Abstract

In order to improve public welfare and enlight nations, electricity power is part of importantproduct for a country. As one of benefecial natural resources which is dominate society, electricity powerwas needed to enrich the society. In case of coverage the need of electricity power fairly and encourage thecapability of a country in supply of electricity power, the license can be given to the government companyto provide electricity power based on the license of electriciy power. In order to increase sustainabledevelopment whis is has environment perspective in electricity sector, it was needed optimal and effecienteffort in using domestic energy resources that has “go green” symbol and effecient technology to guaranteeelectricity supply. The existence of electricity is most influence of the society activity. Because of that, thegovernment has to arrange a policy which is conduct the company in provide electricity power.

Abstract

The giving of autonomy to a region was a trial to cover the development in every sector. Havingautonomy, each region has right to arrange its own mission and control the development in its region byusing its own budget so that the regional and sectoral development could be balance by increasing theparticipation of society. The development is natural process in getting thepurpose of the country, the welfarein whole soceity. The welfare was indicated by increasing income. In creasing income was related to increasingproductivity. It natural process can be done if the development assumptions whether the job opportunity orparticipation applied well. Everybody has equal productivity and rational behaviour.

Abstract

Conflict is often seen as a destructive event (destruktitif) and harm the public. In fact the conflictis a normal process in society other than the process of competition and consensus or harmony. In this casethe conflict is defined as “differences of opinion between two or more parties (groups)”. Conflicts can beaccompanied by violence (physical, war) or non-violence (“war of words”, “conflict law”). In this case theconflict can also be a purpose to destroy or defeat the opponent or as a way to reach the goal.

Abstract

The service was a duty that must be done by a official government as a society officer. Kantorpelayanan terpadu (kpt) in pekanbaru city is was built for giving public services that has good quality, fastservice beuracracy and cheap. This article try to explain about the public service in making birth certificateand analyze the barrier sectors at Kantor Pelayanan Terpadu (KPT) in pekanbaru city. This article showsthat the public services at Kantor Pelayanan Terpadu (KPT) in pekanbaru is not good enough. It can beknown from the unfinished birth certificate in time exactly, uncovenience situation because of the unsuretime and unfriendly officer in serving.

Abstract

The changing of municipal revenue budget system since 2003 has been made significant changeto the behaviour both of government and employee and legislative member. Traditional budget (line item)that has been used for years, actually had inefficiency and uneffectiveness that finally shows the greedy ofthe budget. The implementation of the budget based on activity, gave many problems and barriers especiallyto the government in Rokan Hilir. This article try describe the problems and the barriers.
