keamanan maritim dan hukum laut.

Abstract

Berbagai diskusi politik dewasa ini telah membangkitkan kembali sebuah konsep “klasik” dalam teori Hubungan Internasional (HI), yaitu “kepentingan nasional”. Konsep ini menjadi kata kunci paling penting bagi penganut pendekatan realisme yang memang sangat percaya pada “kedaulatan negara” sebagai satu-satunya aktor/entitas dalam HI. Secara lebih luas, istilah “kepentingan nasional” juga terutama muncul dalam dokumen-dokumen kebijakan di berbagai kementrian, terutama Kementrian Luar Negeri dan Kementrian Pertahanan, serta menjadi salah satu doktrin yang memandu pelaksanaan politik luar negeri di banyak negara.Namun, secara konseptual istilah ini juga menyisakan pertanyaan penting: apa yang dimaksud dengan “kepentingan nasional” ini? Kendati sering sekali didiskusikan dalam teori HI kontemporer, pada dasarnya istilah ini masih dengan serius diperdebatkan.
