Abstract

This study aims to present the results of a case study on stakeholders' perceptions of community participation in village development activities around mining area in a village in Central Sulawesi. Data were collected from 12 participants through in-depth interviews. Using content analysis and community participation in development as analytical framework, the results of data analysis depict that the community acknowledges the village government’s various efforts to encourage community participation through community development and community involvement in village development. However, the community involvement in village development is still lacking due to limited villagers’ participation. One of the reliant factors for the low participation is because most of the residents are mining workers.

Abstract

Penelitian ini menjelaskan tentang bagaimana pengelolaan pantai nambo oleh Dinas Kebudayaan dan Pariwisata Kota Kendari untuk meningkatkan Pendapatan Asil Daerah pada masa tanggap darurat covid-19. Melalui pendekatan kualitatif, aktivitas pengumpulan data dilakukan melalui observasi, wawancara, studi dokumen. Informan dalam penelitian ini berjumlah 12 orang yang terdiri dari Kepala Dinas, Kepala Bidang Destinasi, Kepala Seksi Daya Tarik Wisata, Kasubag Perencanaan, Pengelola Pantai dan Kelompok Sadar Wisata. Temuan penelitian ini menunjukan bahwa proses pengelolaan pantai Nambo pada aspek perencanaan penentuan target dan perumusan strategi telah disusundenganbaik. Sekalipunpencapaian target belum terpenuhi karena menurunnya angka pengunjung pantai Nambo di masa pandemic Covid 19. Selanjutnya pengorganisasian dalam hal jumlah staf serta pembagian tugasnya belum efektif karena jumlah staf yang berlebihan dan juga tidak dilakukan pembagian wilayah kerja seperti dengan pembagian wilayah kerja staf.Adapun memimpin dalam hal mendorong motivasi kerja pegawainya sudah efektif karenapemberian insentif yang lancer dapat meningkatkan semangat kerja pegawai. Pengendalian dalam hal perbandingan rencana dan realisasi belum efektif. Dimana, selain faktor wajib retribusi yang tidak sadar akan pentingnya membayar retribusi juga pengelolaan pedagang yang kurang baik karena tidak diketahuinya jumlah pedagang yang aktif.

Abstract

DPRD sebagai lembaga legislatif yang mewakili aspirasi masyarakat senantiasa diharapkan berjalan sesuai dengan harapan rakyat. Fungsi dan tanggung jawab mereka merupakan perwujudan aktivitas yang wajib dijalankan sepenuhnya dalam rangka memenuhi kehendak rakyat. Olehnya itu, rakyat berhak mengetahui kegiatan-kegiatan yang telah dilakukan oleh anggota DPRD ketika menjalankan tugasnya di tengah-tengah masyarakat. Peneltian ini menjelaskan aktivitas publikasi yang dilakukan oleh Sub. Bagian Humas Dan Protokoler DPRD kota Kendari yang berimplikasi terhadap kinerja anggota DPRD kota Kendari. Pendekatan penelitian dilakukan melalui metode kualitatif. Data penelitian diperoleh dari hasil observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukan bahwa melalui aktivitas publikasi internal, publikasi eksternal, dan kinerja, terlihat adanya dampak terhadap peningkatan kinerja Anggota DPRD Kota Kendari. Hal ini diukur berdasarkan indikator produktivitas, responsivitas, dan akuntabilitas. Publikasi yang dilakukan efektif meningkatkan kinerja sebab akan melahirkan citra Positif bagi Anggota DPRD yang memotivasi mereka untuk bekerja lebih baik.

Abstract

Penelitian ini menjelaskan tentang bagaimana pengelolaan air bersih di Desa Boro-Boro Lameuru Kecamatan Ranomeeto Barat Kabupaten Konawe Selatan.Penelitian ini menggunakanpendekatan kualitatif, pengumpulan data dilakukan melalui observasi, teknik wawancara, studi dokumen atau pustaka. Informan dalam penelitian ini adalah Kepala Desa Boro-Boro Lameuru, Pengelola Air Bersih, Bendahara PAB, Satuan Pelaksana 3 orang, kemudian masyarakat atau pelanggan 4 orang dan anggota LKM serta Fasilitator Pendamping. Hasil penelitian ditemukan bahwa Air Bersih di daerah tersebut dikelola secara terorganisir dengan menerapkan prinsip-prinsip manajemen, yang dimulai dari tahap perencanaan, hingga pada keterlibatan masyarakat dalam pemanfaatan dan dalam hal perawatan sarana dan prasarana pengelolaan air bersih.Pengelolaan Air Bersih telah melibatkan pemerintah desa dan masyarakat sehingga terbentuklah organisasi dan manajemen pengelolaan air bersih. Semua aktifitas program telah terencana dengan baik dalam suatu wadah organisasi yaitu Pengelolaan Air Bersih Desa Boro-Boro Lameuru. Teknis pelaksanaan atau operasional PAB ini yaitu mengalirkan air bersih ke masyarakat atau pelanggan dari sumber air bersih yaitu sungai Boro-Boro.Adapun system penarikan restribusi atau iuran anggota adalah dilakukan setiap bulan.Penarikan iuran atau retribusi didasarkan hasil rapat anggota dan diketahui oleh Kepala Desa setempat dan dituangkan dalam peraturan desa.Program ini melibatkan peran serta masyarakat dalam hal pemanfaatan pengelolaan air bersih, perawatan dan pemeliharan, sekaligus sejauh mana pelaksanaan dan pelayanan pengelolaan air bersih berbasis masyarakat ini.

Abstract

This article provides an overview of the strategic role of village governments in realizing community welfare by involving them in empowerment programs. The concept of community participation has been understood as the most important part in improving the quality of life and development. This study uses a qualitative approach. Data were collected through observation, interviews and documentation. The results showed that the role of the Lanowulu Village government, Tinanggea District, South Konawe Regency had an impact on community involvement and empowerment in the fields of village government, economy and agriculture. These roles include interpersonal roles, information roles and decision-making roles. Of the three roles, not all of them are running optimally, namely the role of information (informational role) and empowerment in the economy, especially micro-enterprises, where the village government has not paid attention to this business, the main obstacle is because the business is not registered at the village office and has not been running. consistent so that the government has not been able to provide. Researchers suggest that the role that has not been implemented must be fulfilled by the village government.

Abstract

This research describes the implementation of the KLA policy in the Bende sub-district, Kadia sub-district, Kendari city. Describe the implementation of KLA policy in the Bende sub-district based on four factors in implementing public policy. The research method used is a qualitative descriptive research method with data collection through interviews, observation, and documentation. The results of the data collection will be presented descriptively. The results of research conducted were based on 4 factors that influence KLA policy, including: 1) KLA policy outreach and campaign activities in Bende sub-district are still not carried out so that many people still don't know about KLA policy due to the Covid-19 outbreak which also hit Kendari City so that the budget socialization activities and KLA policy campaigns in the Bende sub-district were diverted; 2) None of the GT KLA members of Bende subdistrict have trained on children's rights, although GT KLA members of Bende subdistrict have shown a fairly high level of concern for educating children's rights, but GT KLA members must know and understand the substance of KLA policies; 3) GT KLA members and the Bende sub-district community show an attitude that supports KLA policies, making it easier to implement KLA policies; 4) The institutional structure of GT KLA, Bede sub-district is quite good because it is filled with capable personnel and resources who have qualifications that are appropriate to the fields involving children's rights. These fields have the duties and functions to prepare and carry out activities in the context of implementing KLA policies in the Bende sub-district. The conclusion of the results of this study is that the implementation of the KLA policy in the Bede village is still not optimal. Suggestions that can be given are the need for outreach and campaign activities for the community and child rights training for GT KLA members in the Bende sub-district. Apart from that, facilities supporting the implementation of KLA policies also need to be improved, one of which can be through social responsibility, private parties such as the business world and mass media as well as strengthening the GT KLA institution through SOP indicators or standards for implementing KLA policies in the Bende sub-district.

Abstract

This research documents the strategies implemented by the Lemo village government to empower the seaweed farming community. Through a qualitative descriptive approach, data was collected through observation and interviews with 6 informants covering various roles in village government and society. The findings show that the Lemo village government implemented a strategy based on improving the quality of human resources, strengthening potential, and developing farmer groups. This analysis discusses the impact of this strategy on people's knowledge, skills, and awareness of seaweed cultivation, as well as its implications for the independence and welfare of coastal communities.

Abstract

Kebijakan pengawasan oleh Apron Movement Control (AMC) merupakan bagian dari implementasi kebijakan publik di sektor transportasi udara yang bertujuan untuk menjamin keselamatan operasional di sisi udara (airside), khususnya di area apron. Penelitian ini bertujuan untuk menganalisis efektivitas kebijakan pengawasan AMC di Bandara Halu Oleo Kendari, dengan meninjau aspek regulatif, implementasi di lapangan, pelaksanaan kebijakan, serta hasil akhir dari pelaksanaannya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara mendalam terhadap petugas AMC. Hasil penelitian menunjukkan bahwa meskipun AMC telah menjalankan kebijakan berdasarkan regulasi nasional dan SOP internal, efektivitas kebijakan masih belum maksimal. Pelanggaran seperti ketidakteraturan penempatan peralatan GSE, penggunaan kendaraan tidak laik pakai, serta temuan tumpahan oli dan Foreign Object Demage (FOD) masih sering terjadi. Hambatan utama berasal dari minimnya fasilitas pendukung, belum adanya legalitas formal petugas, dan lemahnya sistem evaluasi serta penegakan sanksi. Kesimpulannya, kebijakan pengawasan AMC telah dijalankan, namun belum berjalan secara efektif dalam membentuk budaya keselamatan yang berkelanjutan.

Abstract

This study aims to provide an in-depth overview of the implementation of the E_BMD system in the Kendari City Agriculture Service using qualitative descriptive methods. The results of the study indicate that the implementation of the E-BMD system significantly increases efficiency in the management of Regional Property (BMD). Starting from identification to asset disposal. This system facilitates real-time asset recording, increases accuracy, and transparency and facilitates a more transparent and accountable asset procurement process. Although there are obstacles to employee understanding of technology, E-BMD also allows automatic maintenance scheduling, although limited human resources and budget constrain its implementation. In asset disposal, this system helps accelerate the process of eliminating unusable assets, although employee training still needs to be improved. Overall, E-BMD has great potential to increase efficiency, transparency and accountability in regional asset management. However, optimization requires increased human resource competency and improved coordination between agencies. Recommendations include ongoing training for employees and increased budget allocation to support the operation and maintenance of the system on an ongoing basis. These findings indicate that with the right steps, E-BMD can be optimized to support more effective and efficient asset management in the future.

Abstract

This study analyses the quality of public administration services in population administration in Bou Village, Lambandia District, East Kolaka Regency. Using a descriptive qualitative approach, this research aims to explore the factors influencing the quality of public services in the village, with a particular focus on essential administrative processes for residents. Data were collected through direct interviews and observations involving six informants, including village officials and community members. The results indicate that Desa Bou has made efforts to improve public service quality but faces several challenges. The Tangibles dimension lacks adequate facilities, such as breastfeeding rooms and disability-friendly services. Reliability is hindered by the absence of clear SOPs, leading to procedural inconsistencies. Responsiveness and Courtesy are rated positively, as village officials are attentive and friendly. However, issues remain in Competence, with limited training for staff affecting service efficiency.
