Abstract

Badan Usaha Milik Desa (BUMDes) merupakan program pemerintah desa yang harus dikelolah dengan baik dalam rangka meningkatkan ekonomi masyarakat. Tujuan penelitian ini adalah untuk mengetahui Peran Pemerintah Desa dalam pengelolaan BUMDes. Penelitian yang dilakukan merupakan penelitian deskriptif kualitatif. Tehnik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Tahapan dalam penelitian ini adalah menentukan lokasi penelitian, pengumpulan data dan menganalisis data, laporan akhir.Hasil penelitian menunjukkan bahwa Pengelolaan Badan Usaha Milik Desa (BUMDes) yang telah dilakukan sampai saat ini cukup baik dari segi peran pemerintah desa, namun dalam pengelolaannya masih kurang anggaran yang diberikan untuk bantuan simpan pinjam dan masih dibatasi untuk warga yang sudah memiliki usaha serta untuk memproduksi sarana pertanian (sarprodi) masih terbatas. BUMDes juga masih belum bisa menjangkau keseluruhan masyarakat. Masih banyaknya masyarakat yang menjual hasil panennya langsung ke pasar atau ke perusahaan lain karena BUMDes belum mampu untuk menampung semua hasil panen dari masyarakat desa. Abstract

Layanan Integrasi Kota Kendari (LAIKA) merupakan wujud komitmen pemerintah Kota Kendari dalam memanfaatkan akselerasi teknologi di bidang pemerintahan diharapkan mampu menghadirkan   kinerja pelayanan publik yang optimal. Penelitian ini menjelaskan tentang kontribusi sumber daya aparatur lembaga pemerintahan dalam proses penerapan pelayanan publik berbasis teknologi di level Kelurahan. Pendekatan penelitian secara deskriptif kualitatif.  Sumber data diperoleh melalui observasi, wawancara, dan studi dokumen.  Temuan dalam penelitian ini menunjukan bahwa kinerja pelayanan publik oleh para pegawai di kantor Lurah Wawowanggu telah menampilkan upaya yang serius agar bisa memberikan pelayanan terbaik kepada masyarakat. Sekalipun keterbatasan  tenaga ahli masih menjadi hal yang harus diupayakan agar bisa mengoptimalkan penggunaan aplikasi demi mewujudkan pelayanan publik yang lebih baik.

Abstract

This article provides an overview of the strategic role of village governments in realizing community welfare by involving them in empowerment programs. The concept of community participation has been understood as the most important part in improving the quality of life and development. This study uses a qualitative approach. Data were collected through observation, interviews and documentation. The results showed that the role of the Lanowulu Village government, Tinanggea District, South Konawe Regency had an impact on community involvement and empowerment in the fields of village government, economy and agriculture. These roles include interpersonal roles, information roles and decision-making roles. Of the three roles, not all of them are running optimally, namely the role of information (informational role) and empowerment in the economy, especially micro-enterprises, where the village government has not paid attention to this business, the main obstacle is because the business is not registered at the village office and has not been running. consistent so that the government has not been able to provide. Researchers suggest that the role that has not been implemented must be fulfilled by the village government.

Abstract

This research was conducted to determine the subdistrict head's strategy on the level of employee discipline at the Ranomeeto Barat Subdistrict Office, South Konawe Regency. The method used in this study was a qualitative descriptive method. Data was collected through observation, interviews and literature study. Research informants were selected purposively with the intention that the selected informants knew the research problem. The informants in this study were the secretary of the West Ranomeeto District, three Government Sections and three people. The results showed that the sub-district head's strategy in improving employee discipline has been going well, it can be seen in the achievement of the outcome indicators, namely the ability to manage resources, emphasis on ethics and organizational control, the results of which show that each indicator has met employee performance standards with the aim of creating discipline.

Abstract

The implementation of Law Number 6 of 2014 has provided opportunities for village governments to realize independence in the field of development. This policy demands readiness by the village government to be able to manage village finances so that it can be realized according to the mandate of the regulation. This study describes the ability of the village government in managing village funds in Mendikonu Village, Amonggedo District, Konawe Regency. The research approach is qualitative, where data is collected through observation and interviews. Furthermore, the data were analyzed qualitatively with a descriptive description to answer the research problem. The findings in the study show that the ability of the apparatus in the process of managing village funds starting from financial planning, financial implementation, financial administration, and financial accountability has been running, although not yet optimally. This is due to the limited ability of village government officials and fund managers, especially in terms of knowledge, skills and attitudes.
