Abstract

On October 1 2022, 131 people died in a "riot" at the Kanjuruhan Stadium, Malang, East Java. The riot occurred after Persebaya silenced Arema, the host football group. Arema supporters, who did not accept the defeat, then rushed into the stadium, so that the police (Polri) who were on guard at the location, dispersed the crowd by spraying tear gas, leaving the exit doors tightly closed, thus triggering massive panic. What happened in Kanjuruhan was an example of a stampede or crowd crisis which created chaotic conditions to the point that many were found dead. The aftermath of the tragedy was the erosion of public trust in the National Police institution. This research outlines the image restoration strategy of the National Police in overcoming the Kanjuruhan stampede, using Bennoit's Image Restoration theory. This qualitative research uses descriptive analysis to explain this phenomenon. The research results show that strategies to improve the image of the National Police, including denial, evading responsibility, reducing effectiveness, corrective action, mortification, have in fact proven to be ineffective. Because, this strategy failed to boost the institution's positive image. Thus, public trust in this institution has collapsed to this day.

Abstract

This article discusses the roles of the government and the National Commission on Human Rights (Komnas HAM) in handling severe human rights violation cases in Paniai, Papua. The purpose of this article is to determine whether the National Commission on Human Rights handled the severe human rights violations in Paniai optimally. The article employs a qualitative research method as a research procedure that generates descriptive data in the form of written or oral words from individuals or things observed. For gathering information, interviews were used along with different types of literature, like journals, to look at the steps that the National Commission on Human Rights took and news stories from different media outlets about how they dealt with serious human rights violations in Paniai. This article uses the theory of institutional and institutional roles to examine the roles played by the National Commission on Human Rights. The research findings indicate that handling the severe human rights violation cases in Paniai creates problematic situations between the government and civilians. First, the National Commission on Human Rights attempts to adapt to external and social expectations. Second, the formation of an order between the majority and minority in the uniformity pattern of witness elements during the investigation stage conducted by the Attorney General. Other challenges include the back-and-forth return of investigation files, which hinders the process of handling the Paniai case by the National Commission on Human Rights.

Abstract

This study discussed about the pattern of PSI candidacy in candidates selection for DPRD DKI Jakarta member in 2024’s General Election. This study was motivated because PSI can implementing high degree of participation in their candidacy process. That’s mean the candidacy process of PSI not only an area for elite but also all of the voters. That behavior, has been shown by PSI in the midst of political party situation which trapped in pragmatism. The method of this study is qualitative research with case study research type. Simultaneously, the theory which used in this study is Candidacy Theory who proposed by Gideon Rahat and Reuven. Y Hazan. The result of this study shown that the pattern of PSI candidacy is at a democratic level. It’s said democratic because PSI is able to act inclusively both in nominating candidates and candidates selection process. PSI doesn’t set the special requirements which difficult to fulfill, the PSI’s selectorate involves all of the voters, and the candidates selection is not only an area for a elite. Even though, the candidates nominations seems exclusive, but the most important of inclusive determination is voters involvement in candidacy process.

Abstract

The presence of Indonesian Workers (TKI) abroad, especially in the Middle East Region, is between the devil and the deep sea. Apart from reducing the government's responsibility to improve the economy by providing job opportunities, their presence also adds to the country's foreign exchange. However, on the other hand, the presence of TKI also adds to the problems caused by the lack of adequate legal protection, inadequate security and welfare guarantees, as well as the ups and downs of Indonesia's bilateral relations with the countries where they work as a result of the problems caused by the TKI themselves. Several policies related to sending migrant workers to the Middle East have been adopted since the time of President Susilo Bambang Yudhoyono. However, a firm policy was only taken during the administration of President Joko Widodo with the issuance of Minister of Manpower Decree number 260 of 2015 which stopped and prohibited the placement of Indonesian workers with individual users in Middle Eastern countries. This policy can also be seen as a policy that is outside the norm considering that the Middle East is the most popular region for migrant workers. This research attempts to explain how the ups and downs of the TKI issue are seen from a security perspective using a constructivist approach. This process, which the Copenhagen School calls securitization, attempts to place threats and objects that must be secured as products of the process of social interaction. This research will also look at how securitization occurs which is then followed by desecuritization and in its development becomes resecuritization.

Abstract

The Free Aceh Movement (GAM) is a group that demands that the central government be part of a democracy. The group moved freely and radically with the aim of separating itself from the rest of Indonesia. The focus of this paper is on analyzing GAM's transformation into the Aceh Party, which is different from other radical movements in Indonesia. The purpose of this research is to understand the transformation through Laclau and Mouffe's ideas on radical hegemony and democracy. Radical democracy is a form of struggle in achieving autonomous authority on the basis of equality and equality. The author will use qualitative methods with literature study data collection techniques to strengthen problem analysis. The research results show that GAM is considered radical as it is in line with Laclau and Mouffe's ideas. They form a group to demand certain interests so as to create a state of antagonism and hegemony struggle. The formation of the Aceh Party is inseparable from a long journey to fight for the demands of the community and as a form of building political power in accordance with the environmental conditions of society in Aceh. Currently, the Aceh Party no longer implements radical democracy as it used to do with GAM.

Abstract

The issue of human security in the digital era has garnered attention in line with technological advancements. The threats to individual privacy and security have become increasingly evident, particularly following the hacking incident by Bjorka in September 2022 in Indonesia. This research applies the concept of human security within the context of digital security, highlighting the inequalities in access and vulnerabilities in online privacy. The Bjorka case reflects the complexity of human security, encompassing freedom from fear, freedom from want, and the freedom to live in dignity concerning the fundamental rights of individuals in human security. The aim of this study is to understand the privacy breaches and data hacking conducted by Bjorka and its impact on the human security of Indonesian citizens, especially from the perspective of digital security. This case study research employs interviews with key respondents from diverse backgrounds, who may have been victims of Bjorka's hacking. The study finds that digital security is not only related to technical aspects but also involves disrupted human security issues, pertaining to basic human rights, access limitations, and the gender identity of individuals involved in the digital world.

Abstract

Partai Demokrasi Indonesia Perjuangan (PDI-P) is a political party in Indonesia that has gone through an era of change, from the New Order era to the Reform Era. PDI-P has experienced ups and downs in General Election results since the party was founded. PDI-P's continued success to date cannot be separated from the political campaign strategy they implemented. This research discusses the political campaign strategies carried out by the PDI-P using various methods. This research uses a qualitative approach by analyzing various articles discussing the PDI-P political campaign. The results of this research are that the PDI-P experienced a change in campaign strategy between the New Order and the Reformation. PDI-P, which initially had limited means and difficult situations during the New Order era, was able to find various campaign methods since the Reformation era which then led them to success since 2014.

Abstract

This study explores the defense infrastructure development strategy in the Ibu Kota Nusantara (IKN) area, focusing on the current state, challenges, opportunities, and strategies for enhancement. The IKN area, strategically positioned amidst geopolitical tensions and technological advancements, presents a unique context for analyzing defense infrastructure. The research employs qualitative methods using secondary data, including policy documents, infrastructure reports, and scholarly articles. The findings reveal a well-distributed network of military installations and strategic assets in the IKN area, which enhances readiness but also exposes vulnerabilities such as geopolitical tensions and technological risks. Challenges include navigating complex geopolitical rivalries, integrating advanced technologies, and addressing environmental impacts. Opportunities exist in leveraging collaborative partnerships, adopting innovative technologies, and implementing sustainable practices. Strategies for enhancing resilience and effectiveness include adopting eco-friendly design principles, multi-layered defense planning, and capacity-building programs. The study concludes that a focused approach on resilience and adaptability is crucial for improving defense infrastructure and maintaining long-term security in the IKN area.

Abstract

The National Consumer Protection Agency of the Republic of Indonesia (BPKN RI) is a bureaucratic body derived from the Ministry of Trade that focuses on handling consumer problems in Indonesia. The paper further examines what makes the housing sector have a high level of complaints at BPKN RI, what types of complaints are filed by consumers and how the form of monitoring and evaluation functions within the scope of BPKN RI in solving problems given by BPKN RI to consumers. This research uses a qualitative method by conducting direct interviews with staff of the Advocacy Division of BPKN RI. The findings obtained are that the monitoring and evaluation of BPKN RI is quite optimal, especially for problems in the housing sector. The number of incoming cases had shown a high number due to the pandemic situation. BPKN RI's evaluation function runs quite well with the achievement of BPKN RI's recommendations being able to become the main basis for the formation of PUPR Ministerial Regulations to protect consumer rights in Indonesia.

Abstract

This comprehensive study examines the strategies employed by the Independent Election Commission (IEC) to boost the participation of novice voters in the pre-election phase leading up to the 2024 General Election in West Aceh District. Novice voters aged 17 to 21 play a significant role in measuring electoral efficacy and vitality. Recognized by political stakeholders, their engagement affects the electoral landscape due to their diverse characteristics and challenges compared to previous generations, such as lack of interest, awareness, knowledge, and apathy. So, this research was carried out to analyze the strategies used by the IEC towards novice voters. This study adopts David's (2004) strategy theory in strategic management, which includes formulation, implementation, and evaluation. Conducted in West Aceh Regency, this study examines the initiatives and challenges of the IEC in engaging novice voters. Through careful empirical data analysis, this study aims to improve the electoral process and consolidate democracy in Indonesia. The research findings reveal insights into the effectiveness of the IEC's strategies and highlight areas for improvement. This study provides valuable insights for future election planning, encouraging more equitable and inclusive practices. However, several problems in its implementation need to be resolved, mainly the need for more human resources and budget.
