The sample of this study was 38 employees at Job Training Center in Seluma Regency. The data was collected by using a questionnaire and then analyzed by using multiple linear regression, determination test and hypothesis testing. The results showed a positive regression direction, Y = 0.973 + 0.370X1 + 0.625X2. It showed that there is a positive influence between X1 (communication) and X2 (work spirit) on work effectiveness (Y). Means that if the variables of communication and morale increase, it will increase work effectiveness. The value of the coefficient of determination is 0.595. This means that X1 (communication) and X2 (work spirit) affect the effectiveness of work performance (Y) by 59.5% while the remaining 40.5% is influenced by other variables not examined in this study. The results of the t-test at a significance level of 0.05 explained that partially the communication and work spirit variables had a significant influence on the effectiveness of employees work performances at Job Training Center in Seluma Regency. Kusuma Raya Utama of Central Bengkulu which indicated the coefficient value of the three independent variables (X) was positive and the value of sig. 0.000 is below 0.05 (0.000<0.05), so the value of Fcount is greater than Ftable (1257.621>2.71). Motivation has a positive and significant influence on employee performance which is indicated by the positive motivation coefficient and the sig value. 0.000 is below 0.05 (0.000<0.05), so the value of t countis greater than t table (2.678>1.66277). Compensation has a positive and significant influence on employee performance which is indicated by a positive compensation coefficient and a sig value. 0.009 is below 0.05 (0.009<0.05), so the value of tcount is greater than t table (9.143>1.66277). Participatory leadership style has a positive and significant influence on employee performance which is indicated by the coefficient value of the positive participatory leadership style and the sig value. 0.000 is below 0.005 (0.000 <0.005), so the value of t count is greater than t table (2.678>1.66277)..

The results showed the regression value Y = 16.519+ 0.590X with a positive regression direction, meaning that if the work environment increases, the performance of employees at the Human Resources and Development Agency for Lebong Regency will also increase. The work environment has a significant effect on the performance of employees at the Human Resources and Development Personnel Agency of Lebong Regency, because the significant value is 0.000, which is smaller than 0.05. This means that the increasing work environment for employees of the Human Resources and Development Personnel Agency of Lebong Regency, the performance will also increase. This illustrates that with self-control from employees, employee performance will increase. The coefficient of determination of the R square is 0.345. This means that the work environment and professionalism have an effect on performance by 34.5%, while the rest (100-34.5% = 65.5%) are influenced by other causal factors which were not examined in this study.
