Abstract

Perkembangan teknologi informasi merupakan suatu proses perkembangan dari masa ke masa kearah yang serba canggih. Permasalahan yang terjadi pada aplikasi E-Perpus yaitu belum tercapainya target pengguna aplikasi E-Perpus. Penelitian ini bertujuan untuk mengetahui, mencari data dan mendeskripsikan Efektivitas Implementasi Aplikasi E-Perpus Pada Dinas Perpustakaan dan Kearsipan Provinsi Bengkulu. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif untuk memberikan gambaran terhadap masalah penelitian. Aspek penelitian diadopsi dari teori Edward III tahapan kebijakan yang efektif yaitu ketepatan kebijakan, ketepatan pelaksana, ketepatan target, ketepatan lingkungan, dan ketepatan proses. Hasil penelitian ini sudah efektif namun belum optimal, dapat dilihat dari aspek ketepatan kebijakan menunjukkan kebijakan yang dilaksanakan sudah tepat sebagai terobosan memutus penyebaran wabah covid-19 di lingkungan perpustakaan. Ketepatan pelaksana sudah terlaksana karena pemustaka mampu mengakses aplikasi E-Perpus dan operator dan penanggung jawab aplikasi E-Perpus sudah mengikuti bimbingan teknis dan ditunjuk langsung oleh pimpinan. Ketepatan target, sudah berjalan namun belum optimal, karena masih minimnya usaha yang dilakukan oleh Dinas Perpustakaan dan Kearsipan Provinsi Bengkulu untuk meningkatkan jumlah pengakses sehingga masih banyak masyarakat yang belum mendowload aplikasi tersebut. Ketepatan lingkungan, sudah berjalan dan dapat dikatakan efektif karena petugas aplikasi E-Perpus sudah melaksanakan tugasnya dan masyarakat dan pemustaka merasa puas dalam menggunakan aplikasi E-Perpus karena bisa membantu mereka dalam mencari buku-buku pelajaran dan buku bacaan. Ketepatan proses, sudah efektif karena sudah memiliki SOP (Standard Operating Prosedure) aplikasi E-Perpus.

Abstract

This study aims to examine and to analyze the effect of emotional intelligence, employee competence, and job satisfaction on the performance of educators and education staff in blended learning management in the Covid-19 pandemic era. Using primary data collected through interviews with leaders at the University, Prof. Dr. Hazairin, SH Bengkulu, and used a questionnaire, secondary data was collected through journals, books, and other publications. This research uses survey research methods and verification descriptive research methods with a quantitative approach. The subjects studied were 169 people consisting of 104 educators and 65 UNIHAZ staff from a total population of 222 people and data analysis using SEM (Structural Equation Modeling) with LISREL 8.72 program. The results of this quantitative study indicate that emotional intelligence, employee competence, and job satisfaction have a significant effect on the performance of educators and education staff, the effective contribution given by the variables of emotional intelligence, employee competence, and job satisfaction of each variable is 52% fixed for the performance variable. , there are still 48% of other factors. However, emotional intelligence, employee competence, and job satisfaction through the performance of educators and ed0ucation have a negative but significant effect on blended learning in the Covid-19 pandemic era, this is because the results obtained by blended learning are low in negative complexes. -2.47 so that there is an increase in managing blended learning. Measuring performance has been done with IT-based assessments, not using manual assessments, so the performance that employees will give will be maximized.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh good governance terhadap efektivitas penyaluran bantuan pangan non tunai (BPNT), sehingga yang dijadikan sampel/responden dalam penelitian ialah masyarakat penerima BPNT pada Desa Timusu Kecamatan Liliriaja Kabupaten Soppeng dengan jumlah delapan puluh dua responden. Adapun pengumpulan data yang digunakan terdiri dari beberapa teknik yaitu, observasi, dokumentasi dan kuesioner/angket sedangkan teknik analisis data yang digunakan yakni analisis deskriptif dan assosiatif kuantitatif. Secara keseluruhan hasil penelitian menunjukkan bahwa terdapat pengaruh positif dan signifikan pada Good Governance terhadap Efektivitas Penyaluran Bantuan Pangan Non Tunai (BPNT) dan masuk kategori baik dari rata-rata nilai ideal yang menunjukkan adanya hubungan yang kuat antara variable bebas dengan variable terikat pada Kantor Desa Timusu Kecamatan Liliriaja Kabupaten Soppeng dan tidak menutup kemungkinan akan berubah dari waktu ke waktu jadi disarankan supaya kedepannya akan tetap diperthankan dan memberikan pelayanan yang lebih baik lagi.

Abstract

Election oversight duties are carried out by the Election Organizing Body (Bawaslu). Bawaslu is also expected to be able to help prevent violations of clean, fair, and just elections. Bawaslu plays an important role as a focal point for the cases of candidate pairs, the winning team, and the organizers of the election itself. The purpose of the presence of an election monitoring body is to improve the quality of elections and reduce cases of election fraud. The purpose of this study is to discuss Bawaslu's strategy for improving the performance of the Seluma Regency Panwaslu in the 2019 Seluma Regency Simultaneous Pilkada and identify the obstacles of Bawaslu in improving Panwaslu's performance. The research was conducted at the Seluma Regency Bawaslu by interviewing seven people as research informants who were directly involved in the implementation of the 2019 simultaneous local elections at Bawaslu, Panwaslu, and regional leaders. Observations, interviews, and documentation are used as techniques and tools for data collection. The results of the study, based on respondents' responses to the indicators used in the research, it is known that the performance of Bawaslu in improving Panwaslu's performance in Seluma Regency has been good. This can be seen from the indicators analyzed: Productivity, Quality of Service, Responsibility, Accountability, and Responsibility in carrying out all tasks, including overseeing preparations for holding elections based on Article 101 of Law No. 7 of 2017. The suggestions of the Seluma Regency Bawaslu to improve the operationalization of the Seluma Regency Panwaslu provided Panwascam. with an understanding of the rules, legal basis and services to be provided, what to consider, what legal basis to use and what services to provide. Based on the mandate contained in the Pilkada Law No. 07 of 2017 as evidenced by various alleged violations, the Seluma Regency Panwascam will immediately inform the Seluma Regency Bawaslu according to the mandate.

Abstract

The purpose of this study was to find out the description of the Regent of Seluma Regency, South Seluma Regency, regarding the development of village governance. This study uses an approach where the data obtained is presented and described or described and used as input to the authorities. Data collection tools with data collection techniques: Observation, interviews, and documentation. Then we analyze Permendagri 2018 number 20 to encourage village financial management: 1. planning, 2. implementation, 3. management, 4. Reporting, 5. Accountability, CIPP Leadership Assessment, Theory (Stufflebeam), Indicators: 1. contextual evaluation, 2, input evaluation, 3. process evaluation, and 4. product evaluation. The Village Head, Village Treasurer, and Chair of the BPD of Tangga Batu Village, Padang Genting, Seluma Market, and Padang Merbau as well as Chair of the South Seluma Administrative Body. The survey results show that the development of village government in the South Seluma administrative area by the Seluma District Director was successful.

Abstract

This research was conducted at the Office of the Harbor Master and Port Authority (KSOP) Class I Ambon because of the background of the inaccuracy of the syahbandar in supervision. Informants taken in this study were limited to KSOP employees in the Sailing Safety, Guarding and Patrol Division and Ship Captains. This type of research is descriptive research that describes the SOP of Sailing Approval Letter (SPB) issuance services. The data collection techniques used are observation. Interview and documentation. The data analysis technique used in this research is qualitative descriptive technique. The results of this study indicate that the supervision of the seaworthiness of ships by KSOP has been running quite well, this can be seen from the SOP of issuing letters and ship documents that are on time and checking ships carried out every incoming and outgoing ship. It is recommended that the Ambon Class I Harbor and Port Authority Office (KSOP) further improve its duties and responsibilities in carrying out supervision properly and more thoroughly based on existing and predetermined SOPs, and further emphasize sanctions for errors from both the Syahbandar and the Ship.

Abstract

Efektifitas Implementasi Pengembangan UMKM Pada Masa Pandemi di Desa Kampiri Keccamatan Pammana Kabupaten Wajo (dibimbing oleh Hj.Mastura Karateng,SSos.,M.Si. dan Amrizal Akmul,S.Sos.,M.Si.) Usaha Mikro Kecil Menengah (UMKM) merupakan kegiatan usaha yang mampu memperluas lapangan kerja,memberikan pelayanan ekonomi secara luas kepada masyarakat,berperan dalam  proses pemerataan dan peningkatan pendapatan masyarakat,mendorong pertumbuhan ekonomi,dan berperan dalam mewujudkan stabilitas nasional.peran penting tersebut telah mendorong pengusaha UMKM di desa kampiri kecamatan pammana kabupaten wajo untuk terus berupaya meningkatkan daya saing UMKM. Tujuan penelitian ini adalah untuk mengetahui kebijakan pengembangan UMKM pada masa pandemic. Jenis penelitian ini adalah penelitian deskriptif dengan metode pendekatan kuantitatif,dengan metode studi deskriptif yaitu metode yang diarahkan untuk memecahkan masalah dengan cara memaparkan atau menggambarkan adnya hasil penelitian ,data yang di dapatkan dari hasil  yaitu melakukan survei dan pembagian kuesioner ke pengusaha UMKM. Hasil dari penelitian ini menunjukkan bahwa dari 8 item pertanyaan tentang kebijakan pengembangan UMKM pada masa pandemic di desa kampiri kecamatan pammana kabupaten wajo  secara keseluruhan termasuk dalam criteria baik dengan nilai sebesar  397 dari nilai ideal.

Abstract

Ketersediaan pangan dan kemampuan masyarakat untuk memperolehnya merupakan aspek penting dari ketahanan pangan. Dinas Ketahanan Pangan Kabupaten Seluma mendukung upaya peningkatan ketahanan pangan nasional dengan fokus pada sektor pertanian sebagai potensi daerah yang perlu dikembangkan lebih lanjut. Namun, terdapat beberapa permasalahan seperti rendahnya sumber pangan di Kabupaten Seluma, kekurangan SDM penyuluh pertanian, dan tingginya angka kemiskinan di Kabupaten Seluma Utara. Selain itu, konsumsi pangan masyarakat yang bervariasi dan bergizi masih belum membaik serta minat generasi muda dalam bidang pertanian di Kabupaten Seluma belum meningkat. Dalam rangka meningkatkan ketahanan pangan masyarakat miskin di Kabupaten Seluma Utara, Dinas Ketahanan Pangan melakukan beberapa kegiatan seperti lumbung beras masyarakat, KRPL (Rumah Pangan Lestari Kecamatan), dan LCMB2SA (menu bervariasi, bergizi, seimbang, dan aman). Selain itu, dilakukan juga inspeksi keamanan pangan di tingkat kabupaten. Namun, hasil penelitian menunjukkan bahwa implementasi program tersebut masih belum optimal karena terdapat kendala dalam hal pendanaan untuk mendukung kegiatan tersebut.

Abstract

This study aims to examine the effect of the DPR (dividend payout ratio), NPM (Net profit Margin) on ROE (return to equity) in low CASA conditions. The research method used to examine the effect of DPR and NPM on ROE in banks with low CASA (Current Account Saving Account)  is multiple linear regression method with a quantitative approach. The theory used is the bird-in-the-hand theory and the profit-margin theory. The bird-in-the-hand theory explains the tendency of investors to choose to receive dividends rather than capital gains. The profit-margin theory explains that the cause of business depression is the inability of entrepreneurs to earn income that exceeds expenses and continue the business without suffering losses and bankruptcy. The results of the study show that the DPR and NPM have a significant positive effect on ROE at banks with low CASA.

Abstract

The ideals of regional autonomy to achieve regional independence have not been realized. Therefore, the ideals of regional autonomy to achieve regional independence have not yet been realized. In Seluma District, the capacity of local own-source revenues to support the APBD is still unstable. Seluma Regency's PAD is still low and tends to decrease. The purpose of this research is to find out and understand a detailed description of the internal and external conditions faced by the Regional Treasury Board of Seluma Regency to increase BPHTB tax revenues in Seluma Regency. The research method used to achieve the research objectives is a qualitative descriptive method. Interview, observation, and documentation methods were used to collect data with 5 informants at the regional tax office of Seluma Regency, BPN, a notary, and a regional bank. Data analysis using SWOT analysis. The results of the study show that 1) the current organizational situation offers enormous opportunities, but on the other hand the organization also has some internal limitations/weaknesses. In the current situation, the tax office must be able to minimize internal organizational problems to take better advantage of opportunities. 2) External and internal environmental conditions In applying BPHTB tax rates, several appropriate strategies have been formulated to increase BPHTB revenues in Seluma Regency.
