Al Quran has a very high position of all Islamic teachings. Al Quran as the main and first source so that all muslims make Al Quran as a guide to life. This is the subject of Islamic teachings so that everything must be sourced or based on it. This becomes the base and the return of all things. It also becomes the center where something flows. . Therefore, as a good and perfect source, let it have a dynamic, true and absolute natere. Al-Quran is used as a basis for values for muslim in determining the law of an action, showing and guiding it on the path to its goals and explaining the nature of human life in relation to each other, the environment and with god. The scholars of ushul fiqh stipulate that the al-quran as a source of Islamic law has explained the laws contained therein by : the first, Detailed explanation (Juz’i) of some of the laws they contain, such as those relating to matters of faith, inheritance law, etc. The second, Al-quran explanation of most of these laws is global (Kulli), general and absolute, as in the matter of prayer and zakat. So it is very clear that the position of Al-Quran is as the main source of Islamic law that can be used as a way of life and guidance for mankind. There is no doubt whatsoever to him. And if that person holds fast to Al-Quran, the he will not be lost forever.

Thus, the rightof inquiry which is the right ofThe Representative Councilto investigatetheimperative and strategic governmental policies widely affecting the lives of thepeoplein society and state which is assumed incompatible with the rule of laws. In the other words, the right of inquiry is one right of The Representative Council to control the executive policy. It means that legislative is integral part of another government power, namely executive and judicative power in division system of power according to Montesquieu theory which is known as TriasPolitica. The aim of power division here is to prevent state power to be held only by one hand or body so it is worried that it can cause power misuse by that organ. The shift of power from executive institution to legislative institution in the period after 1945 Constitution amendment, not become the benchmark that legislative power will be bigger and stronger than executive power, and to judicative power. Human civilization is strongly intertwind (interdependent) with the spoken language. A pride of a nation is within its language. A nation will be honored due to its language and vice versa. As Hopkyns says (2017) “As English now occupies an important position in many education systems around the world, which is certainly the case in the Gulf Cooperate Council (GCC) states, it has become the ‘global academic lingua franca’ (Jenkins, 2014, p. 10) or ‘lingua academica’ (Phillipson, 2008) and a ‘high stakes gatekeeper of educational and social success’ (Al-Mahrooqi & Denman, 2015, p. 3)”. In post-modern world (information age) English is considered as an edicational language and leave other language as a second reference. Meanwhile at the other half of the world, Arabic nations only seen as sublatern under the influence of super-nation. Even though, as we know since 1950 middle east has become the central of liquid energy for the world, and the biggest militer-coalition is held by the Arabic-speaker nations known as Organisation of Islamic Cooperation (OIC). Historicaly speaking, the term Dark Age is correlatively connected to Golden Age in eastern term despite their contribution to the modern world.
