Abstract

Basic immunization constitutes both a child's right and state obligation in fulfilling public health standards. Mandatory immunization policy creates tension between state authority and parental rights to determine children's healthcare. Resistance from certain communities due to religious beliefs, vaccine side-effect concerns, and anti-vaccination movement influence threatens herd immunity and child health. Research problems examine how juridical construction of mandatory basic immunization addresses conflicts between parental autonomy rights and best interests of the child, and how law enforcement mechanisms and sanctions can be implemented proportionally and justly. This normative juridical research analyzes legislation, international legal instruments, and legal literature using primary legal materials including the 1945 Constitution, Law Number 17 of 2023 on Health, Law Number 35 of 2014 on Child Protection, Ministry of Health Regulation Number 12 of 2017, and Convention on the Rights of the Child. Research findings indicate mandatory immunization possesses strong constitutional legitimacy, where parental rights are relative and may be proportionally limited when endangering child health based on best interests of the child principle. However, law enforcement mechanisms remain weak due to absence of explicit sanctions and firm conflict resolution mechanisms. Research novelty lies in comparative analysis with Australia and Italy, and recommendation of hybrid model for Indonesia. Required are regulatory strengthening with tiered sanctions, integration with social assistance programs, development of responsive dispute resolution mechanisms, enhancement of evidence-based health literacy, and cross-sectoral collaboration to optimize child rights protection through immunization.

Abstract

Emergency contraception plays a strategic role in the reproductive health care system, particularly in the care of women who are victims of sexual violence. This service plays a crucial role in preventing unwanted pregnancies resulting from violence. Although Indonesia has ratified the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and has several national regulations recognizing victims' rights to access medical services, regulations regarding emergency contraception have not been formulated explicitly and comprehensively. Consequently, the implementation of this service in the field still faces various challenges. This study aims to examine the legal and ethical framework governing the provision of emergency contraception in Indonesia and assess its implications for the fulfillment of women's reproductive health rights. The method used is a normative juridical approach with an analysis of relevant laws and regulations, as well as an empirical approach to understand the reality of practice in the field. The results indicate that the lack of clear and specific regulations regarding emergency contraception is a major obstacle. In addition, moral dilemmas faced by health workers, social stigma against victims of sexual violence, and strong conservative cultural values ​​also influence access to and quality of services. This study emphasizes the importance of clearer and more responsive policy reforms, strengthening the professional ethics of healthcare workers, and developing human rights-based education in reproductive health. A transformation of social values ​​is also necessary to create a more inclusive and non-discriminatory environment. Therefore, emergency contraception should not be understood solely as a medical intervention, but rather as part of the fulfillment of human rights, which requires fair, ethical, and pro-vulnerable legal guarantees.

Abstract

This study examines the coherence and policy rationale of Indonesia’s utilization of foreign medical and health personnel (FMHP) under Government Regulation No. 28 of 2024 within the framework of the National Health System (NHS). The analysis focuses on the role of this policy as a transitional instrument to address priority referral service gaps while strengthening national health workforce capacity. Key concepts include health system governance, credentialing and clinical privileging, patient safety, informed consent, and the WHO health system building blocks. Employing a normative juridical (doctrinal legal research) method, this study applies statutory, conceptual, and systemic approaches. The scope of analysis covers health legislation, cross-sectoral labor and immigration regulations, and strategic NHS policy documents. Legal norms are examined through grammatical, systematic, and teleological reasoning and mapped against NHS output and outcome indicators. The findings demonstrate that, at the normative level, the FMHP policy is coherently designed in line with global health governance principles and oriented toward patient protection and capacity building. Nonetheless, implementation challenges persist, particularly regarding regional disparities in institutional capacity, inconsistent credentialing practices, cross-cultural communication barriers, and the absence of measurable indicators for technology transfer. The study recommends strengthening operational governance through the Deficit–Impact–Duration framework and a Technology Transfer Scorecard to ensure evidence-based evaluation. This research advances health law scholarship by integrating normative legal analysis with health system performance frameworks and proposing practical evaluative tools for assessing foreign health workforce policies as instruments of sustainable national capacity building.

Abstract

Academic procrastination is a persistent challenge in higher education because delaying academic tasks can interfere with learning progress, task completion, and the achievement of academic goals. This behavior is influenced by both individual and social factors. Self-control represents an important internal resource that enables students to regulate their behavior and academic priorities, while peer support may provide a social context that shapes how students manage academic demands. This study aims to examine the role of peer support in mediating the effect of self-control on students’ academic procrastination. A quantitative approach with an explanatory research design was employed, involving 206 students as respondents. Data were collected using instruments measuring self-control, peer support, and academic procrastination. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS. The results showed that self-control had a significant relationship with academic procrastination (β = 0.519; p < 0.001). Self-control also had a significant relationship with peer support (β = 0.623; p < 0.001). In contrast, peer support did not have a significant direct effect on academic procrastination (β = 0.105; p = 0.078). However, the indirect effect of self-control on academic procrastination through peer support was significant (β = 0.323; p < 0.001). These findings indicate that peer support functions as a meaningful mediating mechanism in the relationship between self-control and academic procrastination, even though its direct effect is not statistically significant. The study highlights the importance of integrating individual self-regulation with supportive peer environments when developing strategies to reduce academic procrastination among university students.

Abstract

Employee turnover intention represents an important organizational issue because persistent intentions to leave may disrupt workforce stability, increase recruitment and training costs, and affect organizational performance. This study aims to examine the influence of organizational commitment and job satisfaction on employees’ turnover intentions at PT Japfa Tanjung Morawa. A quantitative research approach was employed, involving 70 employees as respondents. Data were collected using research scales measuring organizational commitment, job satisfaction, and turnover intention. The data were subsequently analyzed using multiple linear regression to assess both the simultaneous and partial effects of the independent variables on turnover intention. The findings indicate that organizational commitment and job satisfaction simultaneously have a significant effect on employees’ turnover intention, with a correlation coefficient of R = 0.388, coefficient of determination R² = 0.150, and significance level of p = 0.005. This result indicates that the two predictors jointly explain 15.0% of the variance in turnover intention, while the remaining variation is attributable to other factors outside the model. Partially, organizational commitment has a negative and significant effect on turnover intention (β = −0.315; p = 0.008), demonstrating that stronger commitment is associated with a lower tendency among employees to consider leaving the organization. In contrast, job satisfaction has a negative but statistically insignificant effect on turnover intention (β = −0.161; p = 0.168). Further dimensional analysis reveals that normative commitment has the strongest negative association with turnover intention (r = −0.349; p = 0.003). Overall, the findings emphasize the strategic importance of strengthening organizational commitment, particularly normative commitment, as an effort to reduce employees’ turnover intentions at PT Japfa Tanjung Morawa.

Abstract

Teacher job satisfaction is a critical factor in sustaining a positive work environment and supporting the quality of early childhood education. Beyond job characteristics, teachers’ satisfaction may be shaped by their ability to balance professional and personal demands, access supportive social resources, and manage work-related stress. This study aims to examine the relationships between work-life balance, social support, and job satisfaction among early childhood education teachers, while investigating the mediating role of job stress. A quantitative cross-sectional design was employed involving 345 early childhood education teachers in Labuhanbatu Regency. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess both direct and indirect relationships among the variables. The results showed that work-life balance had a positive and significant relationship with job satisfaction (β = 0.328; t = 6.888; p < 0.001), while social support also had a positive and significant relationship with job satisfaction (β = 0.116; t = 2.141; p = 0.016). In contrast, job stress was negatively and significantly related to job satisfaction (β = −0.335; t = 7.661; p < 0.001). Work-life balance was negatively associated with job stress (β = −0.152; t = 2.733; p = 0.003), as was social support (β = −0.318; t = 7.022; p < 0.001). Furthermore, job stress significantly mediated the relationship between work-life balance and job satisfaction (β = 0.051; t = 2.449; p = 0.007) and between social support and job satisfaction (β = 0.107; t = 5.825; p < 0.001). These findings highlight the interconnected roles of work-life balance, social support, and job stress in shaping PAUD teachers’ job satisfaction.

Abstract

Psychological well-being is a crucial aspect of the psychological functioning of parents with young children, as it relates to an individual's ability to accept themselves, build positive relationships, manage their environment, maintain life goals, and develop their potential. In fulfilling their parenting roles, parents face various demands that can increase parenting stress, whereas self-efficacy can serve as a psychological resource helping individuals cope with these demands. This study aimed to analyze the influence of parenting stress and self-efficacy on psychological well-being and to examine the mediating role of self-efficacy in the relationship between parenting stress and psychological well-being among parents of young children. A quantitative approach was employed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) analysis. The results indicate that parenting stress has a significant negative effect on both psychological well-being (β = −0.273; p < 0.001) and self-efficacy (β = −0.363; p = 0.001). Conversely, self-efficacy has a significant positive effect on psychological well-being (β = 0.384; p = 0.001). Analysis of the indirect effect reveals that self-efficacy significantly mediates the relationship between parenting stress and psychological well-being (β = −0.139; p = 0.001). The research model explains 29.8% of the variance in psychological well-being. These findings demonstrate that the psychological well-being of parents with young children is linked not only to the level of parenting stress but also to their belief in their own ability to handle parenting demands. Therefore, strengthening self-efficacy and managing parenting stress should be addressed concurrently to support the psychological well-being of parents with young children.

Abstract

Civil servant job satisfaction in healthcare facilities is influenced by various factors, including job demands and organizational environmental conditions. High job stress can reduce positive work experiences, while a supportive organizational culture can create a more conducive work environment. This study aims to analyze the influence of job stress and organizational culture on civil servant job satisfaction at the Rambung Binjai Community Health Center. The study used a quantitative approach with an explanatory design. The study population consisted of 60 civil servants and all were sampled through a total sampling technique. Data were collected using a questionnaire with five response alternatives and analyzed using multiple linear regression with the help of SPSS Version 26.1. The results showed that job stress had a negative and significant effect on job satisfaction, with a regression coefficient of -0.42 and p = 0.002. Conversely, organizational culture had a positive and significant effect on job satisfaction, with a regression coefficient of 0.51 and p < 0.001. The research model has an R² value of 0.60, indicating that job stress and organizational culture together can explain 60% of the variation in job satisfaction. These findings suggest that improving civil servant job satisfaction requires managing job demands, particularly workload and time pressure, and strengthening an organizational culture that supports collaboration, communication, and support among employees. This research implies that managing job satisfaction in healthcare organizations requires attention to the balance between job demands and organizational resources.

Abstract

Reproductive health services for adolescents and school-age children are a crucial issue in the national health system, especially following the enactment of Government Regulation (PP) No. 28 of 2024, which implements Law No. 17 of 2023 concerning Health. This regulation contains provisions regarding reproductive health communication, information, and education (KIE) and the provision of services, including contraception. However, provisions regarding the provision of contraception for adolescents have sparked controversy, due to concerns that they could open up space for practices that conflict with social, cultural, and religious norms. Therefore, reformulation is needed to ensure that policy objectives remain aligned with health protection without violating moral and sharia principles. From an Islamic legal perspective, reproductive health services for adolescents must be directed towards the principles of maqāṣid al-syarī‘ah, specifically the protection of life (ḥifẓ al-nafs) and offspring (ḥifẓ al-nasl). Islam permits preventive and curative reproductive health education and services, but contraception can only be justified within the context of marriage for specific medical or economic reasons. Reformulation of the relevant articles in Government Regulation No. 28/2024 needs to explicitly emphasize that contraceptives are only intended for married adolescents, with medical supervision and guardian approval. Therefore, this analysis confirms that synchronization between positive law and Islamic law is crucial for maintaining adolescent reproductive health, while protecting moral and religious values. Reformulating the regulations will provide legal certainty, avoid multiple interpretations, and ensure reproductive health services are oriented toward the well-being of Indonesia's young generation.

Abstract

This study examines the implementation of local wisdom-based character education in Islamic Religious Education (PAI) learning at SDN Pajajaran and SDN Pondok Rumput, Bogor City. This study stems from concerns that character education in schools remains normative and has not been integrated with local cultural values. The research aims to integrate local wisdom into PAI learning, the supporting and inhibiting factors, and the perceptions of teachers, students, and parents regarding its effectiveness. Using a naturalistic qualitative approach and a case study design, data were obtained through in-depth interviews, participant observation, and document analysis, and then analyzed using the Miles and Huberman interactive model. The results show that teachers occasionally insert Sundanese cultural values, such as respect and mutual cooperation, but this integration is sporadic and not yet structured in lesson plans. Students are more enthusiastic when learning is linked to daily life practices, while parents generally appreciate cultural integration even though they consider learning still emphasizes memorization. The conclusion confirms that character education that is not rooted in local culture risks being abstract and less effective. Therefore, systematic integration, improving teacher competency, and synergy between schools, families, and communities are crucial steps to optimize local wisdom-based character education. These supporting and inhibiting factors indicate latent potential for optimizing local wisdom-based character education. The perceptions of teachers, students, and parents reflect a collective awareness of the importance of integrating local wisdom into character education.
