Abstract

Focus articles namely institusionalizationpolitical party with case study PAN Southeast Sulawesi.Although nationally PAN occupy a board the middle , but in Southeast Sulawesi occupy the top.Hegemony PANSoutheast Sulawesi seen in the seats at an election 2004,2009, 2014 and the fight for regional head election (Pilkada) carried out the period 2010-2013.It was just that , hegemony PAN did not come from institusionalization politicalparty but based on the power of personal. The beginning formation of the process ofinstitusionalization in line with onthe track , but in the following development this process is not workingbecause of the emergence of a strong personalize them in the body of internal pan namely Nur Alam.The figure of this is so strong so as to create patronage both in internal party and exit.To create a voter loyalty, then introduced the program BAHTERAMAS which included the types of programmatic goods.As a result, PAN experienced a dilemma because the process institusionalization politicalparty did not function as intended and program design is not sustainable. Strengthening personalize them in the body party because institusionalizationof the weak. This situation should anticipated by the party, if the party rely on the strength of figure, when he has no base material and resources strong , but political parties will also weakened.

Abstract

The implementation of local governance involves not only the detachment from the shackles of central hegemony, the implementation of decentralization and regional autonomy policies, and the level of empowerment of civil society, but also attention to the ongoing conditions of the transition to democracy in people's lives in the region. Debureaucratization policy is one of the prerequisites for the implementation of good governance. The application of this policy requires the existence of a regional bureaucratic structure that can guarantee that there will be no distortion of aspirations coming from the community and avoid abuse of power. Debureaucratization requires that local governments can be more adaptive to changes and dynamics of society. Thus the bureaucracy will be more just and in favor of the sovereignty of the people so as to prioritize the interests of the people in a professional, proportionate and efficient manner. Debureaucratization practices and decentralization policies have become the main determinants that influence the dynamics of change for the realization of regional governance.

Abstract

Orthodoxy is the present state that we must prepare to face the challenges of the age symbolized by the new mysticism, the number "2020". Economic challenges most noticeable each country according to proponents of technocratic is to increase the added value potential (which can be donated by citizens respectively) to the global economy, by improving skills and their abilities and improving infrastructure facilities that can link the skills and expertise it with (the needs of ) the world market. The main component in this effort is to increase the ability to produce goods and services that are solid knowledge and information. In other words, the mastery of science and information technology (IT) is a necessity. Proponents of humanist-spiritualist want to equip it with the formation of good character in the process of human resource development. This strategy wants more "humanizing" human development by making themselves as the center (not industrial), with its main source of creativity and personal commitment (not capital).Key words: human resources, development, character

Abstract

The PPNI Bali organization established in 1975 should have enough time to implement the relevant organizational leadership model to be self-sufficient and have the legality of nursing care practices and professional recognition from the government. The purpose of this research is to understand the leadership model implemented in PPNI organization of Bali Province from 1975 - 2016 according to the period of leadership. This research was conducted in the working area of PPNI Bali organization with nine management of PPNI districts / cities in Bali with research object chairman, management and observer of PPNI Bali organization. The type of data used in this study are primary and secondary data, data obtained through observation, in-depth interview and documentation study. The results obtained that the leadership model of each periodization varies according to the concentration of conditions and situations that accompany during his leadership. Periodization 1975-2000 with directive leadership model, period of 2001-2005 leadership model participation and periodization 2006-2016 achievement-oriented leadership model. Each periodization with its leadership model describes the development and behavior of organizations that also vary.

Abstract

Abstract The Community Health Center as the Technical Implementation Unit of the District Health Office is responsible for health development in its working area. Community Health Center have the role of organizing health efforts to increase awareness, willingness and ability to live healthy for each population in order to obtain optimal health degrees. The number of cases of Transmission Rabies (GHPR) and the ability of Human Resources (HR) to serve varied and still complaints about services obtained by the community, so the research entitled The Effect of Community Health Center Service Quality on Satisfaction of Transmitted Rabies Animal (GHPR) patients in The Technical Implementation Unit of Mengwi Community Health Center I in Mengwi Subdistrict is important. The formulation of the problems 1. Partially influence the quality of Community Health Center services (tangibles, reability, responsiveness, assurance and empaty) partially to the satisfaction of Transmitted Rabies Animal (GHPR) patients in the Mengwi I Badung Health Center Technical Implementation Unit? (Tangibles, reability, responsiveness, assurance and empaty) simultaneously to the satisfaction of animal bites transmitting rabies (GHPR) in the Mengwi I Badung Health Center Technical Implementation Unit ?. The purpose of this study was to find out and understand the effect of the quality of services of the Mengwi I Technical Implementation Unit on the satisfaction of partial and simultaneous of animal bites transmitting rabies (GHPR) patients. The theory used is the theory of Zeitham Parasuraman-Berry which states that satisfaction is influenced by the quality of services based on 5 dimensions (tangibles reliability, responsiveness, assurance, and empathy). The method used is Random Sampling with a population of 596 and a sample of 100 respondents. Data collection used observation, questionnaire and documentation techniques. The results of this study found that there is a partial effect between tangibles variable of 0.456, reliability of 0.095, responsiveness of - 0.035, assurance of 0.334 and empaty of 0.253 on satisfaction of animal bites transmitting rabies (GHPR) patients. Simultaneously the variable quality of health center services (tangibles, reability, responsiveness, assurance and empathy) had a positive and significant effect on the satisfaction of the animal bites transmitting rabies (GHPR) patients at the Mengwi I Health Center Technical Unit in Mengwi District (P

Abstract

Consensus on Pancasila is not only because all parties are deeply aware of the need to build a National Insight and Indonesian Unity, but also because Pancasila contains elements that are upheld by all groups and levels of Indonesian society. Pancasila from its reality dimension implies that the basic values of ideology come from the real values of living in a very plural society, including the values of local wisdom that grow in the life of Balinese people. Bali, as one of the pillars of the integrity of the Nation and State, really needs and must be able to always contribute positively and significantly in the effort to achieve common goals. For this reason, this paper focuses on problems related to efforts to explore the values of Balinese local wisdom which are in line with the values of Pancasila in order to strengthen national insight. Balinese people in their daily life practices have local wisdom that cannot be separated from the teachings of Hinduism, which always maintain the balance of Skala and Niskala. Panca Sradha, Tri Kona, Tri Hita Karana, Tri Kaya Parisudha, Catur Purusa Artha, Vasudhaiva Kutumbakam, Loka Samasta Sukhina Bhavantu, Bhinneka Tunggal Ika, Tat Twam Asi, Yadnya, Ngayah, Sangkep, and other local wisdom values are the value of local wisdom which is very much in line with Pancasila.

Abstract

Political party is an institution or institution that functions as a pillar for the functioning of a representative democracy system. Political parties, through their recruitment function, play an important role in determining the people who will sit and carry out the functions of the country's political system through positions in existing government institutions. The purpose of this study is to describe the pattern of political recruitment carried out by the Golkar Party in the 2019 Legislative Elections. In the process of this research, the author adopted the recruitment theory put forward by Pippa Norris, using a descriptive qualitative analysis approach with the methods of observation, interviews, literature study, and documentation, which are then processed and written down as research data. In this research, the author focuses on the recruitment process carried out by the Golkar Party DPD Bali Province during the candidacy for members of the Provincial DPRD in the 2019 Legislative Election. At that time, the Golkar Party DPD Bali was also experiencing internal dynamics and was exposed to various issues. The results of this study indicate that carrying out the political recruitment agenda of the DPD Golkar Party itself is known as the assignment of functionaries, with three stages of recruitment, namely certification, nomination, and the election stage. Regarding formal legal certifications and requirements, the candidates have followed the good requirements mandated by law and the party. In the nomination stage, the Golkar Party tends to be exclusive only for cadres by applying certain criteria beyond the conditions set by the state. In terms of determining the final decision, even though the provincial DPD has determined 100% of prospective candidates, the final decision on determining the DPT is still determined by the central DPP.

Abstract

Penelitian ini membahas interaksi antara glokalisasi dan etno-nasionalisme dalam konteks Negara Kesatuan Republik Indonesia (NKRI) serta dampaknya terhadap integritas nasional dan semboyan Bhineka Tunggal Ika. Glokalisasi, yang menggabungkan elemen global dan lokal, tidak hanya memengaruhi identitas budaya tetapi juga memicu kebangkitan nasionalisme dan etno-nasionalisme, terutama dalam konteks negara dengan latar belakang pluralistik. Penelitian ini juga mengkaji peran dan efektivitas pranata kenegaraan dan sosial dalam mediasi konflik etnis pada era reformasi, di mana runtuhnya wibawa lembaga kenegaraan memicu eskalasi konflik etnis dan politik. Selain itu, penelitian ini mengeksplorasi fenomena "ketidakberumahan" dalam konteks internal Indonesia sebagai dampak dari glokalisasi dan desentralisasi. Berdasarkan analisis diferensiasi sosial dan teori integrasi sosial, penelitian ini menemukan bahwa peningkatan heterogenitas dan kesenjangan sosial dapat menghambat integrasi sosial dan memperburuk konflik etnis. Multikulturalisme sebagai kebijakan politik dan praktek sosial di Indonesia masih menghadapi tantangan besar dalam mewujudkan kesetaraan akses publik dan integrasi sosial. Penelitian ini memberikan kontribusi baru dalam memahami dinamika nasionalisme, etno-nasionalisme, dan glokalisasi di Indonesia serta menawarkan perspektif baru dalam menghadapi tantangan yang dihadapi NKRI di era globalisasi.
