Abstract

This research was conducted to know the effect of the General Allocation Fund and the Special Allocation Fund on Capital Expenditures with Economic Growth as a Moderating variable. The results of this study indicate that: (1) General Allocation Funds have a positive and significant effect on Capital Expenditures (2) Special Allocation Funds have a positive and significant effect on Capital Expenditures (3) General Allocation Funds have no significant effect on Capital Expenditures with Economic Growth as a Moderating variable (4) Special Allocation Funds have a positive and significant effect on Capital Expenditures with Economic Growth as a Moderating variable (5) General Allocation Funds and Special Allocation Funds have a positive and significant effect on Capital Expenditures (6) General Allocation Funds and the Special Allocation Fund has a positive and significant effect on Capital Expenditure with Economic Growth as a Moderating variable.

Abstract

Pelatihan merupakan hak bagi aparatur sipil negara (ASN). Manfaat pelatihan tidak hanya untuk pengembangan diri ASN, tetapi juga peningkatan kinerja individu dan organisasi. Namun, masih terdapat permasalahan baik dari sisi kebijakan maupun implementasi program pelatihan. Berbagai penelitian lapangan dilakukan terkait pelatihan bagi ASN, namun belum ada secara spesifik tentang pelatihan bagi ASN. Penelitian ini bertujuan untuk menganalisis tren penelitian, penulis, artikel, dan negara yang paling berpengaruh, dan analisis keyword. Studi ini menggunakan bibliometrik dalam kurun waktu sepuluh tahun dengan data yang ditarik dari scopus, analisis menggunakan vosviewer dan excel. Hasil analisis dari vosviewer menunjukkan bahwa United Kingdom merupakan negara paling berpengaruh dari sisi jumlah sitasi dan jumlah publikasi. Penulis paling berpengaruh adalah mäder p., rzanny m., seeland m., wäldchen j., mereka menulis artikel “Automated Plant Species Identification—Trends And Future Directions” yang juga merupakan artikel paling berpengaruh. Selama sepuluh tahun, kata kunci yang banyak digunakan terkait pelatihan dengan pelayanan publik, beberapa penelitian terkait pengukuran kinerja pasca pelatihan. Sedangkan penelitian yang berkaitan dengan etika, gender atau perbedaan jenis kelamin, dan e-learning masih belum banyak dilakukan dan menjadi peluang novelty di masa yang akan datang.

Abstract

Permasalahan pelanggaran aturan lalu lintas menjadi salah satu masalah yang masih banyak terjadi. Dengan perkembangan birokrasi dan kemajuan IPTEK dikeluarkanlah Tilang Elektronik, dengan harapan mampu meminimalisir pelanggaran dengan meningkatkan kesadaran masyarakat dan mengurangi pungli. Kota yang sudah mengimplementasikan sistem Tilang Elektronik salah satunya adalah Kota Magelang. Tujuan penelitian ini adalah untuk mengetahui tingkat kesadaran masyarakat Kota Magelang sebelum dan sesudah diberlakukannya Tilang Elektronik, apakah tujuan adanya Tilang Elektronik ini dapat dicapai. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan komparatif. Menggunakan pendekatan komparatif karena untuk menguji kemampuan generalisasi yang berupa perbandingan. Sumber data pada penelitian ini diperoleh melalui data primer dan data sekunder. Data primer diperoleh dengan cara kuisoner dan observasi, sedangkan data sekunder diperoleh dari dokumen dan kajian literatur. Populasi yang digunakan dalam penelitian adalah masyarakat Kota Magelang, sedangkan sampel yang digunakan 100 responden yang mewakili setiap kecamatan di Kota Magelang. Teknik analisis data yang digunakan dalam penelitian ini yaitu teknik univariant yang berarti analisis hanya pada satu variabel. Berdasarkan data yang diperoleh dari 100 responden di Kota Magelang, disimpulkan bahwa terdapat perbedaan tingkat kesadaran masyarakat Kota Magelang dalam berlalu lintas sesudah diberlakukannya Tilang Elektronik.

Abstract

Penelitian ini berisi analisis mengenai kepuasan masyarakat yang berada di Desa Girirejo terhadap pelayanan yang diberikan oleh aparat desa di Kantor desa Girirejo. Desa Girirejo merupakan desa yang terletak di Kecamatan Ngablak, Kabupaten Magelang yang terdiri atas 6044 jiwa dan tersebar dalam 10 dusun. Penelitian ini disusun dengan menggambarkan fenomena pelayanan publik di Desa Girirejo dengan pendekatan kuantitatif, yakni penelitian yang menganalisis keadaan yang ada pada saat ini berdasarkan pada fakta-fakta di lapangan. Sehingga metode yang diterapkan dalam penelitian ini adalah metode analisis deskriptif. Letaknya yang berada di kaki Gunung Andong menjadi suatu alasan diambilnya topik penelitian ini tentang bagaimana aparat desa dalam memberikan pelayanan disamping masyarakat mengembangkan potensi desa di sektor pariwisata. Adapun jumlah responden dalam penelitian ini sebanyak 99 responden yang diambil dari hasil keseluruhan populasi dengan menggunakan rumus slovin. Dari sejumlah responden tersebut diperoleh hasil rata-rata bahwa masyarakat di Desa Girirejo memberikan respon positif atas pelayanan yang diberikan oleh aparat desa.

Abstract

The optimality of the implementation of social welfare, which refers to Law Number 11 of 2009 concerning Social Welfare and Permensos Number 6 of 2020 concerning the Ministry of Social Affairs Strategic Plan 2020-2024, will be largely determined by the quality of human resources and social welfare institutions. This research is aimed at uncovering the performance of the HR capacity building program and social welfare institutions in supporting the optimization of social welfare implementation in the 2017-2021 period, with a case study at BBPPKS Regional I Sumatera. The results of the study show that in terms of budget allocation and proportionality, the proportion of budget allocations for the capacity building program for HR and social welfare institutions at BBPPKS Regional I Sumatera compared to the total budget for Social Research and Education is below 8%, which is in the range of 5.44% to 7.54% . On the other hand, the lack of budget allocations and proportions did not affect the output per activity. In terms of target and output, out of a total of 25 education and training programs, 24 (96.00%) of them produced output and 1 other training activity (4.00%) with 150% realization, due to changes in learning formats from offline to online due to the situation and conditions of the covid pandemic. Regarding the realization of outcomes, the Non Apparatus Social Welfare HR training shows a better proportionalization of material substance based on the main function and supports the implementation of Social Welfare compared to the Apparatus Social Welfare HR training. The increase in knowledge, skills, internalization of values ​​was also felt by most of the alumni of the Social Welfare and Non-Apparatus HR training, which also had a significant effect on improving the quality of performance, both in the eyes of direct superiors and colleagues. In terms of cooperation with the Provincial and Regency/City local governments through the 1st pattern as an ideal pattern, it has only been able to reach 6 (75.00%) of 8 Provinces and 4 (3.03%) of 132 Regencies/Cities in regional I region Sumatera.

Abstract

Competency development for the State Civil Apparatus (ASN) is an absolute thing to be fulfilled. The implementation of daring competency development towards competence fulfillment which aims to increase the competence of the State Civil Apparatus recently has become a phenomenon during the Covid-19 Pandemic. The purpose of this study is to determine the effectiveness of daring competency development in improving the competence of state civil servants, the impact of implementing competency development during the pandemic on increasing the competence of state civil servants and what are the roles of agencies in fulfilling the competence development of state civil servants. This research uses quantitative research methods spread questionnaire to collection data from employees via google form. The collected data will be processed and analyzed using quantitative methods where after the data is collected, classification will be carried out based in the need for further interpretation of the data to produce the required information. The collected data will be processed and analyzed using descriptive qualitative and quantitative descriptive methods where after the data has been collected, it will be classified based on the need for further interpretation of the data to produce the required information. The results expected from this research can provide an overview of the effectiveness of the implementation of employee competency development related to competency fulfillment and produce suggestions and input that can be formulated in making policy recommendations for the implementation of employee competency development.

Abstract

This paper aims to see and find out how governance and challenges in implementation of regional innovation in Indonesia. Article 34 of Law Number (UU) 11 of 2019 concerning the National System of Science and Technology, states that the Central Government and Regional Governments are required to develop Inventions and Innovations. In addition, Law Number 23 of 2014 concerning Regional Government has also mandated Regional Governments to be able to carry out regional innovations. Both regulations have mandated obligations and opportunities for the Central and Regional Governments to be able to innovate in order to encourage national development. This study uses a qualitative method with information in the form of notes and descriptive data contained in the text under study. In collecting data, using library research, namely by using primary sources in the form of reading materials such as books, journals, documents, and other literature. The results in this study are that there are still a number of challenges in implementing regional innovation in Indonesia, such as the lack of reporting and publication of regional innovation data, the ineffectiveness of data integration carried out, and challenges to the competence of apparatus resources in the management and implementation of regional innovations.

Abstract

The Helsinki MoU agreement gave birth to Law Number 11 of 2006 concerning the Government of Aceh. In Article 171 Paragraph (1) of Law Number 11 of 2006 it states, "The Aceh Government and district/city Governments have the authority to determine land allotment/spatial use for development purposes guided by statutory regulations." spatial use of Aceh directs spatial use of Aceh in a harmonious, balanced, integrated, sustainable and environmentally sound manner and is based on the philosophy of life and cultural wisdom of the Acehnese people. The philosophy of life and cultural wisdom of the people of Aceh are inseparable from Islamic values. Privileges are special powers to carry out religious life, custom, education, and the role of the clergy in establishing regional policies. Therefore, the field of spatial planning in Aceh can be based on Islamic values. According to Islam, spatial planning in the environment is to improve the welfare of the people, maintain environmental sustainability and harmony, which has a strong nuance of Islamic values. Spatial planning seeks to provide efficiency and improve the quality of life, because the human task is to prosper the earth (land) of Allah SWT, not to destroy it. This research approach is a normative juridical approach or also known as a doctrinal approach or normative legal research. Legal research data sources can be in the form of primary legal materials, secondary legal materials, and non-legal materials. Data collection techniques through a statutory approach. After the existence of the Aceh Qanun concerning the 2013-2033 RTRWA, the Aceh spatial planning no longer revives the mukim mosque and meunasah as the center of community activities. However, the Aceh Province has introduced Islamic values ​​in spatial planning through Asmaul Husna pamphlets along roads in North Aceh and East Aceh, as well as around the fence of the Aceh Governor's Hall. Likewise with the existence of prayer rooms in every hotel and shopping center. Naming the names of Government Agencies and Shops with Jajo Arabic script. Even though Aceh's spatial planning is not strictly based on Islamic values, for example gyms such as gyms do not yet show Islamic values, that is, men and women are still mixed. As well as in shopping centers there are no special places for women to breastfeed. Through the revision of the Aceh RTRW which can be done once every five years, so that later a truly Islamic-based spatial planning is realized, this is so that it is in accordance with the vision and mission of the Aceh RTRW to create prosperous Acehnese people in accordance with the needs and lives of the Acehnese people.

Abstract

Visi misi Presiden yang tertuang dalam RPJMN 2020-2024 adalah terwujudnya Indonesia yang maju yang berdaulat, mandiri, dan berkepribadian berlandaskan gotong royong. Abstract

Tantangan di era revolusi industri menjadikan seluruh sektor agar dapat memiliki kemampuan beradaptasi dengan cepat dan meninggalkan cara kerja konvensional salah satunya adalah sektor publik. Di Indonesia, salah satu langkah untuk melakukan transfirmasi digital adalah dengan menerapkan kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE). Peraturan Presiden Nomor 95 Tahun 2018 tentang SPBE memberikan peluang bagi pemerintah untuk melakukan inovasi-inovasi dengan melakukan transformasi layanan digital salah satunya adalah Kabupaten Polewali Mandar. Pemerintah Kabupaten Polewali Mandar menjadi satu-satunya daerah di Indonesia Bagian Timur (Sulawesi, NTT, NTB, Maluku, dan Papua) yang memiliki predikat SPBE “sangat baik” dan masuk dalam 7 besar terbaik nasional dari 483 Provinsi/Kabupaten/Kota yang mengikuti pemantau evaluasi SPBE tahun 2022. Penelitian ini menggunakan pendekatan studi kasus pada Dinas Komunikasi dan Informatika Kabupaten Polewali Mandar untuk mengetahui pelaksanaan collaborative governance dalam implementasi SPBE. Hasil Penelitian menunjukkan bahwa dorongan kolaborasi, pemahaman dan tujuan bersama serta kebijakan menjadi instrumen penting. Serta kunci sukses pelaksanannya adalah komitmen pimpinan, Indeks SPBE terintegrasi dengan IKU di RPJMD, kolaboratif antar OPD serta budaya continuous improvement. Oleh karena itu, Kabupaten Polewali Mandar dapat dijadikan lokus best practice implementasi SPBE di Indonesia khususnya wilayah Indonesia Timur
