Abstract

The implementation of digital-based human resource management (HRM) has become an important strategy in improving the effectiveness and efficiency of public sector organizations. This study aims to analyze the implementation of digital HRM systems in government agencies in Bandung City, focusing on their benefits, challenges, and contributions to organizational performance. The research used a qualitative descriptive method with data collection techniques including interviews, observations, and documentation. The findings indicate that digital HRM systems have improved administrative efficiency, transparency, employee performance monitoring, and accessibility of personnel information. The use of digital systems also supports faster decision-making processes and enhances accountability within government institutions. However, several challenges remain, including limited employee digital competencies, inadequate technological infrastructure, system integration issues, and concerns regarding data security. The study concludes that digital-based HRM has significant potential to support bureaucratic reform and improve public service quality in Bandung City government agencies. Continuous training, infrastructure improvement, and organizational commitment are necessary to maximize the effectiveness of digital transformation in the public sector.

Abstract

Human resources are important assets that determine organizational success and competitiveness. This study aims to analyze recruitment and employee selection strategies in improving the quality of human resources in Bandung City. The research used a qualitative descriptive method involving human resource managers, recruitment staff, and employees from several public and private organizations in Bandung City. Data were collected through interviews, observations, and documentation analysis, then analyzed using descriptive qualitative techniques. The results showed that competency-based recruitment and structured employee selection systems significantly contribute to improving human resource quality. Organizations that implemented transparent recruitment procedures, digital recruitment platforms, competency assessments, and structured interviews were more successful in attracting qualified employees and improving organizational performance. In contrast, organizations using conventional recruitment methods faced challenges such as recruitment inefficiency, mismatches between employee competencies and job requirements, and higher employee turnover rates. The study also identified several obstacles in recruitment implementation, including limited technological infrastructure, inadequate human resource management capabilities, and the persistence of non-merit-based recruitment practices. Therefore, organizations are encouraged to strengthen competency-based recruitment systems, improve transparency in selection procedures, and optimize the use of digital technology in recruitment activities. In conclusion, effective recruitment and employee selection strategies play a significant role in enhancing the quality of human resources in Bandung City. The implementation of fair, transparent, and technology-supported recruitment systems is expected to improve organizational productivity, employee performance, and long-term competitiveness.

Abstract

This study examines the role of human resource training and development in improving the quality of public services in Bandung City. Public service quality is an important indicator in measuring the effectiveness of local government performance. In the era of digital transformation and bureaucratic reform, government employees are expected to possess adequate competencies, professionalism, and responsiveness in serving the community. This research uses a qualitative descriptive method through literature study and analysis of secondary data obtained from journals, government reports, and regulations related to public service and human resource development. The findings indicate that training and development programs contribute significantly to improving employee competence, work discipline, communication skills, and service efficiency. Furthermore, the implementation of competency-based training supports the realization of transparent, accountable, and citizen-oriented public services. However, several challenges remain, including unequal training opportunities, limited budgets, and resistance to organizational change. Therefore, the Bandung City Government needs to strengthen sustainable human resource development policies to achieve optimal public service performance.

Abstract

Human Resource Management (HRM) has become a strategic issue in improving employee performance within public sector organizations, particularly in local government institutions facing increasing demands for effective and high-quality public services. However, governmental institutions in Bandung City still encounter several challenges, including low employee discipline, inadequate competencies, weak work motivation, and ineffective performance management systems. This study aims to analyze the implementation of HRM strategies in improving employee performance in governmental institutions in Bandung City. The research specifically addresses the question of how HRM strategies, including training and development, work motivation, performance appraisal, compensation systems, and career development, contribute to employee performance enhancement. This study employs a qualitative descriptive approach using interviews, observations, questionnaires, and documentation as data collection techniques. The collected data were analyzed through descriptive qualitative analysis supported by percentage calculations based on a Likert scale. The findings reveal that HRM strategies significantly contribute to improving employee productivity, professionalism, discipline, and organizational commitment. Among the examined dimensions, training and development emerged as the most influential factor in enhancing employee competencies and adaptability, particularly in the era of digital public service transformation. Furthermore, fair compensation systems, transparent performance evaluations, and merit-based career development positively affect employee motivation and organizational effectiveness. This study contributes academically to the development of HRM studies within the context of public sector organizations and provides practical recommendations for policymakers in designing more effective employee management systems to improve public service quality and organizational performance.

Abstract

Human Resource Development (HRD) is an essential factor in improving employee performance and organizational effectiveness, particularly within public sector institutions. This study aims to analyze the influence of Human Resource Development on the work productivity of government apparatus in Bandung City. The research employed a quantitative approach using a descriptive and associative research design. Data were collected through questionnaires distributed to government employees working in several regional government institutions in Bandung City. The collected data were analyzed using descriptive statistics and simple linear regression analysis with the assistance of SPSS software. The findings revealed that Human Resource Development has a positive and significant influence on employee work productivity. HRD programs such as education and training, competency improvement, career development, and skill enhancement contributed positively to employees’ effectiveness, efficiency, discipline, and overall performance. The study also identified several challenges in the implementation of HRD programs, including unequal access to training opportunities and administrative constraints. Nevertheless, effective HRD implementation was proven to improve employee competencies and support better public service delivery. Therefore, the Bandung City Government is encouraged to strengthen HRD policies and expand competency development programs to improve organizational productivity and public service quality.

Abstract

The pharmaceutical industry in Indonesia plays a crucial role in maintaining public health and is a strategic part of the country's economy. This study examines ROE, net profit margin, total asset turnover, and financial leverage in pharmaceutical companies listed on the Indonesia Stock Exchange. This study is quantitative in nature. The research data were obtained from secondary sources. Out of a total of 10 pharmaceutical companies listed on the Indonesia Stock Exchange during the period 2016-2024, a sample of 5 companies was selected, with a sample observation of 45 data points. The research results indicate that the classical assumptions have been met. The partial t-test found that net profit margin significantly and positively affects return on equity (ROE) in the pharmaceutical industry listed on the IDX. Total asset turnover significantly and positively affects return on equity (ROE) in the pharmaceutical industry listed on the IDX. However, financial leverage does not significantly affect return on equity (ROE). Net profit margin, total asset turnover, and financial leverage all have a simultaneous effect on ROE (F-test). The adjusted R-square (R2) value is 0.906, or 90.6%, which indicates a significant impact on ROE, while the remaining 9.4% is attributed to other variables that influence ROE.

Abstract

Financial decision-making in public organizations is complex because of accountability pressures and environmental uncertainty. This study aimed to examine the influence of risk perception and financial attitude on financial decisions, with financial management behavior as a mediator. A quantitative approach was used with an explanatory design and structural equation modeling–partial least squares analysis on data from regional government organization employees. The results indicate that risk perception and financial attitude have significant positive effects on financial management behavior and financial decisions. Financial management behavior is proven to be the strongest determinant and partial mediator, linking psychological factors to financial decisions. These findings confirm that financial decisions are influenced not only by cognitive evaluations but also by concrete management behavior. The research contribution lies in the integration of the behavioral finance approach and the theory of planned behavior in the public sector context. Practical implications emphasize the importance of strengthening financial management behavior to improve the quality of rational and accountable decisions.

Abstract

The growth of the global skincare industry demonstrates a shift in consumer behavior that increasingly relies on safety evaluations and user experience in forming long-term decisions. Current literature indicates that the relationship between product perceptions and consumer loyalty remains unclear due to limitations in uncovering the underlying psychological mechanisms (Nguyen et al., 2022; Wang et al., 2023). This study aims to analyze the influence of product safety perceptions and user experience on consumer loyalty, with consumer satisfaction as the mediator. A quantitative explanatory approach was used, involving 180 respondents who used Skintific skincare products in Samarinda City, and analyzed using PLS-SEM (Hair et al., 2024). The results showed that product safety perceptions and user experience have a positive and significant effect on consumer satisfaction and loyalty. Consumer satisfaction was also shown to significantly mediate this relationship. These findings confirm that loyalty is formed through an internal evaluation mechanism that integrates cognitive and affective aspects. This study contributes by strengthening the role of satisfaction as a primary causal mechanism in explaining loyalty formation for high-risk products such as skincare.

Abstract

Innovative work behavior is increasingly positioned as a source of excellence for public sector organizations amid service complexity and increasing demands for adaptation. However, the global literature does not fully explain the mechanisms by which collaborative work environments translate into employee innovation in formal, hierarchical technical bureaucracies. This study aims to analyze the influence of collaborative work environments on innovative work behavior through psychological safety and knowledge sharing among employees of the Public Works Department of the Kutai Kartanegara Regency. The study used a quantitative approach with an explanatory survey design on 174 respondents selected through proportionate stratified random sampling and analyzed using PLS-SEM. The findings indicate that collaborative work environments enhance innovative work behavior both directly and through two parallel mediation pathways: psychological safety and knowledge sharing. The theoretical contribution of this study lies in the integration of social exchange theory, psychological safety theory, and the knowledge-based view in explaining employee innovation in technical public organizations, while its practical implications emphasize the importance of cross-disciplinary work design, a culture of safe voice, and knowledge-sharing systems. The main novelty of this study lies in the parallel mediation model that simultaneously tests the psychological and epistemic pathways in the context of public sector technical bureaucracies.

Abstract

Financial management behavior has become a critical concern in the global behavioral finance literature because financial anxiety increasingly affects household decision-making, employee well-being, and workplace functioning. Although previous studies consistently acknowledge the negative role of financial anxiety, the psychological mechanisms explaining how such anxiety translates into actual financial behavior among public employees remain underexplored. This study aims to examine the effect of financial anxiety on financial management behavior among civil servants in Balikpapan City, with financial self-efficacy tested as a mediating mechanism. Using a quantitative explanatory design, data were collected from 364 civil servants and analyzed through PLS-SEM with SmartPLS. The findings reveal that financial anxiety directly weakens financial management behavior and indirectly reduces it through lower financial self-efficacy, while financial self-efficacy emerges as the strongest predictor of positive financial behavior. This study contributes theoretically by extending social cognitive theory into the public sector financial behavior context and offers practical implications for employee financial wellness interventions. The explicit novelty lies in demonstrating financial self-efficacy as the central psychological bridge linking financial anxiety to civil servants' financial management behavior.
