Abstract

This article attempts to dissect the election and leadership of women village heads in Cijaku Village by also examining the role of the Local Stongman behind them. Where in an effort to dissect and explore the topic in this paper the author uses several theoretical studies including Joel S. Migdal's theory of Local Strongman and also studies of women's leadership theory. This research used a descriptive qualitative method with interviews and participatory observation. This research resulted in findings in the form of the influence of Local Strongman in Heni Hendrawati's victory as the female village head in Cijaku village. This role was very significant because it succeeded in breaking the chain of leadership from male actors which gave rise to a female leader with a relatively very young age during the victory in the first period, but this victory was also not spared from the role of men as Local Strongman who mobilized the masses by the control he has, the Local Strongman here is Heni's father, known as Ama Ekeng. So the presence of a female village head in Cijaku Village actually used the role of the patriarchy to garner political power. In terms of leadership as a woman, researchers found a finding from direct observation in the form of very little new programs or innovations from Heni Hendrawati to attract women's participation. In fact, the presence of women leaders in Cijaku Village did not make any significant changes, especially in women's empowerment issues or policies. Even when he was the village head for two terms, he never used his authority to make village-scale regulations.

Abstract

This paper discusses the issue of the policy of relocating the National Capital (IKN) which has raised controversy, lawsuits and rejection from some people, even though it has been supported by the IKN Law Number 3 of 2022. The purpose of writing this article is to answer the question of how to communicate the political communication of the policy of relocating the IKN and why do political communication problems arise regarding funding for the development of the IKN Nusantara? Political communication theory from Pureklolon (2016) and Harold D. Laswell (2016) is used to analyze political communication from actors, the Government, to the media and the public with 'messages' regarding IKN funding. Political economy theory a classical approach from Caporaso (2008) is used to analyze the choice of IKN funding policies that rely on the private sector and foreign investors rather than the state budget. This study uses a qualitative method with inductive and descriptive analytical data analysis, namely building patterns, categories, and themes from the bottom up (inductive), from empirical observations of socio-political phenomena. The results of the discussion of this study show that the problems of political communication in IKN funding arise due to 3 factors, (1) There is no political communication strategy plan for relocating the IKN in the Strategic Plan of the Ministry of Communication and Informatics (Kemkominfo) 2020-2024 even though IKN is a national strategic program. It is not clear who the Government's 'communicator' is and there is no 'single narrative' as the main 'message' of political communication (2) Transparency of IKN funding sources and when funding from investors does not meet expectations is also unclear (3) Crisis communication mitigation is not prepared to overcome political communication with potential investors or the public. The three factors causing the problem of political communication on IKN funding, if left unchecked, will make the public tend to doubt that the issue of IKN funding will be able to be managed properly by the Government.

Abstract

The development agenda to improve people's welfare is still the dominant discourse. In the case of the Province of Bali, since the early 1980s the development of the tourism industry with the cultural tourism axis has been the main spirit of development. One of the logical consequences of this development agenda is the commodification of sacred spaces. The commodification of sacred spaces can be seen from the social reality at Dalem Ped Temple. Where now Dalem Ped Temple is not limited to being a sacred space for a place of worship for the Hindu community, but has developed into a tourism space to a capital accumulation space for local managers and traders. Various social spaces created as a result of the commodification of sacred values in Dalem Ped Temple are referred to as heterotopia spaces. In other words, an alternative space is created in a multifunctional space that is in one place.

Abstract

This paper analyzes the text of Mamat Alkatiri's stand-up comedy in the Somasi program on the Close the Door Youtube channel. This paper uses critical discourse analysis from Norman Fairclough. Mamat delivered his disappointment with the government, especially in terms of: (1) The overlapping division of positions; (2) public officials who seem to be 'anti-criticism'; (3) A decision-making system that reaps the pros and cons. As explained by Fairclough, discourse practices and socio-cultural conditions influence the discourse that is built. Based on the results of the analysis, Mamat's discourse cannot be separated from discourse practices which include; the media organization that produces the performance, then the characteristics of Somasi's audience that are able to accept and negotiate his comedic performance. Then the socio-cultural conditions that influence Mamat's comedy text include; the presence of subpoena phenomena in Indonesia as a situational dimension, government institutions in Indonesia, especially in bureaucratic management and decision-making systems, situational dimensions that occur in Indonesia such as the presence of subpoena phenomena which indirectly put pressure (repression) on freedom of expression. Mamat's discourse is also influenced by Mamat's political culture spirit, this spirit is the same as cyberspace's opportunity to achieve a democratic system that is coveted by cyberspace audiences. Mamat's criticism implies messages for all of us to reflect again, has the current era of government provided democratic public space.

Abstract

Political party is an institution or institution that functions as a pillar for the functioning of a representative democracy system. Political parties, through their recruitment function, play an important role in determining the people who will sit and carry out the functions of the country's political system through positions in existing government institutions. The purpose of this study is to describe the pattern of political recruitment carried out by the Golkar Party in the 2019 Legislative Elections. In the process of this research, the author adopted the recruitment theory put forward by Pippa Norris, using a descriptive qualitative analysis approach with the methods of observation, interviews, literature study, and documentation, which are then processed and written down as research data. In this research, the author focuses on the recruitment process carried out by the Golkar Party DPD Bali Province during the candidacy for members of the Provincial DPRD in the 2019 Legislative Election. At that time, the Golkar Party DPD Bali was also experiencing internal dynamics and was exposed to various issues. The results of this study indicate that carrying out the political recruitment agenda of the DPD Golkar Party itself is known as the assignment of functionaries, with three stages of recruitment, namely certification, nomination, and the election stage. Regarding formal legal certifications and requirements, the candidates have followed the good requirements mandated by law and the party. In the nomination stage, the Golkar Party tends to be exclusive only for cadres by applying certain criteria beyond the conditions set by the state. In terms of determining the final decision, even though the provincial DPD has determined 100% of prospective candidates, the final decision on determining the DPT is still determined by the central DPP.
