Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Implementation Government Personnel Management. This study aims to investigatethe implementation of government personnel management at the City District Office TembilahanIndragiri Hilir. The data used in this study are primary and secondary data. The data is compiledfrom observations and interviews with officials at the City District Office Tembilahan Indragiri Hilirwith the duties and functions of the City District Office Tembilahan Indragiri Hilir. Technical analysisin this research is qualitative data that has been obtained in the study were collected, then groupedto serve as an input to be used as evidence in the implementation of scientific writing. Furtherconfirmation of the other informants conducted to obtain valid data. Once the data is processed,further discussion of the qualitative data in the form of descriptive analyzes carefully. Data analysiswas performed inductively, that analysis by drawing conclusions on the data collected from thegeneral form or reasoning to reach conclusions about all the elements - elements that do not studyexamined / investigated. The results showed that the implementation of government personnelmanagement at Head Office Tembilahan City has basically been running well but not fully achievedas objectives. It can be seen from the Head of the management planning apparatus or its staff, thelevel of understanding of the duties and functions of the apparatus in accordance with applicableregulations, the level of sensitivity of job duties with the results achieved, and the priority of thetasks and urgent work and consistency between the tasks and functions of each - each section withthe activities carried out by the Head Office of the City Tembilahan.

Abstract

Role of Government in Response to HIV and AIDS. This study aims to analyze the role ofthe city government Tanjungpinang in HIV and AIDS in 2014 based on the conceptual Ndraha andKovner and analyze bottlenecks in implementation. Mentioned in Ndraha role of local governmentsinclude three things: service, empowerment and development. Conceptual Kovner explains the roleof government in the health sector as donors, implementers and regulatory activities. The studywas conducted from March to May 2016 in the city of Tanjungpinang of Riau Islands province.This research method is descriptive qualitative approach. Informants were selected purposively iepeople who are considered to have knowledge of and involved in the implementation of HIV andAIDS in the government of the city of Tanjungpinang. The research data were obtained based onthe in-depth interviews. The results showed that the government’s role Tanjungpinang in HIV andAIDS in 2014 have been implemented although implementation is not optimal. Obstacles in theimplementation process is still a lack of synergy and coordination between stakeholders, are notyet available regulatory areas of the city that regulates the response to HIV and AIDS, includingadequate funding and guarantee the sustainability of HIV and AIDS programs in the future.

Abstract

Implementation Coordination in Making Geen City. Initiative green city embodies hasstrategic significance because it was motivated by several factors, including the rapid growth ofcities and the implications for the emergence of a variety of urban problems such as traffic congestion,floods, slums, social inequality and reduced area of green open space. There are four attributesto realize the green city of Green Planning and Design, Green Open Space, Green Waste, GreenTransportation. The method used in this study is a qualitative research method. Based on theresults of this research is that the functions of planning and organizing the management functionsof local government in the implementation of coordination in realizing green city of Pekanbarusignificantly affect its implementation. This is because in the planning function realizing greenplanning and design in planning the environmental documents for the initiators or businessowners they are still viewed as a burden (in terms of both budget and implementation), not as anobligation to manage the environment and poor law enforcement effort/activities that do notprepare and implement environmental documents. In the monitored object embodies a green openspace is still focused on vital objects without seeing other objects as objects to monitor road thatfocus on the way the protocol/parent and offices that focus on office close to the center ofgovernment. organizing coordination function Environment Agency is still lacking coordinationin the delivery of test equipment to realize the integrated transport emissions or green transportation.

Abstract

Foreign Policy Out Canadian of the Kyoto Protocol in 2011. This research aims toexplain factors of Canada withdrawal policy toward Kyoto Protocol in 2011 under Stephen Harper.This research uses Foreign Policy Theories by James N. Rossenau, and applies qualitative researchmethod. The Research shaw that Canada withdrawal policy toward Kyoto Protocol in 2011 isaffected by five factor. First, Harper’s views on Kyoto Protocol. Second, the ideology ofconservative party which was the winning and most dominated party in Canada’s parliament.Third, the dynamics of Canada’s federal government and provincial government relations thathas some problem in jurisprudence matters. Forth, overall domestics condition of Canada’senvironment and its national interests. And the final factor, international systems which showssome inconsistencies of big power states on Kyoto Protocol. The most dominant factor is Harper’sviews on Kyoto Protocol and the ideology of conservative party.

Abstract

Advertising Policy Implementation in Pekanbaru Year 2006-2015. This study aims todescribe the analysis of the implementation of the policy of billboards in the city of Pekanbaru. Asfor the issue of this research is to know how the policy deploy billboards in the city of Pekanbaruand anyone actors involved in the implementation of policies advertisement. The research problemis motivated by the Mayor passed regulations No. 24 of 2013 concerning the organization ofbillboards in the city of Pekanbaru. This causes a conflict of businessmen and community organizersbillboard advertisement rejecting the Mayor policy. The mayor’s policies have not been successfulin the process of policy Communication, Process Resource policies billboard, advertisement policydisposition process and Bureaucratic Structure advertisement policy, which did not go well. Thisstudy used qualitative methods. namely data obtained by interview, observation, documentationand then analyzed qualitatively The theory used was Edward III. The results showed that theimplementation of the policy of billboards in the city of Pekanbaru already implemented policyadministration billboards but the results have not been effective due to lack of attention to processCommunication policies, processes resource policies, processes disposis policies and structuresBureaucratic Policy billboards, Among the successful analysis of policy implementation billboardsby the Government Pekanbaru city not proved instrumental in the process Communication policies,processes resource policies, processes and policies disposition policies bureaucratic structure.

Abstract

Implementation of Good Governance in Government Agencies. This study of how theactual implementation of good governance, especially at the Office of National Unity, Politics andPublic Protection (Kesbangpolinmas) year from 2012 to 2014 in the city of Dumai. Based onresearch conducted Kesbangpolinmas Office of Dumai yet implementing or applying the valuesof good governance in committed, especially against the three main principles, namely, theimplementation of principles of participation, transparency and accountability. The method usedis a qualitative research method in which one of the research procedures that produce descriptivedata and the data obtained more complete, more deeply so that the research objectives can beachieved. The research location is on the Office of National Unity, Politics and Public ProtectionDumai. Authors gather research data from several books, government regulations, journals andinterviews with informants research that Kesbangpolinmas office clerks, community organizationsand political parties. This research resulted in the conclusion that the obstacles in theimplementation of good governance at the Office of National Unity, Politics and Public Protectionin 2012-2014 in Kota Dumai is intenal factors which include officials from the institutions andattitudes. As well as from external factors include CSOs / NGOs and political parties. Therefore, theOffice Kesbangpolinmas more attention to performance, whether it is in accordance with applicableregulations. To avoid obstacles in conducting a policy especially related to society.

Abstract

Strategy Education Local Development. This study aims to investigate the implementationof the education development strategy Rokan Hilir district governments through the analysis ofkey performance indicators of educational development. The method used in this study lead to theuse of qualitative research methods. Qualitative research can be defined as research that producesdescriptive data on the spoken word and tertulisdan behavior that can be observed from the peoplestudied. The results showed in order to realize the vision and mission, then in RPJMD Rokan Hilir,formulated a strategy which is activity, mechanisms or systems to anticipate and predict the overallachievement of the goals ahead through a rational approach. The strategy in the field of educationdevelopment in Rokan Hilir RPJMD is strengthening education, fostering religion, and morality forsociety in order menanggulani negative impact of globalization.

Abstract

Damage Peat Swamp Forest in Kampar: Study of the MNCs and the State. This research tryto describe the problem of destruction of forest (deforestation) is very influential on the worldenvironmental security issues. The destruction of forests (deforestation), especially in Riau Kamparpeninsula until involves two actors that play a role that MNCs (PT.RAPP) and State ( Indonesia )with this problem. This research uses group -level analysis and dependency theory argued byTheotonio Dos Santos.This research used qualitative methods. The data was collecting by usedlibrary research tehniques through secondary data and primery data where this techniques is collectingdata sourced from the literature like books, websites,official publictions, and journal. The resesrchshows that the forest degradation (deforestation) peat swamp on Kampar peninsula,Riau. Their rolebetween the MNCs is PT.RAPP ( Company Limited Riau Andalan Pulp and Paper ) and the State ,namely the Indonesian government as a policy-making resulted in problems for the country and theworld that have a negative impact causing global warming. Backed by factors that occur as naturaldisasters land migrate happens less and the major impact is encroachment and Entrepreneursconcessions Forest ( HPH ) that resulted in overlapping policies and rules given by the governmentof the influence of the owners of the company’s capital, and weak enforcement law.

Abstract

Implementation of e-Government Development. his study aims to identify and explainwhy the implementation of e-Government development policies in the Departemen of Library,Archives, and Documentation (BPAD) is not effective, and the factors that influence theimplementation of e-Government development policies in BPAD Riau Province. The method used inthis research is descriptive qualitative approach. Supported by the theory developed by Daniel A.Mazmanian and Paul A. Sabatier related Implementation Framework Analysis Model to explain theprocess and policy implementation. For more detailed information about the factors that affect theimplementation of the policy, the author refers to the theory of George C. Edward III. The studyconcluded that the implementation of e-Government Policy in BPAD Riau Province has not runeffectively. Ideally, an established policy should be a policy derived at least in the least internaloperating organization that has the power and the rule. Factors that influence the implementation ofe-Government policy BPAD Riau Province including the Communications factor of policymakersdown in the form of guidelines and technical guidelines. Resource factors namely the dimension ofits human resources in terms of quality and quantity is low. Disposition is the understanding of thefactors related to implementing agencies understand that this policy is merely an appeal and notbinding. Factor structure of the bureaucracy no one has successfully developed specifically relatedfield or officials responsible for implementation of e-Government policy in BPAD Riau Province.

Abstract

Enterpreneurial Government in the Official Perceptions Bureaucracy. This study aims todescribe and analyze the perspective of bureaucratic officials Dumai City Government in acceptingand understanding the concept of Enterpreneurial Government and to understand the factors thatexplain the understanding and attitude of officials in the government bureaucracy Dumai CityGovernment in accepting the concept Enterpreneurial. In this research uses descriptive quantitativeresearch methods with data collection questionnaire, interviews, observation and documentation. Asa source of data and population are all structural in the city government Dumai using proportionalstratified random sampling and random sampling which is the development of stratified randomsampling. The results showed that the views and knowledge of bureaucratic officials to the conceptof Entrepreneurial Government, as demonstrated by this study is still very low. As demonstrated bythe lack of understanding and knowledge of the principles of community-oriented government. Theirrejection of the idea of citizen charter and the concept of customer choise in terms of public services.
