Abstract

This research is motivated by the crucial role of process standards in the 2013 Curriculum as a reference for creating active, creative, and student-centered learning. However, their implementation in the field often faces obstacles. The gap between the ideal goals of process standards and the reality of their implementation, such as a lack of teacher understanding and limited resources, prompted this evaluation. The focus of the research is to evaluate the effectiveness of implementing the 2013 Curriculum process standards in improving the quality of learning. This study used a qualitative method with a library research approach, analyzing various literature such as books, journals, and official documents related to the implementation of process standards. Data analysis was conducted using content analysis. The results of the study indicate that the K13 process standards conceptually have a positive impact, encouraging a scientific approach and active learning. However, key findings reveal that their effectiveness is highly dependent on teacher readiness in planning (lesson plan), implementing (variative methods), and assessing learning. Significant obstacles include a lack of teacher training, difficulties integrating a scientific approach and authentic assessment, and limited supporting resources. It was concluded that the K13 process standards have the potential to improve learning quality, but their effectiveness is not yet optimal and requires ongoing teacher training and facility improvements to achieve maximum results. ABSTRAKPenelitian ini dilatarbelakangi oleh peran krusial standar proses dalam Kurikulum 2013 sebagai acuan untuk menciptakan pembelajaran yang aktif, kreatif, dan berpusat pada siswa, namun implementasinya di lapangan sering menghadapi kendala. Adanya kesenjangan antara tujuan ideal standar proses dengan realitas pelaksanaannya, seperti kurangnya pemahaman guru dan keterbatasan sarana, mendorong evaluasi ini. Fokus penelitian adalah mengevaluasi efektivitas penerapan standar proses Kurikulum 2013 dalam meningkatkan kualitas pembelajaran. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi pustaka (library research), menganalisis berbagai literatur seperti buku, jurnal, dan dokumen resmi terkait implementasi standar proses. Analisis data dilakukan menggunakan analisis isi (content analysis). Hasil kajian menunjukkan bahwa standar proses K13 secara konseptual berdampak positif, mendorong pendekatan saintifik dan pembelajaran aktif. Namun, temuan utama mengungkap bahwa efektivitasnya sangat bergantung pada kesiapan guru dalam merencanakan (RPP), melaksanakan (metode variatif), dan menilai pembelajaran. Kendala signifikan meliputi kurangnya pelatihan guru, kesulitan mengintegrasikan pendekatan saintifik dan penilaian autentik, serta keterbatasan sarana pendukung. Disimpulkan bahwa standar proses K13 berpotensi meningkatkan kualitas pembelajaran, namun efektivitasnya belum optimal dan memerlukan pelatihan guru berkelanjutan serta peningkatan fasilitas agar dapat tercapai secara maksimal.

Abstract

This research is motivated by the high number of cases of sexual violence against children in Indonesia, including in elementary schools, as recorded in 2024 data from the Ministry of Women's Empowerment and Child Protection (KemenPPPA) and the Indonesian Child Protection Commission (KPAI). The urgency of child protection, while the perceived suboptimal implementation of existing policies, constitutes a major gap. Therefore, this research focuses on analyzing the urgency of government policies on sexual violence prevention education in elementary schools and identifying barriers to their implementation. Using a descriptive qualitative method with a literature review approach, this study examines regulations (such as Law No. 12/2022 on the Child Protection and Child Protection (TPKS) and Regulation No. 46/2023) and empirical data, analyzed using Mazmanian and Sabatier's implementation theory. The results indicate that although the legal basis exists, its implementation is suboptimal. Key findings reveal obstacles such as a lack of clear technical guidelines, limited teacher capacity, cultural resistance to sexuality education, and weak coordination between institutions. It concludes that policy strengthening through technical regulations, teacher training, social paradigm shifts, and cross-sectoral coordination are essential for effective and sustainable sexual violence prevention education in elementary schools. ABSTRAKPenelitian ini dilatarbelakangi oleh tingginya kasus kekerasan seksual terhadap anak di Indonesia, termasuk di lingkungan sekolah dasar, sebagaimana tercatat dalam data KemenPPPA dan KPAI tahun 2024. Adanya urgensi perlindungan anak namun implementasi kebijakan yang ada dirasa belum optimal menjadi kesenjangan utama. Oleh karena itu, penelitian ini berfokus menganalisis urgensi kebijakan pemerintah dalam edukasi pencegahan kekerasan seksual di sekolah dasar serta mengidentifikasi hambatan implementasinya. Menggunakan metode kualitatif deskriptif dengan pendekatan studi literatur, penelitian ini mengkaji regulasi (seperti UU TPKS No. 12/2022 dan Permendikbudristek No. 46/2023) dan data empiris, dianalisis menggunakan teori implementasi Mazmanian dan Sabatier. Hasil penelitian menunjukkan bahwa meskipun dasar hukum telah ada, implementasinya belum optimal. Temuan utama mengungkap hambatan berupa kurangnya pedoman teknis yang jelas, keterbatasan kapasitas guru, resistensi budaya terhadap pendidikan seksualitas, dan lemahnya koordinasi antar lembaga. Disimpulkan bahwa penguatan kebijakan melalui regulasi teknis, pelatihan guru, perubahan paradigma sosial, dan koordinasi lintas sektor sangat diperlukan agar edukasi pencegahan kekerasan seksual dapat berjalan efektif dan berkelanjutan di sekolah dasar.

Abstract

This research is motivated by the fundamental role of Pancasila Education in shaping national character from an early age, particularly at the elementary school level, and its relevance in the context of the Independent Curriculum. The need to contextually integrate Pancasila values ??in religious-based schools prompted this study. The focus of the research is to analyze the development and implementation of the Pancasila Education curriculum for grade 1 at Rumah Quran Al Ummah Elementary School. Using descriptive qualitative methods, data was collected through observations and interviews to explore learning practices. The research stages included a preliminary study, data collection on curriculum implementation, data analysis, and report preparation. Key findings indicate that the learning was designed in a student-centered and applicable manner, integrating Pancasila values ??through a variety of methods such as interactive lectures, discussions, case studies, role-playing, and projects. Evaluation was conducted holistically (cognitive, affective, and psychomotor). It was concluded that this contextual and experience-oriented approach effectively strengthens the profile of Pancasila learners. The study recommends a responsive curriculum development model that can be replicated in other religious-based elementary schools. ABSTRAKPenelitian ini dilatarbelakangi oleh peran fundamental Pendidikan Pancasila dalam membentuk karakter bangsa sejak dini, khususnya di tingkat sekolah dasar, dan relevansinya dalam konteks Kurikulum Merdeka. Adanya kebutuhan untuk mengintegrasikan nilai-nilai Pancasila secara kontekstual di sekolah berbasis keagamaan mendorong studi ini. Fokus penelitian adalah menganalisis tata laksana pengembangan dan implementasi kurikulum Pendidikan Pancasila kelas 1 di SD Rumah Quran Al Ummah. Menggunakan metode kualitatif deskriptif, data dikumpulkan melalui observasi dan wawancara untuk mengeksplorasi praktik pembelajaran. Tahapan penelitian meliputi studi pendahuluan, pengumpulan data implementasi kurikulum, analisis data, dan penyusunan laporan. Temuan utama menunjukkan bahwa pembelajaran dirancang secara student-centered dan aplikatif, mengintegrasikan nilai Pancasila melalui metode variatif seperti ceramah interaktif, diskusi, studi kasus, bermain peran, dan proyek. Evaluasi dilakukan secara holistik (kognitif, afektif, psikomotorik). Disimpulkan bahwa pendekatan yang kontekstual dan berorientasi pengalaman ini efektif memperkuat profil pelajar Pancasila. Penelitian merekomendasikan model pengembangan kurikulum responsif yang dapat direplikasi di sekolah dasar berbasis keagamaan lainnya.
