Abstract

This research was to find out the Implementation of the Micro, Small and Medium Enterprises (MSME) Development Strategy Program in the Economic Section of Palembang Regional Secretariat. This research was a qualitative research using a descriptive approach. Collecting data was taking by in-depth interviews, observation and documentation. The data were analyzed by qualitative data analysis techniques. Based on the results of the study, there were three indicators, (1) the making of Integrated Information. The development of integrated information could make easier for public to communicate with the government, such as related to licensing process and the development of MSMEs through programs issued by government. The website provided as an integrated information target was https://hallo.palembang.go.id and https://lapor.go.id. (2) The establishment of a MSME Consulting and Development Center. The Economic Section of Palembang Regional Secretariat is a local government agency that provided a consultation center in collaboration with the Cooperatives and MSMEs Service Palembang, but in its implementation there were not many visitors came to the place. In addition to consultation center, the strategy conducted by obtaining aspirations from the community related to business development in Palembang was establishing associations through MUSRENBANG from village to sub-district levels which were driven by Regional Planning Agency Palembang. Moreover, the Economic Section of Regional Secretariat Palembang in collaboration with the Cooperatives and MSME Service could also choose priority activities and conducted industrial and trade development planning that led to the priority of real community needs and in accordance with the potential conditions of the districts. (3) The Joint Marketing System, in this case the Economy Section of Palembang Regional Secretariat worked with the Cooperatives and MSME Service of Palembang had been able to implement a strategy to create a joint marketing system for SMEs in Palembang, one of which was by creating a Forum with the Regional Crafts Council Palembang (DEKRANASDA) which existed in Palembang. This forum accommodated all MSME products. In addition to the Forum, the Regions that provided joint marketing through Local and Regional Level Exhibitions were held once a year, they were the anniversary of Palembang and the anniversary of the Province of South Sumatra.

Abstract

Penelitian ini merupakan penelitian deskriptif kualitatif. Proses pengumpulan data menggunakan tehnik dokumentasi, studi perpustakaan, observasi dan juga kegiatan wawancara. Data yang berhasil dikumpulkan kemudian dianalisis melalui tahapan reduksi data, penyajian data, kesimpulan sementara dan kesimpulan akhir. Adapun hasil penelitian ini yaitu semua hal ini terdapat dalam aplikasi GIWANG, baik informasi mengenai beragam objek wisata, produk unggulan dan juga faslitas layanan pendukung hingga fasilitas secara offline dan online yang disajikan merupakan perwujudan bentuk komunikasi pemasaran pariwisata yang baik yang telah disediakan oleh Pemerintah Provinsi Sumatra Selatan. Pada aplikasi ini juga memberikan fasilitas agar pengguna aplikasi ini dapat berkomunikasi secara langsung dengan pemerintah terkait sesuai dengan kebutuhan. Aplikasi GIWANG sendiri menjawab tantangan kemajuan zaman dengan terus berinovasi yang menghasilkan produk layanan yangbisa dimanfaatkan oleh masyarakat luas baik nasional dan juga internasional sehingga tujuan dari strategi komunikasi pemasaran pariwisata Provinsi Sumatra Selatan dapat bernilai efektif dan efisien baik saat ini maupun dimasa yang akan datang.

Abstract

Perkembangan teknologi informasi dan komunikasi yang pesat telah mengubah cara masyarakat berinteraksi dan mengakses layanan publik. Pemerintah daerah dituntut untuk beradaptasi dengan perubahan ini dengan menerapkan inovasi pelayanan publik berbasis teknologi digital. Namun, implementasi inovasi ini tidak terlepas dari berbagai tantangan. Penelitian ini bertujuan untuk menganalisis tantangan yang dihadapi dan peluang yang dapat dimanfaatkan pemerintah daerah dalam meningkatkan kualitas layanan melalui inovasi digital. Metode penelitian kualitatif digunakan dengan teknik pengumpulan data melalui studi literatur. Hasilnya menunjukkan bahwa meskipun adopsi teknologi digital berpotensi mempercepat proses layanan dan meningkatkan transparansi, tantangan seperti infrastruktur yang terbatas, literasi digital masyarakat yang rendah, serta kebutuhan peningkatan kapasitas sumber daya manusia masih menjadi kendala utama. Penelitian ini juga menyoroti peluang strategis untuk memperluas penggunaan teknologi digital guna mencapai pelayanan publik yang lebih efektif dan responsif di Pemerintah Daerah.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui dampak kemampuan dan stress kerja terhadap kinerja karyawan PT.Kedamaian Palembang. Rumusan masalah apakah dampak dari kemampuan dan stress kerja berpengaruh baik secara simultan maupun parsial terhadap kinerja karyawan PT. Kedamaian Palembang.Populasi dalam penelitian sebanyak 44 karyawan. Data yang digunakan dalam penelitian ini terdiri dari data primer dan data sekunder. Teknik pengumpulan data dilakukan melalui kuesioner dan dokumentasi. Metode analisis yang diterapkan adalah regresi linier berganda, disertai dengan pengujian instrumen berupa uji validitas dan uji reliabilitas. Hasil uji hipotesis menunjukkan bahwa kemampuan dan stres kerja memiliki pengaruh positif yang signifikan terhadap kinerja karyawan PT. Kedamaian Palembang, baik secara simultan maupun parsial. Hasil penelitian ini diharapkan dapat memberi masukan dan membantu perusahaan untuk mningkatkan kemampuan kerja dan mengurangi stress kerja sehingga dapat meningkatkan kinerja karyawan pada PT.Kedamaian Palembang. Kata Kunci: Kemampuan Kerja,Stres Kerja,Kinerja Karyawan. ABSTRACT This research aims to determine the impact of ability and work stress on the performance of employees of PT.Kedamaian Palembang.The formulatiom of the problem is whether the impact of Ability and work stress influence both simultaneously and partially on the performace of employees Of PT.Kedamaian Palembang. The population in the study was 44 employees. The data used in this study consists of primary and secondary data. Data collection techniques include questionnaires and documentation. The analysis method applied is multiple linear regression, accompanied by instrument testing through validity and reliability tests. The hypothesis testing results indicate that both ability and work stress have a significant positive influence on employee performance at PT. Kedamaian Palembang, both simultaneously and partially. The results of this research are expected to provide input and help companies to improve work ability and reduce work stress so that they can improve employee performance at PT.Kedamaian Palembang. Abstract

This research is motivated by the high number of cases of sexual violence against children in Indonesia, including in elementary schools, as recorded in 2024 data from the Ministry of Women's Empowerment and Child Protection (KemenPPPA) and the Indonesian Child Protection Commission (KPAI). The urgency of child protection, while the perceived suboptimal implementation of existing policies, constitutes a major gap. Therefore, this research focuses on analyzing the urgency of government policies on sexual violence prevention education in elementary schools and identifying barriers to their implementation. Using a descriptive qualitative method with a literature review approach, this study examines regulations (such as Law No. 12/2022 on the Child Protection and Child Protection (TPKS) and Regulation No. 46/2023) and empirical data, analyzed using Mazmanian and Sabatier's implementation theory. The results indicate that although the legal basis exists, its implementation is suboptimal. Key findings reveal obstacles such as a lack of clear technical guidelines, limited teacher capacity, cultural resistance to sexuality education, and weak coordination between institutions. It concludes that policy strengthening through technical regulations, teacher training, social paradigm shifts, and cross-sectoral coordination are essential for effective and sustainable sexual violence prevention education in elementary schools. ABSTRAKPenelitian ini dilatarbelakangi oleh tingginya kasus kekerasan seksual terhadap anak di Indonesia, termasuk di lingkungan sekolah dasar, sebagaimana tercatat dalam data KemenPPPA dan KPAI tahun 2024. Adanya urgensi perlindungan anak namun implementasi kebijakan yang ada dirasa belum optimal menjadi kesenjangan utama. Oleh karena itu, penelitian ini berfokus menganalisis urgensi kebijakan pemerintah dalam edukasi pencegahan kekerasan seksual di sekolah dasar serta mengidentifikasi hambatan implementasinya. Menggunakan metode kualitatif deskriptif dengan pendekatan studi literatur, penelitian ini mengkaji regulasi (seperti UU TPKS No. 12/2022 dan Permendikbudristek No. 46/2023) dan data empiris, dianalisis menggunakan teori implementasi Mazmanian dan Sabatier. Hasil penelitian menunjukkan bahwa meskipun dasar hukum telah ada, implementasinya belum optimal. Temuan utama mengungkap hambatan berupa kurangnya pedoman teknis yang jelas, keterbatasan kapasitas guru, resistensi budaya terhadap pendidikan seksualitas, dan lemahnya koordinasi antar lembaga. Disimpulkan bahwa penguatan kebijakan melalui regulasi teknis, pelatihan guru, perubahan paradigma sosial, dan koordinasi lintas sektor sangat diperlukan agar edukasi pencegahan kekerasan seksual dapat berjalan efektif dan berkelanjutan di sekolah dasar.

Abstract

This research began with an interest in leadership studies in the implementation of public administration that occurred during the era of Sultan Mahmud Badaruddin II. The aim is to comprehensively explain religious charismatic leadership in the implementation of the power system of the Palembang Darussalam kingdom during the era of Sultan Mahmud Badaruddin II (1803 – 1821) through a study of the Menteng War manuscript, its transliteration along with analysis. The theories used are Leadership, Legitimacy, Bureaucracy, Public Administration, Public Policy, and Public Management. This research, which is located in the city of Palembang, is library research with a qualitative historical method approach. The primary data in this research is the Menteng War Poetry manuscript and several books published during the reign of Sultan Mahmud Badaruddin II. There is also secondary data in the form of journals, articles, and data from interviews using purposive snowball techniques as support for this research. The analysis techniques used by historical methods are Heuristics (source search process), Verification (source criticism), and Interpretation (analysis in data systems). The results of the research obtained are that in the poetry the use of sentences or words that are shouted during the war such as the Gift of Allah Subhani, the Gift of God the Almighty, La illahailla'llah, Allahu Akbar the help of Maliku'l Jabbar, the use of the words martyrdom, heaven, angel, castor oil, hell, devil, charm, Sultan is like a warrior, Palembang people are like eagles, words that show that the Sultan is intelligent, a war strategist, motivating transmits positive energy, very wise, has compassion and forgives (forgives), which is very strong as a value in religious charismatic leadership. Also, various decrees of the Sultan show the existence of public policy, legitimacy, and bureaucracy that had occurred at that time.
