Abstract

The rapid development of technology requires the government, including the One-Stop Integrated Administration System (SAMSAT), to integrate technology into their services. The One-Stop Integrated Administration System (SAMSAT), has developed various systems, one of which is the National Digital Samsat (SIGNAL). However, the implementation of this system brings concerns regarding user acceptance. The study was conducted to determine the level of acceptance and what factors influence the SIGNAL application at Samsat UPTB 1 Palembang using MTAM (Mobile Technology Accepted Model). This study uses a descriptive quantitative method with data collection methods that will be carried out, namely through interview techniques, questionnaires, and observation. The population and sample in this study are active SIGNAL users at Samsat UPTB 1 Palembang with a simple random sampling technique. The population of SIGNAL users is 9335, so the sample calculated using the Slovin formula, assuming a 95% reliability level, obtained a sample of 384 respondents. Data analysis used PLS-SEM with the Smart-PLS 4 tool. The results of the study showed that the level of acceptance of the SIGNAL application by the community at Samsat UPTB 1 Palembang was classified as accepting, with an average value of 3.23 from 384 respondents. Based on the MTAM analysis, it was found that the variables Mobile Usefulness and Mobile Perceived Financial Resources had a positive effect on Behavioral Intention, while Mobile Ease of Use had a negative effect. On the other hand, the variables Mobile Perceived Compatibility, Mobile Perceived Security Risk, and Mobile Perceived Trust did not show any effect on Behavioral Intention. In addition, Mobile Perceived Compatibility had a negative effect on Mobile Usefulness, while Mobile Perceived Financial Resources had a positive effect on Mobile Usefulness. As for Mobile Ease of Use, only Mobile Perceived Financial Resources had a positive effect, while Mobile Perceived Compatibility had no effect.

Abstract

This study develops an integrated digital platform architecture as a systemic response to two structural challenges in the Kebumen Geopark: the economic exclusion of Micro, Small, and Medium Enterprises (MSMEs) from the digital tourism value chain, and the fragmentation of mobility services that reduce operational efficiency and visitor experience. Using a conceptual design methodology grounded in Critical Interpretive Synthesis (CIS), Comparative Policy Analysis (CPA), and contextual needs mapping, the study identifies three critical interdependencies between MSME empowerment, smart mobility, and parking management. These interdependencies form the basis of a validated integration architecture that, based on simulation and expert review, reduces average visitor wait times by 18% and increases MSME digital participation by 27%. The platform integrates modular components for MSME visibility, mobility optimization, and participatory governance through data-driven decision support. Validity was established through expert interviews (N=15) involving digital tourism practitioners, policymakers, and system designers, complemented by comparative analysis with five leading global smart tourism models (Jeju, Smart Santander, Magelang, Banyuwangi, and Yogyakarta). Theoretically, this research advances the Smart Tourism Ecosystem framework by embedding civic-oriented governance and data sovereignty into the system design. Practically, it delivers a replicable Public Digital Infrastructure (PDI) blueprint for inclusive and sustainable tourism governance in geoparks and similar non-urban destinations.

Abstract

Digital transformation drives the adoption of e-procurement systems as a strategic instrument for enhancing efficiency, transparency, and corporate governance. However, the realization of these benefits is critically dependent on the technical performance and reliability of the system in use. This study aims to conduct a quantitative evaluation of the performance and reliability of the e-procurement website belonging to PT XYZ, a private company in Surabaya, utilizing the international software quality standard framework ISO/IEC 25010. The primary contribution of this study lies in the methodological synthesis that maps empirical performance metrics generated via load testing with Apache JMeter onto the characteristics of Performance Efficiency and Reliability. The testing was conducted on two critical transactional scenarios, namely new user registration and login, with varying virtual user loads (10, 50, and 100 users). The metrics analyzed included response time, throughput, and error rate. The test results indicated that the system exhibited excellent time-behaviour in the login scenario, with an average response time of 562 ms under a 100-user load, which falls within the "excellent" category according to industry benchmarks. The most significant finding was the consistent 0% error rate across all scenarios, affirming a perfect level of availability and fault tolerance. Consequently, it is concluded that the PT XYZ e-procurement website meets the essential software quality criteria to support critical B2B business processes, and the methodology employed can serve as a robust evaluation model for similar corporate systems.
