Abstract

This study aims to describe the implementation of market management in the District Ujungbatu Rokan Hulu. This policy is implemented as Rokan Hulu Government's efforts to take care of the problem in every district government administration in Rokan Hulu in the field of management of the market to achieve the objectives that have been planned. Agenda contained in the decree No. 31 of 2008 on the delegation of authority management and market development to the District. The success of a program is to implement a policy or program policy based on the theory proposed by George C. Edaward III suggests that there are four factors that influence the success of a policy. The usefulness of this study are as material information on how the policy implementers in implementing policies that have been present in the market management in the District Ujungbatu to provide input to the government especially in the implementation of the policy and toknow the shortcomings and obstacles that occur. The method used in this study is qualitative methods of data that can not be realized in the form of figures but rather in the form of an explanation that describes the shape of the state, process, certain events. Data collection techniques using interview techniques and documentation. From the results of the qualitative descriptive data analysis of the implementation is in the district market management policies Ujungbatu categorized Rokan Hulu has not been successful. This is evident from a comparison between the target and the realization in the market levies, the absence of guidance provided to the market management, the absence of strict sanctions for merchants who pay late or do not pay the levy markets, low market awareness trader in pay the levy. Abstract

The national health guarantee program that under shade of BPJS kesehatan which has the kinds of healty service these are new program which made by Kementrian Kesehatan RI. Health service of BPJS will be held on Januari 1 st 2014, which has main purpose: to fulfill health society’s need that will given to every people who has paid the contribution or paid by goverment. By this program , every people will get health service.The theory used in this research is the process of communication or socialization according to Harold Laswell, who explained that in process of communication or socialization is answer the questions, who, says what, in which channel, to whom, with what effect. This research uses qulitative research methods, and the data collecting is obtained from the documentation and circumstantial to informan.After finishing this research, the implementation of development communication JKN by BPJS Kesehatan with the kinds of activities that supporting the implementation of communication still out of maximum, it’s because realization of sosialiszation is not spread over to all people even BPJS Kesehatan kota Pekanbaru already giving kinds of health program service. It also founded factors which influence the implementation development program JKN BPJS Kesehatan in Pekanbaru. Those factor are technical disturbance, semantic disturbance, limitation of human resourches in implementing sosialiszation, the limitation of tools and infrastructure support. The suggestion of implementation development communication of JKN BPJS Kesehatan program, and then it must more upgrade the socialiszation have to give periodicly to the society and service has to more completely and tools and infrastructure health which support this program.Keywords : National Health Of Guarantee, Implementation Program, Health Services

Abstract

This research based on of a problem from a phenomenon that happened at TampanDistrict Office, Pekanbaru. The phenomenon that happened there is employees, who lessdiscipline. This case is seen from some employees who do service in making indemnity letterat Tampan District.The purpose of this research is to find out how discipline the employee of civil servantemployees in making service of indemnity letter and what factors that affect the civil servantemployees at Tampan District Office, Pekanbaru. This research used discipline theory fromMalayu S.P Hasibuan and to find out the factors that affect the of employee’s discipline.The result of this research showed that, the discipline of civil servant in makingservice of indemnity letter at Tampan District Office Pekanbaru, have done, but there aresome aspect that is not as appropriate as wishing. The deviation of employees in service isthe priority attention, and the influencing factors like the lack of observation by the leader,uneffective attendance list and the influencing factors like the lack of applying disciplinepenalization for the employees of Tampan District Office, Pekanbaru.Keywords: Discipline, Employee Discipline and Service

Abstract

This research is a study describing a road sweeper Work Management workers in charge of cleaning the main streets in the city of Pekanbaru. Based on field observations, problems that occur is the lack of control by the foreman of personal protective equipment for health and safety street sweeper. The research objective is to determine and analyze the Work Management road sweepers who were recruited by the Department of Hygiene and Pekanbaru city as well as to identify and analyze the factors that affect Work Management Sweepers Road in the city of Pekanbaru.The concept used is the theory that management at the start of the planning, organizing, implementation and monitoring. This study uses qualitative research methods with an assessment of descriptive data. In data collection the author uses interview, observation and documentation. By using key informants as a source of information and analysis of data.The results of this study lead to the conclusion that the street sweeper work management in the city of Pekanbaru conducted by the Department of Hygiene and Pekanbaru in organizing a street sweeper performance includes the steps of planning, organizing, implementing, and monitoring. Then the factors that affect the pace Department of Hygiene and Pekanbaru, factors expected implementation of standard operating procedures foreman crack down street sweepers workers who work not in accordance with standard operating procedures. Abstract

Regional Public Hospital ( RSUD ) of Teluk Kuantan is a type of class C Hospital. This hospital is one of the government agencies designated as providers of social security programs especially to improve the quality of health care at the Regional Public Hospital( RSUD ) Teluk Kuantan. However, there are still some problems in the health services provided by the Regional General Hospital of Teluk Kuantan to patients BPJS participants. This was revealed because there are many complaints from patients of BPJS participants not satisfied with the health services provided. As the limitations of existing drugs in the Hospital so that patients have to pay for healthcare BPJS participants to other pharmacies, doctors delay in providing services so that patients have to wait a long time, and still feel the injustice of their patients get the service. Based on this, the researchers is interested in examining how Quality of Service for Participants of Social Security Administrator (BPJS) in the Regional Public Hospital of Teluk Kuantan.The theory used in this research is the theory of service quality by Zeithaml et al with views through five service indicators, namely: (1). Tangible (2). Reliability(3).Responsiveness(4).Assurance(5).Empathy. This reserach aims to determine the quality of service and the factors that affect the Quality of Service for Participants of Social Security Administrator (BPJS) in the Regional Public Hospital of Teluk Kuantan. This reserach used a qualitative approach. Informants in this reserach is the Head of Service Regional General Hospital of Teluk Kuantan, BPJS service officer at the Regional General Hospital of Teluk Kuantan, doctors, nurses and patients BPJS participants.Quality of Service for Participants of Social Security Administrator (BPJS) in the Regional Public Hospital of Teluk Kuantanhave not been felt to the fullest. It is seen from the supply of medication to participants BPJS very limited, facilities and infrastructure are inadequate, as well as the schedule of services is not timely. While the factors that affect the quality of Service for Participants of Social Security Administrator (BPJS) in the Regional Public Hospital of Teluk Kuantan is a factor of funds and facilities and infrastructure.Keywords: Quality of Service, Participants of BPJS

Abstract

The program implementation of rural infrastructure strengthen refers to aid program that is given by Bengkalis regency government to all villages in Bengkalis regency to increase the quality of rural infrastructure. The aims of this program are to increase donation and the basic infrastructure needs of rural society through program of society endeavoring but in reality get many deviations of rural infrastructure foundation. It is caused of foundation control lacking. The aims of this research is to know and analyze management implementation of infrastructure strengthening program in West Tasik Serai Pinggir subdistrict Bengkalis regency on 2014.The basic theory was management that included planning, organization, implementation and supervisor. In analyzing the data the researcher used George R. Terry theory. This research was qualitative that focus on descriptive. In collecting the data, the writer used interview, observation, and documentation. This research used key informers as the information sources tringulasi technique as the sources in data validity testing. After doing this research, the writer found that the implementation management of strengthen program of rural infrastructure was not good. There was many deviations in the implementation of local society organization formation (OMS) and also untranfaransi of cost planning calculation (RAB). Besides that there are factors that influenced management implementation like lack of workers (OMS), there was effort and mutual cooperation from society, untranfaransi of cost planning calculation (RAB) in the implementation management of strengthen program of rural infrastructureKeyword : Management, Implementation, society empowerment.

Abstract

Road is one of the most frequently used infrastructure by the society therefore its condition needs to meet the society’s expectation. The existence of good roads will facilitate the society to transport. Therefore the road should receive maintenance because the condition is often damaged in accordance to the Public Works Ministry Regulations No. 13 / KTR / 2011.Seeing how is the coordination in the maintenance of national roads. The purpose of this study to find out how coordination in the maintenance of national roads in the Center for the Implementation of the National Road II, Department of Highways Riau, and the Department of Highways and Water Resources Pekanbaru.In explaining the coordination of road maintenance in the Center for the Implementation of the National Road II, Department of Highways Riau, and the Department of Highways and Water Resources Pekanbaru, researcher used Malay Hasibuan’s theory which include : cooperation, communication, division of work and discipline.The results of this study showed that the coordination between the Center for the Implementation of the National Road II, Department of Highways Riau, and the Department of Highways and Water Resources Pekanbaru has been running well in terms of cooperation, communications, division of work and discipline, however due to some factors like estimate, truck overloading, and drainage the closed and clogged up that affect the sustainability of road maintenance that makes the work does not look as good as it seems and there are many roads that damaged after maintenance.Keyword : Coordination, Roads, Maintenance

Abstract

Tax are the primary source of state funds and development, thus tax is potential enough to determine the development success. The goverment efforts to improve tax revenue from tax sector keeps increased, one of them is improve the legislative regulations,thus tax’s regulation will be received by the society. The aim of this study is to describe the implementation of Minister of Finance Regulation No. 91/PMK.03/2015 inKPP Pratama Pekanbaru Sanepelan about removal or reduction of administration sanction and to identify the factors that affect its implementation.Concept of the theory used is policy implementation model of Van Meter Van Horn says there are 6 (six) indicators to measure the success of public policy implementation, namely: standards and policy objectives, policy resources, communication activity between organizations and activities executor, the executor characteristics, socio-economic and political conditions, dispositions and attitudes implementors. This study used a qualitative descriptive study. In collecting the data, the authors use the technique of observation and interview. By using key informants as a source of information and data analysis.The result of this study shown that the implementation Minister of Finance Regulation No. 91/PMK.03/2015 inKPP Pratama Pekanbaru Sanepelan is maximal especially in policy resources indicator, whereas in the other indicators are quite good. This study also identify two factors that affect the policy’s implementasion are the awareness of the implementer (tax workers and tax payers) and economic conditions. According to this study, KPP Pratama Pekanbaru Senapelanshould control the tax payers directly and manage them. It also needs to improve the awareness of tax payers toward the fasilities that provided, thus it would increase the willness of the tax payers to pay the tax in Pekanbaru.Key Words: Implementation, Regulation, Reduction of Penalty

Abstract

The city without Slums programme (KOTAKU) is a program that funded nationally in 271 counties/cities in 34 provinces that became a collaboration platform or base of the handling of the slums that integrate various resources and funding sources , including those from the Central Government, provinces, counties or cities, donors, private, public, and other stakeholders. Coastal village is one of the implementing kotaku, goals of the research is to describe and analyse the forms of community participation. The methods used in this research was the qualitative approach. Data collection techniques used are interviews, observation and documentation. The results showed that this form of public participation was seen from public participation in decision making, participation in the implementation phase, the participation in the taking of benefits, and the participation of the community in stages of the evaluation. Based on the foregoing indicates that public participation is already there but not thorough all phases. Because there are still constraints that impede public participation ranging from low levels of public awareness, weak understanding of the people and the bustle of the community. Then it is necessary to approach the community so the community understands the purpose of the program that implemented and communication between stakeholders, community and village apparatus must be maintained so that there is no misunderstanding.Keywords: Public Participation, Development, Community Empowerment, Program Cities Without Slums (KOTAKU)

Abstract

The parking levy management in Pekanbaru city being held for regulate parking area and to increase local revenue Pekanbaru city. However, in it’s implementation still have a discrepancy with the valid provision and the attainment of total parking levy still far from the target. As a goverment institution that manages the parking levy in Pekanbaru city, Departement of Transportation of Pekanbaru be liable for manage parking levy and support to increase local revenue. The purpose of research is to find out how the parking levy management being manage by Departement of Transportation of Pekanbaru City. In the theory of George R. Terry, there are four functions of management i.e. planning, organizing, directioning, and observating. The research used descriptive qualitative method with the purposive sampling technique. Informants in this study are the Departement of Transportation Pekanbaru City, Parking Coordinator officer, Parking officer, and the users of parking area. The results of research of qualitative descriptive analysis can be concluded, Parking Levy Management by Departement of Transportation Pekanbaru Cityn did not function maximally because there are still unit of work that did not carry out theirs duties and authority appropriate provisions and did not achieve the target of parking levy. Factors that affect the parking levy management in Pekanbaru city was consciousness factor, time factor, and service factor. Keyword : Management, Parking Levy
